The aim of the current article is to examine the main peculiarities of public diplomacy of Poland in Eastern Partnership countries. The main fields of Polish public diplomacy realization in those countries, among which are the promotion of democracy values, informational propaganda, cultural and science diplomacy, sustention of Polish diaspora, will be analyzed. The article outlines the level of Poland’s promotion and branding activities in the framework of multilateral cooperation. The most important projects, initiatives and educational programs that represent Polish culture and traditions in Eastern Partnership countries will be examined. The research will show which of the Eastern Partnership countries are highly or less involved in the programs of Polish public diplomacy realization.

The modification process of the European Union’s institutional order appears to be permanent. One of the elements of this tendency is the position of the European Council, which is especially interesting in the field of stimulating external EU activities. The aim of this analysis is to explore the EC’s engagement in initiating foreign relations, taking the eastern neighborhood as an example. The paper reviews the European Council’s meetings in the period of 2008–2016, concluding that the EC actively responded to external challenges and created a political impetus for the actions of other institutions. The internal debate initiated by the member states from Central and Eastern Europe resulted in the formulation of the Eastern Partnership initiative that the European Council approved and adopted, giving it a political impetus within the European Union. This caused a specific reaction in the neighborhood. The process of association of some eastern partners was accompanied by the need to deal with the challenging response from Russia, which resorted, among other things, to military measures. The European Council’s involvement in external actions in the East became a self-deepening process with a changing profile and priorities.

Year 2022 brought increasing uncertainty and new challenges around the world, including in the European Union (EU), mainly related to the Russian aggression against Ukraine and its direct and indirect effects for all EU Member States. Europe finds itself in a difficult situation which provokes reflection on the current shape of the EU’s security policy and the need to rethink and structure its stipulations. Faced with Russian aggression against Ukraine, the EU has implemented a number of new foreign policy initiatives and measures to support both the economy of Ukraine and of its member states. This article explores the issue of EU and Ukrainian economic security in the context of the financial and economic intervention measures taken by the Union to maintain sustainable development in the region. The EU support is helping Ukraine to survive, while on the other hand the EU has certain demands regarding Ukrainian reforms and certain aspects of its policies. These sensitive issues regarding the inadequacy of the EU’s role in relation to recent challenges are topical in the debate in Ukraine.

The article explores the practice perspectives of European and Euro-Atlantic integration for the West’s Eastern neighbours with a focus on Ukraine in the main directions of cooperation: political, economic, security, and communication. It has been established that Eastern Partners show a dissimilar political interest in rapprochement with the EU and NATO due to the existence of diff foreign policy goals. The EU’s Association Agreements with Ukraine, Georgia, and Moldova are primarily aimed at defending the European integration, so the states are interested in developing close trade relations, and in achieving open and sustainable economic growth. The results have shown that Ukraine’s deepening Euro-Atlantic ties are a continuation of the European course of the state’s development, since the interaction with the EU and NATO aims to expand transatlantic relations and create updated security formats. The article also analyses the mechanisms of improving the efficiency of the communication between the EU, NATO and Ukraine by informing the public about the progress of Ukraine’s integration into relevant structures, the reforms of the economic and security sectors of Ukraine, and its participation in the Alliance’s non-military initiatives. The findings suggest that the improvement of public communication tools increases the involvement of governments in implementing integration policy goals and identifying issues that need a further response. Additionally, the Ukrainian government should strategically focus on ensuring and implementing practical measures aimed at shaping the image of Ukraine as an intent partner that adheres to its political commitments.

The foreign policy choices of Armenia, Georgia and Moldova have been largely shaped by the power balance between the European Union and Russia. The EU’s normativity in regional integration was opposed by Russia’s hard power approach. Although the potential benefits of the integration drove Armenia, Georgia and Moldova to sign a framework agreement with the EU, the latter’s inability to pro-vide security guarantees has reduced the EU’s attractiveness leaving the future of the Eastern Partnership uncertain.

