Opis:
The Arab States of the Gulf Cooperation Council (GCC) host one of the fastest developing, yet one of the most closed groups of securities markets in the EMEA region. This study provides an analysis of the regional securities market and compares it with global securities’ market trends for the period 2000 to 2014. The study refers to regional IPO activity as a reflection of the level of maturity of the local economy. An IPO Market Ratio is introduced in this study as an instrument for measuring the national economy so as to be able to further compare it to other economies. The study provides descriptions of the financial markets of all GCC economies, outlines their developmental history, and develops a ranking of GCC countries based upon weighted normalized IPO Market Ratio data. The collected information and the results of the analysis are presented both in table and graphical formats.

The problem of designing radiation-tolerant devices working in application critical systems becomes very important especially if human life depends on the reliability of control mechanisms. One of the possible solution of this problem are pure software protection methods. They constitute different category of techniques to detect transient faults and correct corresponding errors. Software fault tolerance schemes are cheaper to implement since they can be used with standard, commercial of-the-shelf (COTS) components. Additionally, they do not require any hardware modification. In this paper, author propose a new implementation mechanism for software based fault protection algorithms performed automatically during application compilation.

Although regional states don`t seek war, it cannot be ruled out that an unfavourable development in the international arena could lead to an unintended outbreak of a full-scale conflict, which would either directly or indirectly involve the Arab monarchies. In response to several threats within their proximity, these states have, for years, been pursuing several initiatives aimed at increasing their deterrence potential and interoperability in case of a crisis. The main goal of this article is to present and assess the GCC’s threat perception, followed by an analysis of the multilateral and unilateral responses. The main research question concerns the degree to which the GCC states are able to establish a joint and effective military bloc within the Persian Gulf.

The aim of this paper is to identify the key determinants in the Gulf Cooperation Council (which will be referred as GCC) for Foreign Direct Investment (FDI) inflows. Using the understandings of financial econometrics, the study discusses a significant positive association between FDI in Non-oil industries, while on the contrary, the negative association with the Oil industries. Natural resources are a path for some countries to attract FDI but it does not achieve the main benefits of FDI, which is introduction of new technology and offering job opportunities. Existing literature argues the suggestion that resource-rich countries attract less FDI because of resource (oil) price volatility. Statistical Models in Economic are used to analyze the data in achieving the conclusion. This study examines that natural resources discourage FDI in GCC countries, and helps identify policy reform priorities to support diversification and growth in the GCC through foreign investment.

This article examines the Competition Laws of the Members States of the Gulf Cooperation Council (GCC). It examines their content, puts all of them under general scrutiny from their enactment until today and compares their basic features to other (developed) competition law jurisdictions, such as EU Competition Law and US Antitrust Law. The article argues the importance of the Advocacy principle in the region and the incentives international organizations (IOs) have induced so far for the development of Competition Law in the GCC Countries, including the link between trade and Competition Law. In today’s economy where online giant companies dominate, where the restrictive conduct among separate independent commercial entities grows immensely, and where mergers do not identify formal state borders, the need for global Competition Law enforcement is indispensable. Therefore, in order to be part of the global competition world, a creation of GCC Competition Law may be considered progressive and advantageous. The article argues the purposes and motivations why such awareness is desirable and provides legislative and normative recommendations on how to accomplish this endeavor.
Cet article examine les lois sur la concurrence des États membres du Conseil de coopération du Golfe (CCG). Il examine leur contenu, les analyse d’un point de vue général depuis leur adoption jusqu’à aujourd’hui et, dans une certaine mesure, les compare aux autres juridictions (les plus développées notamment), telles que la législation européenne sur la concurrence et la législation antitrust américaine. L’article fait valoir l’importance du principe du plaidoyer dans la région, les initiatives que les organisations internationales (OI) ont prises jusqu’ici pour le développement du droit de la concurrence dans les pays du CCG, notamment le lien entre commerce et droit de la concurrence. Dans l’économie d’aujourd’hui – où les géants de l’Internet dominent et les comportements restrictifs entre entités commerciales indépendantes distinctes se multiplient et les fusions n’identifient pas les frontières officielles des États – la nécessité d’appliquer le droit mondial de la concurrence est indispensable. Par conséquent, une création du droit de la concurrence du CCG peut être considérée comme une solution progressive et avantageuse. L’article fait valoir les buts et les motivations pour lesquels une telle prise de conscience est souhaitable et fournit des recommandations législatives et normatives sur la manière dont cet effort doit être accompli.

