The adopting of e-government requires a clear vision, and identifying all factors that contribute to its success. This paper will give an overview of e-government concept, and e-government around the world, also the paper will discuss the e-government domains, and e-government development life-cycle, as well as discussing the benefits and the challenges of adopts e-government project.

This study was conducted with the general objective of investigating GePG users’ perceived support quality using a case study of the GePG system’s end-users. The study was conducted in Tanzania using a cross-sectional research design which employed a sample size of 102 respondents, who were administered a questionnaire survey to collect primary data, which was later analysed using Principal Components’ analysis, Descriptive Statistics, and Pearson’s Correlation. The findings revealed that end-users of the GePG system positively perceived the quality of the GePG system; based on PCA analysis findings, respondents were neutral with the quality of support from the GePG system support team, as they neither agreed nor disagreed, and the study found a negative weak correlation between satisfaction levels with the quality of support from GePG and end-users’ intention to continue using GePG’s payment services. Therefore, the study concluded that despite end-users’ positive perception of the quality of the GePG system based on ease “of use and responsiveness”, end-users of the GePG system were neutral on rating the quality of the support they were receiving from the GePG support team. Thus, the study recommended that to ensure the sustainability of the GePG system, more resources and efforts need to be directed into the support team of the system to clearly understand the end-users’ challenges.

Modern administration often uses ICT systems to deliver public services, which must be adequately secured. Public administration bodies must, therefore, also include cybersecurity in their policies. E-services should be the standard. Unfortunately, this standard does not always apply in administration. New technologies in a digital state and information society must be widely used, including by public bodies, so that the quality and accessibility of the services provided meet social needs. The public administration is responsible for continuously developing computerisation, making it possible to function normally in cyberspace where citizens have long been present.

In [1] some aspects of eGovernment: interoperability were discussed The aim of this paper is to summarize the national aspects and peculiarity in the field of interoperability in Poland (strategic frameworks, laws, regulations, implementation, specific requirements, organizational aspects, technical aspects, case studies, best practices, etc.). This information will be latter on used as a part of an e-course on eGgovernment interoperability course. The first part focuses on some of the organizational aspects and the effects they have on PA structures and on the performance of the services provided. In addition, the goal is also to analyze the changes that have produced some valuable innovations. The second section deals with the technological aspects, not only with the identification and exploitation of the best solutions in the field of innovation processes within the PA, but at the same time serves to detect unsuccessful attempts, analyzing the strengths and weaknesses of a given action taken in each case. The final section includes a detailed description of some success examples of a best practice and an in progress experiment of interoperability in Poland. The research was conducted within the LLP Leonardo da Vinci project „ELGI - eLearning for eGovernment” started in 2011. The project addresses its aims at the development of an innovative elearning course for acquiring knowledge concerning interoperability.

Aim/purpose – Disasters or catastrophic events create unforeseen circumstances and require new approaches from local and national administrations in addressing the negative impacts on society and the economy. Determining the role of e-government in providing the kind of services that are especially needed has become particularly relevant during COVID-19. This paper aims to assess the progress and current state of research on the role of e-government during or in the aftermath of catastrophic events. The purpose of this research is twofold: one, to benefit scholars by providing directions and a basis for further research, and two, to offer guidance to decision-makers involved with disaster management. Design/methodology/approach – The methodology used in this study is a systematic literature review. Multiple databases, including EBSCO, Elsevier, Emerald, JSTOR, Google Scholar, SAGE, ScienceDirect, Scopus, Springer, Taylor and Francis, and Wiley Online Library were searched for appropriate papers. In total, 36 papers published between 2004 and 2022 met our inclusion criteria and were analyzed. Findings – The study produced three types of findings. First, an analysis of the themes and trends in the existing literature. Second, a synopsis of the published research findings in the reviewed papers. And third, a description of the needs and opportunities for further research. Research implications/limitations – This study should help other researchers in directing their efforts in further exploration, and it should help people involved with real-life disaster management to navigate through the effective role and application of e-government. The main limitation is that we found only 36 research papers that met our inclusion criteria. Originality/value/contribution – Despite the potentially critical role that e-government may have in mitigating the negative effects of catastrophic events, research on e-government in disaster management seems to be still underdeveloped, and to our knowledge, there is no published systematic review of such research.

Adopting new technologies into the practice of national government can significantly improve the quality of public services and the government’s general performance. In this paper we present the results of our research on Poland’s performance of e-government in comparison to EU15 and NMS12. The analysis is based on data provided by Eurostat’s Information Society’s comprehensive database. We find that Poland, on average, is lagging behind other European countries from both SMEs perspective and especially from citizens perspective in implementing effective technologies in public sector. In this paper we deliver some recommendations for the polish government.

