Cities implement the path of adjustments to the changing global economy which does not destabilize their economy, but expands opportunities for development. Changes in the concept of a city concern all zones of its functioning: internal structure, sources of income, development model, competitiveness and contact with the environment. Selecting the concept for development is not easy and it depends on numerous conditions. However, some priorities and development assumptions are common to all approaches. Cities in a long-term perspective are supposed to aim at: efficient and multilevel management, smart city, compactness, openness, responsiveness to the needs and ensuring high quality of life to all groups of users. Under conditions of significant changeability of the modern economy the determination of a long-term concept for a city should be related to the maintenance of flexibility and process operations, and not only a point response to a given situation.

The geostationary orbit is a special area in outer space. Because of its distinctive characteristics, it has constantly been the subject of economic and political desirability. Space powers, taking advantage of their technological superiority and rules applied by the International Telecommunication Union (ITU) retained a privileged position. Developing countries, responding to this state of affairs, have taken a number of measures to improve their positions. Some of them posed a challenge to the main regulation of space law (Bogota declaration was an attempt to exercise a national sovereignty over the segments of the geostationary orbit), some are based on the use of the legal gaps in ITU regulations. Given these circumstances, the specific case of geostationary belt contributes to the debate on the regulations governing space exploration.

The aim of this paper is to present regulations on defects in a declaration of intent to enter into marriage and compare them with regulations set out in Articles 82-88 PCC with respect to the scope of the individual defects in a declaration of intent and the ways in which the resulting inconsistencies can be justified. The paper uses a method of research based on legal doctrine, involving an analysis of legal provisions, especially those set out in the Polish Family and Guardianship Code, the Polish Civil Code, case law and the literature. Methods based on comparative law and the history of law are used as a secondary measure. The research has shown that a limitation of the catalogue of defects in a declaration of intent as set out in Article 15¹ PFGC and the definition of the scope of the individual defects is justified by the nature of marriage as a lasting relationship. The inconsistencies between these regulations are therefore a deliberate step to implement the principle of permanence of marriage. However, the opinion expressed in this paper is that some of the defects in a declaration of intent to enter into marriage are regulated too narrowly, which is why the debate over amendments to Article 15¹ § 1 PFGC is well worth continuing. Especially relevant here is the de lege ferenda postulate to extend the scope of a defect in a declaration of intent set out in Article 15¹ § 1(1) PFGC

The USA as a multinational country of immigrants is nevertheless a fertile ground for competing nationalist ideologies and the consequently competing myth-building that surrounds the construction of national identity. The myth of the 1776 Declaration of Independence as an important founding document for domestic politics in the United States continues to spread through popular culture and academic textbooks. The claim of the Jefferson’s Declaration as an aspirational founding document helped establish a myth supporting creedal nationalism, but obscures the arc of the ideological debate over national identity.

Since the 1970s, social psychology has investigated real human behavior to an increasingly smaller degree. The author of the article suggests that the phenomenon of cognitive revolution in psychology naturally boosted the interest of researchers in such phenomena like attitudes, values, social judgments and stereotypes; at the same time, it decreased interest in others important topics like aggression, social influence or altruism. In recent decades, we have also witnessed a growing conviction among social psychologists that explaining why people perform certain actions holds greater importance that demonstrating the conditions under which people really display particular reactions. The key question appears in this situation of whether social psychology remains of science of (real) behavior, and whether the current condiction of the discipline is desirable or rather pathological.

On 11 March 2014 Crimea declared independence. Ukraine and international society has not recognised that act. However Crimea’s independence was recognised by Russia and on 18 March 2014 an agreement on the accession of the Republic of Crimea to the Russian Federation was signed. Many countries and international organisations have condemned that step, viewing it as illegal annexation. Regardless of how this situation is treated however, it is at present a fait accompli. Such a situation evokes legal consequences both in the internal law of Ukraine and Russia as well as on the plane of international law. The residents of Crimea appear to be in the worst situation. Legal certainty is a fiction for them now. There are also problems on the international plane. Despite the fact that in the opinion of international society Crimea remains an integral part of Ukraine, in practice there are many conflicting problems of a legal nature that cannot be solved, at least for the time being. This article analyses the legality and certain legal consequences of the “accession” of Crimea to Russia and the effect of this accession on the legal situation for residents of Crimea. The article concludes that legal situation of Crimeans will not improve anytime soon, and that the legal problems which have arisen on the international plane will not be resolved soon either.

