In 2016, the Flemish Government adopted the transversal policy paper “Vision 2050, a long term strategy for Flanders”. It has set the ambition for Flanders for 2050 and has paved the way for a transition to a Circular Economy. It provided new objectives and confirmed the ambition to further reduce the total amount of (residual) waste by closing the loop and reducing the use of primary resources. More than before, prevention and reuse have been an integral part of materials management. The impact of waste behaviour needs to be measured against environmental and social priorities. In this context, the REPAiR project developed a multi-stakeholder and interdisciplinary methodology. Building on this methodology, this paper explores how governance in Flanders and Ghent has been affected by this transition and draws lessons to address these challenges.

Aim. This paper examines the meaning of The Tower of Babel (1563), Pieter Bruegel’s painting, as a physical, cultural, social, and architectural herald of the modern skyscraper. The interpretation generated will form the background for a contemporary analogy to the modern skyscrapers. These large-scale aesthetic structures, form the sensation of an unnerving lack of space and does not correspond with the existing urban outline. Similar to the tower at the painting, that is a symbol of the lack of connection between nations and peoples, the skyscraper follows in the footsteps of its predecessor that symbolized the confounding of the languages. Methods. Four theoretical approaches will be utilized: (a) Examining the place of the painting within common approaches to the biblical text, based on familiar examples; (b) Converting the biblical story into a painting; (c) Analyzing and evaluating the painting from an aesthetic perspective; (d) In order to overcome the alienation and lack of community we shall utilize the phenomenological notion of place and space, which opens a path to architectural experiencing that promises to connect the individual to the environment, the world, and the community. Results. Pieter Bruegel the Elder’s approach to the biblical story and its artistic portrayal teaches us that The Contemporary Torah (2006, Genesis 11:1-9) is a timeless and universal story that illustrates human pretense, a lack of adequate self-evaluation, arrogance, and stupidity. Conclusion. The artist understood all this very well and possessed the originality and the daring to represent it even in contradiction of contemporary conventions.

This article examines the changing approach towards the representation of the senses in 17th-century Flemish painting. These changes are related to the cultural politics and courtly culture of the Spanish sovereigns of the Southern Netherlands, the Archdukes Albert and Isabella. The 1617–18 painting-series of the Five Senses by Jan Brueghel the Elder and Peter Paul Rubens as well as the pendant paintings on the subject are analyzed in relation to the iconography of the five senses, and in regard to Flemish genre themes. In this context, the excess of objects, paintings, scientific instruments, animals, and plants in the Five Senses are read as an expansion of the iconography of the senses as well as a reference to the courtly material culture of the Archdukes. Framing the senses as part of a cultural web of artifacts, Brueghel and Rubens refer both to elite lived experience and traditional iconography. The article examines the continuity between the iconography of the senses from 1600 onwards, as developed by Georg Pencz, Frans Floris, and Maerten de Vos, and the representation of the senses in the series. In addition, the article shows how certain elements in the paintings are influenced by genre paintings of the courtly company and collector’s cabinet, by Frans Francken, Lucas van Valckenborch and Louis de Caullery. Through the synthesis of these two traditions the subject of the five senses is reinvented in a courtly context.

The Quai des Trois Fontaines is a berthing area in Chooz, France, which was designed for 80 m long vessels (CEMT Class IV) plying the River Meuse. A turning basin is located in front of the Quai des Trois Fontaines to allow vessels to turn before loading at the quay. Real time simulations on a dedicated inland ship manoeuvring simulator at Flanders Hydraulics Research were carried out with experienced skippers to study how the safety of the turning manoeuvre could be improved and which measures are required for safe manoeuvres with longer vessels, i.e. vessels of 85 and 90 m in length. In the first phase of the study, turning manoeuvres of CEMT Class IV vessels of 80 m, 85 m and 90 m long were studied in the existing environment. The manoeuvres were evaluated based on different safety criteria and on the feedback of the pilots. The real time simulations have shown that the actual design of the turning basin is suitable for the 80 m long vessels in any hydro-meteorological condition. However, the manoeuvres become risky with 85 m long vessels under certain conditions and impossible with longer ships. Although the current can be very strong on the river Meuse, the local width turned out to be the most critical parameter. In the second phase of the study, measures were proposed to allow the safe turning of 85 m and 90 m long vessels. Local widening of the river to 100 m and to 105 m were proposed for 85 m and 90 m long ships respectively. A third proposed measure is to provide a fixed point near the end of the quay, to which the vessels can attach and around which they can then turn.
