The article highlights and systematizes modern and effective management instruments in the implementation of regional environmental policy. It is determined that the regional environmental policy acts as a component of the national environmental policy, which is based on environmental national and international legislation, standards and norms and contributes to the sustainable development of the region as a socio-ecological-economic system. The following groups of instruments for the implementation of environmental policy at the regional level have been identified: instruments of legal regulation (environmental legislation); environmental management instruments (environmental audit, environmental certification, environmental labeling, environmental marketing, strategic environmental assessment, environmental monitoring, environmental education) financial and economic instruments (environmental taxation, environmental payments and fees, environmental regulation, penalties for violation of environmental legislation, preferential taxes, softloans and subsidies, investment and environmental funds); instruments of intersectoral social partnership (intersectoral communication, intersectoral interaction, instruments of public influence); e-environmental management instruments (information and communication technologies). Based on the results of the expert survey, the most effective instruments for the implementation of regional environmental policy (in order of importance and influence) were identified: environmental management instruments (environmental audit and monitoring), economic instruments and intersectoral social partnership; e-environmental management instruments and such environmental management instruments as environmental marketing, certification and labeling received low scores. Statistically significant differences were revealed in the assessments of the effectiveness of instruments depending on the sphere of professional activity of experts: for the representatives of regional authorities in the field of environmental protection, the most influential instruments are strategic environmental assessment, environmental audit and public environmental control; for the representatives of public organizations in the field of ecology – environmental monitoring, environmental audit and public environmental control; for the representatives of business structures of Zaporizhzhia region – economic instruments, environmental marketing, environmentalaudit, environmental certification and product labeling; for the environmental scientists – public environmental control, environmental impact assessment, intersectoral social partnership, environmental monitoring, strategic environmental assessment. The tendencies and ways of improving the instruments for the implementation of the regional environmental policy are highlighted: development of the strategy of the national environmental policy, taking into account the regional specifics; strengthening the powers of regional environmental management bodies for control and monitoring in the field of environmental protection; introduction of environmental management system instruments in the region; strengthening the role of economic instruments, including creating conditions for the development of a „green” investment climate in the region; creation of an extensive regional environmental monitoring system; introduction of an electronic environmental management system in the region; incorporation of cross-sectoral social partnership in the field of regional environmental management with a well- -defined legal and institutional framework.

Environmental protection policy is a multi-faceted issue which interests researchers in different branches of knowledge. The implementation of solutions of the environmental protection may take different forms among which are legal instruments. One of those legal instruments is the environmental protection policy. The aim of this article is to analyse this policy and to evaluate its functioning in the Republic of Poland as one of the public policies. Furthermore, a crucial part of this article is to define the environmental protection policy, national environmental policy and its legal bases. What is more, the article will present the analysis of purposes, directions and areas included in the Polish National Environmental Policy - 2030. To make this analysis complete it is required to indicate symptoms of the sustainable development in the environmental protection policy. As a main tool of consideration, the dogmatic-legal method, has been used. The analysis of the main topic consists of legal acts and literature on the subject (containing Polish and foreign scientific publications).

The paper starts with a review of literature focusing on links between democracy and environmental protection, pointing out a fair weight of scientific evidence that democratic societies on average enjoy a higher level of environmental quality than autocracies. It subsequently provides a quick insight into the recent trends in the state of democracy and the rule of law in Poland as well as a few examples of measures taken concerning environmental policy that have been undertaken after 2015. The paper concludes by expressing concern about certain negative patterns in the Polish environmental policy in the past few years, which seem to be connected to the deficiencies in the rule of law and democracy as observed in Poland. The shrinking space for civil society to participate in democratic governance concerning environmental issues and the excessive appetite of the current government for large infrastructural investments seem to be in contradiction with the European and global strive for sustainable development and tackling climate change. It remains to be seen if the recent negative trends in the Polish environmental policy will have a structural impact on the state of environment in Poland.

The aim of this study is to test the possible non-linear effect of environmental policy stringency on carbon emissions and thus make policy recommendations for emission reduction. For this purpose data for the period 1995–2015 for selected emerging countries were used. According to the findings obtained from fixed-effects panel threshold regressions environmental policy stringency has no significant effect on the relationship between gross domestic product per capita and carbon dioxide emissions. However, it has statistically significant effect if the share of the service sector and the foreign direct investment are taken as regime-dependent variables. Accordingly, in the high policy stringency regime an increase in the share of the service sector and the foreign direct investment reduce emission levels. In the case of using market-based environmental regulations the threshold effect faced by foreign direct investment is much more pronounced. In order to reduce carbon emissions it is recommended to increase environmental policy stringency, especially in market-based tools.

This article aims to examine factors influencing the development of international environmental cooperation and the roles of particular actors participating in environmental cooperation. In general, the majority of international actors agree with the importance of environmental protection but demonstrate different visions in terms of necessary measures. The final result depends on their capability to find common ground. It is assumed that the EU, with its strong environmental policy, realizes the importance of transborder coordination of environmental measures and tries to promote environmental cooperation. Russia was a serious challenge to the EU in terms of environmental security due to its geographic proximity, its severe environmental problems, and its harmful influence over environmental situation in the EU member states. The EU policy towards Russia demonstrates how the EU promotes environmental cooperation and ensures improvement of the environmental situation in the neighboring states. This paper will answer the following research questions: what factors determine the motivation of international actors participating in environmental cooperation; how the EU environmental traditions and decision-making procedures influence its external environmental activities; and how the EU tries to influence Russian environmental policy.

