The vocation to parenthood is a constitutive element of married and family life. However, recent decades show that the number of births in Poland is declining steadily. This, in turn, is leading to a decrease in population and population aging in our homeland. The current situation is called a demographic catastrophe, the consequences of which will be felt in the next decades. It is therefore necessary to take concrete steps to change this situation. The aims of this article are to try to describe the present demographic situation in Poland, to recall the main ideas of the teaching of the Catholic Church on the parental tasks of the family and society, and to identify the most important pastoral task, which the Church in Poland faces in this regard.

Opis:
Th e family, its conceptualization and functioning, as well as family policy are discussed at the personal, community and state level. Th is makes sense because diff erent cultural, historical, ethical, social and other alternations aff ect the assessment and evaluation of these three signifi cant components. Besides family policy is a very important part of public policy in a state, what makes obvious impact on every human life (even those who are living not in a family). Th e aim of this article is to shed light on theconcept of family, family functioning and family policy as three mutually interacting components in a unifi ed narrative. Th e object of study is the concept of family, family functioning and family policy from the perspective of its content. Th e research methods employed include analysis and design of scientifi c literature and documents. Th e article analyzes the defi nition of family, paying particular attention that diff erent authors present various defi nitions of families. Although these defi nitions focus on different aspects of families (e.g. marriage, community, the continuity of the nation, etc.), it is shown that in each country the concept of a family is regulated by laws, by which regulations (and other legal documents) are prepared. Th e legal concept of a family in Lithuania is still not entirely clear. Th e concept is not defi ned in the Constitution and marriage is not indicated as an obvious attribute of being a family. Meanwhile,the FamilyPolicyConcept(2008) clearly defi nes a family,indicatingthat marriage is necessarily between a manand a woman. Th e recognition of families only by marriage has raised many discussions among politicians, particular public interest groups and private individuals in Lithuania. Th ese discussions became even stronger when the Constitutional Court stated that the FamilyPolicyConcept(2008) contradicts the Constitution of Lithuania. Having in the mind, that the implementation of family policy in Lithuania is fragmented, lacks a unitary system, including the absence of an offi cial institution responsible for family policy (this function is currently delegated to Th e Ministry of Social Security and Labour), the implementation of family policy is legislated andimplemented without correct procedures. Following the concept of family, family functing and family policy analysis, it can be stated that the concept of family and its functions is diff erent. Th ey are both infl uenced by diff erent views from scholars’, politicians’ and other particular persons’ or groups’ regarding marriage, as well as socio-cultural, political and other factors. Th e variety of family conceptions encourages debate, which should not persist and interfere with the formation and implementation of State family policies. Th e concept of family, family functions and family policies are considered as three mutually interacting components. Based on this, the tools of appropriate and thoughtful family policy implementation can be formulated and developed. Family policy in Lithuania is not yet suffi ciently formulated in both conceptual and realizable levels. For that reason it is necessary to do a comprehensive study in order to provide a basis for implementing new family policies based on that study. Likewise, to develop the concept of family and family function, it is necessary to formulate an Educational Policy Concept and to implement its strategies, designing the tools for its implementation in the context.

The author presents demographic data reflecting the process of the individualization of contemporary culture, which translates into changes in the contemporary family model. The main aim of the article is to present the changes taking place in the contemporary model of family policy in Poland and to analyze these phenomena.

