Just before the 2019 European Parliament (EP) elections many authors have indicated their exceptional nature. In this article the author attempts to analyze how these particular characteristics and fi rst decisions taken after the elections by the key EU level actors may shape the EU integration process in the coming years. The article focuses on how the fragmentation of the EP may infl uence the choice of the European integration directions in the near future. One of the first observed effects of this fragmentation was the failure of leading candidates system during the appointment process of the Commission President. Another one is Ursula von der Leyen’s political programme for the European Commission, built on the strong awareness of the need to create a governing coalition between the EP and the European Commission. Acknowledgment of the challenge of the EP diversity by the New Commission President may have a positive effect on the EU-level democracy, however with a decrease in the efficiency of the EP legislative process.

The idea of European federation keeps recurring in politicians’ and intellectuals’ discourses on the future of the European Union. The logic of global rivalry of “large territories” favors this in particular, as it somehow forces Europe’s states to enter into a tighter integration if they want to realize their politics. The biggest challenge which the Union faces is the problem of leadership, understood both in the context of internal policy and relationally towards the surrounding. The problem, however, is the diversity of the member states and the unrelenting tension between particular concern about a national interest and European universalism. European federation sensu stricto, just because of this diversity has still been a utopian project. The future of the European Union most probably lies in a new intermediate model, as unique as the European Commonwealths used to be in the 1950s.

Debates and controversies about the democratic legitimacy of the EU have of course accompanied the Union from the very beginning. The “democratic paradox” of the EU exists because while committing itself to promote and scrutinize democracy in its member states, in candidate states, and in third states with whom it enters into contact, it does not display equivalent democratic features in its own functioning. Some commentators tried to define the problem out of existence; by pointing out that the EU is not a state-like polity, they argued that state-specific criteria of legitimacy, such as representative, participatory or deliberative democracy, do not apply. They postulated outcome-based or, at best, public reasons based, conceptions of legitimacy as applicable to the EU, and concluded that it satisfies those standards. But this argument is based on a non sequitur: from the statement that the EU is not a state (not even a quasi-federation or federation in statu nascendi) it does not follow that it should not be judged by the standards of democratic legitimacy. The EU is a complex, untidy polity which amalgamates inter-governmental and supranational elements in its constitution, and therefore this article postulates a bifurcated approach to democratic legitimacy. In so far as the EU contains inter-governmental elements, indirect legitimacy is all that is required, i.e., democratic legitimacy of governments representing their respective states in the Council. The second face of the EU – its supranational character – calls for democratic legitimation of its institutions, in particular, in accordance with the promise contained in Art. 10 TEU, proclaiming representative democracy in the institutional setup of the EU. This requires changes to the electoral system of the EP in order to provide incentives for a more trans-European electoral process; strengthening of the supervisory role of the EP over the Commission; the strengthening of the role of the EP with regard to legislation, and endowing it with the competence of legislative initiative. Overall, the idea is for the institutional setup to resemble a canonical model of separation of powers and inter-institutional accountability, with the EP in a dominant position. Additionally, the first gesture towards direct democracy in the EU, the European Citizens’ Initiative, should be strengthened, both by upgrading the status of successful initiatives and by lowering thresholds and administrative requirements.

The author argues that EU member states should pursue a joint strategy of cyber security and cyber defence. This claim does not immediately imply support for current EU legislation, in particular for enforcing the NIS Directive or the operation of ENISA in its currently planned capacity. Instead, three principles of European cooperation are discussed and followed by a proposal to centre the joint strategic effort around promoting and explicating the practical and procedural consequences of these principles. A bottom-up approach to joining and uniformization of European cyber defence is presented, aligned with the notion of Europeanization in security policy in the sense of E. Gross and R. Ladrech. This approach requires that European cyber security agencies, including ENISA, focus their efforts on addressing the trust defi cit among the member states through facilitating the environment for safe information exchange, instead of communicating with the member states through the medium of regulations and prescribing security standards. More generally, the author postulates that the European authorities embrace the inherent political character of international trust-building and aspire to the role of mediator, as opposed to presenting themselves as apolitical agents focused on the purely technical aspects of European cyber security.

