The authoritarian regime of the president of Belarus A. Lukashenko makes the European Union’s policy towards Belarus completely different from the policy with regard to its other neighbours. The main aim of the paper is to show and analyze EU’s policy towards Belarus in the context of presidential elections in Belarus in December 2010. In the first part of the paper, the author very briefly describes the UE’s policy towards Belarus before elections. The following part is devoted to the most important events in the EU’s policy towards Belarus in the context of the last Belarusian presidential elections. The summary contains an analysis of reasons why the UE’s policy towards Belarus and its president A. Lukashenko is so difficult and, up to the present, rather ineffective.
Autorytarny sposób sprawowania władzy przez prezydenta Białorusi A. Łukaszenkę powoduje, że od mniej więcej połowy lat dziewięćdziesiątych XX w. stosunki tego państwa z Unią Europejską (UE) kształtują się w sposób zupełnie odmienny od relacji UE z innymi krajami Europy Wschodniej. Również polityka UE wobec Białorusi i jej rezultaty są zdecydowanie różne od działań UE wobec innych krajów wschodnioeuropejskich. Celem artykułu jest przedstawienie polityki UE wobec Białorusi w kontekście wyborów prezydenckich (19 grudnia 2010 r.) w tym państwie. W pierwszej części artykułu wspomniane zostały najważniejsze działania UE wobec Białorusi z okresu poprzedzającego ww. wybory, stanowiące tło dla wydarzeń, jakie nastąpiły po elekcji prezydenckiej z grudnia 2010 r. na Białorusi. W podsumowaniu przedstawiona została analiza przyczyn tego, że jak do tej pory polityka UE wobec Białorusi nie przynosi widocznych efektów.

The present paper offers an analysis of the attitudes of Polish citizens towards the process of European integration. Two major points can be highlighted, based on the data obtained from various opinion surveys, e.g. CBOS, PBS, ISP, OPTEM, and Eurobarometer. The first one concerns the initial high level of scepticism in Poland about the decision to join the EU. The results of the public opinion polls indicated that Poles had agreed to be the Member State more “under pressure exerted by the course of history and that of the current European affairs” rather than “by an informed choice”. It may well be that due to this scepticism, Poland, as one of the few countries to join the EU, did not experience the socalled post-accession shock. On the contrary, the results of surveys suggested that there was a rapidly growing belief among Poles in positive repercussions of the accession, at least until the time when the effects of the economic crisis began to transpire. The second problem deals with how Poles see themselves as the members of the European Community. The data show that Polish citizens consider the membership in the EU as a fact of life, an existing condition that does not stimulate their action if the affairs are not directly associated with their own interests. That is probably the reason why Poles do not feel co-responsible for the European project. They still see the Union as an organisation that is supposed to bring profit but, at the same time, they do not feel obliged to actively take on responsibilities that follow.

This commentary on the Court of Justice’s ruling in the Pawlak case concentrates on questions of the judicial application of EU law, in particular EU Directives. On the basis of the recent jurisprudence of the Court the authors present three issues: 1) the incidental effects of EU law for the procedural provisions of Member States; 2) the inability to rely on an EU directive by a member state’s authority in order to exclude the application of national provisions which are contrary to a directive; 3) the limits of the duty to interpret national law in conformity with EU law from the perspective of the Court of Justice and the referring court. Further, the article presents the judicial practice of the Polish Supreme Court, and in particular the follow-up decision of this Court not only taking into the account the ruling of the ECJ but also showing how the limitation of a conforming interpretation can be overcome in order to give full effect to EU law. In the authors’ view, this case is worth noting as an example of judicial dialogue in the EU.

In contrast to the apparently stringent EU legal regime, the deportation of EU nationals is a law enforcement device widely normalised in many European countries. Concerning deportation practices, the allegedly critical divide between EU citizens and third-country nationals does not seem to make much sense in practice for some – Eastern European – national groups. Initially, this paper explores the scope and scale of this increasingly salient component of the EU deportation system, by drawing on data supplied by national databases. Additionally, it examines why and how the deportation of EU nationals has gained traction across the European borderscape, a phenomenon that has much to do with rampant xeno-racist attitudes, widespread concerns over so-called ‘criminal aliens’ and, last but not at all least, the street-level management of poor populations and low-profile public order issues. Finally, this paper scrutinises the strength of institutional inertias in the management of enduringly subordinated – and racialised – Eastern European populations

Subject and purpose of work: The European Union’s energy policy focuses mainly on three areas: reducing greenhouse gas emissions in the energy sector by increasing the use of RES, reducing emissions of harmful pollutants, and increasing the efficiency of the electricity used. Sustainable energy use, on the other hand, is clearly associated with an increased use of renewable energy sources, which ensures energy security, as well as diversification of energy supplies that sustain and improve the quality of the environment. The purpose of the paper is to present the diversity of the countries of the European Union in terms of the actions they take in the field of energy and climate policy resulting from the European Union directives. Materials and methods: Based on the goals of energy policy presented in the EU directives a number of indicators were selected in order to describe the actions taken by EU member states. After a substantive and statistical verification, 6 variables were left. The use of the Ward’s method made it possible to create groups of countries that are similar in terms of their energy and climate policies. Conclusions: The most favorable situation in terms of the effects of the climate and energy policy can be observed in the current leaders, that is in Sweden and Finland as well as in Estonia. Central European countries, mainly Poland, have high-emission economies, accompanied by low investment in modern environmentally friendly technologies. This is manifested, among others, in high concentrations of particulate matter, which contributes to poor air quality, categories in which Poland has some of the worst results in the entire EU.