The financial resources allocated for upgrading the railway infrastructure in Poland over the last decade have brought measurable benefits in the length of railway lines with increased speed. In addition to the upgrade of railway tracks with supporting infrastructure, electrical power equipment and networks or control-command and signalling equipment, further railway lines are equipped with ERTMS/ETCS track-side equipment. All upgraded or retrofitted railway lines are subject to a certification process in accordance with European or national law. Among these lines with the A-Class system and the EC certificate of verification, there are cases where action should be taken to improve the performance of the railway infrastructure. Analysing various investment processes, the article looks at the impact of the tenders for ERTMS/ETCS track-side equipment, which legitimize the validity of the issued EC verification certificates, and whether they have authorisation for placing in service issued by the President of Urząd Transportu Kolejowego (Office for Railway Transport).

Finland is a member of the European Higher Education Area. The principles of the Bologna Declaration have become reality in certain respects. The form and structure of Finnish law degrees are uniform with the Bologna model. However, mobility and the free movement of students have only been realised in a limited sense. Finnish law degrees are still closed both in international and national respects. Uniformity of degrees is treated here as a means to carrying out free movement and the right of establishment as the principles of the European Union. Uniformity of degrees is a necessary precondition in recognising degrees earned in another country. Without the recognition of the workmanship and degree earned in a home country, it is very difficult to establish oneself in a host county. Both the basic treaties and the applicable directives of the European Union obligate member states to recognise degrees earned in other member states. There are, however, important exceptions and restrictions. Lawyers often work as judges, prosecutors, bailiffs and other officers. They are subject to exceptions and restrictions. As a rule, advocates have the freedom to provide services and establish themselves in a permanent way, and act as advocates in another member state. Even in this case, there are steps and restrictions. In practice, it is not easy to move to another member state and act as an advocate with the help of a law degree earned in the home state. Basically, the reasons for these difficulties are the differences between national legal systems.

Annulment and nullity of marriage are two institutions that function in two separate and independent legal systems. Despite some similarities, they cannot be used interchangeably. The differences between the annulment and declaring nullityof marriage follow mainly from the fact that the canonical marriage between baptized persons is a sacrament, a lifelong and indissoluble bond. For this reason, once validly contracted, it cannot be annulled or dissolved by divorce, but only bythe death of a spouse or a dispensation from an unconsummated marriage and the privilege of faith. In the case when marriage is contracted, despite the existence of impediments to marriage, the ecclesiastical tribunal, after completing the relevant proceedings, declares its nullity whereby this judgment is of a declarative nature. In the case of annulment of marriage, the legislator provided for some restriction as to the persons authorized to file a claim, and it also listed the situations in which, even though marriage was contracted in breach of law, its annulment is not possible. Therefore, convalidation by force of law is permissible. Such validation and such restrictions have not been provided by the ecclesiastical legislator, although the convalidation of marriage is possible as long as the matrimonial consent continues and some additional conditions have been satisfied. The judgment regarding the annulment of marriage is constitutive, although the effects of annulment have retroactive effects, whereby the legislator stated that for certain relationships, the rules of divorce shall be applicable. Both in the state and canonical orders, there are three groups of reasons that are the basis for annulment and declaration of nullity of marriage. These are impediments to marriage, defects to the declarations of intention of the spousesand defects to the mandate to contract marriage. The individual reasons have been briefly discussed to present the differences in their understanding under canon law and state law.