Latest algorithm solutions for sound source localization have dramatically increased their computation burden. This paper proposes a novel hybrid algorithm with the ability to adapt its search spectrum based on target movement; we also show some studies and metrics to analyze its implementation constraints and remark its advantages over previous solutions. The proposed algorithm provides a good balance between processing power and real-time execution; our approach combines the General Cross Correlation (GCC) with the Delay and Sum Beamforming (DSB) algorithm, such that, less than 50% of thee DSB computation is necessary to locate the sound source.

Research background: The effects of oil price fluctuations on the macroeconomic performance in oil-importing and oil-exporting countries have stimulated considerable research activity. However, the debate is far from being closed. Purpose of the article: This paper revisits the impact of crude oil price on economic activity in the Gulf Cooperation Council oil-exporting countries. The study covers a relatively long period spanning from 1960 to 2018. Methods: The empirical investigation accounts for structural breaks, nonlinearity, and non-normal ?distribution of data. The Kapetanios (2005) structural breaks unit root test?? and ?Saikkonen?Lütkepohl (2000a, b, c) cointegration test with structural shifts are implemented to examine the stationary properties of data and the presence of cointegration between variables, respectively. Moreover, the quantile regression is employed to assess whether the impact of oil price on real GDP differs across different states of the economy. Findings & Value added: Empirical results suggest the absence of long-run cointegrating relationships between oil price and GDP in all countries. The quantile regression reveals that oil price does not affect real GDP in the same way across countries and for different business cycle phases. More specifically, the symmetric quantile regression findings reveal that oil price exerts a positive impact on GDP in all countries and that the effect is higher during the recession than expansion states. The asymmetric quantile regression shows that GDP reacts to positive oil price changes in all countries. However, only the Emirati and Omani GDPs are affected by negative oil price changes.

Corporate restructuring has become one of the significant solution for firms to improve their financial performance, gain competitive advantage and industry dominance. This paper aims to examine the the impact of corporate restructuring on firm performance of the GCC firms using profitability, liquidity and leverage measures. The largest mergers and acquisition deals in GCC through 13 years from 2004 to 2017 were selected for this study. Ordinary Least Square Regression method with dummy variables was employed to examine the impact of corporate restructuring. The empirical results showed that profitability indicators return on assets and net profit margin revealed a negative impact of mergers and acquisitions (M&A) on the sample firms, but the results are not statistically significant. The regression outcomes evidenced that M&A deals had a positive but insignificant impact on the leverage position of the GCC firms. In case of firm liquidity, a significant negative effect was experienced in the post M&A periods. The outcomes of this study imply that there is no reason that always M&A deals bring synergic effect on the firm’s profitability.
Restrukturyzacja przedsiębiorstw stała się jednym z istotnych rozwiązań dla firm w celu poprawy wyników finansowych, uzyskania przewagi konkurencyjnej i dominacji w branży. Niniejszy dokument ma na celu zbadanie wpływu restrukturyzacji przedsiębiorstw na wyniki firm GCC wykorzystujących środki rentowności, płynności i dźwigni finansowej. Do tego badania wybrano największe transakcje fuzji i przejęć w GCC do 13 lat od 2004 do 2017 roku. W celu zbadania wpływu restrukturyzacji przedsiębiorstw zastosowano metodę zwykłej regresji najmniejszych kwadratów ze zmiennymi obojętnymi. Wyniki empiryczne pokazały, że wskaźniki rentowności zwrot z aktywów i marża zysku netto ujawniły negatywny wpływ fuzji i przejęć (M&A) na firmy próbne, ale wyniki nie są istotne statystycznie. Wyniki regresji wykazały, że transakcje fuzji i przejęć miały pozytywny, ale nieistotny wpływ na pozycję dźwigni firm GCC. W przypadku ciągłej płynności wystąpił znaczący negatywny wpływ w okresach po fuzjach i przejęciach. Wyniki tego badania sugerują, że nie ma powodu, aby zawsze transakcje fuzji i przejęć przynosiły synergiczny wpływ na rentowność firmy.

