Opis:
This paper considers perception and realization of EU-offered instruments and frameworks from the perspective of intra-EU mobile PhD candidates. In the context of current discussions about European Union research policies and their development, this paper shows who, how and under what circumstances doctoral candidates are participating and evaluating programs designed to encourage mobility and ‘excellence’. The basis for this research is 38 interviews with mobile PhDs candidates. It is shown that general knowledge about these programs is limited but positive, as the programs are known for their prestige. Universities and colleagues are the main distributors of information. Th e majority of our sample are not taking part in such programs and have no concrete plans to do so. This may be connected to their status as early-career scientists and their uncertain future.

Opis:
The appeal to the Russian historical, imperial or soviet, legacy as a significant residual factor, plays and has played an important role in the emergence of the Russian political- -military elites’ strategic culture, either during Soviet times or in the post-communist period. Within this context, historical analysis would allow us to identify the potential directions, means and methods (military, political, economic, cultural) employed by the Russian Federation in its goal to multiply and expand its presence in Eastern and Central Europe. Economic weakness, social discrepancies, and accelerated demographic decline of the current Russian state are masked by an appeal to the historical legacy and to the need to recover the political legacy of the past through promoting the concepts of slavophilism and, especially, eurasianism. Russian military and non-military reactions to the potential European accession of ex-soviet states, seen as part of its sphere of influence, as well as its strategy to re-conqer the Eastern and Central European area are already creating deep effects on the European security system, as well as on the political, economic, cultural and social foundations of the European Union, being the greatest security challenge to Western democracy.

The mission of the PRACE Research Infrastructure is to enable high impactscientific discovery and engineering research and development across all disciplines to enhance European competitiveness for the benefit of society. The paper presents the current state of the computational infrastructure, which is unique on the European level and procedures helping with the seamless access to the European HPC infrastructure: supercomputers, applications,storage. Social Work education in Spain has a relatively short history (originates from around 1932), and is currently in the process of adaptation to the proposals made by the European Higher Education Area. After the Bologna Plan approved in 1999, Spanish schools of Social Work have had to introduce changes related to achieve a uniform and high quality education system, enabling students from the universities of the 29 European members acquire competences and professional skills required. Throughout this article, we discuss the history and evolution of the training in Social Work in Spain since its birth and in particular we analyze how the Plan established by Bologna has affected it, reflecting on how advantages and disadvantages of this agreement have influenced Social Work degree.

Opis:
Liberalization of international capital movements, new investment incentives and economic integration has promoted the rapid increase and spread of cross-border mergers and acquisitions in recent years. The aim of contribution is to analyze the relationships between volume of M & As in selected countries of the European area and in Turkey and their three determinants using linear quantile regression model. We identify some of the main forces driving M & As, using a unique database on bilateral cross-border M & As at sectoral level in manufacturing and services over the period 1998-2012. Our empirical results suggest that stock market developments, profitability and trade integration are important drivers of M & As (as efficient cross-country allocation of capital) regardless of their nature.
Liberalizacja międzynarodowych przepływów kapitału, nowe zachęty inwestycyjne i integracja gospodarcza przyczyniły się do szybkiego wzrostu i rozprzestrzeniania się transgranicznych fuzji i przejęć w ostatnich latach. Celem niniejszego artykułu jest analiza zależności między wielkością fuzji i przejęć w wybranych krajach obszaru europejskiego oraz w Turcji i ich trzema wyznacznikami przy użyciu modelu kwantylowej regresji liniowej. Zidentyfikowano niektóre z głównych sił kierujących fuzjami i przejęciami, wykorzystując unikalną bazę danych dotyczących dwustronnych transakcji transgranicznych M & A na poziomie sektora w obszarze produkcji i usług w latach 1998-2012. Wyniki empiryczne sugerują, że rozwój giełd, rentowność i integracja handlowa są ważnymi siłami napędowymi M & A (jak efektywna transgraniczna alokacja kapitału) niezależnie od ich charakteru.

Autorzy starali się uzasadnić konieczność zmian metodycznych w realizacji koncepcji Europejskiej Przestrzeni Badawczej (ERA). Celem jest ukazanie europejskim partnerom naszej orientacji i dążeń oraz pomoc polskim inżynierom w przełamaniu zwątpień i podjęciu zdeterminowanej aktywności dla odzyskania wkładu polskiego podatnika do funduszy Departamentu Badań i Innowacji Komisji Europejskiej. Zawartość tej publikacji została zorganizowana w czterech częściach poświęconych kolejno: wspólnotom europejskim, interesariuszom lotnictwa europejskiego, Stowarzyszeniu Lotniczych Instytutów Europejskich (EREA) oraz wyzwaniom Instytutu Lotnictwa wobec ERA.

The main objective of the paper is to stimulate the research processes focusing on the measure of European added value (EAV). By relying on present research results, the author indicates that there is a need to examine the mechanism of creating and distributing EAV generated within EU core network corridors. It has been pointed out that the core research activity should be oriented towards analyzing the market processes determining the distribution of the value across the logistics value chains. The distribution process should be viewed within the three basic dimensions: 1/ spatial, 2/ network, 3/ functional. It has been stressed that there are no possibilities to adapt such macro- and micro-economic models like: CBA, ENPV, RAEM, Trans-Tools or NEAC to measure EAV. As a result, within the further research only the dedicated economic and statistical analysis as well methods for measuring the quality and value of logistics processes may be efficiently used.