Algorithmic contracts are another category of digitally enriched contracts that are increasingly common in commercial practice. Their essence boils down to the determination by an algorithm of the content of the parties’ obligation, whereby the algorithm may act as a ‘negotiator’ or fill in gaps in the content of pre-established contractual terms. The specificity of these contracts has legally significant consequences and raises a number of questions, e.g. whether an algorithm can create the content of a contract and whether it will be legally binding, whether it will be possible to claim a declaration of intent error when the system fails or the algorithm misanalyses data, what if the content of a statement ‘made by an algorithm’ did not match the intention of the person using the algorithm? The purpose of this article will be to answer the above questions by taking into account selected model acts and – as a side note, as it were – to assess the relevance of these acts for the practice of trading and contract law more broadly.
Umowy algorytmiczne stanowią kolejną kategorię umów wzbogaconych cyfrowo, które coraz częściej zawierane są w praktyce obrotu. Ich istota sprowadza się do określania przez algorytm treści zobowiązania stron, przy czym algorytm ten działać może jako ,,negocjator”, bądź uzupełniać luki w treści wcześniej ustalonych warunków umownych. Specyfika tych umów ma swoje prawnie doniosłe konsekwencje i rodzi konieczność poszukiwania odpowiedzi na wiele pytań, tj. m.in. czy algorytm może stworzyć treść umowy i czy będzie ona prawnie wiążąca, czy będzie można powołać się na błąd oświadczenia woli, gdy system zawiedzie lub algorytm źle przeanalizuje dane, co w sytuacji, gdy treść oświadczenia ,,złożonego przez algorytm” nie odpowiadała zamiarowi osoby posługującej się algorytmem? Celem artykułu będzie udzielenie odpowiedzi na powyższe pytania przy uwzględnieniu wybranych aktów prawa modelowego i – niejako pobocznie – ocena znaczenia tychże aktów dla praktyki obrotu i szerzej prawa umów.

The purpose of this article is twofold. First, to look at the Identity of Israel as both Jewish and democratic State in its Declaration of Independence and the status it acquired over the years within the Constitutional and law system. The second, to examine, through the evolution of the enounced principle of equality in the situation of economic, gender, religious and national minorities, how it was implemented and what has changed after 70 years. From the outset, the Declaration was not given a constitutional status but later the Supreme Court gave it an interpretive quality. With the two Basic Laws on Human Rights, limited as they were, it gave the Supreme Court much more advantage to intervene and impose the Identity of the State as Jewish and democratic in its interpretations of laws in spite of strong criticism and even to influence and criticize the Knesset legislation. However, Israel is still not a true liberal Democracy since the rights within it are determined more according to the ethnic-national religious belonging of the person that according to its citizenship and the principle of equality is only partially adopted in practice with different degrees as regards the various minorities. In some aspects, it even moves away from the original intended Identity of an exemplary liberal Democratic Nation State.

It has been assumed that the generic engineering skills will be reinforced by means of 3D design and modeling in the new engineering curriculum. Thus the most modern and up-to-date software has been introduced within the proposed courses. In the paper the outline of the new courses titles and contents will be described. Some examples of students works will be presented.
Wprowadzenie w życie Deklaracji Bolońskiej (1999r) zaowocowało nie tylko poszerzeniem wspólnej przestrzeni edukacyjnej w obszarze Europy, ale też głęboko sięgającymi zmianami organizacyjnymi w strukturze kształcenia na poziomie studiów wyższych. W polskich uczelniach technicznych rok akademicki 2007/08 stał się przełomowym rokiem, bowiem wprowadzono dwustopniowy system nauczania. Wcześniej opracowano nowe Standardy nauczania dla poszczególnych kierunków kształcenia (Rada Główna Szkolnictwa Wyższego). Niektóre przedmioty zostały połączone w tzw. Moduły, a to z kolei pociągnęło zniknięcie nazw takich przedmiotów jak “geometria wykreślna” na niektórych kierunkach technicznych. Równocześnie powstała możliwość wprowadzenia nowych przedmiotów pod nazwą przedmiotów wybieralnych. Autorzy przedstawiają w niniejszym artykule proporcje godzin przeznaczonych na przedmioty “graficzne” w dwóch uczelniach krakowskich przed i po wprowadzeniu dwustopniowego systemu nauczania oraz przedstawiają prace studentów wykonane w ramach następujących przedmiotów wybieralnych: Komputerowa Grafika Inżynierska oraz Wizualizacja Komputerowa.
