The economic crisis is forcing us to revise many of the tenets of neoclassical economic theory. Gradually, 'mainstream economics' is being fleshed out with several elements of economic heterodoxy. Hence, much more so than previously, economic theories are 'absorbing' the findings of other social sciences. Revision in the area of theory has hitherto had little impact on economic policy. Indeed, when something new appears, such as 'new industrial policy' for instance, it is usually an attempt to breathe life into old concepts that have been abandoned in practice. The aim of this paper is to consider the foundations of economic policy in the context of current theoretical research and current economic challenges.

In our paper a very simple model is used to analyze the relationship between trade globalization, inequality and economic policy. Although the local government exclusively maximizes the welfare of the marginalized (unemployed) people, the inequality of relative consumption between employed and unemployed will increase with intensified trade liberalization. In contrast to this result the relative income inequality may fall in certain situations.

The main aim of this paper is an analysis of the region in general form and to look at innova- tion and knowledge in the European Union’s economic growth and social security strategy. The research objectives here encompass the presentation of the innovation system and knowledge in promoting entrepreneurship, the theoretical concept of the innovation system and process at the level of the region, the knowledge-based economy, constructed advantage, the constructed advantage provided by the Triple Helix model, Europe 2020 strategy, Innovation Union and Horizon 2020 as the financial instruments implemented by the Innovation Union. An important result of the research is the conclusion that in the innovation process the connections between science (universities), market (industry) and government are very important. There is a positive dependence between innovation activities and the effectiveness of the innovation process. More interaction and cooperation can be observed on the regional than on the state level. The new programmes of scientific and innovation research, Europe 2020 and the Innovation Union, are very important factors in the strategy of the European Union’s economic growth and social security.

A universal basic income is financial income agreed to all members of society without the need to provide work. The right to this income and its level are universal and independent of the size and structure of the household. In addition, a universal income is paid regardless of the income of the citizens from other sources. The purpose of the article is to provide a theoretical and empirical analysis of a universal basic income, with a particular emphasis on the origin and results of introducing this instrument. In the text, research methods are used based on literature studies in macroeconomics and economic policies as well as statistical and descriptive methods based on the data published by international economic institutions (Organization for Economic Co-operation and Development and the World Bank).

The present paper presents the issues related to the evaluation of the economic policy of China on the international arena. The author concludes that the results of that policy are reflected in the international investment position of the Chinese economy. The analysis of available statistical reports proves that China has become the biggest creditor in the world in recent years. That, in turn, led to the change of Chinese status in the world market. Enormous external assets – while having relatively lower liabilities – caused the Chinese economy to make a renowned impact on the structure of the modern global economy as such. Thus, China also made the decisions of other major global “players” highly dependent on Chinese decisions. At the same time, China itself became dependent on the international market.
W artykule przedstawiono zagadnienia związane z oceną polityki gospodarczej Chin na szczeblu międzynarodowym. Autor dowodzi, że skutki tej polityki są odzwierciedlone w międzynarodowej pozycji inwestycyjnej gospodarki. Analiza dostępnych raportów statystycznych dowodzi, że Chiny stały się w ostatnich latach największym kredytodawcą na świecie. Doprowadziło to do zmiany ich pozycji na rynku światowym. Ogromne aktywa zagraniczne, przy względnie niższych pasywach powodują, że chińska gospodarka wpisała się na trwałe w strukturę współczesnej gospodarki globalnej uzależniając od swoich decyzji wielu globalnych graczy. Jednocześnie Chiny same stały się zależne od międzynarodowego rynku.

In this paper we claim that the Swedish model should be perceived by a dynamic relation between its two pillars, namely economic and welfare policies. It is this relation that explains its creation, evolution, and recent transformation. Also, the Swedish model was not only an economic or social project, but it concerned a society as a whole. This is why it were not the policies themselves that defined what the model was, yet rather their relationship toward the supreme goal of creating classless society of welfare. Political and economic toolbox changed in the 90s, but adherence to egalitarian and welfare values has not entirely vanished Thus we believe that we should rather speak of a continuation of the Swedish welfare state model in changing external conditions and a change of policy measures than of a radical shift in policy aims and values.

The article aims to verify whether, in the 1980s, there was a significant decrease in the involvement of the regional communist party structures in charge of economic affairs in Poland. The analysis is made on the case of the Warsaw Committee (KW) of the Polish United Workers’ Party (PUWP). Archival documents gathered in the State Archive in Warsaw were used to perform the analysis. The protocols of the meetings of the Executive and Secretariat 1970–1989 were collected, described and analysed. Moreover, the analysis was supplemented by the Statistical Yearbooks of Warsaw (GUS, 1957–1974), the Statistical Yearbooks of the Capital City of Warsaw (GUS, 1976–1981) and the Journal of Laws of the People's Republic of Poland 1970–1989. A statistical analysis of economic activity of the KW of the PUWP in the context of macroeconomic variables and economic activity of central authorities was performed. The correlation coefficient between macroeconomic performance and Party activity indicates the convergence of both trends in the 1970s and the lack of correlation in the 1980s. The decline in engagement after 1978 was unprecedented. In this period, there was a discrepancy between the activities of the central government and the Party apparatus, which remained in place until the end of the system. Institutional mechanisms in the Principal–Agent relation weakened significantly in 1980s.