Supporting entrepreneurs outside the country is one of the tasks of at least two ministries – the Ministry of Economy and the Ministry of Foreign Affairs. Some of the tasks are performed by various institutions, which in their properties are designed to promote Polish export. Proposed by them forms of cooperation with enterprises – from financial support through promotion, and ending with the conclusion of international agreements, are to create a range of tools which enable the Company to have a chance to gain new markets for its products, and thereby increase their income and influence positively on the wealth of the whole society. The article assesses the activities of two ministries – the Ministry of Economy and the Ministry of Foreign Affairs, their impact on facilitating the internationalization of enterprises. Standardized interviews were conducted. Callers were employees of selected companies of the dairy industry who are directly involved in exports in the company. The interview questionnaire was conducted with representatives of 15 companies from the tested industry. There was no direct effects of the impact on export results of conducting actions under Polish development assistance. The surveyed entrepreneurs have not met with any situation in which a partner from the target indicated in any way that he knows this business and it influenced his willingness to cooperate with the Polish company.
Wspieranie przedsiębiorców poza granicami kraju jest jednym z zadań przynajmniej dwóch ministerstw – Ministerstwa Gospodarki oraz Ministerstwa Spraw Zagranicznych. Część zadań wykonywanych jest także przez różnego rodzaju instytucje, które mają za zadanie wspierać polski eksport. Proponowane przez nie formy współpracy z przedsiębiorstwami – od wspomagania finansowego poprzez promocję, a kończąc na zawieraniu międzynarodowych umów, mają stworzyć wachlarz narzędzi, dzięki którym firmy będą miały szansę na zdobycie nowych rynków zbytu na swoje produkty, a tym samym zwiększą swoje dochody i wpłyną pozytywnie na zamożność całego społeczeństwa. Dokonano oceny działań Ministerstwa Gospodarki oraz Ministerstwa Spraw Zagranicznych dotyczącej ich wpływu na ułatwienie internacjonalizacji przedsiębiorstw. Przeprowadzono badania sondażowe – wywiad standaryzowany. Rozmówcami byli pracownicy wybranych przedsiębiorstw przemysłu mleczarskiego, którzy bezpośrednio zajmują się eksportem w firmie. Kwestionariusz wywiadu przeprowadzono z przedstawicielami 15 przedsiębiorstw z badanej branży.

Contestation remains a significant factor in the EU neighbourhood. The aim of this article is to elaborate on the role of external actors - namely the European Union and the Russian Federation - in managing local and regional contestation. The latter is defined as incompatibilities between two or more competing views about how political, economic, social, and territorial order should be established and/or sustained. Competing interests between the EU and Russia concern many issues; the model of political system in the neighbourhood (democracy vs. authoritarianism), the model and direction of the economic integration of these countries (European or Eurasia integration), and the infrastructure and availability of gas and oil (energy disputes). The common neighbourhood, which concerns EU Eastern Partnership (EaP) countries (Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine), has become an area of rivalry rather than cooperation between the EU and Russia. The first seeks to stabilise the post-Soviet area, while Russia exploits local destabilisations and conflicts to maintain its influence there.

The main goal of the Eastern Partnership (EaP) is political and economic stabilization of the region threatened both by its post-Soviet systemic predicaments such as weakness of state institutions, the gap between the ruling oligarchy and citizens and corruption, and by Russia’s attempts to maintain or extend its sphere of influence, which involves fomenting separatist tendencies of minorities and promoting anti-EU narratives. Among the six EaP countries, Georgia is most advanced in implementing reforms; however, there is still immense work to be done, despite the EU’s economic and technical support. Another aspect of the EU’s involvement in the region is the security dilemma whether to accept Russia’s influence in the former Soviet republics together with authoritarian models of governing or to make efforts towards democratization of those countries, risking the increase of Russian hostility, an example of which could be seen in 2014 conflict with Ukraine.

This paper tries to shed some light on factors influencing the positions of the new member states of the EU on Eastern Partnership in its initial phase. It utilises an analytical approach developed by Copsey and Haughton (2009) and argues that the two most important factors affecting positioning of newcomers towards the initiative are: perceived size and geography. While the new members were especially keen to support their immediate neighbours, they were using a common policy towards these countries to increase their presence and influence in the region since the initiative helped them to deal with neighbourhood issues they were not able to solve on their own. The paper suggests an amendment to the theoretical approach and proposes an assumption explaining positioning of the member states towards the third countries that better reflect the empirical evidence than the original framework. Moreover, the research showed that Poland differed from the rest of the new EU countries, was much more active and influential and rather resembled the old members. However, due to its not very positive image (caused by its assertive approach and strong effort to play a prominent role within the EU) its influence within the EU was limited and, therefore it proposed the Eastern Partnership together with Sweden that held a much better image.

Having no internal borders, what is a border for the European Union (EU)? Which cri-teria does this powerful organization pursue in its decision-making on further expansion: geographical, political, cultural, economic or all of these? What is the profi t of the Union in advancing its external borders to the east? And why to the east and not the south or west across the Atlantic? Does it still mean that there is the reason for enlarging eastward based on the geographical belonging to Europe?1.This paper discusses the expansion of the European Union to the east with the main focus on its political and economic aspects of integration. The fi rst part includes intro-duction to the concept of Europe, historic background about the formation of the united Europe in terms of geography, culture, politics and economy, juxtaposing opinions and viewpoints of different experts and political scientists on “what is Europe?” and what are the core issues of its enlargement. The second and third parts are dedicated to the advan-tages and disadvantages of European Integration for both parties concerned – the EU and the candidate/member state, in the case of the former having its own “demarcation policy” towards certain regions of the continent when it comes to unifi cation. And the fourth part is about the communication and miscommunication of the informative bodies of the Euro-pean Union that are responsible for public awareness on any process that goes on within the European family. The lack of information results in the ignorance of citizens of Euro-pean and partner countries, which, of course, refl ects on the further processes of expansion on the political level and cultural perception and mentality on the social level.The conclusion sums up the research, and the bibliography lists the books, articles, monographs and Internet sources used in the course of the study.

