The effectiveness of Operational Programmes under the regional policy is a key issue of spending of EU funds in Poland. One of the most important priorities of the mentioned Programmes in the last fi nancial perspectives is innovation, treated as an essential factor of development. In Poland, we can talk about treating innovation as a priority starting from the period 2007–2013. At that time, about 17% of funds under regional policy (about PLN 49.7 billion) were allocated to activities related to innovativeness and competitiveness of the economy, similarly is in the current perspective for 2014–2020. It can be argued that funds under the EU Regional Policy Operational Programmes in Poland contribute to the achievement of innovation goals in a highly diversifi ed manner. There are areas in which the effects should be assessed negatively (eg some dependence of Business environment institutions on EU funds). There are also such effects that are definitely positive (eg improvement of public research infrastructure).

In recent years, numerous Polish cities and municipalities have become involved in the creation of bike-sharing systems. Although the contribution of bike-sharing to creating sustainable transport caused some controversy in the literature, the positive role of cycling in promoting low-emission mobility and a healthy lifestyle is widely acknowledged. As part of the European Union’s sustainable transport agenda, some Polish local governments have obtained funding from structural funds for the implementation of bicycle-sharing schemes. This article presents an overview of selected systems, as well as a preliminary analysis of their users’ activity based on data obtained through a Web API. Although the scope of the data was limited in time due to the shutdown of the systems caused by the COVID-19 pandemic shortly after their spring reactivation, some patterns could be observed. In particular, users activity was more evenly distributed over time in larger cities (over 300 thousand of residents), whereas in smaller cities alternating periods of high and low activity was observed.

Purpose: The aim of the article is to analyse data on the use of European Union funds for the development of agricultural farms in Pomorskie Province of Poland (a.k.a. Pomerania). Design/methodology/approach: The paper uses a description and analysis of the available source data obtained from the Management Information System of the Agency for Restructuring and Modernisation of Agriculture (ARiMR), regarding the use of funds from the Rural Development Programme for the development of Pomeranian farms. Findings: The research found that the European Union funds contribute to the development of farms in Pomorskie Province. Farmers gladly use the Rural Development Programme. Under Measure 4.1.1, over 66.0% of the submitted applications were accepted, which ranks Pomorskie Province first in relation to other provinces in the country. Under Measure 4.1.2, farmers from Pomorskie Province used nearly 60% of the available limit. Pomorskie is in the 4th place in this respect, with the result of 55.2%. Under Measure 4.1.3, Pomorskie Province was close to the national average with 42.2% of accepted applications. In terms of the number of beneficiaries to whom aid was paid out, Pomorskie Province ranks 12th among all provinces. Under Measure 6.1 in Pomorskie Province, 726 farmers were granted aid, and 64.1% of the submitted applications were approved. Under Measure 6.3 in Pomorskie Province, more than half of the submitted applications were approved and received funding in the amount of PLN 20,364,000. Research limitations/implications: The main limitation in conducting research is the dearth of up-to-date data on EU funds for the development of farms in Pomorskie Province. Practical implications: Further research will focus on obtaining information on funds that will not only arrive from the European Union, which are necessary to take influencing actions for the development of agricultural farms. Social implications: The development of agricultural farms will contribute to the improvement of the environmental and living conditions of farmers and livestock. Originality/value: The conducted analysis showed that there is a need to obtain information on funds for supporting the development of farms.

The article focuses on the financing of border regions from the point of view of the use of selected EU funds. It analyses INTERREG A funds designed to support cross-border cooperation. The purpose of the research was to identify and analyse innovative projects undertaken under INTERREG A programmes in Polish-German areas. The territorial scope of the study corresponded to the assisted area outlined for the purposes of these programmes. It included Zachodniopomorskie Voivodeship on the Polish side, and Mecklenburg-Vorpommern and Brandenburg on the German side. The temporal scope covered three programming periods: 2000-2006 (Poland only joined it in 2004), 2007-2013 and 2014-2020 (still ongoing). The studies were based on an analysis of material obtained from INTERREG A online project databases, as well as the available reports and other sources. The results confirmed that INTERREG A programmes provided opportunities for innovative projects, the share of which, among all the projects completed was small, but essential from the point of view of the development of a cross-border region. The innovative projects were mostly in the field of healthcare. The structure of the entities performing such projects was diversified, although higher education institutions prevailed.

Embedding the Hungarian SME sector into EU’s financing objectives the paper highlights what stages SMEs have gone through with the help of governmental and EU support to be involved in sustainable finance. It also points out that financial sustainability is regarded as a prerequisite for sustainable finance. By focusing on analysing institutional support for SMEs at national and EU level, the study reveals different approaches to sustainable investment underlining the fact that while the objectives of European Structural Investment Funds (ESIF) are in compliance with the principle of sustainable development, this may only be regarded as an indirect consequence of gov-ernment support.
W artykule przedstawiono analizę węgierskiego sektora małych i średnich przedsiębiorstw (MŚP) przez pryzmat celów pomocy finansowej z UE, identyfikując fazy, jakie przechodził ów sektor wykorzystując wsparcie rządowe oraz unijne w celu osiągnięcia stabilności finansowej. Wskazano również, że stabilność finansowa jest postrzegana jako niezbędny warunek dla zrównoważonych finansów. Artykuł, koncentrując się na analizie wsparcia instytucjonalnego dla MŚP na poziomie krajowym oraz wspólnotowym, pokazuje różne podejścia do zrównoważonych inwestycji. Jednocześnie podkreśla fakt, że o ile cele funduszy ESI pozostają w zgodności z zasadami zrównoważonego rozwoju, o tyle można go interpretować jedynie jako pośrednią konsekwencję wsparcia rządowego.

