This article describes and analyses Polish diaspora policy changes in the years 2011–2015. Two decades after the rebirth of the Polonia policy in 1989, it was completely rebuilt. Emphasising values and Poland’s obligations towards the diaspora was replaced by paying more attention to the interests and profitability of this policy. The authors demonstrate how New Public Management (NPM) concepts influenced this shift. Analysis of two different sources – documents programming Polish diaspora policy and interviews with experts and persons designing the Polonia policy – confirmed that NPM principles influenced Polish diaspora policy on five dimensions: organisational restructuring, management instruments, budgetary reforms, participation, marketisation/privatisation.

In the article, I present an analysis of two Tết (Lunar New Year) festivals organised by the Vietnamese living in Poland. The events, prepared by different organisations – a local branch of the Association of Vietnamese in Poland, an official organisation cooperating with the authorities of Socialist Republic of Vietnam, and pro-democratic activists – provide an insight into the community’s internal diversity. The analysis indicates that the political involvement of the organising parties influences their choice of particular style of presentation, with a profound impact on the attractiveness of the festival for the two important segments of audience: the Vietnamese youth brought up in Poland and the Polish spectators. The paper is based on fieldwork research which the author has been conducting among the Vietnamese community in Poland for many years.

The collection of papers in this section aims to overcome the territorial bias that shapes democratic thinking and underpins diaspora scholarship (particularly diaspora engagement with democratic processes and its potential and contribution to democratic change) and to propose a deterritorial vision of both these elements. Having the Ukrainian case study at its centre, this section asks how the modern perspective of dispersal offers a useful way to conceptualise diaspora, while examining how the modern diaspora activity enables diasporas to influence the processes of democratisation and high skilled migrants to impact democratic processes in their homeland. In this section we seek to probe how various actors and groups, located across territorial space, can affect political systems and, more specifically, influence democratic processes. In that sense, this section is driven by a post-territorial vision of politics and democratisation processes that privilege networks of affiliation and organising, rather than geographically-bound political movements. It focuses on the nexus between one form of displacement, diaspora, and a particular political system, democracy, to provide insights into how the former might impact democratic processes. Specifically, this section explores that nexus principally in relation to the role of the multifaceted Ukrainian diaspora and their efforts to get involved in the democratic processes and democracy building in contemporary Ukraine.

Entrepreneurial activities of the Diaspora attracted increased research attention in the recent years, as the phenomenon of migration is rapidly growing. The Diaspora refers to the migrants and their descendants who maintain a strong relationship with their country of origin (Safran, 1991). The previous research has, however, predominantly focused on diaspora entrepreneurs from developing or emerging economies and those who originate from developed countries are almost invisible, even though they are empirically observable (cf. Elo, 2013; Horiuchi, 2010). In fact, their entrepreneurial activities have mostly been neglected by previous research in diaspora as well as international entrepreneurship. This study coins a new concept ‘Descending diaspora entrepreneurs’ for the entrepreneurs from developed countries who migrate to less developed ones and explores their entrepreneurial activities through the network perspective. The literature review on entrepreneurial networks as well as diaspora networks identifies three potentially significant benefits of networks on entrepreneurial activities: (i) opportunity recognition, (ii) access to resources and (iii) motivation sustainment. Explorative multiple case studies with Japanese diaspora entrepreneurs in emerging economies (Philippine, Guatemala and Argentina) was conducted and the empirical findings were descriptively analyzed in line with the identified network benefits. Finally, the model of network dynamics for Descending Diaspora Entrepreneurs is developed based on the findings.

My study analyzes two texts that are essential for understanding the Cuban literary diaspora in the 1990s. By looking at the representation of the migrant experience in both Jesus Diaz's novel La piel y la mascara (1996) and Inventario secreto de La Habana (2004) by Abilio Estevez, I examine their significance for the corpus of diasporic literature that has been central to Cuban society for the past sixty years. My article addresses not only the way in which these works are contextualized as part of a diasporic literature tradition, but also how loss and nostalgia play an influential role in shaping the identity of the migrant subject.

In the 19th century and at the beginning of the 20th, many Jews belonging to high society and undertaking freelance occupations began to assimilate with their usually Christian environment. This was often a necessary prerequisite (also legally) for their social advancement. Nevertheless, their assimilation was rarely complete. In most cases, it was only partial and concerned clothes, everyday habits and education. The change in religion did not become a mass phenomenon in either Europe or America – quite the opposite. This limited assimilation was testament to the Jewish attachment to their religion, regardless of the centuries-long life in the Diaspora. Although numerous changes had occurred in the world, many of the rules respected by Jews throughout history remained valid. This article focuses on interethnic relationship in a diaspora situation within a multicultural society. Using the example of the relationship between Polish and Ukrainian immigrants in the United States author try to provide an answer to the question whether and to what extent are the interethnic relations transferred into a diaspora situation? In the analysis particular attention is focused on the macro and microsocial determinants of mutual relationships as well as on the various elements of interethnic relations, including: spheres of cooperation, conflict areas, daily interactions, ethnic distance, mutual perceptions and spatial relations.The major descriptive and the basic definition term is „displaced borderland”. This concept is based on the assumption that the contacts and relations between these groups are very often determined by the European heritage.

