    Opis:
    This article discusses the synthesis methods of water-based poly(urethane-urea) dispersions (PUD), which over the past few decades have developed a solid reputation for high performance applications, particularly in the field of adhesives and coatings. PUDs are mostly environmentally compatible products since they do not contain or contain only low amounts of volatile organic compounds (VOC). This is an important feature in view of the present environmental policies, where governments and internal agencies are placing emphasis on developing sustainable processes, improving work conditions and reducing emissions of toxic and polluting substances into the atmosphere. In this context, this paper will discuss the main approaches applied to PUD synthesis in order to meet severe environmental restrictions resulting from the EU legislation.
    Omówiono metody syntezy dyspersji wodnych poli(uretanowo-mocznikowych) (PUD), które znajdują coraz szersze zastosowanie, szczególnie w produkcji klejów i powłok. PUD są na ogół produktami bezpiecznymi dla środowiska, ze względu na brak lub małą zawartość lotnych związków organicznych (VOC), co jest ważne w świetle obecnej polityki ochrony środowiska. Przedstawione w pracy metody syntezy PUD uwzględniają wymagania wynikające z prawodawstwa Unii Europejskiej w zakresie spełniania surowych ograniczeń środowiskowych.

    The article presents an outline of European touristic policy and the role of tourism sector in European economy. Statistical data show the importance of European tourism as the number one tourist destination worldwide. Institutions of EU involved with tourism (such as the European Parliament – Committee on Transport and Tourism, the European Commission – DG Enterprise and Industry: Tourism section) shall put more emphasis on some specific issues as there is no specific tourism policy and development programmes in this matter. An urgent consideration must be given to a proper touristic service marketing by enhancing promotion programs, taking patterns from successful experiences of other countries, using modern marketing tools taking inspiration from new emerging tourism markets worldwide. The author shows the possibilities and prospects that internal market gives to the tourism of Member States. Community actions and measures are aimed at strengthening the position of European tourism. Moreover challenges and opportunities of European compared to world tourism are described.

    The awareness of animal welfare and animal well-being is growing all over Europe and the world. The concerns are related to the applied policy regimes, economic sustainability of the production methods, food quality and safety, consumers’ health and behaviour and their willingness to pay for animal products obtained in animal-friendly conditions. The paper aims to analyse the consumers’ awareness and its effect on consumers’ purchasing behaviour in Bulgaria. The data were collected under the WELANIMAL project, based on a questionnaire. Later a statistical analysis was done. At the end it is concluded that consumers still need to be educated and there are opportunities to enhance their awareness of animal welfare standards through marketing actions.

    In view of the recent reform of the area of freedom, security and justice in the European Union as it is codifed in the Treaty of Lisbon, passed on 13 December 2007, this paper analyzes the changes put forward by the new legislation. Beginning with the system of the Treaty regulations, it goes on to provide a general outline of the changes in the six policies within this area: visas, asylum, immigration, judicial cooperation in civil matters, judicial cooperation in criminal matters and police cooperation.

    Opis:
    The article presents the EU legislative procedure and decision-making processes with a special emphasis on decisions regarding energy policy. It has been pointed out that most of the energy related legal acts, including the renewable energy directive and those aimed at the gradual reduction of emissions of harmful substances, are adopted according to the ordinary legislative procedure. However, special legislative procedures apply in the case of international agreements between the European Union and third countries. The trilogues, i.e. meetings of the European Commission, the European Parliament, and the Council, aimed at reaching a common position before the first reading in the EP, are of great importance in decision making. The article also discusses the problem of energy policy and its impact on the environment, recalling the relevant articles of the Treaty on the functioning of the European Union. The most important paths of influence of the Member States on new legal acts in the context of energy policy have also been shown. This is an extremely important issue from the investors’ point of view, since projects related to the energy industry have a very long payback period, so the stability and predictability of the Community’s energy policy is of paramount importance to them. The possibilities of shaping new laws related to energy at the stage of preparing a regulation are discussed later in the article. The work of parliamentary committees, especially those related to energy, i.e. the ITRE (The Committee on Industry, Research and Energy) Committee and ENVI (The Committee on the Environment, Public Health and Food Safety) has also been discussed. In addition, the article clearly shows different approaches of Western European countries and the Central and Eastern European countries (including Poland) towards energy issues.
    W artykule przedstawiono mechanizmy tworzenia prawodawstwa unijnego oraz procesy podejmowania decyzji zarówno w sensie ogólnym, czyli dotyczącym wszelkich problemów pojawiających się w życiu wspólnoty, jednak w szczególności skupiono się na decyzjach dotyczących polityki energetycznej. Zwrócono uwagę, że większość aktów prawnych związanych z energetyką, takich jak dyrektywy dotyczące odnawialnych źródeł energii, czy też problemów związanych z ograniczeniem emisji szkodliwych substancji do środowiska, są procedowane zgodnie ze zwykłą procedurą ustawodawczą. Specjalne procedury ustawodawcze stosuje się natomiast w przypadku umów międzynarodowych pomiędzy Unią Europejską a państwami spoza jej granic. Ważne znaczenie przy podejmowaniu decyzji ma procedura trylogu oparta na negocjacjach przedstawicieli instytucji unijnych w celu uzgodnienia wspólnego stanowiska wszystkich organów UE jeszcze przed pierwszym czytaniem w Parlamencie Europejskim. W artykule poruszono również problem polityki energetycznej i jej wpływu na środowisko przywołując odpowiednie artykuły Traktatu o funkcjonowaniu Unii Europejskiej. Przedstawiono również najistotniejsze możliwości wpływu państw członkowskich na kształt nowych aktów prawnych w kontekście polityki energetycznej. Jest to niezwykle istotne zagadnienie z punktu widzenia inwestorów, gdyż projekty związane z branżą energetyczną mają bardzo długi okres zwrotu, więc stabilność i przewidywalność polityki energetycznej wspólnoty ma dla nich znaczenie pierwszorzędne. W dalszej części artykułu omówiono możliwości kształtowania nowych aktów prawnych związanych z energetyką na etapie przygotowywania projektu lub rozporządzenia. Omówiono także prace komisji parlamentarnych zwłaszcza tych związanych z energetyką, czyli komisji ITRE (ang. Industry, Research and Energy) i ENVI (ang. Committee on the Environment, Public Health and Food Safety). Ponadto w artykule wyraźnie pokazano rozbieżność w podejściu do zagadnień energetycznych państw Europy Zachodniej oraz państw Europy Środkowo-Wschodniej, do której należy nasz kraj.