One of the contemporary challenges related to climate change and effectively managing raw materials is to reduce resource consumption and the negative environmental impact while simultaneously increasing the economy’s competitiveness. This requires that business entities change priorities and move to a sustainable relationship focused on ecological, economic and social well-being. Due to the transnational and global nature of the climate and the environment, actions in this area should be carried out at a supranational level. In European Union (EU) countries, successive directives are implemented regarding environmental changes and the taxonomy for non-financial reporting. This forces public companies, as large public interest units, to produce adequate quality data reporting in the ESG (Environmental, Social and Governance) area, including the environmental (E) indicator and its components. The article’s purpose is to make a comparative assessment of the current situation and to consider the prospects for environmental data disclosure by public companies listed on the regulated markets of the EU, with particular emphasis on energy consumption, water, waste production, and CO2 emissions. The Refinitiv database was used to test the quality of the environmental indicators. Public companies listed on the leading stock markets in the 27 EU Member States were included. The research period covers 2012–2021. We focus on checking how many companies report environmental data in any given year, and those that present them for at least one year, or for three, five, or ten years. The findings support the clear advantage of the quality of environmental data disclosure in the ‘old’ EU Member States (which joined before 2004) compared to the ‘new’ EU Member States. However, reporting on key environmental issues (water and energy consumption, waste production, and carbon dioxide) is very incomplete.

Research background: The twin pressures of economic downturn and climate change faced by countries around the world have become more pronounced over the past decade. A renewable energy transition is believed to play a central role in mitigating the economic-climate paradox. While the architectural and computational power of artificial intelligence is particularly well suited to address the challenges of massive data processing and demand forecasting during a renewable energy transition, there is very scant empirical assessment that takes a social science perspective and explores the effects of AI development on the energy transition. Purpose of the article: This paper aims to answer two key questions: One is, how does AI software development promote or inhibit the shift of energy consumption towards renewables? The other is, under what policy interventions does AI software development have a more positive effect on promoting renewable energy consumption? Methods: We employ a dataset of 62 economies covering the period 2011–2020 to analyze the impact of AI software development on the energy transition, where possible confounders, including political and economic characteristics and time-invariant elements, are controlled using fixed-effects estimation along with specified covariates. Findings & value added: AI software development can promote the energy transition towards renewables. There is suggestive evidence that the core mechanism linking such a positive relationship tends to lie in improving innovation performance in environmental monitoring rather than in green computing. Government support for R&D in renewable energy technologies is found to be significantly beneficial for harnessing the positive impact of AI software development on the energy transition. Compared to non-market-based environmental policies, market-based environmental policies have a more significant positive moderating effect on the relationship between AI software development and energy transition.

This paper analyses the evolution of the new environmental policy of the European Union in the context of the efforts undertaken to moderate the negative effects of climate change. It describes all the activities in the European Union designed to implement new tools of the EU environmental policy, such as low carbon economy technologies, tools that improve the efficiency of managing the limited natural resources, the environmentally friendly transport package, etc. All of them are aimed at laying the foundations of the circular economy, which may also be referred to as a closed-loop economy, i.e., an economy that does not generate excessive waste and whereby any waste becomes a resource.

The purpose of the article is to analyse if – according to environmental tax reform assumptions – there occurs an increase in environmental taxes and a concurrent reduction of other taxes (especially personal and corporate income taxes) in the selected EU member states. The group of countries was chosen basing on more significant changes in the tax structure as well as “old” and “new” EU membership. The research is based on the European Commission data and covers the period 2003 to 2015 due to the data availability. The significance of changes in taxation structure has been analysed by means of structural change degree measure. The direction of these changes has been examined using structural changes monotonicity measure. A weak trend to shift slightly from income taxes to the environmental ones has been observed only in three out of ten analysed member states.

Th objective of the analysis are administrative instruments used in the process of environmental policy implementation. Emphasis is placed on the role and meaning of emission and integrated permits, water licenses and the operating Eco-Management and Audit Scheme (EMAS). Another issue found crucial in relation to public administration is the institution associated with environmental impact assessment, including but not limited to strategic assessment.
Przedmiotem podjętej w opracowaniu analizy były instrumenty administracyjne wykorzystywane w procesie realizacji polityki ekologicznej. Szczególną uwagę zwrócono na rolę i znaczenie pozwoleń emisyjnych, pozwoleń zintegrowanych, wodnoprawnych oraz na funkcjonujący system zarządzania środowiskiem( EMAS). Istotną kwestią, poddaną analizie z punktu widzenia administracji publicznej, była instytucja związana z przeprowadzaniem ocen oddziaływania na środowisko, w tym w szczególności ocen o charakterze strategicznym.
