    The seven-year period to adapt internal law to EU regulations was given to new Member States on 1 May 2004 and ended in 2011. The highly-developed western states, fearing that their internal markets in fields such as transport services may be threatened, adopted a number of new regulations. Regulation (EC) No. 1072/2009 of the European Parliament is on common rules for access to the international road-haulage market, and despite introducing numerous restrictions, was to regulate cabotage operations in all Member States. However, the protection of each State’s own interests proved more important than the integrity of the Community and therefore some of the states, including Germany, have introduced severe limitations for foreign carriers, forcing them to observe the Minimum Wage Act (MiLoG).

    This article shows the basic European Union and national regulations with regard to international shipments of waste, such as the Resolution No. 1013/2006 and the Act of 2007 on international shipments of waste in Poland. Procedures which may decrease the negative infl uence of waste on the environment, especially during shipments of hazardous waste, play an important role in this area. For the observance of these procedures, the penal sanction system is useful because it prevents illegal activities in this area. However, an analysis of the statistics of the Supreme Chamber of Control and Police shows that the effectiveness of criminal instruments is not very high. This is evidenced by the low percentage of proceedings under Article 183 of the Penal Code as well as by the poor detection of offenders, and despite the increase in the number of convictions imposed by courts of general jurisdiction, criminal penalties are too lenient.

    The article presents the effects of an attempt to ascertain to what extent the Interinstitutional Agreement on a mandatory transparency register affects the phenomenon of lobbying in the European Union (EU). In order to examine the issue, the concept and essence of lobbying in the EU were introduced. Legal regulations concerning EU lobbying were also identified. A further portion of the article analyses the Interinstitutional Agreement of 20 May 2021 between the European Parliament, the Council of the European Union, and the European Commission on a mandatory transparency register (IAMTR) in relation to the previously binding Agreement between the Parliament and the European Commission on the transparency register for organisations and self-employed individuals in EU Policy-making and Policy implementation (ATR). The article uses the formal-dogmatic method. As a result of the analysis, it was concluded that the Interinstitutional Agreement on a mandatory transparency register contains numerous exclusions, both subjective and objective, to registration in the Transparency Register. One positive aspect is the application of the IAMTR to the EU Council also.

    In this article, the author examines the most significant characteristics of a such method of budgetary funding for research in the European Union and Russian Federation as grant funding. Grants are actively used for these purposes in many countries. Grant funding is especially popular in the European Union. The analysis of research grants in Russia and the EU shows that the legal regulation and the grant process in mentioned public entities are very similar, but there are differences. The author focuses her attention on highlighting the advantages of grant funding of science in the EU and Russia to exchange of experience. The author uses the following scientific methods: collection of information on grant funding in the European Union and the Russian Federation, comparative analysis of legislation, observation, formulation of conclusions.

    The European Union is preparing a series of regulations governing in detail various aspects of grid operation and free-market trade in electricity and gas, the so-called network codes. The paper reviews this process of European energy legislation development. Also discussed are the European Union bodies and major stakeholders in this process, as well as the national law making and enforcing agencies. In the past, law in Poland was created by Polish citizens. After joining the European Union the law in effect is largely created elsewhere by someone else, even if with significant participation of Polish representatives. The law on energy is not only important for producers, distributors and trading companies, but it strongly effects industrial competitiveness and hence the quality of life of the population.
    Unia Europejska przygotowuje obecnie serię rozporządzeń regulujących szczegółowo różne aspekty funkcjonowania sieci i wolnorynkowego handlu energią elektryczną i gazem, tzw. kodeksy sieci. W artykule przedstawiono przebieg procesów powstawania europejskiego prawa energetycznego. Omówiono również organy Unii Europejskiej i ważniejsze instytucje uczestniczące w tym procesie oraz krajowe instytucje zaangażowane w tworzenie i wdrażanie tego prawa. W przeszłości prawo obowiązujące w Polsce było tworzone w naszym kraju i przez obywateli polskich. Po wstąpieniu do Unii Europejskiej prawo u nas obowiązujące jest w dużym stopniu tworzone gdzie indziej, przez kogoś innego, choć przy znaczącym udziale polskich przedstawicieli. Prawo dotyczące energetyki ma istotne znaczenie nie tylko dla wytwórców, dystrybutorów i spółek obrotu, ale w dużym stopniu wpływa na konkurencyjność przemysłu i poziom życia ludności.