Poland’s Eastern policy is the result of the lack of a coherent concept, a return to the tradition of martyrdom and heroism, an ideologization in the form of missionarism and Prometheanism, and a confrontational attitudes towards Russia. The lack of a critical reflection over the chances for the normalization of relations with the largest country in the East is largely a result of ignoring our own national interest. The Polish political elites uncritically acquiesce to U.S. visions related to the encirclement and fragmentation of Russia. In this way, Poland becomes, at its own request, a hostage to foreign geostrategic concepts. Obstacles on the way to the normalization of Polish-Russian relations are subjective and objective. They find expression in each other’s attitudes, emotions and psychology, as well as the asymmetry of power and interests advanced by each party. Opportunities for the normalization of Polish-Russian relations should be sought in taking advantage of the mechanisms and experiences of Europeanization, i.e. Poland’s participation in the team play within the European Union. The condition for success is cooperative thinking, based on an accommodative strategy, and not a confrontational one, allowing for a re-evaluation of the negative ideological past to reach positive and pragmatic cooperation.

The objective of the present paper is an attempt at viewing the European Neighbourhood Policy, and especially the Eastern Partnership, from the EU’s standpoint and from the international perspective as well. The situation in the EU’s eastern neighbourhood (Russia-Ukraine war) drives EU decision-makers to focus merely on stabilisation and de facto stagnation. The decision-makers are not willing to undertake decisive actions towards a change in relations with the countries of Eastern Europe and the South Caucasus. The paper will also consider the following research questions: Will the lack of clear EU membership perspective (even a remote one) for countries such as Ukraine, Moldova, lead to the opportunity for a change of their situation to be forfeit? Will Russia-Ukraine conflict (and Russia-the West conflict in a broad sense) result in the EU being pushed out of the region and enable Russia to reintegrate the post-Soviet space? Was the recent 2015 Eastern Partnership Summit in Riga the beginning of the end of the policy? The paper does not attempt a comprehensive discussion of the issue, but constitutes an outline of particular problems which the EU and Eastern Partnership are faced with.

The subject of analysis is the assumption that the concept of soft power may be used as a theoretical basis for the interpretation of the EU influence on the less stable regions facing the spread of international conflicts. On the basis of current events and the high degree of instability in the region, it should be stated that such instruments are not efficient when it comes to Russia. In order to prove the above mentioned assumption, one needs to define the nature and specificity of the EU as soft power in the post-Westphalian international order. In the context of the use of such instruments, the analysis will also cover the manifestation of their implementation and efficiency in the EU policy towards Ukrainian crisis. Thus, it is essential to answer a few research questions. Firstly, what is the specificity of the EU in post-Westphalian international order? Secondly, what means does the EU have at its disposal and is it able to achieve its objectives and meet expectations which the international environment has towards it? Lastly, how can we assess the efficiency of the soft power instruments used by the Union in specific region of Eastern Europe, particularly during Ukrainian crisis?
Przedmiotem artykułu jest analiza instrumentów miękkiej siły UE wobec konfliktu na Ukrainie. Główne założenie brzmi: koncepcja miękkiej siły może być wykorzystana jako podstawa teoretyczna do interpretacji wpływu Unii Europejskiej na regiony mniej stabilne, szczególnie stojące w obliczu rozprzestrzeniania się konfliktów międzynarodowych. Na podstawie bieżących wydarzeń na Ukrainie i utrzymywania się wysokiego poziomu niestabilności w regionie trzeba jednak stwierdzić, że instrumenty te w stosunku do Rosji są nieefektywne. W celu udowodnienia wyżej wymienionego założenia należy zdefiniować istotę i specyfikę miękkiej siły Unii Europejskiej w postwestfalskim ładzie międzynarodowym. W kontekście stosowania tych instrumentów analiza obejmie też przejawy ich realizacji i efektywność w polityce UE wobec kryzysu na Ukrainie. Zasadnicza jest zatem odpowiedź na kilka pytań badawczych: po pierwsze, jaka jest specyfika Unii Europejskiej w postwestfalskim ładzie międzynarodowym? Po drugie, jakie instrumenty posiada Unia Europejska do swojej dyspozycji i czy jest zdolna za ich pomocą sprostać celom i oczekiwaniom stawianym wobec niej przez środowisko międzynarodowe? Wreszcie, jak możemy ocenić efektywność instrumentów soft power Unii Europejskiej stosowanych przez nią wobec specyficznego regionu Europy Wschodniej, szczególnie podczas kryzysu na Ukrainie?

Opis:
While the scope of the paper is to assess the actions undertaken by the European Union towards the FSU-CIS (the former Soviet Union, Commonwealth of Independent States) which was manifested through the Eastern Partnership Initiative in the years 2008–2014, the focus will be centred on theoretical concepts and their ‘explanatory power’ rather than actions undertaken by European or Russian decision makers. Taking that into the account, this essay will critically assess the explanatory power of the neorealist school of thought which although overtly criticized, still remains a viable tool in explaining the processes occurring in international relations.
