In connection with the ongoing process of liberalization in the Polish electricity market, customer orientation and its needs are becoming an important competitive advantage of electricity trading companies. The aim of this article is an attempt to present and solve the problem of fitting baseload and peakload futures contracts to future planned energy demand as a multicriteria programming problem. Due to the large number of variables and nonsmooth criteria the Monte Carlo simulation was used to solve the problem. The model has been built to minimize price and imbalance volume between future planned demand and standard products able to purchase on the Polish commodity market. Due to future SPOT, the settlement simulation model requires future SPOT prices.

Electricity is a factor that facilitates the functioning of consumers in society and creates appropriate conditions for work, development and rest. Due to the scale and pace of the changes resulting from technological progress and new regulations, consumers in the electricity market do not have the appropriate technical, economic or legal knowledge. The most significant problems within the electricity market in Poland include the high level of ignorance of the services, institutions and basic terms required for making rational decisions in the electricity market. This is necessary in order to determine the sources from which consumers derive knowledge about the electricity market. Based on the research carried out by the author, it can be argued that the knowledge and skills concerning an evaluation of the electricity market, the institutions operating therein and their product are very low.

After the introduction of the Energy Law in 1997, many enterprises started to operate in the power industry, which is translated into the electricity prices competitiveness. The further household tariff extension with more expensive rates at peak times, and favorable lower rates during the night and off-peak hours, did not result significantly change among users belonging to the most generic household tariff G11 with a single electricity rate per KWh (Kilowatt hour) regardless time of use. The article analyzes the electricity purchase and supply costs of the largest households group belonging to G11 tariff and simulates the effectiveness of moving from existing tariff group to the offered competitive tariff according to electricity suppliers.

Aim/purpose – Low and fluctuating income coupled with epileptic supply of electricity and rising demand for electricity make determinants of electricity consumption an important issue in developing economies such as Nigeria; given that electricity is essential for the development of any economy. This paper, therefore, examines the determinants of electricity consumption in Nigeria with emphasis on income per capita, number of electricity customers, and electricity distribution shortages. Design/methodology/approach – The study is anchored on the Utility Maximising Behaviour of consumers given their level of income. Data were sourced from the Energy Information Administration (EIA) database and World Development Indicator, 2018. An Autoregressive Distributed Lag (ARDL) technique was used in estimating the factors influencing electricity consumption in Nigeria over the period between 1981 and 2017. Findings – The result reveals that the major propellers of electricity consumption in the long-run in Nigeria are per capita income, population per square kilometre, number of electricity customers as well as electricity shortages. The result refutes the hypothesis that electricity consumption increases with the rising level of income. Electricity consumption increased with the increasing number of population in a given area and the number of electricity customers, while electricity shortages distribution has a differential effect in the short run and long run. Research implications/limitations – Lack of reliable household level data capturing per unit price of electricity, and other determinants of electricity consumption in Nigeria implies the analysis is to be carried out on the macro level. A micro-level analysis will be more beneficial in arriving at clearer estimates of demand for electricity in Nigeria. Similarly, there are other factors that influence demand for electricity in Nigeria which are not readily available, hence the need to interpret the result with caveat. Originality/value/contribution – The research focused on the determinants of electrici-ty consumption instead of energy that has been extensively researched. It contributed to the existing literature on the determinants of electricity consumption in Nigeria by in-cluding electricity distribution shortages, number of electricity customers, and population per square kilometre.

The purpose of this paper has been to investigate wholesale-to retail-sale electricity supply management in Slovenia. The rapid increase in electricity supply in Slovenia has been determined by increasing industry, public and household electricity demands. The paper analyses structures and dynamics in wholesale-to-retail supply chain structures and management that are important for purchases of electrical energy by electricity distribution retailers. By using Lorenz’s curve and Gini’s coefficient of concentration, there is found to be a relatively high degree of concentration of wholesale electricity suppliers in the delivery of electrical energy to the retail electricity distribution enterprises. Whereas the number of the wholesale electricity suppliers has increased, the great majority of them hold with relatively small market shares vis-à-vis the large traditional wholesale electricity supplier. The electricity supply by smaller electricity producers is largely based on renewable sources of energy, which also depends on the weather conditions. The empirical evidence suggests that wholesale-to-retail electricity supply structures are shifting slowly from a monopoly market structure towards greater competition with the characteristics of product differentiation and market segmentation. The regression analysis for the electricity price formation for the retail electricity distribution enterprise confirms the significance of the costs for the purchased electricity, expenses for wages and for taxes. The multivariate factor analysis confirms the importance of recognition and business trust in the wholesale-to-retail-sale electricity supply chain management.

