Changes in international production networks and maritime transport lead to a growing importance of container ports as nodes in international supply chains. Based on technology development and time-critical global production patterns ports are confronted with rising expectations on the performance of their sea and land side operations as well as on the seamless distribution of goods to the hinterland. In order to assess the comparative performance of ports in supply chains it has been accepted that efficiency ratings determined through benchmarking can be powerful tools. Next to simple key performance indicators complex production functions have experienced approval due to their ability to compare independent multiple input and output criteria. To benchmark container terminals the frontier function Data Envelopment Analysis (DEA) has been applied frequently in the past ten years. But as the sea leg is in the main focus of past studies, measuring the efficiency of port hinterland connections still needs further clarification in the context of integrated supply chains.

Aim: In 1988, Brazil implemented profound changes in the organization and financing of its public health system, with the creation of the Unified Health System (Sistema Unico de Saúde – SUS), establishing universal health coverage. The gradual expansion of the health system and entitlements to services has been accompanied by the debate about the appropriate level of government spending and health system efficiency.   Design / Research methods:  The study uses VRS - output oriented, Dynamic Network SBM DEA model, period 2008-2013, to depict the relationships that take place between diverse levels of care (primary health care/PHC and secondary-tertiary health care/STC). DMUs are Brazilian state capitals, which implement key health policies and assist patients from smaller surrounding municipalities, especially for STC. Inputs are PHC and STC budgets; outputs are their respective services provided and avoidable deaths. The link variable is PHC medical consultation, entrance door to the system and gatekeeper for more complex levels of care. Dynamic model evaluates efficiency across time.   Conclusions / findings: Overall performance was 0.86; for PHC, 0.90; for STC, 0.85 (SD=0.15). 8 out of 27 capitals were fully efficient. Capitals increased average scores in both levels of care, but only STC had a positive technological change (frontier shift >1). Link variable behavior denotes a bottleneck between levels of care. Projections onto the frontier enable establish own management diagnosis and goals for financing and development.   Originality / value of the article:  Network models mimic hierarchically organized health systems. The appliance of results aids health policy.
Cel: W 1988 roku Brazylia wdrożyła dogłębne zmiany w organizacji oraz finansowaniu systemu służby zdrowia, powołując do życia Zunifikowany System Opieki Zdrowotnej („Sistema Unico de Saúde” – SUS), zakładający powszechny dostęp do służby zdrowia. Stopniowemu rozszerzaniu systemu opieki zdrowotnej oraz uprawnień do usług medycznych towarzyszyła debata dotycząca odpowiedniego poziomu wydatków rządowych i wydajności systemu.   Metodyka badań: W badaniu wykorzystano zmienne efekty skali zorientowane na wyniki, model Slacks-Based-Measure oparty na dynamicznej sieciowej metodzie obwiedni danych (ang.: Data Envelopment Analysis (DEA)) dla danych z lat 2008-2013, aby zobrazować zależność, jaka zachodzi pomiędzy różnymi poziomami opieki (podstawowa opieka zdrowotna (ang. primary health care (PHC)) oraz opieka zdrowotna drugiego i trzeciego stopnia (ang. secondary-tertiary health care (STC)). Jednostkami podejmującymi decyzje są brazylijskie stolice stanowe, które wdrażają kluczowe założenia polityki zdrowotnej oraz wspierają pacjentów z okolicznych, mniejszych jednostek administracyjnych, szczególnie w zakresie STC. Nakłady stanowią budżety PHC i STC, natomiast wynikami są wynikające z nich usługi oraz przypadki zagrożenia życia, w których udało się uratować pacjentów. Powiązana zmienna to konsultacje medyczne w ramach PHC, drzwi wejściowe do systemu oraz strażnik bramy do bardziej kompleksowych poziomów opieki. Dynamiczny model pozwala oceniać wydajność w czasie.   Wnioski: Ogólny stan wyniósł 0,86, przy czym dla PHC kształtował się na poziomie 0,90, a dla STC 0,85 (SD=0,15). 8 z 27 stolic okazało się w pełni wydajnych. Stolice zdołały zwiększyć wyniki w obu poziomach opieki zdrowotnej, ale tylko STC doświadczyło pozytywnej zmiany technologicznej (frontier shift > 1). Zmienna powiązana wykazała wąskie gardło pomiędzy poziomami opieki. Projekcje dotyczące granic (frontier shift) pozwoliły ustalić własną diagnozę dotyczącą zarządzania oraz cele związane z finansowaniem i rozwojem. Wartość artykułu: Modele sieciowe naśladują hierarchicznie zorganizowane systemy opieki zdrowotnej. Wykorzystanie wyników wspiera politykę służby zdrowia.