The aim of education in the uniting Europe is to teach people of different cultures, religions and nationalities how to live together in peace. In the political aspect, it means bringing about rapprochement between nations. In Polish circumstances, Europeanism in the school context means carrying out activities aimed at making pupils realize the existence of the European Union, as well as its objectives and guiding rules. European education assumes that the European Community should be perceived not only in the institutional, economic or political perspective, but mainly in the human one, as related to ever tightening bonds within the frameworks of the OId Continent that build an integrated community. However, the consciousness of the on-going changes can hardly be acknowledged as prevailing and well founded, since the probing research reveals that the knowledge of European problems among present and future Polish teachers from the Upper Silesian region is only fragmentary. Such a state of affairs should be a subject of retlection, especially in view of PoIand's imminent accession to the European Union.

The motivation for the analysis is the European Year of Skills 2023 announced by the European Commission. The mian purpose of the article is to show the problems of the contemporary functioning of European science cooperation policy. Knowledge in a broad sense, including scientific and expert knowledge, is increasingly important in the process of political decision-making. The article presents the evolution of the approach and spread of the European Uniosą activity in the internal and external dimensions of its science policy. The authors analyzed the operational tools of European Union’s (EU) scientific cooperation, which include the European Universities Initiative, Erasmus+ and Horizon Europe programs. The following research methods were used to achieve this goal: case studies, statistical analysis and analysis of sources such as policy documents, normative acts, university rankings, available scientific literature and Internet sources. The subjects of the study are "European universities" – members of alliances: Transform4Europe and The 4 EU+ Alliance, subjected to qualitative and quantitative analysis.

This research is trying to explore the perceptions and beliefs of young ethnic Macedonians regarding the EU, European and ethnic/national identity situated in an ambivalent societal context – an exposure to pro-European educational goals, together with the recently emerging reluctance towards joining the Union. 72 students with different study backgrounds at the age between 19 and 22 participated in the study. In 10 focus groups, formed on the basis of homogeneity of the field of study, they were discussing their views on the EU concept and their reflections on the congruities and incongruities between their national identity and the EU identity. Results show that respondents tend to idealize the concept of EU and are willing to accept European citizenship. On the other hand, some are skeptical and question the possibility of developing European identity and citizenship because they perceive a serious gap between the European values and the values that are dominant in the current public and political discourse.

According to Montesquieu tripartite system, formed in the European constitutionalism, the organs of authority, in a democratic state, affect each other in an inhibitory way, balancing mutually. Traditionally, it is understood that the executive power is performed by the Head of State (monarch, president) and government, legislative power belongs to the parliament, whereas the judicial power is exercised by independent courts. Analyzing the political reality of member states it is necessary to note, that the executive participates in the national legislative processes more actively, for example, through executing constitutionally granted right of legislative initiative (usually together with deputies), by issuing acts with the power of law, or incorporating Community directives into the internal legal order.

The main objective for writing this article is to present the barriers to accessing EU funds at the stage of preparing an application for funding, as well as the barriers to executing project activities. The research objective, question, and problem as well as the statistical description of the research group and the measurement instruments have been highlighted in the article. The author attempts to answer the following questions: what are the main barriers/hurdles encountered by Polish beneficiaries of EU funds allocated under national and regional operational programmes; which of the identified barriers to accessing EU funds is perceived as the most hindering in the process of executing EU projects; and how is the impact of EU funds on regional development assessed from the perspective of those people executing projects and taking part in projects financed with EU funds? The following barriers can be enumerated as the most significant: the withholding of subsequent funding tranches while maintaining the obligation to pursue project execution, the highly bureaucratic application process for a subsidy, the bureaucratic system of post-project accounting, and the long deadlines for transferring subsequent tranches of funding. An analysis of the findings confirms that the beneficiaries of EU funds primarily fear losing financial liquidity. Receiving a subsidy in the form of a refinancing of the incurred costs requires, on the one hand, efficient project management, and, on the other, a well-functioning institutional system that should support project recipients in their investment endeavours.