The European Union has recently implemented one of the biggest reform packages in its history. Developed solutions are designed to (1) strengthen EU’s resilience to shocks and (2) improve its shock absorption capabilities. It seems that so far the stress was mainly placed on the first objective. Among the reforms which satisfied the second objective the European Stability Mechanism (ESM) plays the key role. However, this is not the only solution. The European Union is also developing a fiscal capacity for the European Monetary Union (EMU). On the base of a subject literature study, I have developed a model with boundary conditions of fiscal federalism (FF), which then was compared to macroeconomic data for the EU. The results of my findings show that the European Union, and especially the euro area, share a lot of characteristics typical for fiscal federalism. The biggest difference between EMU’s structure and FF model is insufficient size of central budget. As a result, the euro area is not equipped with stabilization tools which could act on the very early stage of a crisis. From this point of view, implementation of fiscal capacity in the form of central budget could fill this gap. However, it could bring further fragmentation of economic integration process in the EU, which probably would not positively contribute towards the stability in the political sphere.

Subject and purpose of work: The aim of the article is to assess the phenomena of sigma convergence of labour productivity in agriculture and other sectors of rural economy in Polish regions during 2003 – 2014 in the context of the amount of European funds designated for agriculture and rural areas. European supprt was compared to the Gross Added Value of agriculture, forestry, hunting and fishery. Materials and methods: The subject literature and statistical data received from the Agricultural Modernization Agency and the Local Data Bank of the Central Statistical Office were used. The empirical data regarding the level of agriculture in regions as well as the data on the resources utilised from the European Union were examined in order to assess the correlation between them and the phenomenon of regional sigma-convergence. Results: The study confirms the sigma convergence of the Gross Value Added per units of funding obtained from the European Union Budget and different level of sigma convergence of GVA / PE in regions. Conclusions: Sigma convergence assessment of the Gross Value Added per person employed in regions shows that in the analyzed period three phases could be distinguished: convergence (2003 – 2008), divergence (2008 – 2010) and stagnation (2010 – 2014).
Przedmiot i cel pracy: Celem pracy jest ocena zjawiska konwergencji sigma produktywności pracy rolnictwa i innych sektorów gospodarki wiejskiej w regionach wojewódzkich w Polsce w latach 2003-2014 w powiązaniu z wykorzystaniem funduszy europejskich przeznaczonych na rozwój rolnictwa i obszarów wiejskich. Rozmiary wsparcia z funduszy europejskich porównano z rozmiarem wartości dodanej brutto rolnictwa, leśnictwa, łowiectwa i rybactwa. Materiał i metody: W analizie wykorzystano literaturę problemu oraz dane Agencji Restrukturyzacji i Modernizacji Rolnictwa oraz Banku Danych Lokalnych GUS. Dane empiryczne o poziomie rozwoju rolnictwa w regionach i dane o wykorzystanych środkach z funduszy europejskich użyto do oceny korelacji między nimi oraz zjawiska konwergencji sigma w układzie regionalnym. Wyniki: Przeprowadzona analiza potwierdziła wystąpienie zjawiska korelacji między wartością dodaną brutto na osobę zatrudnioną a wielkością funduszy otrzymanych w regionach z budżetu Unii Europejskiej i zróżnicowany poziom konwergencji sigma w regionie. Wnioski: Analiza konwergencji sigma regionów w latach 2003 – 2014 między badanymi wielkościami wykazała trzy fazy: konwergencję (2003 – 2008), dywergencję (2008 – 2010) i stagnację (2010 – 2014).

The paper probes the notions of an “optimum currency area” (OCA) and “business cycle synchronization” in the context of convergence within the European Monetary Union (EMU). Analyzing the latest literature in this area, the author concludes that most of the measures currently used and promoted ignore the key advantages and disadvantages of an optimum currency area. At the same time, the paper attempts to apply a common tool of gravity equation to test the possible impact of the EMU on trade patterns among EU member states. By implementing a traditional notion of gravity equation, the author demonstrates that, as far as international trade is concerned, it is possible to move trade flows from non-EMU countries to those using the single European currency.

When compared to other states of the EU, Poland is a country in which rural areas play special role. 38.1 % of the population live in the country and rural areas cover 93.4 % of the country's territory. People employed in agriculture make more than 20% of the whole workforce, so a few times more when compared to the EU. Simultaneously, farms are significantly smaller than in the old membership countries. A historical feature of the Common Agricultural Policy (CAP) of the EU has been presented in this work. The scope of the CAP reforms, as well as their influence on formation of the agricultural policy in Poland have been discussed. Both sources and the level of subsidy costs to agriculture have been presented. Aid programmes for farms have been analysed, both the already executed and those which undergo implementation. The considerations were based on analysis of the most recent documents and articles related to the above-mentioned issues.
