This paper presents a functional model of river-sea ships (shortly called: SRM) operating in European system of transport corridors. It is composed of two parts: Part I contains a descriptive model of functioning the SRM fleet with taking into account various shipping tasks as well as impact factors (external and internal factors, limitations and criteria). Also, a mathematical model of functioning the SRM fleet, including choice of relevant economic criteria (e.g. profit maximization, capital return period minimization etc), is presented. Results achieved on the basis of the functional model are presented in Part II of the paper.

This paper presents continuation of the research on the functional model of river-sea ships operating in European system of transport corridors. It deals with a set of methods of determination of design assumptions for river-sea ships. Relevant calculations were performed on the basis of a future network of European routes for operating the river-sea ships within EU system of water transport corridors, in which rates of cargo flows and lengths of particular routes as well as their mathematical model were taken into account. In consequence, technical assumptions for designing the fleet of river-sea ships to be operated in European system of water transport corridors, were obtained.

This article concerns a big challenge of public statistics, which is to find a balance between the ability to meet the ever growing data users’ needs and maintaining high standards of quality of data available. The starting point for reflections on this area is to define widely understood standards of quality statistics, from the perspective of both data producers and users. The authors of the article refer to key documents governing the system of statistics quality at an international level, as well as in Poland. They also emphasize the need to exchange information on quality between data producers and users as well as the opportunities that dialogue creates to the process of improving statistical products. At the same time, they point out that high quality of statistical data, defined by such attributes as: relevance, accuracy, timeliness and punctuality, accessibility and clarity, comparability and coherence gives users the opportunity for an accurate, reliable and in-depth data analysis. Against this background, the article includes examples of the antinomy that may occur in the process of developing individual attributes. In conclusion, the authors emphasize an international aspect of statistical quality, continuity of processes aimed at improving quality and an important role of data users in those processes.

The appeal to the Russian historical, imperial or soviet, legacy as a significant residual factor, plays and has played an important role in the emergence of the Russian political- -military elites’ strategic culture, either during Soviet times or in the post-communist period. Within this context, historical analysis would allow us to identify the potential directions, means and methods (military, political, economic, cultural) employed by the Russian Federation in its goal to multiply and expand its presence in Eastern and Central Europe. Economic weakness, social discrepancies, and accelerated demographic decline of the current Russian state are masked by an appeal to the historical legacy and to the need to recover the political legacy of the past through promoting the concepts of slavophilism and, especially, eurasianism. Russian military and non-military reactions to the potential European accession of ex-soviet states, seen as part of its sphere of influence, as well as its strategy to re-conqer the Eastern and Central European area are already creating deep effects on the European security system, as well as on the political, economic, cultural and social foundations of the European Union, being the greatest security challenge to Western democracy.

EUPOS (European Position Determination System) is a new European initiative of establishment of the multifunctional reference station system in Central and Eastern countries. The Project EUPOS was initiated by the Berlin Senate Department for Urban Development and European Academy of the Urban Development Berlin. The project consists in establishment of about 440 multifunctional satellite reference stations in Central and Eastern Europe. Fourteen countries (Bulgaria, Czech Republic, Estonia, Germany, Hungary, Latvia, Lithuania, Macedonia, Poland, Romania, Russian Federation, Serbia & Montenegro, Slovakia and Slovenia) intend to participate in the project. One common project standard set will be observed by all countries, however the project will include the existing or developed infrastructure in participating countries. Experiences of all participating countries in establishing and operating satellite systems will also be used. The system will be compatible with the German network SAPOS and in future will use as main signal the signal of the European system Galileo. The network of reference stations will provide services for both positioning of the geodetic control points and for land, air and marine navigation. Several levels of positioning accuracy will be offered. The participating countries decided to form a Steering Committee. Eight working conferences of the Steering Committee were held up to now. The conferences were devoted to discussions on practical aspects of realisation of establishment of the network, the standards and possible sources of financial support for realisation of the Project. The project EUPOS was also presented at many international conferences and symposia.On 12 November 2003 the representatives of the EUPOS International Steering Committee have held consultations in Brussels with Galileo Joint Undertaking and the European Commission EuropeAid Co-operate Office. The objectives of consultations were to inform the EC about the Project EUPOS, its organisation, standards and services, links to the European Project Galileo and expected benefits for all participating countries. As positive aspects there were recognised short time (2,5-3 years) of realisation of the Project and the fact that the organisational structures of the project are already available. It was advised that the attempt could be made to request for financial support from different EU Programmes: ERDF for EU member countries (Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia, Slovenia), ISPA - for EU candidate countries (Bulgaria, Romania), CARDS - for West-Balkan countries (Macedonia, Serbia and Montenegro), TACIS - for the Russian Federation and INTERREG III C - for Germany (Coordinator of the Project). In August 2006 the Head Office of Geodesy and Cartography has signed with the Polish Ministry of Economy the agreement on financial support for establishment of EUPOS reference stations in Poland. The respective fund as given in the Project EUPOS was accepted and support will be given from structural ERDF EU programme. The detailed technical design of the network is already prepared. In order to cover the whole territory of Poland and to achieve the proper cross-border links there will be finally established 87 reference stations. According to the agreement the establishment of all stations should be concluded by September 2007. The tirst GPS receivers for some stations will be purchased in 2006.