    The paper addresses the issue of the election to the European Parliament in Poland. The authors discuss the electoral regulations and the institutional background to the election.They put the 2014 election against the historic background of the 2004 and 2009 elections to the European Parliament. The authors emphasise that the most important challenge in terms of the elections is the low turnout. The major reasons for the state of affairs are the low quality of the knowledge of the European institutions and the social discontent of the Polish citizens with the economic and political situation both in Europe and Poland.
    Artykuł porusza kwestię wyborów do Parlamentu Europejskiego w Polsce. Autorzy omawiają przepisy wyborcze i kontekst instytucjonalny do wyborów. Wybrali oni wybory w 2014 r. Na tle historycznych wyborów do Parlamentu Europejskiego w 2004 i 2009 roku. Autorzy podkreślają, że najważniejszym wyzwaniem związanym z wyborami jest niska frekwencja. Głównymi przyczynami stanu rzeczy jest niska jakość wiedzy o instytucjach europejskich oraz niezadowolenie społeczne obywateli Polski z sytuacji ekonomicznej i politycznej zarówno w Europie, jak i w Polsce.

    The positive tendencies in cooperation of Belarus and the European Union in the field of development of the enterprises on production and processing of basic types of animal husbandry production were outlined during last years. The large-scale program of technical re-equipment, construction and reconstruction of large-scale dairy-product farms and complexes on cattle fattening, poultry factories and swine-breeding complexes with application of the newest European techniques, equipment and technologies have been realized in Belarus. The majority of these enterprises supply their production to companies-processors, focused on export deliveries, for the most part to the Russian Federation. At the same time, according to provisional data, in 2008 Belarus can already have the certain quota in animal production deliveries, in particular milk products, in the countries of the European Union. In this connection it is required to unify national normative documents with standards of the European Union on parameters of quality, hygiene, environment state, animal health and personnel work conditions according to which animal husbandry production conditions are estimated. Now there are also no formally significant standards concerning the applied equipment, characteristics of premises for the animals keeping and feedstuffs production and relevant means which should consider animals and maintenance staff needs, problem of environment protection and all connected with them requirements. Adapted standards development and coordination during project realization will promote increase of the European financial and technological investments into the Belarus animal husbandry.

    Today’s world, in the absence of borders, people are increasingly changing their place of residence, owning real estate, holding bank accounts and owning other property in different countries. This can not but have consequences in inheritance. This, in turn, can create some difficulties, cause disputes between the heirs and will undoubtedly affect the costs of registration of the inheritance. Another common problem is that a will made in one country may not have legal force in another country where it must be enforced. These and many other issues could not remain unresolved at the EU. A common approach to many inheritance issues has been found through the adoption of the Regulation of the European Parliament and of the Council № 650/2012 of 4 July 2012 on jurisdiction, law enforcement, recognition and enforcement, adoption and enforcement of authentic instruments in matters of inheritance and the creation of a European Certificate of Inheritance. This provision came into force on August 17, 2015 and applies to cases of inheritance that occurred after that date. Inheritance cases are processed by one competent authority (court or other authority) in one state, and decisions taken in such cases are recognized in other EU member states without any special formalities. This should significantly improve and facilitate the inheritance procedure within the European Union, with the exception of Denmark, Ireland and the United Kingdom, which do not particpate in this regulation. We will consider these questions in our research.

