Opis:
Increased spending on healthcare systems in many countries tends to attract attention to their efficiency. The aim of this paper is to evaluate the efficiency of healthcare systems in the OECD countries and indicate causes of inefficiency by applying Data Envelopment Analysis (DEA) and using additive and super-efficiency models. The homogeneity of the sample is assessed and outliers are excluded. A ranking is established on the basis of efficiency scores. By means of DEA, fully efficient units are identified, forming a reference set (of best practice) for inefficient countries to follow.

Opis:
The presence of input congestion is one of the key issues that result in lower efficiency and performance in decision-making units (DMUs). So, determination of congestion is of prime importance, and removing it improves the performance of DMUs. One of the most appropriate methods for detecting congestion is Data Envelopment Analysis (DEA). Since the output of inefficient units can be increased by keeping the input constant through projecting on the weak efficiency frontier, it is unnecessary to determine the congested inefficient DMUs. Therefore, in this case, we solely determine congested vertex units. Towards this aim, only one LP model in DEA is proposed and the status of congestion (strong congestion and weak congestion) obtained. In our method, a vertex unit under evaluation is eliminated from the production technology, and then, if there exists an activity that belongs to the production technology with lower inputs and higher outputs compared with the omitted unit, we say vertex unit evidences congestion. One of the features of our model is that by solving only one LP model and with easier and fewer calculations compared to other methods, congested units can be identified. Data set obtained from Japanese chain stores for a period of 27 years is used to demonstrate the applicability of the proposed model and the results are compared with some previous methods.

Data Envelopment Analysis (DEA) is a relatively new method, a nonparametric technique used nowadays to evaluate the efficiency of the Decision-Making Units. Using this method, the Decision-Making Units can be compared between each other and the most effective ones can be found. Using the DEA method, the performance of a logistic company with twelve warehouses as DMUs is evaluated in this paper. "DEA Excel Solver" user program was used to solve the problem.

Aim:The objective of this paper is to make comparative analysis on operational efficiency between Chinese and Indian commercial banks (CBs).   Design / Research methods: Following the previous scholars’ study, two models with different sets of input and output variables have been used to show how efficiency scores vary with change in inputs and outputs. The efficiency scores are measured by using data envelopment analysis (DEA) approach.   Conclusions / findings: The mean technical efficiency score of Chinese CBs is always relatively higher than the corresponding score of Indian CBs in 2012-2013, respectively. In terms of technical efficiency and pure technical efficiency, the performance of foreign banks in China is always relatively lower than that of foreign banks in India.   Originality / value of the article: While many similar studies have evaluated the performance of banking industries in different countries, very few studies have evaluated the performance of banking sectors between Chinese and Indian economies. The paper would be of interest for OR scholars and practitioners in financial industry.  Implications of the research (if applicable): The next step of this study could collect more samples and use Malmquist index method to conduct further study on efficiency, efficiency changing and productivity, in order to conduct further competitive power analysis on both of banking industries of China and India.

With cognizance to some differences among the ports and complexities in productivity measurement, the research tries to identify and evaluate productive issues in terms of technical efficiencies (managerial efficiency) and scale efficiencies (managerial and allocative efficiency) experienced at individual Nigeria ports. It equally provided a technical benchmark for assessing the overall efficiencies of the respective ports in Nigeria during the pre-concessioned and post-concessioned era. The level of inputs required for each DMU to be efficient is given i.e. for DMU 2014 to be efficient input-wise, the number of berth may be reduced by two units as a result of idleness of this two (2) berths, the average turnaround time may be reduced by 3 hours and the berth occupancy may be reduced by 3%. Since a fixed asset such as berth cannot be reduced therefore technically and complimentarily the turnaround time and berth occupancy rate need to be decreased more than 5 hours and 3% respectively by allocating the queue ship at the over-utilized berth to the idle berths which in turn will mitigate underutilization of this berths been required to be reduced or alternatively the port should embrace more cargo handling technology to enhance fast loading and discharging of cargoes thus attracting more vessels to the Port.