Strategic approaches and interests of Great Britain in the conditions of the modern crisis of the European security system in connection with the Russian-Ukrainian conflict are analyzed in the article. The historical features of London’s policy on the subject of European integration in the field of security are discovered. The author concentrates attention on the reasons of the modern crisis of the European security system. There are revealed the forming factors and the main point of political positions of the EU, the US, NATO, and Great Britain in relation to the military-political aggression of Russia against Ukraine in 2014. The features of the European policy of the British government in the field of security and the strategic interests of Great Britain in the conditions of a renewal of the elements of bloc-civilization conflict are analyzed.

The aim of this paper is to present some remarks on the problems of the European Union as a system of 27 member states. It may be useful to deal with these problems on the grounds of a simple scheme based on the systems theory. This scheme requires to analyse the system of the European Union in association with its natural and artificial environment. European Union is in fact a multifunctional tool for several particular centres of power. It would be difficult to describe the European Union as ‘controllable’. One must not forget that there is some opposition with regard to the European Union. Numerous problems are generated within the member states. It seems to be reasonable to expect that the structure of the European Commission should be compatible with the real problems of the European Union and its member states. These matters require further research.

This paper describes the methodology and results of studies carried out on mobility in European Countries by the authors in the framework of EPATS project (European Personal Air Transportation System). The objective of these studies was to analyse the main characteristics of the mobility in Europe when particularly focusing on the mobility features on the connections where personal aviation could potentially operate. Besides this general analysis of mobility in Europe we also focus on the mobility analysis in two particular countries: France and Poland. Both indeed belong to the countries with the highest traffic level in old European countries and new European countries. The mobility analysis made at a EU 15 level highlights that the long-distance journeys characteristics change according to the customer profile: business and leisure traveler do not travel the same way (difference in terms of transport mode, duration, traveler features (age, gender, etc.)). Characteristics of long-distance mobility therefore vary a lot according to the trip purpose. We identify that 15 223 connections between 28 countries can be considered as EPATS potential connections. All together these potential connections represent 24% of the total existing NUTS 2 connections in Europe. Despite the lack of detailed data on the traffic occurring on these connections the analysis manage to provide very interesting and important information on the current traffic levels and modal splits. The total traffic on the potential EPATS connections is 2400 billion passengers amongst whom 436 million travel to and from France and 93 million to and from Poland. The analysis also highlights the large market share of the road transport mode on these connections since 79% of the passengers travel by car. The air transport market share often exceeds the road one for distance over 1500 Km and reaches 100% for distances over 2000 Km. The road transport mode preponderance on the potential EPATS connections hence tend to mean that the traditional air transportation is often less competitive than the road transport mode. But could a different way of travelling by air such as the personal aviation be an alternative to the traditional air transport as well as to road transport. The answer to this question is the next step of the analysis aiming at assessing the traffic that could be potentially transferred to EPATS by 2020 as well as the EPATS aircraft fleet that would be necessary to satisfy this demand.

The large US SATS (Small Aircraft Transportation System and EU supported EPATS (European Personal Air Transportation System [4, 5]) projects target to develop and introduce new transportation system based on the newly designed small and smart aircraft mostly personal used in completely redesigned and rebuilt airport and ATM systems. Introduction of such innovative system can be characterized by innovation diffusion process. The diffusion of innovation is the process by which an innovation is communicated through certain channels over time among the members of social system. The penetration of the new innovative system into society and economy can be characterized by “S” curve. In case of earlier time of diffusion, when only the relatively small number of users, called innovators and early adaptors are applying the new system, the evaluation of efficiency of the new system plays a determining role. Generally, it seems the efficiency can be defined and applied for evaluation of the new technology easy. However, the efficiency means different meaning for different group of people, like designers, operators, users, owners, stakeholders, or simple “neutrals”, namely for those who does not belong no one from the named groups. So, the new system must be evaluated with use of different terms, different methods, as technical or energetic efficiency, benefits, etc. This short paper tries to summarize the different definitions of efficiency and their use for evaluating the EPATS and their impacts on the EPATS development process.