    The aim of the paper is to present a review of transnational regulations (global and European) in the field of environmental protection and the circular economy. The paper discusses the regulations proposed in publications and reports of such global organizations and UN Agencies as the United Nations Environmental Program (UNEP), the United Nations Conference for Trade and Development (UNCTAD), the Food and Agriculture Organization (FAO), as well as the World Trade Organization (WTO), and the European Commission as the Executive Body of the European Union. With regard to the WTO, these regulations concern the effects of liberalizing trade in environmental goods and services and environmentally sound technologies. Sustainable development means, above all, protecting the natural environment and reducing excessive dependence on depleting natural resources, including primary raw materials, in the economic sector. This implies the need to implement a new resource‑efficient development model, based on the principles of the circular economy (CE), which has been proposed for several years by transnational organizations. In the CE model, the use of natural resources is minimized, and when a product reaches the end of its useful life, it is reused to create additional new value. This can bring significant economic benefits, contributing to new production methods and new innovative products, growth, and job creation. The topics mentioned above are the main subject of consideration in the presented paper.
    Celem artykułu jest zaprezentowanie przeglądu regulacji transnarodowych (globalnych i europejskich w dziedzinie ochrony środowiska i gospodarki cyrkularnej. W artykule omówione zostały regulacje zaproponowane w publikacjach i raportach przygotowanych przez takie organizacje globalne i Agendy ONZ jak: Program Ochrony Środowiska Narodów Zjednoczonych (UNEP); Konferencja ONZ do spraw Handlu i Rozwoju (UNCTAD), Organizacja Narodów Zjednoczonych do spraw Wyżywienia i Rolnictwa (FAO), jak również przez Światową Organizacja Handlu (WTO), oraz przez Komisję Europejską jako ciało wykonawcze Unii Europejskiej. W odniesieniu do WTO regulacje te dotyczą efektów liberalizacji handlu towarami i usługami środowiskowymi oraz technologiami przyjaznymi środowisku. Zrównoważony rozwój polega głównie na ochronie środowiska naturalnego oraz ograniczaniu w sektorze gospodarki nadmiernego uzależnienia od wyczerpujących się zasobów naturalnych w tym przede wszystkim od surowców pierwotnych. W tym znaczeniu proponowany jest od kilku lat nowy bardziej zasobooszczędny model rozwoju, bazujący na zasadach gospodarki cyrkularnej. W ramach tego modelu wykorzystanie zasobów jest zminimalizowane, a gdy produkt osiąga koniec okresu użytkowania, jest ponownie wykorzystywany do tworzenia dodatkowej nowej wartości. Może to generować znaczne korzyści ekonomiczne, przyczyniając się do tworzenia nowych metod produkcji i nowych innowacyjnych produktów, wzrostu oraz tworzenia miejsc pracy.

    The article presents basic information about the inspection of transport of live animals. At the beginning they were discussed legal regulations applicable in this category in Poland and European Union, including proposed changes in this range based on applicable regulations. In sequence, analyzed violations detected by the authorities who are authorized to inspection, their structure and the dynamics of changes in the years 2013-2015.There was a downward trend of detected violations in all analyzed categories. Most violations concerned admission to the road transport by the operator or protector who do not have qualifications to transport of animals confirmed by district veterinarian.
    Artykuł przedstawia podstawowe informacje na temat kontroli przewozu żywych zwierząt. Na wstępie zostały omówione regulacje prawne obowiązujące w tej dziedzinie w Polsce oraz Unii Europejskiej, w tym również proponowane zmiany w tym zakresie w oparciu o obowiązujące przepisy. Kolejno przeanalizowano wykryte naruszenia przez organy uprawnione do kontroli, ich strukturę oraz dynamikę zmian w latach 2013-2015. Zaobserwowano trend malejący wykrywanych naruszeń we wszystkich analizowanych kategoriach. Najwięcej naruszeń dotyczyło dopuszczenia do wykonywania przewozu drogowego zwierząt osoby obsługującej lub opiekuna nieposiadających kwalifikacji do transportu zwierząt potwierdzonych przez powiatowego lekarza weterynarii.