Adopted in April 2016 and then amended in July 2016, the Family 500+ programme is the controversial programme of Polish government, which actually supports all families with children by direct cash payments of PLN 500 without any income threshold. This article aims to evaluate the effectiveness of Family 500+ programme in accordance with its three declared goals, mainly to increase the fertility rates, to reduce poverty among families with children and to invest in families in general. The main research question is the following: does the Family 500+ programme reach its goals and at what costs? The hypothesis of the paper is built upon controversy regarding this programme, mainly a number of negative effects that might be caused by this initiative (e.g. a decrease in women’s professional activity) and its non-justification (unfair distribution of resources and political motives). The research method of this paper consists of desk review of relevant data from the Central Statistical Office (GUS) and Eurostat, as well as a range of elaborations conducted by independent researchers.This paper consists of three parts. The first one is devoted to an international perspective, where there is presented an overview of family and child benefits expenditures among European countries and their impact on fertility rates. The second part presents a full range of Polish family and child benefits and the place of the Family 500+ programme within this system. The third section evaluates the implementation of direct goals of the programme, as well as its “side effects”. The conclusive part provides a summary, as well as further ideas regarding the programme improvement. The conclusions are still unclear. The first section proved that high child benefits do not guarantee high fertility rates and vice versa. The second part undermined credibility of the Family 500+ programme as a system of appropriate benefits with income threshold had already presented before. The third section contains a few conclusions: the first one is that there is no reason to argue that the Family 500+ programme increased Polish fertility rates; secondly, in addition to improving the economic situation of the poorest families with children, the lack of income threshold in the programme means unnecessary expenditures on families with good economic conditions; thirdly, an engagement of Polish women in labour market decreased since the implementation of the Family 500+ programme, which has negative effects on Polish economy.

This article seeks to identify the relationships between fatherhood, masculinities, and the welfare state. The paper is based on fifty-two interviews conducted with Polish and Swedish fathers living with their biological children and their partners. A comparison of Polish and Swedish fathers enables us to comprehend how everyday practices and men’s thinking about parenthood and gender roles are connected to hegemonic masculinities models and family policy systems. The study shows how definitions of parental roles adopted in family policy influence men’s engagement in caring activities and the domestic sphere, as well as how they can help in the reconstruction of hegemonic masculinity and traditional gender order within family life.

The aim of this paper is to analyze four reforms introduced in the Polish family system in the 2010s. The reforms were introduced as an answer to a problem of very low fertility rates, as well as instruments helping women in achieving their work-life balance. The reforms are analyzed here in terms of their (de)genderization effects on Polish mothers and fathers. The use of a genderization-degenderization axis shows that the gendered division of domestic and care work is not challenged by the reforms, but it is rather reinforced by them. It is also doubtful if the reforms will manage to reverse current demographic trends.

Abstract This paper investigates the relationship between the implementation of the Family 500+ benefit, changes in female employment and female economic inactivity. The analysis is based on macro data and is focused on the years 2016–2019. To examine the relationship, this study uses decomposition of the employment-to-population ratio change into labour supply and unemployment components, analysis of changes in the structure of nonparticipants and the shift-share method. Considering that the reaction to the child benefit may differ across age groups, this study found that since the introduction of the Family 500+ benefit, the employment-to-population ratio for women aged 25–39 (the most likely age group to be raising children and therefore to receive the benefit) stagnated, their labour force participation rate decreased and the percentage of nonparticipants due to family and household responsibilities increased.

The aim of this article is to examine how family policies contribute to changes in family practices and towards gender equality in families. Empirically we draw on interviews with two groups of Polish-born parents: Polish parents who have migrated to Norway and Polish parents living in Poland. Norway and Poland are relevant cases for our exploration because they represent different types of welfare states, which have followed different paths towards their current family policy package. In our analysis of actual work–family adaptations we found a convergence towards gender-equal dual-earner/dual-carer arrangements in both groups, although there were differences in the level of agency. Polish parents in Poland felt less entitled to use the measures available to them, and sometimes refrained from using them, compared to Polish parents in Norway who expressed a strong sense of agency in using family policy measures to create a good life in Norway and as part of a project of change towards more gender-equal sharing of work and care responsibilities. The analysis confirms the strong link between family practices and family policies, but also illustrates how the effect of policies on practices may be hampered or boosted by the wider historical-cultural context of the society in question. In conclusion, in analyses of the link between policy and practice it may be fruitful to distinguish between family policy packages – the concrete set of entitlements for working parents – and family policy regimes, meaning policies in their wider context, including migrancy as a mediating factor.