The article presents various opinions and assessments of Polish society regarding membership in the European Union and its consequences. 2014 marks 10 years since countries from Central-Eastern Europe became a part of the European Union. It is a good opportunity for an afterthought on the role and place of the post-communist countries in today’s world order. The author of the article suggests that perspectives of post-colonial theories or the system-world dependence theory can be a useful tool to help understand the state of affairs in the region. It is also indicated by the research studies which demonstrate that the respondents notice a gap between Poland and the standards of Western European countries in all aspects of their lives. It does not only refer to the social sphere, but also to assess the institutional order or civic self-awareness. In spite of dif culties and crises in such countries as Greece or Portugal within the European Union, Polish society – as shown by the results of the author’s research studies – perceives further European integration to be a solution to its own problems.

The article aims to present the prisoner’s right to the freedom of conscience and religion in the European system of human rights. A detainee is a subject of special human rights because he or she is deprived of the right to liberty. Public authorities are obliged to strictly observe the law related to the sphere of convicts and their views. The right of people deprived of liberty is to exercise their free thought, conscience and religion. No one should be subjected to coercion which would limit their freedom of religion, except as stipulated by the legislator. Public authorities are obliged to provide prisoners with the opportunity to participate in religious events, to contact a priest, to manifest religious beliefs and to be administered medical care. Discipline and security issues may justify the imposition of restrictions of liberty on the grounds of security and public order. Taking advantage of religious freedom must not violate the principles of tolerance or disrupt the established order in prison.
Artykuł ma na celu przedstawienie praw więźnia do wolności sumienia i wyznania w systemie europejskim praw człowieka. Osoba znajdująca się w miejscu detencji jest szczególnym podmiotem praw człowieka, ponieważ jest pozbawiona prawa do wolności. Władza publiczna ma obowiązek bezwzględnego przestrzegania prawa związanego ze sferą przekonań i poglądów więźnia. Prawem osoby pozbawionej wolności jest realizowanie jej swobodnej myśli, sumienia i wyznania. Nikt nie może podlegać przymusowi, który ograniczałby jego wolność wyznania lub przyjmowania religii, z wyjątkiem zastrzeżeń przewidzianych przez ustawodawcę. Władze publiczne zobowiązane są do zapewnienia więźniom możliwości uczestnictwa w wydarzeniach religijnych, kontaktu z osobą duchowną, uzewnętrzniania przekonań religijnych oraz zapewnienia opieki medycznej. Kwestie dyscypliny i bezpieczeństwa mogą powodować ograniczenie wolności ze względu na bezpieczeństwo i porządek publiczny. Korzystanie z wolności religijnej nie może naruszać zasad tolerancji ani zakłócać ustalonego porządku w zakładzie karnym.

Artykuł prezentuje wyniki badania orzecznictwa Trybunału Sprawiedliwości Unii Europejskiej w obszarze prawa azylowego i powrotowego, dotyczącego ochrony praw migrantów. Zanalizowane orzecznictwo dotyczy postępowań po eskalacji europejskiego kryzysu migracyjnego w 2015 r. Presentowane studiu, dąży do odpowiedzi na pytanie o możliwość funkcjonowania jurydycznego standardu ochrony prawa do bezpieczeńśtwa migracyjnego. Analiza zawiera również odniesienie do problematyki konieczności zapewnienia bezpieczeństwa procesów migracyjnych i obowiązku zapewnienia ochrony praw podstawowych migrantów.
The current article presents the findings of the research on the case-law of the CJEU in the area of asylum and return migration law concerning protection of migrants’ rights. The analyzed case-law concerns the proceedings from the period after the escalation of the European migration crisis in April 2015. The presented study seeks to answer the question about the existence of a juridical standard for the protection of the right to migration security. The analysis also includes the examination of the relation between the necessity of providing security in migration processes and the obligation to ensure the protection of migrants’ fundamental rights.