Objective: This article innovates when we incorporate the statistical analysis to the method of Double-Perspective Data Envelopment Analysis (DP-DEA), with the objective of obtaining an estimate of greater accuracy and reliability according to the assumptions of the Best Unbiased Estimator (BUE).   Design / Research Method: Double Perspective Data Envelopment Analysis (DP-DEA) is an extension to Classical Data Envelopment Analysis (DEA) for estimating efficiency, asset values, indicators, and other attributes from two perspectives, achieving a common result is the main objective. This article innovates in DEA methodology, in two aspects: 1. To demonstrate the ability of the DP-DEA to perform at intervals the estimation of values from a random sample; 2. Through the statistical analysis, making estimates of central tendency according to the assumptions of the Best Unbiased Estimator (BUE – Best Unbiased Estimator).   Conclusions / findings: The practical procedures performed step by step through DP-DEA according to the assumptions of the BUE, presented in its main findings and conclusions are: 1. Incorporation of statistical analysis to the DP-DEA method, which assumes assumptions of properties of the Best Estimator Non-biased; 2. Within the scope of the DEA, it presents an innovative capacity to make estimates from random samples, and; 3. At the end of the article, by simulation, able to validate modeling through the variation of property characteristics, demonstrating that the estimation of the corresponding values is consistent according to the market’s expectations.   Originality / value of the method: This article opens new avenues to be explored by the DEA community. Firstly, as a tool for valuing assets, according to the Comparative Market Data Method. In Brazil, DP-DEA has been approved by the Brazilian Association of Technical Standards for this purpose. Another innovation is to evaluate performance which results from common gain according to two perspectives, which interact in the process or procedure under analysis.

We apply window Data Envelopment Analysis (DEA) to the solution of the problem of assessment of the efficiency of regional production systems in Southern Russia. The proposed method allows to monitor the changes in efficiency of regional economic systems throughout time and has a high discrimination power. The simplicity of the technical implementation of the proposed method and the availability of the necessary software for its use allow one to hope for its wide implementation in the modern practice of regional environmental management.

Aim:  The purpose of this paper is to examine the productivity of 12 container ports located in East and Southern African developing nations for the period of 2014-2016. Furthermore, to investigate the sources of productivity change over the time period. Design / Research methods: This research collects data on the 12 container ports. The productivity of these ports is analyzed using the Data Envelopment Analysis based Malmquist productivity index.  This is decomposed into technological changes and technical efficiency. The sources of productivity change are identified. Conclusions /findings: The major finding of this study is the trend in the port efficiency level over the three year period of analysis. Therefore assisting maritime policymakers and port authorities on what aspect of the port production need enhancement. Originality/value of the article: Evaluation of ports in developing nations in Africa is not common. Also, the year under examination is less than five years. Therefore the result is relevant to port authorities as well as to the African nations. Implications of the research: 90% of import and exports into developing African nations are done by sea. The implication of this is that an efficient or inefficient port will have a multiplier effect on the nation’s economy. Great improvement in port productivity will enhance economic growth and development. Limitations of the research: Port efficiency should be evaluated on a yearly basis to serve as a major determinant of port productivity. However, this evaluation is based on availability of data.

There is wide range of environmental performance indicators. The more sophisticated they are, the more arbitrary viewpoint they take. The EPI weights are established based on experts’ judgments form Yale University and Columbia University team. In the article was analysed the changes in the EPI when the weights had been replaced with the weights determined by Data Envelopment Analysis. DEA determines weights that maximize the performance of each unit with some assumptions. Not for every European country this approach turned out to be the better option.