The disadvantages of the conventional model predictive current control method for the grid-connected converter (GCC) with an inductance-capacitance-inductance (LCL) filter are a large amount of calculation and poor parameter robustness. Once parameters of the model are mismatched, the control accuracy of model predictive control (MPC) will be reduced, which will seriously affect the power quality of the GCC. The article intuitively analyzes the sensitivity of parameter mismatch on the current predictive control of the conventional LCL-filtered GCC. In order to solve these issues, a model-free predictive current control (MFPCC) method for the LCL-filtered GCC is proposed in this paper. The contribution of this work is that a novel current predictive robust controller for the LCL-filtered GCC is designed based on the principle of the ultra-local model of a single input single output system. The proposed control method does not require using any model parameters in the controller, which can effectively suppress the disturbances of the uncertain parameter variations. Compared with conventional MPC, the proposed MFPCC has smaller current total harmonic distortion (THD). When the filter parameters are mismatched, the control error of the proposed method is smaller. Finally, a comparative experimental study is carried out on the platform of Typhoon and PE-Expert4 to verify the superiority and effectiveness of the proposed MFPCC method for the LCL-filtered GCC.

Experts, but also ordinary people (consumers) are wondering what is the future of crude oil? The answer to these questions is extremely important, because in the last sixty years crude oil has become the most important raw material in the world's energy balance, but also a product that practically every consumer accompanies in everyday life. At the level of national economies, the vast majority depend on oil, some on its exports, and others on its imports. Declared and implemented, primarily by the European Union, the concept of abandoning the use of hydrocarbons in the economy will significantly affect the future shape of the world economy. Depleting resources of energy resources should also be taken into account, but this issue seems to be of less importance. Developing countries, which are mostly dependent on the export of raw materials, including oil from the point of view of this article, face a great challenge in the next 20-30 years. They have to carry out not only a fundamental transformation of their economies, but also the reconstruction of societies which, when confronted with the societies of developed countries, have little chance on international markets. Among the developing oil exporting countries, the countries of the Gulf Cooperation Council, thanks to forty years of integration, despite difficult periods and consistently pursued economic policy, have a good chance of entering the group of developed countries.

BMO-MRW is a new SOCT parameter that has been introduced in recent years in the diagnosis of glaucomatous damage to optic retinal nerve fibers on the optic disc. The aim of this study is to compare the sensitivity of this method with other methods used to evaluation of the retinal nerve fibres damage in patients with juvenile glaucoma. The study was conducted in 20 patients with juvenile glaucoma, aged 5–16 years. In all of them, the degree of retinal nerve fibers damage was measured using BMO-MRW, GCC, ONH and RNFL methods. The examinations were performed every 3 months during a 1.5-year follow-up of these patients. The results of these studies indicate that the most sensitive method of the degree of retinal nerve fibers damage in juvenile glaucoma is GCC and BMO-MRW, the less sensitive RNFL and at least sensitive is the ONH method.
BMO-MRW jest nowym parametrem badań SOCT, który został wprowadzony w ostatnich latach w diagnostyce jaskrowego uszkodzenia włókien nerwowych siatkówki na tarczy nerwu wzrokowego. Celem niniejszej pracy jest porównanie czułości tej metody z innymi stosowanymi metodami oceny uszkodzenia włókien nerwowych u pacjentów z jaskrą młodzieńczą. Badania przeprowadzono u 20 chorych na jaskrę młodzieńczą w wieku 5–16 lat. U wszystkich wykonywano pomiary stopnia uszkodzenia włókien nerwowych siatkówki za pomocą metod BMO-MRW, GCC, ONH i RNFL. Badania wykonywano co 3 miesiące w czasie 1,5-rocznej obserwacji tych pacjentów. Wyniki tych badań wskazują, że najbardziej czułymi metodami stopnia uszkodzenia włókien nerwowych w jaskrze młodzieńczej są GCC i BMO-MRW, mniej czułą jest RNFL zaś najmniej czułą – metoda ONH.