The question about an appropriate structure for the electricity industry has been extensively discussed in scientific literature and experts studies. Since the beginning of electricity liberalization, it was apparent for its promoters that such a structure (in this paper referred to as the model structure or ideal structural model) for the electricity sector should involve a separation of its four sub-sectors, i.e., generation, transmission, distribution, and supply. With the exception of transmission, each sub-sector should consist of many stand-alone type companies. Given the high degree of vertical and horizontal integration of the electricity sectors, their procompetitive restructuring (i.e., de-integration) became a standard component of electricity sector reform packages. This paper provides a concise review of the origins and justification of the initial model structure for electricity liberalization, as well as an overview of the restructuring developments in the early years of electricity liberalization. Some attention is also devoted to the EU’s unbundling initiatives. The core part of this paper discusses the first signs indicating the crisis of the initial structural canon. The paper concludes with some comments referring to the modified form for a model structure that is emerging. It involves vertical integration of generation and supply and allows a higher degree of horizontal concentration of the electricity competitive markets.
La question de la structure de l’industrie de l’électricité appropriée a été beaucoup discutée dans la littérature scientifique et les études d’experts. Depuis le début de la libéralisation du marché de l’électricité, il était évident pour son promoteurs que cette structure (dans cet article elle est appelée “structure modèle”) du secteur de l’électricité devra contenir la séparation de ses quatre sous-secteurs (génération, transmission, distribution et provision). A l’exception de la transmission, chaque sous-secteur devra contenir plusieurs entreprises indépendantes. Étant donné le haut niveau de l’intégration horizontale et verticale des secteurs de l’électricité, leur restructuration pro-concurrentielle (désintégration), est devenue un composent standard des paquets des reformes du secteur de l’électricité. L’article présente une révision des origines et la justification du modèle initial de la structure de la libéralisation du marché de l’électricité, aussi que la révision du processus de restructuration dans les premières années de la libéralisation du marché de l’énergie. L’article discute aussi les initiatives d’unbundling de l’UE. La partie la plus importante de l’article présente les premiers signaux indiquant la crise de la structure initiale. Finalement, l’article contient commentaires concernant la forme modifiée de la structure modèle qui émerge. Elle content l’intégration verticale de la génération et la provision et permet le niveau plus élevé de la concentration horizontale du marché de l’électricité concurrentiel.

Research methods include systematic analysis of the scientific literature and expert evaluation. Theoretical analysis of the literature has enabled to identify the most significant outsourcing determinants, which have the impact on the performance of electricity industry, and the main outsourcing-related risks for the companies operating in this industry. The results of the empirical research have revealed the effects of various outsourcing determinants on the performance of Lithuanian electricity industry as well as negative outcomes of outsourcing application in the researched industry.

Exploring acceptance on benefits of solar farm implementation in Malaysia. Implementation of solar farms to generate electricity is still low in Malaysia, where only 1%, or 227.5 MW of the total installed electrical capacity in Malaysia was produced from solar PV installations in 2016. Renewable energies, e.g. solar energy, have been adopted in many countries to generate electricity as a response to global environment issues. The aim of this study is to determine financial opportunities and benefits of solar farm implementation towards the society and the environment. Data were acquired through a literature review and questionnaire survey that was conducted among the respondents that are directly involved in the solar energy. Long-term financial savings constitute the most identified financial opportunities for the implementation of solar farms in generating clean electricity. Implementation of solar farms will encourage more businesses related to solar energy to be established in the country and will lead to new business opportunities. Solar farms are far better than conventional fossil fuel power plants in terms of the environmental effect and also reduce the health effects on the society during the electric generating process.