The first aim of this study was to measure the efficiency of the R&D sector in the EU countries. The findings have indicated that the sector’s efficiency was different in particular countries. It was more than three times higher in the most efficient states than in the least efficient ones. The results also indicate that decreasing returns to scale are characteristic in the R&D sector in the EU countries. The second aim was to examine the relationship between the efficiency of the R&D sector and the structure of its financing. The empirical results occurred to be consistent with the research hypotheses – the public sector’s share in the R&D financing structure affects the efficiency of the R&D sector positively, while the private sector’sshare affects it negatively.

The regulation at the european level is very important for the European Commission and the member states. The Commission has a particularly important role. It has the right to initiate draft directives, which will be codified by the Council and the European Parliament. There are extensive consulting mechanisms that dominate the financial sector, especially from the consumer groups or non-governmental organizations. Also, ECOFIN sessions are very important meetings, as they ultimately decide to adopt directives that can contribute to better reforms of the financial regulation. These reform processes also include the establishment of new directives on financial markets dealing with the elimination of inadequate regulation of credit rating agencies and very low capital requirements. In context of this, the civil society should evaluate where its own resources are to be invested within the European Community. It needs to be constantly monitored and, in particular, mobilized towards solving inefficient and fragmented mechanisms resulting from the financial regulation. The focus on the discovery of lobbies in the financial sector and on specific financial issues can be considered as an inevitable interest of developing countries in order to create more sustainable and equitable financial system at all levels.

Present economic situation in the EU after the crisis of 2008–2010, escalating protectionism among EU Member States, voices in favour of reindustrialization of the EU economy in a traditional style of the 1970s and the 1980s, and the British leadership in services and new business models are the most important challenges for the future development of the EU Internal Market, as well as for the EU economy, as a whole. Therefore, the aim of the paper is to evaluate changes in the structure of the EU economy and intra EU trade in the context of Brexit. To this end, we will analyse changes in values and shares of selected sectors directly linked to the EU Internal Market in value added and intra EU trade in 2010–2014. Moreover, in order to grasp potential consequences of Brexit, we will compare data for the EU-28 and the EU-27 (without the UK). Our research allows us to conclude that Brexit may result in reduced supply of innovative and business services with the highest added value in favour of higher shares of regular manufacturing sectors within the internal market of the EU (both in value added and intra EU-27 trade). Therefore, after the UK leaves, the EU-27 will lose its competitiveness and a strong position in intra EU trade vis-à-vis third countries.

Opis:
The Baba Ali skarn deposit, situated 39 km to the northwest of Hamadan (Iran), is the result of a syenitic pluton that intruded and metamorphosed the diorite host rock. Rare earth element (REE) values in the quartz syenite and diorite range between 35.4 and 560 ppm. Although the distribution pattern of REEs is more and less flat and smooth, light REEs (LREEs) in general show higher concentrations than heavy REEs (HREEs) in different lithounits. The skarn zone reveals the highest REE-enriched pattern, while the ore zone shows the maximum depletion pattern. A comparison of the concentration variations of LREEs (La–Nd), middle REEs (MREEs; Sm–Ho) and HREEs (Er–Lu) of the ore zone samples to the other zones elucidates two important points for the distribution of REEs: 1) the distribution patterns of LREEs and MREEs show a distinct depletion in the ore zone while representing a great enrichment in the skarn facies neighbouring the ore body border and decreasing towards the altered diorite host rock; 2) HREEs show the same pattern, but in the exoskarn do not reveal any distinct increase as observed for LREEs and MREEs. The ratio of La/Y in the Baba Ali skarn ranges from 0.37 to 2.89. The ore zone has the highest La/Y ratio. In this regard the skarn zones exhibit two distinctive portions: 1) one that has La/Y >1 beingadjacent to the ore body and; 2) another one with La/Y < 1 neighbouring altered diorite. Accordingly, the Baba Ali profile, from the quartz syenite to the middle part of the exoskarn, demonstrates chiefly alkaline conditions of formation, with a gradual change to acidic towards the altered diorite host rocks. Utilising three parameters, Ce/Ce*, Eu/Eu* and (Pr/Yb)n, in different minerals implies that the hydrothermal fluids responsible for epidote and garnet were mostly of magmatic origin and for magnetite, actinolite and phlogopite these were of magmatic origin with low REE concentration or meteoric water involved.