Local government units in Poland are obliged to improve the quality of life of their inhabitants concerning rules of sustainable development. The study described in the article is intended to measure the relative efficiency of management including examination of the relationship between various inputs and outputs in local government units. The analysis in the paper shows efficiency differences between local governments in comparison with sub-region leaders (group frontiers) and region leaders (meta-frontiers). The division into sub-regions and regions was made according to NUTS classification. The measurement of inputs and outputs in local government management units was based on indicators of sustainable development from SAS (Local Government Research System) database. Apart from static comparison (for a particular year) the main purpose of the article is to show changes of efficiency in 5 years horizon with application of dynamic meta-frontier approach. The outcome of the analysis made it possible to indicate some reference points (benchmarks), which may contribute to improve the efficiency of management in the local government units in Poland under research. The concepts delivered in the paper are employed for the purpose of assessing growth performance of local governments using a data set covering 128 cities in period 2006-2010.

The evolution of the economy and the formation of Industry 4.0 lead to an increase in the importance of intangible assets and the digitization of all processes at energy enterprises. This involves the use of technologies such as the Internet of Things, Big Data, predictive analytics, cloud computing, machine learning, artificial intelligence, robotics, 3D printing, augmented reality etc. Of particular interest is the use of artificial intelligence in the energy sector, which opens up such prospects as increased safety in energy generation, increased energy efficiency, and balanced energy-generation processes. The peculiarity of this particular instrument of Industry 4.0 is that it combines the processes of digitalization and intellectualization in the enterprise and forms a new part of the intellectual capital of the enterprise. The implementation of artificial intelligence in the activities of energy companies requires consideration of the features and stages of implementation. For this purpose, a conceptual model of artificial intelligence implementation at energy enterprises has been formed, which contains: the formation of the implementation strategy; the design process; operation and assessment of artificial intelligence. The introduction of artificial intelligence is a large-scale and rather costly project; therefore, it is of interest to assess the effectiveness of using artificial intelligence in the activities of energy companies. Efficiency measurement is proposed in the following areas: assessment of economic, scientific and technical, social, marketing, resource, financial, environmental, regional, ethical and cultural effects as well as assessment of the types of risks associated with the introduction of artificial intelligence.
Ewolucja gospodarki i powstanie Przemysłu 4.0 prowadzą do wzrostu znaczenia wartości niematerialnych i cyfryzacji wszystkich procesów w przedsiębiorstwach energetycznych. Wiąże się to z wykorzystaniem technologii takich jak Internet Rzeczy, Big Data, analityka predykcyjna, przetwarzanie w chmurze, uczenie maszynowe, sztuczna inteligencja, robotyka, druk 3D, rozszerzona rzeczywistość itp. Szczególnie interesujące jest wykorzystanie sztucznej inteligencji w energetyce, co otwiera takie perspektywy jak zwiększenie bezpieczeństwa wytwarzania energii, wzrost efektywności energetycznej oraz zbilansowane procesy wytwarzania energii. Specyfiką tego konkretnego instrumentu Przemysłu 4.0 jest to, że łączy procesy cyfryzacji i intelektualizacji w przedsiębiorstwie i stanowi nową część kapitału intelektualnego przedsiębiorstwa. Wdrożenie sztucznej inteligencji w działalności przedsiębiorstw energetycznych wymaga uwzględnienia ich specyfiki oraz etapowego wdrożenia. W tym celu stworzono koncepcyjny model wdrożenia sztucznej inteligencji w przedsiębiorstwach energetycznych, który zawiera: tworzenie strategii wdrożenia; projektowanie; działanie i ocenę sztucznej inteligencji. Wprowadzenie sztucznej inteligencji to projekt o dużej skali i dość kosztowny, dlatego warto ocenić efektywność jego wykorzystania w działalności firm energetycznych. Zaproponowano pomiar efektywności w następujących obszarach: ocena skutków ekonomicznych, naukowo-technicznych, społecznych, marketingowych, zasobowych, finansowych, środowiskowych, regionalnych, etycznych i kulturowych, a także ocenę rodzajów zagrożeń związanych z wprowadzeniem sztucznej inteligencji.