Artykuł analizuje orzecznictwo pokryzysowe Trybunału Sprawiedliwości Unii Europejskiej w obszarze bezpieczeństwa migracyjnego państw członkowskich. W związku z eskalacją kryzysu migracyjnego w 2015 r. Unia Europejska stanęła przed nowymi wyzwaniami w zarządzaniu migracjami. Orzecznictwo TSUE, zwłaszcza wydawane w procedurze tzw. pytań prejudycjalnych, stanowi swoisty barometr dla problemów, z jakimi mierzą się państwa członkowskie w zakresie zagwarantowania bezpieczeństwa. Zgodnie z przyjętymi założeniami badawczymi, Trybunał ma realną możliwość kształtowania standardów bezpieczeństwa migracyjnego w obszarze polityki azylowej i powrotowej. Co więcej, w ramach prawa migracyjnego UE i polityk migracyjnych istnieje priorytet bezpieczeństwa migracyjnego, zgodnie z którym konieczne jest zagwarantowanie jak najwyższego poziomu bezpieczeństwa wszystkim uczestnikom procesów migracyjnych, tj. zarówno migrantom, jak też społeczeństwu przyjmującemu. Zasada ta powinna być wdrażana zarówno na poziomie procesów legislacyjnych, jak też w obszarze implementacji norm prawnych. W wyniku przeprowadzonej analizy orzecznictwa Trybunału, wyodrębnione zostały cztery podstawowe obszary związane z bezpieczeństwem migracyjnym państw członkowskich: sprawy dotyczące bezpośrednio ochrony bezpieczeństwa i porządku publicznego, sprawy odnoszące się do możliwości ograniczenia cudzoziemcom niepożądanym wjazdu na terytorium państw członkowskich oraz swobody poruszania się, sprawy dotyczące zakazów wjazdu nakładanych na cudzoziemców o nieuregulowanym statusie oraz problematyki solidarnego dzielenia odpowiedzialności przez państwa członkowskie w obliczu masowego napływu migrantów, a tym samym zapewnienia bezpieczeństwa migracji na terytorium wszystkich państw członkowskich.
The article analyzes the post-crisis CJEU case-law in the area of migration security of the Member States. Due to the escalation of the migration crisis in 2015, the European Union has been facing new challenges in migration management. The case-law of the CJEU, especially issued in the procedure of the so-called questions referred for a preliminary ruling, constitutes a certain benchmark for the problems, which the Member States need to deal with in the area of guaranteeing safety. In accordance with the research method adopted for the purpose of the current study, the Court of Justice has a real possibility of shaping the standards of migration security in the area of asylum and return policies through its case-law. What is more, within the field of EU migration law and migration policies, there exists a migration security priority, in accordance with which it is necessary to provide the highest level of security to all the actors of migration processes, i.e. both the very migrants, as well as the receiving society. This principle should be applied at the level of legislative processes and also in the area of the implementation of legal norms. As a result of the conducted analysis of the case-law of the CJEU, the four basic areas with regard to the migration security of the Member States have been identified.

The article reflects on the issue of the modernization of the European system of security in the context of contemporary geopolitical challenges, especially the aggressive policy of the Russian Federation. The formation of the system of European security, taking into account the multi-dimensionality and the functionality of the system, is analysed in the article and the factors of threats and challenges that determine its modern functioning are indicated. The author draws attention to the inefficiency of the European security system, its problems and possible avenues of reform. The place and role of Ukraine in the geopolitical architecture of Europe, particularly in the Baltic-Black Sea region, are also examined. The ideas of Ukrainian and foreign scientists and political leaders on creating the Baltic-Black Sea region are analysed as well as the existing experience of cooperation nowadays. The interests in the Region of the Russian Federation connected with its desire to strengthen its military presence on eastern and eastern-southern borders to confront NATO and the EU are highlighted.
Artykuł skupia się na kwestii modernizacji europejskiego systemu bezpieczeństwa w kontekście aktualnych zmian geopolitycznych, w szczególności ze względu na agresywną politykę Federacji Rosyjskiej. Układ europejskiego systemu bezpieczeństwa, biorąc pod uwagę jego wieloaspektowość i funkcjonalność, jest poddany w artykule analizie oraz wskazane są czynniki zagrożeń a także wyzwania związane z jego nowoczesnym działaniem. Autorka skupia uwagę na nieefektywności europejskiego systemu bezpieczeństwa, jego niedoskonałościach i możliwych sposobach reformowania. Badane jest także miejsce i rola Ukrainy w geopolitycznej strukturze Europy, w szczególności w regionie Morza Czarnego. Ponadto, analizowane są pomysły ukraińskich i międzynarodowych badaczy oraz liderów politycznych dotyczące stworzenia regionu Morza Czarnego w kontekście doświadczeń wyniesionych ze współpracy. Położony jest akcent na kwestię zainteresowania Regionem przez Federację Rosyjską z racji jej dążenia do wzmocnienia militarnej obecności na granicach wschodnich i południowo-wschodnich, celem konfrontacji z NATO i Unią Europejską.
