The goal of this article is to present on the basis of selected examples the possibilities of financing marketing activities of scientific and research institutions with fluids nom EU programmes. In 2013 the current period of programming of European Union fimds (2007-2013) ends. This means that the volume of assets and directions of financing for the years 2014-2020 should already be known. It is worth taking a look at what opportunities have the European muds provided by now for the marketing activities of scientific institutions. Another interesting issue are statistics concerning the participation of Polish institutions: number of projects and the scale of co-financing. Every scientific institution should investigate its own activities and answer the questions about the direction of actions, the number of submitted applications and the volume of gamed co-financing.

The main objective for writing this article is to present the barriers to accessing EU funds at the stage of preparing an application for funding, as well as the barriers to executing project activities. The research objective, question, and problem as well as the statistical description of the research group and the measurement instruments have been highlighted in the article. The author attempts to answer the following questions: what are the main barriers/hurdles encountered by Polish beneficiaries of EU funds allocated under national and regional operational programmes; which of the identified barriers to accessing EU funds is perceived as the most hindering in the process of executing EU projects; and how is the impact of EU funds on regional development assessed from the perspective of those people executing projects and taking part in projects financed with EU funds? The following barriers can be enumerated as the most significant: the withholding of subsequent funding tranches while maintaining the obligation to pursue project execution, the highly bureaucratic application process for a subsidy, the bureaucratic system of post-project accounting, and the long deadlines for transferring subsequent tranches of funding. An analysis of the findings confirms that the beneficiaries of EU funds primarily fear losing financial liquidity. Receiving a subsidy in the form of a refinancing of the incurred costs requires, on the one hand, efficient project management, and, on the other, a well-functioning institutional system that should support project recipients in their investment endeavours.

Contemporary development policy concentrates predominantly on reducing noticeable economic differences in a spatial system, and an important role in this respect is played by EU Cohesion Policy. Owing to the considerable scale of financial exposure of Cohesion Policy, the assessment of effectiveness of the implemented measures and their greater reliance on evidence are of major significance. Despite numerous attempts to empirically verify the effects of EU funds spending, the problem remains unresolved, and the results of recent studies lead frequently to ambiguous conclusions. The article aims to verify the β-convergence process in EU regions in the years 2007–2015 allowing for the impact of the received EU funds and the spatial effects determining economic growth. In the research, use was made of a covergence approach consisting in the regression modelling of per capita GDP growth. Spatial econometrics methods were applied, by adding variables determining spatial interactions that can influence the economic growth rate to the specification of the estimated models. The estimated econometric models show that in the years 2007–2015 EU funds positively affected economic growth. At the same time, the process of reducing economic disparities between EU regions was observed. Moreover, the existence of spatial effects for a dependent variable was confirmed. The results also show that the value of the EU funds received in the surrounding area generally did not translate into the dynamics of growth in a given location. The research presented is one of the few in which spatial interaction was verified by using weights matrices based on contiguity, distance, flows and affiliation.

Opis:
Development policy defining trends of changes in Polish economy is the source of many solutions implemented from the top down into economic practice. It also happens around initiatives realized in the area of clusters. The confrontation of program documents and research reports with cluster theory does not give rise to a positive evaluation of this organizational formula in the Polish economic practice. The newly established institution of key national clusters has been integrated into the complex public-private system far from universally accepted theoretical concept of a cluster. The chosen method of selecting key clusters raises serious concerns as it leads to the unauthorized segregation of market operators/participants in the access to public funds.