Ensuring the security of power generation systems is a pillar of the proper functioning of each state. Energy security is fundamental to ensure both economic growth and social welfare. As energy storage has not developed in an efficient extent, covering the current and prospective power demand is a major challenge for transmission system operators. Moreover, the activities that are to be taken should be technically and economically justified and need to meet the requirements of environmental protection. Cooperation between neighboring countries in the field of electricity exchange is among the activities undertaken to ensure the safety of the power generation systems. The integration of electricity markets is one of the key challenges of the European Union’s energy policy. The European Commission issued a directive on interconnection, according to which the capacity of interconnections should total 10% of installed capacity until 2020 (and 15% until 2030) in each Member State. The main objective of this study is to assess the changes in electricity imports and exports in 2003–2018 and to investigate the current level of cross-border exchanges between Poland and the neighboring countries. This paper also answers the question of whether Poland will fulfil the obligations set by the European Commission. In addition, the paper presents the risks and the challenges related to fulfilling the mentioned commitments. The results of the study indicate that the development and modernization of network infrastructure in the field of cross-border exchange are necessary because, in the context of the forecasted increase in electricity demand, Polish generation units will not be able to meet the demand.
Zapewnienie bezpieczeństwa pracy systemów elektroenergetycznych jest filarem prawidłowego funkcjonowania każdego państwa. Ponieważ obecny rozwój technologii magazynowania energii nie zapewnia jej efektywnego przechowywania, pokrycie bieżącego i perspektywicznego zapotrzebowania odbiorców na energię elektryczną stanowi duże wyzwanie dla operatorów systemów przesyłowych. Zwłaszcza, że podejmowane działania powinny być technicznie i ekonomicznie uzasadnione oraz muszą spełniać wymagania dotyczące ochrony środowiska. Współpraca pomiędzy krajami sąsiadującymi w obszarze wymiany energii elektrycznej należy do działań podejmowanych w celu zapewnienia bezpieczeństwa dostaw energii elektrycznej, a integracja rynków energii elektrycznej jest jednym z kluczowych wyzwań polityki energetycznej Unii Europejskiej. W 2015 roku Komisja Europejska wydała dyrektywę dotyczącą połączeń transgranicznych, zgodnie z którą wolumen mocy tych połączeń powinien osiągnąć 10% mocy zainstalowanej do 2020 roku (i 15% do 2030 roku) w każdym państwie członkowskim. Głównym celem artykułu jest ocena zmian wolumenu importowanej i eksportowanej energii w latach 2003–2018 oraz oszacowanie obecnego poziomu wymiany transgranicznej między Polską a krajami sąsiadującymi. Wyniki zaprezentowane w niniejszym artykule, odpowiadają również na pytanie, czy Polska jest w stanie wypełnić zobowiązania określone przez Komisję Europejską. Ponadto, w artykule zaprezentowane zostały ryzyka oraz wyzwania związane z realizacją wymienionych zobowiązań. Wyniki wskazują, że rozwój oraz modernizacja infrastruktury sieciowej w zakresie wymiany transgranicznej są konieczne, ponieważ w kontekście prognozowanego wzrostu zapotrzebowania na energię elektryczną polskie jednostki wytwórcze nie będą w stanie pokryć go samodzielnie.

Aim/purpose – This paper attempts to appraise the potential of water resources for Cameroon and the standard of living conditions confronting people in the country. Design/methodology/approach – A simple descriptive method of data analysis is adopted using analytical tools such as percentages, tables, and means to achieve the objectives of the inquiry. Data for the study were generated from personal observations in one hand and collected from water resources literature, on the other hand. Findings – With the help of the data gathered, the paper establishes that despite the existence of abundant water resources in Cameroon the standard of living conditions of people with respect to basic needs of survival such as drinking water, improved sanitation services, and electricity supply is far below expectation. Research implications/limitations – The main implication of the study is that in spite of the surplus volume of water resources (325.96 km3 or 95.12% of annual total water resources) endowment in Cameroon, the population benefits marginally from it due to the mismanagement of resources and misplacement of priorities as obtained in most sub-Saharan African countries. One limitation of this study is that the use of limited primary data in the investigation offers no room toward establishing the extent of water resources allocation to the various users of water in the country. Originality/value/contribution – The paper suggests that the government of Cameroon should encourage the population to run community basic social services projects and subsidize the activities of such ventures in kind through technical assistance or in cash.

This article deals first of all with the most important characteristics, in terms of volume and quality, of all of those decisions issued by the Polish competition authority that were the basis for vertical consolidation of the Polish electricity sector, for which the authority gave unconditional or special approval between 2003 and 2007. This article also deals to a limited extent with the decision issued by the Polish competition authority prohibiting unconditionally the concentration of PGE and ENERGA, and which was referred for judicial review. This article attempts to verify the theory that the legal institution of special (exceptional) approval of a concentration, in the form in which it is created in Polish merger legislation (i.e. based mostly on the public interest test, but issued by the competition authority), is not the best formula for assessing whether there are legitimategrounds for consolidation, in particular consolidation of the Polish electricity sector.
L’article présent les caractéristiques quantitatives et qualitatives de toutes les décisions publiées par l’autorité de concurrence polonaise, qui ont constitué la base de la consolidation verticale du secteur de l’électricité en Pologne dans les années 2003 – 2007. L’article discute aussi la décision prise par l’autorité de concurrence polonaise, concernant l’interdiction inconditionnelle de la concentration de PGE/ ENERGA. Cette décision a été soumise à la révision judiciaire. L’objectif de cet article est de vérifier la théorie selon laquelle l’institution légale de l’autorisation spéciale (exceptionnelle), dans la forme donnée par la législation polonaise concernant les fusions, i.e. fondée surtout sur le test de l’intérêt public, mais publiée par l’autorité de concurrence, n’est pas la meilleure formule pour juger si’il y a une base légitime pour la consolidation, notamment la consolidation du secteur de l’électricité polonais.