Subject and purpose of work: This paper aims to assess the operational efficiency of public higher vocational schools in the Lublin Region. Materials and methods: The assessment was based on the non-parametric method of data envelopment analysis (DEA) using the standard CCR-O model. Results: In most of the analysed models (E, N, O series), the public higher vocational schools in the Lublin Region were found to have improved their efficiency in 2019 relative to 2017. Conclusions: E-series models are very susceptible to changes, both in terms of inputs and effects. This gives the possibility of a significant impact on the increase in the assessment of the effectiveness of investigated units DMUs. N-series models demonstrate the importance of aggregation and quality of source data for the results of performance assessment. Class O models justify the need to look for and compare the use of other DEA model variants in the study of the effectiveness of public higher vocational schools.
Przedmiot i cel pracy: Celem opracowania jest ocena efektywności funkcjonowania publicznych uczelni zawodowych z regionu województwa lubelskiego. Materiały i metody: Do opracowania materiału zastosowano nieparametryczną metodę DEA (ang. data envelopment analysis) w standardowym modelu CCR-O. Wyniki: W większości analizowanych modeli (seria E, N, O) odnotowano poprawę oceny efektywności badanych państwowych wyższych szkół zawodowych regionu lubelskiego w 2019 roku w stosunku do 2017 roku. Wnioski: Modele klasy E są bardzo podatne na zmiany, zarówno w obszarze nakładów, jak i efektów. Daje to możliwość istotnego wpływu na wzrost oceny efektywności działania badanych jednostek DMU (ang. Decision Making Unit). Modele serii N wykazują istotność kwestii agregacji i jakości danych źródłowych dla wyników oceny efektywności. Modele klasy O uzasadniają konieczność poszukiwania i porównywania zastosowania innych wariantów modelu DEA w badaniu efektywności publicznych uczelni zawodowych.

In conventional data envelopment analysis (DEA) models, the relative efficiency of decision- -making units (DMUs) is evaluated while all measures with certain input and/or output status are considered as continuous data without upper and/or lower bounds. However, there are occasions in realworld applications that the efficiency of firms must be assessed while bounded elements, discrete values, and flexible measures are present. For this purpose, the current study proposes DEA-based approaches to estimate the relative efficiency of DMUs where bounded factors, integer values, and flexible measures exist. To illustrate it, radial models based on two aspects, individual and aggregate, are introduced to measure the performance of entities and to handle the status of the flexible measure such that there are bounded components and discrete data. Applications of approaches proposed in the areas of quality management, highway maintenance patrols, and university performance measurement are given to clarify the issue and to show their practicability. It was found that the introduced procedure can determine practical projection points for bounded measures and integer values (from the individual DMU viewpoint) and can classify flexible measures along with evaluation of DMUs relative efficiency.

Indian states exhibit considerable heterogeneity in terms of revenue mobilizing capacities and efforts, development spending and fiscal dependence on the central government. In this context, the paper compares the fiscal performance of major Indian states in terms of two non-parametric performance evaluation models for the period 2009–10 to 2014–15. The study thus uses the conventional two stage framework for efficiency evaluation as well as the two stage conditional performance model. The outcomes enable us to identify front-runners as well as laggards in the area of fiscal management. Further, the study showed that the gross capital formation experienced by the states significantly influences state performance in India. However, the impact of outstanding liabilities on efficiency performance was statistically insignificant

The study investigates the differences in technical, pure technical, and scale efficiencies of domestic and foreign banks in Algeria over the period of 2000–2012. The study uses annual data of 10 foreign banks and 05 domestic banks operated in Algeria. The input-oriented Data Envelopment Analysis model is used to measure the banks’ efficiency score. In addition, a set of parametric and non-parametric tests are used for investigating the differences in efficiency between foreign and domestic banks. The findings reveal that the banks in Algeria could improve their technical efficiency by 23%. In addition, it seems that banks in Algeria suffer from the scale inefficiency. On the other hand, the foreign banks are more technically efficient than domestic banks. The superiority of foreign banks in technical efficiency is due to their superiority in the scale efficiency.