The main objective for writing this article is to present the barriers to accessing EU funds at the stage of preparing an application for funding, as well as the barriers to executing project activities. The research objective, question, and problem as well as the statistical description of the research group and the measurement instruments have been highlighted in the article. The author attempts to answer the following questions: what are the main barriers/hurdles encountered by Polish beneficiaries of EU funds allocated under national and regional operational programmes; which of the identified barriers to accessing EU funds is perceived as the most hindering in the process of executing EU projects; and how is the impact of EU funds on regional development assessed from the perspective of those people executing projects and taking part in projects financed with EU funds? The following barriers can be enumerated as the most significant: the withholding of subsequent funding tranches while maintaining the obligation to pursue project execution, the highly bureaucratic application process for a subsidy, the bureaucratic system of post-project accounting, and the long deadlines for transferring subsequent tranches of funding. An analysis of the findings confirms that the beneficiaries of EU funds primarily fear losing financial liquidity. Receiving a subsidy in the form of a refinancing of the incurred costs requires, on the one hand, efficient project management, and, on the other, a well-functioning institutional system that should support project recipients in their investment endeavours.

Contemporary development policy concentrates predominantly on reducing noticeable economic differences in a spatial system, and an important role in this respect is played by EU Cohesion Policy. Owing to the considerable scale of financial exposure of Cohesion Policy, the assessment of effectiveness of the implemented measures and their greater reliance on evidence are of major significance. Despite numerous attempts to empirically verify the effects of EU funds spending, the problem remains unresolved, and the results of recent studies lead frequently to ambiguous conclusions. The article aims to verify the β-convergence process in EU regions in the years 2007–2015 allowing for the impact of the received EU funds and the spatial effects determining economic growth. In the research, use was made of a covergence approach consisting in the regression modelling of per capita GDP growth. Spatial econometrics methods were applied, by adding variables determining spatial interactions that can influence the economic growth rate to the specification of the estimated models. The estimated econometric models show that in the years 2007–2015 EU funds positively affected economic growth. At the same time, the process of reducing economic disparities between EU regions was observed. Moreover, the existence of spatial effects for a dependent variable was confirmed. The results also show that the value of the EU funds received in the surrounding area generally did not translate into the dynamics of growth in a given location. The research presented is one of the few in which spatial interaction was verified by using weights matrices based on contiguity, distance, flows and affiliation.

In the elaboration, the authors drew attention to the funds intended for projects co-financed by the European Union and the Polish Agency for Enterprise Development’s Activity 8.1: Innovative Economy Operational Program: Support for economic activity in the field of e-commerce. The authors described the use of funds during the period 2008–2010 and evaluated the innovation and quality of the chosen projects. The possible costs of a sample project were estimated. The results indicate the need for a more rational management of funds intended for projects co-financed by the European Union. The authors also showed the recipient enterprises’ point of view on keeping the agreement on the part of the Polish Agency for Enterprise Development.

This paper primarily analyzes the classification of international organizations according to different criteria to see the specificity of the EU as a sui generis international organization. The authors specifically examine the legal order of the EU and the process of achieving full membership. The world is shaken by many new developments. In this turbulence, the EU should provide an area of stability and security. It can only be so in case its internal cohesion is strengthened. The EU is a community based on values. Members have committed themselves to respect European values. But in case of a breach of the contract the Union has only two means to enforce respect for its values. Some have a legal character, others a financial one. The legal method is not very effective in this respect. This paper deals with the financial method. It argues that the conditionality of the budget needs to be increased; non-respect of values by Member States should entail loss of allocations. The recent proposals of the European Commission in this matter fall short of this.

The objective of the paper is to present ecological measures for marine environment protection financed by the EU within Euroregional structures. For this purpose the paper is divided into two parts. The first part concerns the Euroregions' position and mission based on the origin of Euroregion Baltic and its special features. The second part concerns selected measures aimed to protect marine environment financed from the EU assistance funds. The primary conclusion is as follows: Euroregional structures were crucial as regards the acquisition of development funds while the EU's involvement in ecological development and the specific features of Euroregions have led to the implementation of ecological measures. They have directly or indirectly contributed to marine environment protection.
Celem opracowania było przedstawienie działań ekologicznych na rzecz ochrony środowiska morskiego finansowanych z UE w strukturach euroregionalnych. Dla jego realizacji przyjęto konstrukcję opracowania składającego się z dwóch części. Pierwsza z nich dotyczyła istoty i misji euroregionów z uwzględnieniem genezy Euroregionu Bałtyk i specyfiki jego funkcjonowania u wybrzeży wód Bałtyku. Druga część dotyczyła opisu wybranych przedsięwzięć mających na celu ochronę środowiska morskiego, a realizowanych ze środków pomocowych UE. Zasadniczy wniosek, który nasuwa się przy realizacji powyższego tematu, jest następujący: struktura euroregionalna odegrała istotną rolę w pozyskiwaniu funduszy rozwojowych. Natomiast zaangażowanie UE w rozwój ekologiczny i specyfika obszarów euroregionalnych powodowały, iż były realizowane przedsięwzięcia ekologiczne. Służyły one bądź bezpośrednio, bądź pośrednio ochronie środowiska morskiego.