The purpose of this paper concerns the relation between delivery of electronic services (e-services) and evaluation of public administration performance. The study aims to review the demands toward progress to the competitiveness, the sustainability, efficiency and effectives in public administration that have rapidly enforced the wide reforms in the public sector, in order to modernize the initiatives to offer better electronic services for the citizens. The article aims to present that the transformation process toward providing electronic services to the citizens should be assessed continuously, in light with challenges, demands and process of globalization, in order to strengthen the capacities of public administration and make it more efficient. In this regard, the regular evaluation and measurement of the public administration performance leads toward the promotion of enhanced public services and higher level of accountability. Through receiving the e-services, citizens can save their time, can reduce the expenses and create an easier access of communication with all levels of the government.

The results of experiments on the 5-stage steam turbine are presented. The parameters of individual stages as well as the whole turbine are observed during the gradual start-up to nominal operating parameters. The pressures and temperatures are shown at stages in idling, heating up the experimental turbine and during the transition to operating speed. A greater attention is devoted to three selected operational conditions with different processed enthalpy drops. Problems with efficiency and enthalpy drops measurement during warming are described. The attempts to measure flow parameters quickly and without time for heating of turbine casings and other parts are often in the experimental research caused byprice of the survey. This contributionÞs task is to inform about these situations and to avoid confused and untrue results obtained by somewhat hasty measurements due to reduction and optimisation of costs.

The aim of the article is to look at the possibility of accurately determining the energy efficiency of drive systems thanks to the use of high quality sensors and measuring instruments. The types of measuring instruments used on the test stand are presented. The results of experimentally determined efficiencies and simulationally determined efficiencies of two hydrostatic systems with throttling control were compared, which are fed with a constant capacity pump. The choice of the analysed systems is not accidental. There is still a view in the literature about limited possibilities of energy systems with proportional control. The research stand was very carefully designed and made. The applied measuring instruments were characterized by high accuracy of measurements. The issues related to the determination of energy losses and energy efficiency of the engine or drive system, which should be determined as dependent on the physical quantities independent of these losses, were also discussed. For laboratory verification, measurement methods were developed, the test stand was adapted and automated. It consists of tested system and loaded system. The measurements during the tests were saved on the computer disk. In order to be able to compare the efficiency of the overall system with the efficiency obtained on the basis of the simulation, coefficients ki determining the energy losses of individual elements of the system were calculated. The research showed a large convergence of the mathematical description of energy losses in the elements of the system and the efficiency of the system with reality. The mathematical model enables accurate simulation determination of the energy efficiency of the system at each point of its field of operation, i.e. at each speed and load of the controlled hydraulic motor. The range of motor speed and load variation can also be accurately determined simulationally.

The objective of the paper is to analyse traceability issues in real-life gas flow measurements in complex distribution systems. The initial aim is to provide complete and traceable measurement results and calibration certificates of gas-flow meters, which correspond to specific installation conditions. Extensive work has been done to enable a more credible decision on how to deal in particular situations with the measurement uncertainty which is always subject of a flow meter’s calibration as a quantitative parameter value obtained in laboratory, and with the qualitative statement about the error of an outdoor meter. The laboratory simulation of a complex, real-life distributed system has been designed to achieve the initial aim. As an extension of standardized procedures that refer to the laboratory conditions, the proposed methods introduce additional “installation-specific” error sources. These sources could be either corrected (if identified) or considered as an additional “installation-specific” uncertainty contribution otherwise. The analysis and the results of the experimental work will contribute to more precise and accurate measurement results, thus assuring proper measurements with a known/estimated uncertainty for a specific gas flow installation. Also, the analysis will improve the existing normative documents by here presented findings, as well as fair trade in one of the most important and growing energy consumption areas regarding the legal metrology aspects. These facts will enable comparing the entire quantity of gas at the input of a complex distributed system with the cumulative sum of all individual gas meters in a specific installation.