    The EU membership requires introduction of significant changes in the agricultural sector. Such changes will not be possible without investments in human capital. The aim of the paper is to make an attempt at presenting the coincidence of three factors conducive to the development of lifelong learning process in rural areas: 1) EU and Polish legislation concerning the cross-compliance rule enforcement; 2) EU financial support for human capital development in the EU second programming period; 3) new banking product connected with financing adult education (Individual Learning Accounts, ILA).

    In this article, the author examines the most significant characteristics of a such method of budgetary funding for research in the European Union and Russian Federation as grant funding. Grants are actively used for these purposes in many countries. Grant funding is especially popular in the European Union. The analysis of research grants in Russia and the EU shows that the legal regulation and the grant process in mentioned public entities are very similar, but there are differences. The author focuses her attention on highlighting the advantages of grant funding of science in the EU and Russia to exchange of experience. The author uses the following scientific methods: collection of information on grant funding in the European Union and the Russian Federation, comparative analysis of legislation, observation, formulation of conclusions.

    Artykuł prawnie analizuje międzynarodowe standardy przesłuchiwania nieletnich podejrzanych o popełnienie przestępstwa. Przeanalizowano porządek proceduralny i cechy taktyczne przesłuchania nieletniego, które są określone w prawie międzynarodowym. Autorka określa kryteria, szczegółowe zasady przesłuchania, a także wymagania dotyczące takiego postępowania procesowego. Niezbędna jest dalsza poprawa ustawodawstwa krajowego zgodnie z międzynarodowymi standardami w dziedzinie postępowania karnego wspierającego postępowanie przygotowawcze.
    The article legally analyses international standards of the interrogation of juveniles who are suspected of having committed a criminal offence. The procedural order and tactical features of the interrogation of a minor, that are outlined in international law, are analysed. The author defines the criteria, specific rules of interrogation, as well as requirements for such procedural action. Further improvement of national legislation in accordance with international standards in the field of criminal procedural support of pre-trial investigation is necessary.

    The analysis herein, while mainly descriptive, presents the main foundations of the Constitutional Tribunal’s jurisprudence in matters of hierarchical control of the constitutionality of laws concerning the EU. It distinguishes some principles, concepts and constitutional theories which, according to the Constitutional Tribunal, set the limits of European integration. The main thesis of the paper is that, in this context, the basic and decisive rule is the supremacy of the Constitution, which does not have exceptions or limitations. A hypothesis was also formulated that the Solange II maxim does not reflect the actual state of European constitutionalism, in which the level of protection of fundamental rights is significantly increased while possible collisions between the level of protection of fundamental rights in the EU and the Member States should be solved by means of the clauses provided in Articles 51–54 of the EU Charter of Fundamental Rights.

    This paper aims to analyse, at a European level, the extent to which dispositions contained in Council Directive 91/676/CEE have been applied. The Directive aims to decrease water pollution directly or indirectly caused by nitrates from agricultural sources, and to prevent other similar pollution. The analysis considers the main pressure factors within the Member States, the state of their implementation at a European level and also puts forward suggestions which bear in mind the fact that Europe cannot give up its agricultural sector and that water is a limited resource which is necessary for human survival.