Subject and purpose of work: The paper presents an analysis of investment activity in Biała Podlaska in 2008-2015 and evaluation of this activity by the local community. Main directions of investments, including funds from the European Union have been presented. Materials and methods: The paper has been prepared on the basis of the literature, programming documents of the city and own research based on the sample of 100 residents. Descriptive method, statistical analysis and graphical presentation of the results of research have been used. Results: The paper has confirmed that investments are a key factor in the development of every city and the use of this factor by means of the inflow of funds from the outside depends on the attractiveness of the city and the surrounding region and activity of the municipalities. The city of Biała Podlaska has undergone a deep restructuring and changed in the functional structure. Investments have been integrated into strategic and operational development objectives of the city. The level of investment in Biała Podlaska puts the city at the forefront of towns in the Lublin region and ensures stability of development. Conclusions: The research has confirmed the role of investments in urban development and the role of European funds in the investment process. In addition to the cognitive results the research has revealed the need to develop marketing activities and coordination, providing the possibility of better use of resources and geographical position to re-industrialization of the economy. The support of local authorities is needed to develop academic, industrial, transportation and logistics functions.
Przedmiot i cel pracy: W pracy przedstawiono analizę działalności inwestycyjnej w mieście Biała Podlaska w latach 2008-2015 oraz ocenę tej działalności przez społeczność lokalną. Przedstawiono główne kierunki inwestowania, w tym także przy użyciu środków z funduszy Unii Europejskiej. Materiały i metody: Opracowanie przygotowano w oparciu o literaturę przedmiotu, dokumenty programowe miasta oraz badania własne na 100 osobowej próbie mieszkańców. Wykorzystano metodę opisową, analizę statystyczną i prezentację graficzną wyników badań. Wyniki: W pracy potwierdzono, że inwestycje stanowią kluczowy czynnik rozwoju każdego miasta a wykorzystanie tego czynnika przez dopływ środków z zewnątrz uzależnione jest od atrakcyjności miasta i otaczającego regionu oraz aktywności władz miejskich. Miasto Biała Podlaska przeszło głęboki proces restrukturyzacji i zmiany struktury funkcjonalnej. Inwestycje zostały włączone w strategiczne i operacyjne cele rozwoju miasta. Poziom inwestycji stawia miasto w czołówce miast regionu lubelskiego i zapewnia mu stabilność rozwojową. Wnioski: Badania potwierdziły rolę inwestycji w rozwoju miast i rolę funduszy europejskich w procesie inwestowania. Obok wyników natury poznawczej badania wykazały potrzebę rozwijania działalności marketingowej i koordynacyjnej, zapewniającej możliwość lepszego wykorzystania posiadanych zasobów i położenia geograficznego do reindustrializacji gospodarki. Wsparcia władz lokalnych wymaga rozwijanie funkcji akademickich, przemysłowych oraz transportowo-logistycznych.

This article presents an attempt to determine the importance of the European funds for the development and competitiveness of the Wrocław Agglomeration. The first part of this study presents the definitions used in this article and the characteristics of the Wrocław Agglomeration. The next part sets out the most important projects implemented with the use of the European Union funds in the Wrocław Agglomeration and shows the effects of using these funds in the region. Some of the projects implemented in the Wrocław Agglomeration were presented under the 2014-2020 financial scheme. In the final part of the study, an attempt is made to determine the importance of using funds for the development of the competitiveness of the Wrocław Agglomeration.
W niniejszym opracowaniu przedstawiona została próba określenia znaczenia funduszy europejskich dla rozwoju aglomeracji wrocławskiej i jej konkurencyjności. W pierwszej części niniejszego artykułu zostały przedstawione definicje i pojęcia wykorzystywane w niniejszym artykule i charakterystyka aglomeracji wrocławskiej. W drugiej części niniejszego opracowania zostały przestawione najważniejsze projekty zrealizowane z wykorzystaniem środków Unii Europejskiej w aglomeracji wrocławskiej oraz pokazano efekty wykorzystania tych środków w tym regionie. Ponadto zaprezentowano część projektów realizowanych w aglomeracji wrocławskiej w ramach perspektywy finansowej 2014-2020. W końcowej części opracowania podjęto próbę określenia znaczenia wykorzystania niniejszych funduszy dla rozwoju konkurencyjności aglomeracji wrocławskiej.