European Union support is often very important at the beginning of an investment, especially when own resources are insufficient. EU funds provide Poland with a range of development opportunities, and whether they are used appropriately depends mainly on their proper management. Lipnica Wielka is an example of the use of such funds, especially in the period 2007–2013, when the funds were primarily intended to improve the quality of life of residents. The investments in infrastructure should have a positive impact on tourism in the area. The municipality’s main assets are its clean air and attractive location. Advanced organic farming together with a well-developed recreational and agrotourism base have been adopted as the main target of the Municipality’s Local Development Plan. The material benefits of the development of tourism and agrotourism are expected to improve the standard of living of the municipality’s residents. The aim of the paper is to analyse the use of grants received from the EU funds and to determine their impact on the development of the municipality. The largest investment included the extension of the sewerage system and the sewage treatment plant. Only 3% of the total funds were allocated to the development of tourism and agrotourism. The objectives of the Municipality’s Local Development Plan were not achieved within the set time frame.
Często przy rozpoczęciu inwestycji pomoc ze strony Unii Europejskiej ma bardzo duże znaczenie, szczególnie wówczas, gdy środki własne są niewystarczające. Fundusze unijne stwarzają przed Polską szerokie możliwości rozwoju, czy zostaną one właściwie wykorzystane zależy przede wszystkim od ich odpowiedniego zagospodarowania. Lipnica Wielka stanowi przykład wykorzystania takich środków, szczególnie w okresie 2007-2013, gdzie środki te miały wpłynąć przede wszystkim na podniesienie poziomu życia mieszkańców poprzez inwestycje w infrastrukturę, a to miało mieć pozytywny wpływ na ruch turystyczny na danym obszarze. Największymi zaletami tej gminy są czyste powietrze oraz atrakcyjne położenie. Za główną misję w Planie Rozwoju Lokalnego Gminy przyjęto wysoko rozwinięte rolnictwo ekologiczne, dobrze rozwiniętą bazę rekreacyjno-turystyczną i agroturystyczną. Korzyści materialne uzyskane z rozwoju turystyki i agroturystyki mają za zadanie wpłynąć na poprawę standardu życia mieszkańców gminy. Celem artykułu jest analiza wykorzystania otrzymanych przez gminę dotacji ze środków Unii Europejskiej oraz określenie ich wpływu na jej rozwój. Największą inwestycję stanowiła rozbudowa kanalizacji i oczyszczalni ścieków. Zaledwie 3% ogólnych środków zostało przeznaczone na rozwój turystyki i agroturystyki. Założenia Planu Rozwoju Lokalnego Gminy nie zostały zrealizowane w określonym czasie.

Opis:
The aim of this article is to assess critically institutional and policy arrangements for evaluation within Lithuanian public administration in order to manage the support of the European Structural Funds and the use of evaluation requirements of EU structural funds as a limited cased study. What has been changed in the administrative arrangements of EU Structural funds support during the two programming periods 2004-2006 and 2007-2013? A key research question is to assess administrative arrangements for evaluation within Lithuanian public administration in order to manage the support of the European Structural Funds and use of evaluation requirements of the EU structural funds as a limited case study to map how these arrangements are or are not developed, and isolating the key explanatory factors. Methodologically, we used semi-structured qualitative interviews and quantitative online surveys of officials, academics and evaluators. The research results show that isomorphism and donor-oriented evaluation dominates in the evaluation system of the EU Structural and Cohesion funds. Lithuania transfers the elements necessary for support evaluation to the public administration systems. From the intervention approach, supporting many programmes and projects, there is a change to the approach based on long-term planning, programming and consulting with the stakeholders. The current paper covers three significant topics (a) the evaluation of the EU Structural support to Lithuania; (b) the institutional and policy arrangements for evaluation within Lithuanian national government; (c) evaluation capacity for public policy evaluation within Lithuania. The research itself contributes to the spread of evaluation theory and practice in the new EU member states. State officials will be able to learn and compare the implementation of evaluation in other member states, what aims were reached, what the scope and significance of evaluation is dependent on evaluation coordination and system centralization-decentralization and what the influence of cultural aspects on evaluation implementation is. The evaluation community could learn about the differences of evaluation systems, possibilities and restrictions, the applied evaluation methods and means of evaluation quality management in order to work in a certain market.