The SARS-CoV-2 virus pandemic, which the whole world has been facing for almost a year, has negative effects in all areas of life. Apart from the obvious threat to human health and life, it carries serious consequences for economy and social relations, including family relations. A well-functioning state must respond to such circumstances by offering real help to its citizens and families. The subject of this article is to critical analyse the activities of the Polish government undertaken for the benefit of the family during the coronavirus epidemic. As the epidemic continues, the analysis is limited to government actions taken during the so-called first wave of coronavirus in spring and summer 2020. This analysis seeks to answer two questions: what actions have been taken by the Polish government for the benefit of the Polish family affected by the COVID-19 pandemic? And do these actions, in practice, constitute real help for Polish families? This analysis is made on the basis of three forms of aid; these are: additional care allowance, activities related to alimony assistance and special support for victims of domestic violence.
Pandemia wirusa SARS-CoV-2, z którym cały świat mierzy się od niemal roku, powoduje negatywne skutki w każdej dziedzinie życia. Oprócz oczywistego zagrożenia dla zdrowia i życia ludzkiego, niesie za sobą poważne konsekwencje dla gospodarki i stosunków społecznych, w tym również rodzinnych. Dobrze funkcjonujące państwo musi w takich okolicznościach reagować, oferując obywatelom i rodzinom konkretną pomoc. Przedmiotem niniejszego artykułu jest analiza działań rządu polskiego podejmowanych na rzecz rodziny w czasie epidemii koronawirusa. Ponieważ jednak epidemia cały czas trwa, podjęte rozważania ograniczają się do działań rządu podejmowanych podczas tzw. pierwszej fali koronawirusa, jaka miała miejsce wiosną i latem 2020 r. Celem tej analizy jest udzielenie odpowiedzi na dwa zasadnicze pytania: jakie działania podjął polski rząd na rzecz polskiej rodziny dotkniętej epidemią COVID-19? Oraz czy w praktyce te działania stanowią realną pomoc dla polskich rodzin? Analiza ta jest przeprowadzona w oparciu o trzy konkretne formy pomocy; są to: dodatkowy zasiłek opiekuńczy, działania dotyczące pomocy alimentacyjnej oraz szczególne wsparcie dla ofiar przemocy w rodzinie.

The Act of 26 April 2019 amending the Act on State Assistance in Upbringing Children as well as certain other acts extended, from 1 July 2019, the validity of the "Family 500 +" programme to every child under 18 years of age, regardless of the family income criterion. The study analyses the underlying assumption and aim of the reform, and also attempts to answer the question: to what extent has broadening of the Family 500+ programme brought the expected results?
Począwszy od kwietnia 2016 r. ustawodawca wprowadził nowy rodzaj świadczenia społecznego – świadczenie wychowawcze. Początkowo przysługiwało ono na drugie i kolejne dziecko, a w rodzinach najuboższych także na pierwsze. Ustawą z dnia 26 kwietnia 2019 r. o zmianie ustawy o pomocy państwa w wychowywaniu dzieci oraz niektórych innych ustaw rozszerzono, począwszy od 1 lipca 2019 r., obowiązywanie programu „Rodzina 500 +” na każde dziecko do 18. roku życia, bez względu na kryterium dochodowe rodziny. W opracowaniu poddano analizie założenie i cel reformy oraz postarano się odpowiedzieć na pytanie, na ile rozszerzenie programu Rodzina 500+ przyniosło spodziewane efekty.