In real-world surveys, non-response and measurement errors are common, therefore studying them together seems rational. Some population mean estimators are modified and studied in the presence of non-response and measurement errors. Bias and mean squared error expressions are derived under different cases. For all estimators, a theoretical comparison is made with the sample mean per unit estimator. The Monte-Carlo simulation is used to present a detailed picture of all estimators' performance.

Performance measurement of construction contracts belongs to the crucial activities enabling the improvement of processes in a construction company. The main aim of this paper is to evaluate and analyse performance management practices applied by contractors in the Czech construction sector. Original data were collected using a questionnaire survey and quantified through relative frequency of occurrence. These data have been supplemented by interviews with experts in the field in order to assess the importance of the individual criteria and other relevant performance aspects. The main findings illustrate differences in approach with respect to company size, as well as the most frequently used performance indicators and criteria. The study also focused on the performance measurement of subcontractors and the factors influencing contract success. The results show that large companies have already developed elaborate measurement systems and have sufficient staff for this purpose. Companies in the Micro&Small category show worse measurement performance, mainly due to the lack of qualified staff.

The basis of every hydraulic system is based on energy transformations, which are realized through hydraulic working fluid. Hydraulic oils are certainly subject to changes within their structure, meaning the basic characteristics and parameters of hydraulic oil, such as density, viscosity, humidity. The oils that are exploited are exposed to the process of degradation, which largely leads to significantly poorer quality of hydraulic fluid. The paper deals with the influence of changes in the characteristics of the hydraulic fluid on the hydraulic operating parameters of the gear pump installed on the hydraulic press. The parameters refer to pressure, flow, and temperature, as well as the quality of hydraulic oil, which affects the volumetric efficiency of the pump, and the results presented in the conclusion are based on the measured values of parameters before and after corrective measures. The control of parameters aims to increase the efficiency and reliability of the hydraulic system, a way of modern detection of deviations of parameters from standard, required values.

Discharge measurement using the pressure-time (Gibson) method typically involves mounting measurement instrumentation on the outside of the penstock. In the case of a hydropower plant where the penstock is built over concrete, an innovative approach is necessary in order to install instrumentation inside the penstock. Such instrumentation has been implemented for the purpose of efficiency tests of the upgraded small Kaplan turbine. The pressure-time method, in its classic version, requires sending pressure signals from both penstock cross-sections to the differential pressure transducer by means of connecting tubes. This raises the question on the influence exerted by dynamic properties of the connecting pipes/transducer system on the discharge measurement results. Calculations carried out using previously developed method enable authors to demenstrate that the connecting pipes/transducer system had exerted a negligible influence on the discharge measurement results.

Opis:
The purpose of the present study is to evaluate gains through measurement and verification methodology adapted from the International Performance Measurement and Verification Protocol, from case studies involving Energy Efficiency Projects in the Goias State, Brazil. This paper also presents the stochastic modelling for the generation of future scenarios of electricity saving resulted by these Energy Efficiency Projects. The model is developed by using the Geometric Brownian Motion Stochastic Process with Mean Reversion associated with the Monte Carlo simulation technique. Results show that the electricity saved from the replacement of electric showers by solar water heating systems in homes of low-income families has great potential to bring financial benefits to such families, and that the reduction in peak demand obtained from this Energy Efficiency Action is advantageous to the Brazilian electrical system. Results contemplate also the future scenarios of electricity saving and a sensitivity analysis in order to verify how values of some parameters influence on the results, once there is no historical data available for obtaining these values.

Opis:
Road transport causes emission of 1/5 of the carbon dioxide produced in the European Union. Actions aimed at reduction of emission of CO2 of various vehicles are becoming an increasingly important issue. In this article, the authors present an innovative technology of use of a high-performance alternator in passenger vehicles. They proposed a method of calculating reduction of CO2 through application of a highperformance alternator. Moreover, application of new technology based on the measurements performed in accordance with the guidelines of the New European Driving Cycle allowed calculation of fuel savings and reduction of CO2 emission in road transport.