The paper analyzes possible policy and institutional responses to underconsumption (deficient consumption spending that leads to depressed economic activity). Underconsumption is an effect of a specific market failure; uncoordinated rational microeconomic decisions to keep labour costs low result in sub-optimal macroeconomic outcomes. Traditionally, any manifestations of demand constraints have been corrected with expansionary fiscal and monetary policies. These methods have ceased to be effective and viable. Alternative measures aimed directly to change income distribution are considered. Such measures (progressive income tax, stronger labour unions) would rather not gain acceptance of entrepreneurs even though in principle they should boost business activity. Non-confrontational solutions are beyond the reach of economic policy but good apprehension of the problem at hand in the democratic debate might lead to a better compromise with respect to social distribution of incomes.

The purpose of this paper is to research on the Central and Eastern European countries’ (CEECs) economic development after joining the European Union (EU). Moreover, this study highlights the key policies of economic integration into the EU and integration is a success story for the CEE countries. This paper also describes the key indicators and tools of the development model adopted by the CEE countries as a member of the EU. This study covers the period from 2004 to 2021. The objective of this study is to relate to the EU’s economic and trade policies, and how they brought the development to the region after the successful integration. To what extent, the CEE countries could develop their economic position in comparison to the other EU member countries. The research used empirical and comparative analysis methods to search the economic growth and regional development. Through this method, the research answers the questions and tests the hypothesis. The study concludes that the economic integration of the CEECs into the EU is successful. As a result, the development of this region has been accelerated and the EU’s economic policies have successfully been implemented in many countries. Finally, The EU’s economic policy has changed the dynamics of regions’ development and shaped the stronger trade and common market among the member states. The EU’s integration has impacted the gradual economic growth across the CEE countries.

Purpose – This article attempts to identify and assess trade exchange between the European Union and India, including an indication of the main determinants of the process. Research method – Descriptive analysis based on numerical data from various statistical sources together with a review of specialist literature. Results – Trade exchange between the EU and India is particularly important for India. Exports to the EU account for around 17-20% of Indian exports in total. On the other hand, the EU’s share in Indian imports amounts to 10-12% of all imported goods. Trade with India looks different from the EU side. India’s share in both exports and imports presents a margin for EU trade in goods of 2-3%. The share of services in the trade between the EU and India is high. It accounts for 25-30% of mutual turnover. These are usually modern services based on the offshoring principles, such as IT, business, transport, consulting, science, and tourism. Among the European Union Member States, India’s main trading partners in goods are Germany, the United Kingdom, Belgium, France, the Netherlands, and Italy. These six countries account for ca. 85% of the EU-India trade exchange. In 2007, negotiations started to create an EU-India Free Trade Area. Due to the large differences in the positions of both parties, these discussions were not finalised and were subsequently suspended in 2013. However, after the reactivation of talks in 2016, there is still a possibility for the creation of an EU-India Free Trade Area of 1.8 billion people. Originality /value / implications /recommendations – At the beginning of the 21 st century, in terms of GDP (according to PPP), the European Union (understood as one economic entity) became the second largest economic power globally (after China), while India advanced to fourth position (after China, the EU and the USA). An analysis of trade exchange between these two economic powers allows for a clearer understanding of the modern global economy, as well as the processes and mechanisms of its functioning.

The aim of the study is to present the phenomenon of population migration and migration policy as part of the state’s economic policy based on the example of OECD (Organization for Economic Cooperation and Development) countries, with particular emphasis on the area of migration policy, which is border control and related illegal migration. The temporal scope of the empirical analysis covers the period 1990-2016. The article consists of four main parts. The discussion began with a presentation of the balance of migration, the scale and dynamics of population immigration in OECD countries. Furthermore, the significance, areas and process of shaping migration policy as a part of the economic policy of the country are presented. Then, it focused on the migration policy in the area of border control in OECD countries. The discussion was crowned with the conclusions that followed.

The purpose of this article is to present the most essential aspects of minimal wage institution functioning in the current international law, as well as to conduct an analysis of several selected legal end economic issues connected with the amount of remuneration payed to employees and its minimum rate. They seem significant in connection to political events that are nowadays taking place in some European countries. The key legal acts issued by s ubmitted by ILO will be analyzed, while special attention will be placed on the provisions of the Convention because of their particular status in the International Labor Organization’s legal acts’ system. What is more, the conclusions regarding this issue in the economic context will be drawn. It will allow for the explanation of this issue based not only on economic policy considerations, but also one which is closely connected with current state of international law.
Celem artykułu jest zaprezentowanie najistotniejszych aspektów funkcjonowania instytucji płacy minimalnej w dobie obecnego kształtu prawa międzynarodowego i dokonanie analizy kilku wybranych prawnych i ekonomicznych zagadnień związanych z wysokością wypłacanego pracownikom wynagrodzenia oraz jego minimalnych stawek. Wydają się one istotne w związku z wydarzeniami politycznymi, jakie mają miejsce w przypadku niektórych państw europejskich. Sformułowane ponadto będą wnioski związane z tą problematyką z perspektywy ekonomicznej. Pozwoli to na eksplikację tego zagadnienia opartą nie tylko na rozważaniach z zakresu polityki gospodarczej, lecz ściśle powiązaną z aktualnym stanem prawa międzynarodowego.

The article is based on an analysis of Polish and international legal acts, government programs and literature, and aims at presenting the concept and the scope of consumer policy in the period of systemic transformation in Poland. The publication features an analysis of the major factors shaping consumer policy in Poland in the years 1989-2004. Selected international legal acts affecting consumer protection in the years 1989-1997 were also analyzed. Elements of consumer policy present in selected governmental economic programs in the period of transformation were synthesized. It was assumed that consumer policy in the period of systemic transformation indirectly resulted from the economic policy of the government. Its shape was primarily affected by the social and economic transformation occurring since 1989 and the birth of free-market economy. The process of adjusting the Polish legislation to the European Union standards, which began in 1991, and subsequent accession to the European Union in 2004 also played an important role.