The main purpose of the paper was to identify and present the situation and changes in the level of expenditure on public roads in Poland, taking into account the division of the country into voivodships. The data concerned the period from 2005 to 2017. Sources of materials were the analysis of available literature in the field of road transport, legal acts, data from the CSO database. The comparative method was used in the paper, dynamics indicators were evaluated, the Gini concentration coefficient was calculated and the degree of concentration was presented using the Lorenz curve. Pearson's linear correlation coefficients were also used. A descriptive, tabular and graphic method were used to present the results. Investment outlays on roads apply to both the construction of new roads and the repair of existing ones. Between 2005-2017, the length of public roads in Poland increased by 11% to 422,000 km. Changes in individual voivodships and in subsequent years varied. The largest increase in road length occurred in Podlaskie and Lublin, while the smallest was in Opole. The largest expenditure on public roads was incurred in 2009- 2011, which was related to the preparation for the Euro 2012 football tournament, which took place in Poland and Ukraine. Investment outlays were related to the level of economic development of voivodships and the resources of public roads. The only exception to this rule occurred in 2009-2011, when many road investments were centrally financed by the government.
Celem głównym pracy było rozpoznanie i przedstawienie sytuacji oraz zmian w poziomie wydatków na drogi publiczne. Badania dotyczyły Polski, z uwzględnieniem podziału na województwa. Dane dotyczyły lat 2005-2017. Źródła materiałów stanowiła analiza dostępnej literatury z zakresu transportu drogowego, akty prawne, dane z bazy danych GUS. W pracy wykorzystano metodę porównawczą, posługiwano się wskaźnikami dynamiki, obliczono współczynnik koncentracji Giniego oraz przedstawiono stopień koncentracji za pomocą krzywej Lorenza. Zastosowano również współczynniki korelacji liniowej Pearsona. Do prezentacji wyników badań zastosowano metodę opisową, tabelaryczna i graficzną. Nakłady inwestycyjne na drogi dotyczą zarówno budowy nowych dróg, jak również naprawy już istniejących. W latach 2005-2017 długość dróg publicznych w Polsce wzrosła o 11% do 422 tys. km. Zmiany w poszczególnych województwach i latach były zróżnicowane. Największy przyrost dróg nastąpił w województwach podlaskim i lubelskim, a najmniejszy w opolskim. Największe nakłady inwestycyjne na drogi publiczne poniesiono w latach 2009-2011, co było związane z przygotowaniem do turnieju piłkarskiego Euro 2012, który odbył się w Polsce i na Ukrainie. Nakłady inwestycyjne były związane z poziomem rozwoju gospodarczego województw oraz z zasobem dróg publicznych. Jedyny wyjątek od tej reguły wystąpił w latach 2009-2011, gdy centralnie finansowano wiele inwestycji drogowych.

The effectiveness of Operational Programmes under the regional policy is a key issue of spending of EU funds in Poland. One of the most important priorities of the mentioned Programmes in the last fi nancial perspectives is innovation, treated as an essential factor of development. In Poland, we can talk about treating innovation as a priority starting from the period 2007–2013. At that time, about 17% of funds under regional policy (about PLN 49.7 billion) were allocated to activities related to innovativeness and competitiveness of the economy, similarly is in the current perspective for 2014–2020. It can be argued that funds under the EU Regional Policy Operational Programmes in Poland contribute to the achievement of innovation goals in a highly diversifi ed manner. There are areas in which the effects should be assessed negatively (eg some dependence of Business environment institutions on EU funds). There are also such effects that are definitely positive (eg improvement of public research infrastructure).

The aim of the conducted empirical analysis was to identify the cluster, which was implemented on the basis of two organizations operating in the ICT industry. The observed low activity of clusters in the socio-economic space, with the exception of projects co-financed from public funds, was the main incentive to conduct the study. The implementation of the assumed objective was reduced to seeking an answer to the question to what extent the national networks meet the cluster identification criteria. The objects analyzed were highly effective in creating a network of connections, new organizational entities as well as personal involvement in the functioning of many entities. The positive quantitative image of both networks, however, did not coincide with the positive functional verification based on the catalogue of features required for the cluster. In addition to formal doubts regarding referring to the established networks of organizational links as clusters, there appear natural doubts about the effectiveness of these entities in the context of theoretical assumptions, and finally the legitimacy of financing such initiatives from public funds.