Globalization is the process of transforming regional or local developments and phenomena into global realities. Globalization is also a process that unifies the world into a single society which is a combination of economical, social, political and technological influences. The most substantial actor in this process is the Internet and its contributions to data and knowledge procurement among the states, legal and natural persons. Moreover, Turkey is one of the leading nations in the world to encourage the use of Internet and e-government implementations to integrate Turkey with rest of the world and render premium services to her citizens and other related entities. The e-government which is also known as e-gov, online government or digital government, is a concept to utilize the Internet technology as a means to exchange information, provide services and transactions with citizens, business and other branches of government. Some e-government implementations both in practice and forthcoming in Turkey are e-Government Gateway, Public Sector Network, Information Disaster Recover System and Justice Net. It is aimed to constitute and develop knowledge society; to facilitate access to knowledge, decrease time consumption, provide better access to public services and enhance efficiency, ensure transparency and accountability, lower the costs and save sources in Turkey by e- government regulations. The aim of this study is to reveal the developments and realities of e-government in Turkey with respect to the ETransformation Turkey Project theoretically depending on comprehensive and credible, international and national publications.

Purpose: The main aim of the article is to discuss an example of a selected medical facility compliance with formal and legal requirements concerning the obligation to computerise. Design/methodology/approach: The scope is possible to achieve by using the research method in the form of a case study. The theoretical part contains considerations regarding the level of the development of e-government and e-health. It is also analyzed in terms of the legal framework and the documents forming electronic public services by the stages of their implementation. Furthermore, barriers and problems facing the process of e-government and e-health in Poland are also taken into account in this study. Findings: On the basis of the conducted surveys, it was made the assessment of the every stage of computerisation of this entity, taking into account both those stages which were completed and those in progress. Research limitations/implications: The conducted surveys were limited to a selected medical facility and may therefore be a prelude to more extensive analyses in this area. Originality/value: The article contains a description of the specific action in the selected entity. In that regard, it represents a new local value. The results may be useful for researchers working on that subject and for the practitioners managing such entities.

Modern society is increasingly reliant on digital technologies, thus bringing with it not only opportunities but also threats. This is particularly relevant for the area of the public sector, which by definition serves citizens. This particularity is consists in citizens frequently optionally rather than obligatory entrusting their data via ICT systems. In this context, cyber security is becoming a key research area, and this research is essential for understanding and effectively responding to increasingly complex cyber threats. This study aims to conduct a quantitative and qualitative analysis (within a selected range) of cyber security data for the period of 2020–2024 for the data published in the Scopus repository database.

Poland more than 10 years later than the other European Union (EU) states acted towards informatizaton of public administration, thanks to which it was possible to share public services with individuals and companies by electronic means. This article will analyze the assessment of our country in the aspect of full online availability and maturity of 20 public services in all editions of the study entitled eGovernment Benchmark Measurement. It’s a comparative study, in which Poland appeared as a new member of EU in 2004. In the period from 2008 to the 2010, Poland has made a significant progress in most indicators of information society (SPI). However, in 2013 our country is still closer to the end than to the middle of the chain of e-government effectiveness in the EU.

Due to the need for public sector reforms, a number of actions are being undertaken to improve the delivery of public services. New Public Management is one of the concepts that assumes the introduction of management methods and techniques modelled on the private sector into the public sector. In line with this new concept of customer management, service recipients are perceived not as supplicants but as customers. The aim of the article is to present the directions of changes in information flows in relations between public administration and economic entities related to the implementation of new public management. The article presents the basic assumptions of the New Public Management concept. Subsequently, the attention is paid to the types of information and methods of communication in relations of public administration with business entities. Electronic means are becoming one of the most important channels of information flow. The implementation of modern information and communication technologies enables electronic data exchange, creation of electronic documents, e-services and electronic access to information.

In the modern world, the development of technology has a significant impact on various areas of human functioning. However, the appearance of the COVID-19 coronavirus pandemic and the need to implement numerous restrictions resulted in an even greater increase in the importance of new technologies, especially in such sectors as education, administration, or finance. In Poland, the introduction of the remote work system encountered many difficulties related to the unpreparedness of previous structures to implement such solutions. An example of a country where they operate efficiently, responding to the problems that Poland faces today, is Estonia, in which, beginning from 2004, the state administration sector has been gradually replaced by a digital system based on Blockchain technology. At present, in Poland, appropriate steps are already taken by the Ministry of Digitization to digitize public administration in the form of a plan of four streams. Given the protracted pandemic, the possibilities for immediate solutions and considering the advantages and disadvantages of digitizing the state seem worth attention.

The idea of using the Cloud of Things is becoming more critical for e-government, as it is considered to be a useful mechanism of facilitating the government’s work. The most important benefit of using the Cloud of Things concept is the increased productivity that the e-governments would achieve; which eventually would lead to significant cost savings; which in turn would have a highly anticipated future impact on egovernments. E-government’s diversity goals face many challenges; trust is one of the major challenges that it is facing when deploying the Cloud of Things. In this study, a new trust framework is proposed which supports trust with the Internet of Things devices interconnected to the cloud; to support the services that are provided by e-government to be delivered in a trusted manner. The proposed framework has been applied to a use case study to ensure its trustworthiness in a real mission. The results show that the proposed trust framework is useful to ensure achieving a trusted environment for the Cloud of Things for it to continue providing and gathering the data needed for the services that are offered by users through E-government.