This work present a novel approach to track a specific speaker among multiple using the Minimum Variance Distortionless Response (MVDR) beamforming and fuzzy logic ruled based classification for speaker recognition. The Sound sources localization is performed with an improve delay and sum beamforming (DSB) computation methodology. Our proposed hybrid algorithm computes first the Generalized Cross Correlation (GCC) to create a reduced search spectrum for the DSB algorithm. This methodology reduces by more than 70% the DSB localization computation burden. Moreover for high frequencies Sound sources beamforming, the DSB will be preferred to the MVDR for logic and power consumption reduction.

Research background: Despite the large volume of research which has been conducted, the association between corporate governance mechanisms and firm performance remains a controversial issue, particularly with the growth of accounting settings around the world. Purpose of the article: This study assesses the moderating role of International Financial Reporting Standards (IFRS) on the association between corporate governance mechanisms and firm performance in selected Gulf Cooperation Council (GCC) country-listed firms, namely Saudi Arabia, Qatar, Bahrain, and United Arab Emirates over the period 2016–2019. Methods: Importantly, we examine the direct and indirect influences of royal family members on long-term firm performance. We attempt to answer our research questions using robust estimation methods such as pooled OLS, fixed effect, random effect and first difference models. Findings & value added: The outcome reveals a significant and positive impact of firm size and board size on the firm performance in the pooled sample, while there is a significantly negative influence of financial leverage on firm performance. The impact of RFP on FP is seen to be negative and significant while the interaction term is found to be positive and statistically significant. This notably refers to the possibility that royal family directors could play an essential role in influencing the executive management team to fully react to provide extensive voluntary disclosure and comply with IFRS adoption. Our simultaneous quantile regression analysis displays the influence of corporate governance mechanisms on firm performance in various stages. While we observe that IFRS transformation has improved information comparability, policy makes in GCC countries should continue to foster conducive environment to support innovative business practices that help diversify their economies.

Opis:
Autyzm jest zaburzeniem neurorozwojowym, które manifestuje się w obszarach związanych między innymi z relacjami społecznymi, komunikacją werbalną i niewerbalną. W ciągu ostatnich dziesięciu lat liczne kampanie społeczne na całym świecie, także w regionie Półwyspu Arabskiego, podniosły ogólny poziom świadomości na temat tego zaburzenia zarówno wśród rodziców, jak i ekspertów. Jednakże tradycyjne wierzenia i przekonania pozostają nadal istotnymi czynnikami, które kształtują zachowania związane z profilaktyką prozdrowotną i nastawieniem do kwestii związanych z szeroko pojętym zdrowiem psychicznym. Niniejsze opracowanie omawia znaczenie tych czynników, a także religii, na percepcję zaburzeń ze spektrum autyzmu w regionie państw GCC (Rady Współpracy Zatoki).
Autism is a lifelong neurodevelopmental disorder that is characterized by impaired social interactions, impaired verbal and nonverbal communication and stereotyped, repetitive behaviors. In the last decade there has been an increased media attention to autism both globally and across GCC (Gulf Cooperation Council countries), which in turn has increased the knowledge and awareness of the condition in the Arabian Gulf region among both parents and professionals. Traditional beliefs, however, leave important influences on health behaviors, which leads to implications on health communication area. Religion, spirituality and culture play a large role, especially when considering the diagnosis of mental health disorders. This paper addresses the issue of immaterial boundaries constructed by culturally bound child-upbringing practices with special attention to how these practices and beliefs create attitudes towards disabilities such as autism.