Time-of-use (TOU) electricity pricing has been applied in many countries around the world to encourage manufacturers to reduce their electricity consumption from peak periods to off-peak periods. This paper investigates a new model of Optimizing Electricity costs during Integrated Scheduling of Jobs and Stochastic Preventive Maintenance under time of-use (TOU) electricity pricing scheme in unrelated parallel machine, in which the electricity price varies throughout a day. The problem lies in assigning a group of jobs, the flexible intervals of preventive maintenance to a set of unrelated parallel machines and then scheduling of jobs and flexible preventive maintenance on each separate machine so as to minimize the total electricity cost. We build an improved continuous-time mixed-integer linear programming (MILP) model for the problem. To the best of our knowledge, no papers considering both production scheduling and Stochastic Preventive Maintenance under time of-use (TOU) electricity pricing scheme with minimization total Electricity costs in unrelated parallel machine. To evaluate the performance of this model, computational experiments are presented, and numerical results are given using the software CPLEX and MATLAB with then discussed.

Electricity producers and traders are exposed to various risks, among which price and volume risk play very important roles. This research considers portfolio-building strategies that enable the proportion of electricity traded in different electricity markets (day-ahead and intraday) to be chosen dynamically. Two types of approaches are considered: a simple strategy, which assumes that these proportions are fixed, and a data-driven strategy, in which the ratios fluctuate. To explore the market information, a structural vector autoregressive model is applied, which allows one to estimate the relationship between the variables of interest and simulate their future distribution. The approach is evaluated using data from the electricity market in Germany. The outcomes indicate that data-driven strategies increase revenue and reduce trading risk. These financial gains may encourage energy traders to apply advanced statistical methods in their portfolio-building process.

This article analyses changes in the structure of electricity production in countries such as the USA, China, Japan, the EU and Poland. In China, a sharp increase in generation capacity and electricity production may be noticed if the data from 2015 and 1990 is compared. The increase in China’s electricity production is associated with a continuous growth in CO2 emission, contrary to the situation in the United States, where, despite an increase in energy consumption and an increase in generation capacity, CO2 emission has been falling since 2005. The largest decrease in CO2 emission without inhibiting the growth of electricity production and electricity consumption can be seen in the EU. Models of consumption have been determined based on the collected data such as: temperature, dummy variables and electricity consumption per hour within three months. The aim was to establish the best regression model and compare it to the neural network models using mean absolute percentage error (MAPE).

In the paper measurements of streaming electrification current in the range of low velocities are presented. The measurements were conducted in spinning disk system using wireless rotating electrometer. Several dependencies of averaged electrification current on rotational speed were shown. Both fresh and aged transformer oil were used as an electrification source. For aged oil the current changes its sign due to charge reversal in electrical boundary layer. The system presented in paper extends the range of possible research in the field of electrification on low velocities and can be useful in developing of streaming electrification phenomena.
W artykule przedstawiono wyniki pomiarów prądu elektryzacji strumieniowej wyznaczonych w zakresie niskich prędkości obrotowych. Pomiary wykonano w układzie z wirującą tarczą wykorzystując bezprzewodowy, obracający się elektrometr. Pokazano charakterystyczne przyklady zależności średniej wartości prądu elektryzacji od prędkości obrotowej. Rozpatrywano elektryzację świeżego oleju izolacyjnego, oraz oleju utlenionego, w którym zaobserwowano zmianę znaku generowanego prądu. Przedstawione w artykule urządzenie rozszerza zakres możliwych badań na niskie wartości pradów elektryzacji, co umożliwia m.in. eksperymentalne badanie zjawiska przeładowania a w konsekwencji uogólnienie modeli zjawiska elektryzacji strumieniowej.