This text discusses the results of European elections in Croatia. It reaches the conclusion that voters, unhappy with the economic situation, punished the ruling social democratic coalition which suffered a heavy defeat. On the other hand, election results prove the recovery of HDZ, the opposition, centre-right party. It is also obvious that most Croatian citizens do not believe that European elections are important enough to warrant voting. Euroscepticism in Croatia is on the rise because citizens see no obvious benefits from joining the European Union. On the contrary, it is becoming increasingly clear that, in its first year as a member, Croatia will pay more funds into EU budget than it will receive from it. It is evident that direct elections of European Parliament members did not succeed in strengthening EU’s legitimacy in the eyes of Croatian voters, and that European elections are actually of secondary importance.

In this article, the author touches on the evolution of the European integration process, trying to capture the essence of the idea of federalisation on the way to the creation of the European Union. The theoretical narrative within federal thoughts is complemented by contemporary limitations both in the formal acceptance of the idea of federalisation of the European Union and in the informal “pole organizing the imagination” as mentioned by T. Mazowiecki. The main narrative, therefore, concerns the division of the field of EU integration between the analysis of structural limitations of the idea of federalisation of the European Union, including the system and jurisdictions of nation states, as well as ideational limitations, individual approach of the Member States to the integration process or the electoral success of Eurosceptics.

Celem artykułu jest próba oszacowania, w jaki sposób priorytety polityczne Unii Europejskiej są odzwierciedlane w budżecie UE. Pytania na temat celów budżetu oraz zasad, które regulują wykorzystanie finansów publicznych w Unii, są powiązane z szerszymi pytaniami o charakter UE i jej ewolucję. Artykuł jest przyczynkiem do debaty na temat polityk i finansów publicznych Unii Europejskiej oraz pokazuje relacje między procesem kształtowania polityk Unii a jej budżetem. Rozwój wydatków budżetowych następuje wraz z rozwojem polityk unijnych. Istnieje przy tym współzależność między politykami Unii; wszystkie obszary polityki współdziałają ze sobą, co jest szczególnie widoczne w budżecie UE. Wiele obszarów polityki UE ma charakter regulacyjny i małe wymagania dotyczące wydatków budżetowych, z wyjątkiem administracji. Unia Europejska posiada znaczącą odpowiedzialność tylko w stosunku do jednego obszaru istotnego dla wydatków publicznych – spraw gospodarczych. Jednakże wiele programów i funduszy UE realizuje tak wiele różnych ambitnych celów, że często są one nieadekwatne do dostępnego budżetu. Stosunkowo niewielki rozmiar budżetu UE sprawia, że przepisy i zalecenia (sfera regulacyjna) mają większe znaczenie niż wydatki budżetowe w osiąganiu priorytetów politycznych.
The focus of this paper is on the EU budget and the changes in European policies. The basic objective of the paper is to assess how the political priorities of the European Union are reflected in the EU budget, mainly on the expenditure side. Questions about the purpose of the budget and the principles that govern the use of public finances in the Union are linked to wider questions about the nature of the EU and its evolution. The paper contributes to the theoretical debates on European policy and public finances, but also provides policy insights on the relationship between the EU policy process and the budget. The development of budgetary expenditures follows the development of EU policies. Hence this paper detects the interrelationships among the policies of the Union; all policy areas interact with one another, which is particularly visible in EU budget. Many areas of EU policy are regulatory in nature and have few requirements for spending, except for administration. The EU has a significant responsibility in relation to only one area important to public expenditure: economic affairs. However, EU spending programmes pursue a multiplicity of grand objectives, often unrelated to the available funding. The relatively small size of the EU budget makes the EU’s rules (the regulatory sphere) matter more than the EU’s expenditures in attaining political priorities.