The author of the paper submits that EU foreign policy disputes can be attributed to the fact that Central and Eastern Europe was admitted into the European Union as a less developed part of Europe. As a result, particularly the Franco-German axis intended to run EU foreign policy in accordance with the rule “the West knows best”. This approach is based on the assumption that the new EU member states should be socialized into Western, superior values. EU foreign-policy problems were created mostly by the Franco-German axis when these two countries decided to support a multi-polar world trying to counter American dominance and forging close ties with the Russian Federation. This approach to EU foreign policy was not acceptable to the new member states for political, economic, military and historical reasons. In the context of the current economic and financial crisis, the new member states’ foreign-policy choices have been vindicated as it turned out that the European Union cannot distance itself from the United States due to its economic weakness and the organization was not able to change Russia by way of the policy of “Wandel durch Annäherung”.
Autor artykułu twierdzi, że spory w odniesieniu do polityki zagranicznej Unii Europejskiej są uwarunkowane traktowaniem nowych państw członkowskich jako mniej rozwiniętych państw, które powinny podlegać procesowi socjalizacji zgodnie z zasadą, że „Zachód wie najlepiej”. Z punktu widzenia nowych państw członkowskich niska efektywność polityki zagranicznej Unii Europejskiej wynika z faktu, iż ich interesy nie były dotychczas uwzględniane przez organizację w dostatecznym stopniu. Zainicjowana przez tandem francusko-niemiecki polityka zdystansowania się od Stanów Zjednoczonych i jednoczesnego zbliżenia z Rosją była niezgodna z interesami nowych państw członkowskich i zakończyła się fiaskiem. Rosji nie udało się zdemokratyzować poprzez politykę „Wandel durch Annäherung” a światowy kryzys gospodarczy obnażył słabość gospodarczą Unii Europejskiej oraz uświadomił państwom członkowskim konieczność współpracy ze Stanami Zjednoczonymi. W rezultacie cele polityki zagranicznej nowych państw członkowskich okazały się słuszne w skali całej organizacji.

The liability of Member States for damages caused by the issuance of a judicial decision in breach of EU law has been shaped in the jurisprudence of the CJEU, as a mechanism to ensure effective legal protection of EU citizens. Its primary purpose is to ensure that in a situation where a court of a Member State causes damage to a citizen by violating EU laws by its ruling, the citizen has a legal remedy to obtain compensation for such a violation. Based on the principle of procedural autonomy of the Member States, such claims can be asserted on the grounds of national procedural rules under the substantive legal grounds laid down by the CJEU in its case law.Research conducted by the authors of the article indicates that despite more than 18 years of Poland’s presence in the European Union, it is extremely difficult to find rulings on liability for damages for breach of EU law by Polish courts. It seems that such a state of affairs may be caused by ambiguities and interpretative doubts that arise on the grounds of Polish procedure in the case of claims for damages for breach of EU law by the courts. Both in the doctrine and case law there are far-reaching divergences as to whether the pre-judgment provided for in the Polish Civil Code should apply to claims for breach of EU law, and if so, when it should be applied. These doubts are reflected in the scant judicial case law on the issue in question. It seems that the indicated procedural doubts and lack of clarity as to the proper procedure in pursuing such claims may deter parties from more frequent initiation of proceedings to obtain compensation for breach of EU law by a national courts in the Polish context.

The present study concerns the issue of financing the budget of the European Union. The article presents selected factors in the evolution of EU finances and delineates the attempts at replacing the sources of financing taken up in 2011 and pertaining to the financial perspective of 2014–2020. Scenarios for EU development have been indicated, with particular emphasis on their implications for the future shape of the EU budget. The article also presents the main priorities and assumptions of EU financing after 2020 in the context of accepted multiannual financial framework.

In early 2021, over 5 million European Union (EU) citizens had applied for settled status to secure their right to continue to live, work and study in the United Kingdom (UK) after the country’s withdrawal from the EU (Brexit). In 2018, the Home Office launched a Statement of Intent to implement an application process for EU citizens through its EU Settlement Scheme. In the period leading up to Brexit, the UK government assured EU migrants that their existing rights under EU law would remain essentially unchanged and that applying for settled status would be smooth, transparent and simple. However, the application process has resulted in some long-term residents failing to obtain settled status, despite providing the required information. Based on qualitative in-depth interviews with 20 EU migrants living in two major metropolitan areas in Northern England, this article discusses the significant barriers which EU citizens face in the application process. This situation particularly affects the most vulnerable EU migrants with limited English-language skills and/or low literacy levels as well as those who are digitally excluded. The study contributes to the growing body of research on the consequences of Brexit for vulnerable EU migrants in the UK, focusing specifically on Central and Eastern European migrants