Starting from April 2016, the legislator introduced a new type of social benefit – raising children & educational benefit. This allowance is for the second and subsequent child, and in the poorest families also for the first. The intention of the government is to provide a benefit helpful in bringing up children, by providing appropriate financial assistance in raising children, to reverse the drop in the number of births observed for many years and to further reduce the scale of poverty among families with the most difficult financial situation. However, after less than three years of application of the 500+ Program, it is difficult to determine unequivocally whether there has been a permanent reversal of the birth declining trend. Statistical data in this area can be interpreted in many ways and more time is needed to attempt a final summary. Certainly, the Program has improved the economic situation of the poorest families, especially those with large children.
Począwszy od kwietnia 2016 r. ustawodawca wprowadził nowy rodzaj świadczenia społecznego – świadczenie wychowawcze. Przysługuje ono na drugie i kolejne dziecko, a w rodzinach najuboższych także na pierwsze. W zamyśle rządu świadczenie wychowawcze, poprzez udzielenie stosownej pomocy finansowej w wychowaniu dzieci, ma odwrócić obserwowany od wielu lat spadek liczby urodzin i dodatkowo zmniejszyć skalę ubóstwa wśród rodzin o najtrudniejszej sytuacji finansowej. Po niecałych trzech latach obowiązywania Programu „Rodzina 500+” trudno jednak jednoznacznie określić, czy nastąpiło trwałe odwrócenie trendu spadku urodzin. Dane statystyczne w tym zakresie mogą być różnie interpretowane i potrzeba nieco więcej czasu, aby pokusić się oostateczne podsumowanie. Z całą pewnością Program poprawił sytuację ekonomiczną rodzin najbiedniejszych,w tym w szczególności tych wielodzietnych.

This article presents the results of examining selected factors co-occurring with high fertility rates in developed countries. Selected OECD countries at a similar stage of demographic development have been subjected to analysis. Employing cluster analysis, the selected developed countries have also been identified according to the type of adopted family policy. It has been found that the developed countries which spend more on the family policy concerning GDP are generally characterised by higher fertility rates than those which spend less. In the light of those findings, the family-policy expenditures which allow women to reconcile professional work with raising children turned out to be particularly important. The fertility rate has also been found to correlate with labour market rates, with the level of women’s professional activity in particular. Moreover, in the developed countries the relatively high fertility rate is accompanied by low rates of young people who do not work or attend school and are not in vocational training, as well as a high rate of extramarital births.

Opis:
The paper focuses on the assessment of how effective the Korean government’s actions taken to increase the fertility rate are. South Korea is a country with a very low fertility rate which is below the replacement level. This demographic situation causes the ageing of the Korean population. The paper shows the contemporary family policy, the analysis of sociodemographic indicators and the analysis based on the data from the Korean Longitudinal Survey of Women and Families in the two periods of time: in 2007 and 2018, in order to show changes in the fertility intentions among the Korean women – in the sociological perspective. The statistical analysis indicates that the majority of the respondents had no intentions of having children. The results indicate that the Korean government’s actions are not sufficient to create an environment supporting the family in fertility intentions and behaviour, which is reflected in the continued low fertility rate.
Artykuł koncentruje się na ocenie skuteczności działań rządu koreańskiego na rzecz zwiększenia dzietności. Korea Południowa to kraj o bardzo niskim współczynniku dzietności, który znajduje się poniżej poziomu zastępowalności pokoleń. Ta sytuacja demograficzna powoduje starzenie się społeczeństwa Korei. W celu wykazania zmian intencji dzietności wśród Koreanek w perspektywie socjologicznej w artykule przedstawiono współczesną politykę rodzinną, analizę wskaźników socjodemograficznych oraz analizę opartą na danych z Korean Longitudinal Survey of Women and Families w dwóch okresach: 2007 i 2018. Analiza statystyczna wskazuje, że w większości respondenci nie mieli intencji posiadania dzieci. Wyniki wskazują, że działania rządu koreańskiego nie są wystarczające do stworzenia środowiska wspierającego rodzinę w intencjach i zachowaniach związanych z dzietnością, co znajduje odzwierciedlenie w utrzymującym się na niskim poziomie współczynniku dzietności.

Opis:
The paper focuses on the analysis of recent family policies on selected programs and actions in Poland and Spain. The analysis was made on the basis of a comparison of three spheres of supporting the families in both countries: financial support, institutional support and conditions of parental leaves. The main data sources came from the OECD and Ministries in Poland and Spain. Results show that there are differences between Poland and Spain in terms of funds assigned to the support of families and children, in terms of the length of maternity and paternity leaves, the level and types of fi nancial support, and also the types of institutional support.