Common Agricultural Policy represents the main instrument of the European Union for the development of agriculture and rural areas. European funds are vital for the productivity and competitive-ness of agricultural holdings, as well as for the transfer of agricultural knowledge and innovation. Supporting small and young farms is essential for the vitality of rural areas and for the renewal of generations of farmers. The aim of this work is to transfer agricultural knowledge in order to improve the productivity of agricultural holdings, especially among young farmers and small farms. We implemented training program through European funds related to Measure 1. "Actions for knowledge transfer and information actions" from Rural Development Programme of Romania. The characteristic of 100 participants and their responses were analyzed. Most of the participants were young people up to 40 years old (59%). The vast majority of the participants were from the rural area and only 17% were from the urban area. 53% from participants were strongly agree with the fact that level of knowlegde influence farm productivity. Actions for knowledge transfer improve the adaptation of farmers to the new challenges of agriculture, as well as productivity.

The aim of the article is to analyse the effectiveness of decision-making in the disbursement of funds from the ERDF for the selected tourism services. In the theoretical part of the article, the model for the assessment of the effectiveness of the ERDF management system was developed. This model is built based on the Propensity Score Matching (PSM) method, used to assess the effectiveness of community programmes. In the empirical part of the article, the verification of the model was carried out following the example of the tourism sector of the NUTS 2 region of Podlasie. The obtained results allow concluding that the developed deadweight assessment model can be used in practice for the evaluation of the efficiency of the ERDF management. The conducted research indicates that the method of Propensity Score Matching (PSM), using the Neyman-Rubin model based on counterfactual studies, allows assessing the decision-making effectiveness in the disbursement of funds from the ERDF. Creating counterfactual situations in the models of evaluation of infrastructural actions serves for the identification of the effect of an independent event. The effect of an independent event measures the negative, unintended consequences of the undertaken decisions. It informs about the loss of alternative possibilities of allocating funds for other purposes.

Public aid can be involved even in such peculiar public activity sector as culture and heritage conservation. Hence, the EU projects implemented in this area may be subject to legal restrictions on state aid. In this respect, particular legal doubts concerning state aid arise in the context of “impact on trade” premise. This situation is a consequence of both lack of clear definition thereof and the peculiar nature of culture projects. The present paper is aimed at identifying particular issues that ought to be taken into account when determining the possible impact on trade (recommendations for judicature). These issues aren’t actually defined in law, but only in few judgments and literature. Hence, there is a necessity to make further researches.

In recent years, numerous Polish cities and municipalities have become involved in the creation of bike-sharing systems. Although the contribution of bike-sharing to creating sustainable transport caused some controversy in the literature, the positive role of cycling in promoting low-emission mobility and a healthy lifestyle is widely acknowledged. As part of the European Union’s sustainable transport agenda, some Polish local governments have obtained funding from structural funds for the implementation of bicycle-sharing schemes. This article presents an overview of selected systems, as well as a preliminary analysis of their users’ activity based on data obtained through a Web API. Although the scope of the data was limited in time due to the shutdown of the systems caused by the COVID-19 pandemic shortly after their spring reactivation, some patterns could be observed. In particular, users activity was more evenly distributed over time in larger cities (over 300 thousand of residents), whereas in smaller cities alternating periods of high and low activity was observed.

In recent years a powerful development process for public (so called "hard") and social investments in the rural areas has been observed. The quality of the countryside has changed at an unprecedented rate, due to the use of EU funds. We are now at the beginning of the next financial cycle. It is a suitable moment to reflect and analyze the effects of our social and economic actions. Such a reflection would have a positive impact on the effective spending of funds by our country in the next financial cycle.