This article deals with the issue of home-country receptivity towards social remittances from the professional diaspora. Social remittances from the highly skilled depend on a favourable context for knowledge and skills transfer in their home countries, a context that could be summarised by the term ‘country receptivity’. This article is based on the case of Lithuania. The data comes from a series of semi-structured interviews with members of the skilled diaspora and representatives of institutions that are involved in programmes targeted at the diaspora. The analysis reveals several groups of obstacles to successful knowledge and skills transfer that may be understood as issues of country receptivity: mistrust of government by diaspora members, expressed as a belief that it is not interested in results and thus involvement of the diaspora, but rather in pursuing particular political objectives; lack of openness towards other experiences (unwillingness of institutions at different levels and in various fields to open up to new opinions, approaches and experiences brought by Lithuanians from abroad); bureaucratic and institutional impediments (inability of institutions to adapt their procedures in the interests of cooperation; slowness and ineffectiveness when dealing with requests or reacting to initiatives from the diaspora); and a perceived negative opinion (unwelcoming attitude) in society towards Lithuanians from abroad. The interviews also provide some tentative evidence of a ‘feedback loop’, through which the involvement of the diaspora causes changes in the home-country institutions. In the discussion part of the article, possible causes and implications of these obstacles are considered.

This paper thoroughly examines the gender patterns of religious activity within the Vietnamese – the largest non-European migrant community in Poland. Basing on the result from anthropological fieldwork which I conducted in two pagodas currently operating in the suburbs of Warsaw I analyse this issue in the light of traditional gender patterns of religious life in Vietnam, as well as in the context of the politicisation of spiritual life under communist rule. The results of my research prove that whether a religious institution will become a ‘women’s sphere’ or will remain under the influence of male actors depends to a great extent on its political emplacement and relations with formal institutions of the Vietnamese state.

For a century and a half the Far East, including Inner Mongolia and Manchuria was the scene of endless wanderings and long sojourns of political exiles from Poland, whom Russian tyranny drove into that wilderness, and many of whom made significant contributions to the economic development of that part of Asia. In the course of time numerous Poles – partly political exiles and partly voluntary emigrants, being gifted with a spirit of enterprise – built up large industrial undertakings and made great fortunes, both in sparsely populated steppes of Inner Mongolia and vast forests of Northeastern China. Such were, for instance, the industrialist Władysław Kowalski (1870–1940) and the mining engineer Kazimierz Grochowski (1873–1937). Both of them were prominent representatives of the Polish diaspora in Manchuria and Inner Mongolia. Kowalski, widely respected by other diasporas in the area, made millions in business and became one of the most influential manufacturers as well as philanthropists across Manchuria. Grochowski, on the other hand, supervised the geological survey on the Amur, on Sakhalin and in Inner Mongolia, and found petroleum in Manchuria. The presence of Polish community in Manchuria and Inner Mongolia cannot be separated from the Russian-built Chinese Eastern Railway that linked Siberia with North China and drew people from the far reaches of the Tsarist Russia in their tens of thousands to the largely wild and uncharted region in the borderland between Russia, Inner Mongolia and Manchuria.
Daleki Wschód, w tym Mongolia Wewnętrzna i Mandżuria, przez ponad półtora wieku był miejscem niekończącej się tułaczki i długoletniej zsyłki Polaków, których rosyjska tyrania wygnała na nieznane odludzia. Jednocześnie wielu z nich przyczyniło się do rozwoju gospodarczego tej części Azji. W miarę upływu czasu znacząca ilość Polaków – częściowo zesłańców politycznych, a częściowo dobrowolnych emigrantów obdarzonych duchem przedsiębiorczości – dorobiła się fortuny i zarazem przyczyniła się do budowy dużych manufaktur, zarówno na terenie słabo zaludnionych stepów Mongolii Wewnętrznej, jak i rozległych lasów północno-wschodnich Chin. Przykładem tego mogą być losy przedsiębiorcy Władysława Kowalskiego (1870-1940) i inżyniera Kazimierza Grochowskiego (1873-1937), którzy byli wybitnymi przedstawicielami polskiej diaspory w Mandżurii i Mongolii Wewnętrznej.

The aim of the article is to reveal the peculiarities of social mobility among Armenians in diaspora communities, which was accomplished by conducting a comparative analysis of the Armenian communities in Los Angeles, Tehran and Beirut. To achieve the aim, the following objectives were set: to identify and compare the socio-professional structures of the three communities; to show the dynamics of inter-and intra-generational social mobility of Armenians in three different ethno-social environments. The study was conducted through 3 methods: standardized interview with community members, non-participant observation, in-depth interviews with representatives of community organizations. The features of the host country influence the dynamics of social mobility. The different parts of the same ethnic group in the Armenian Diaspora occupy different social statuses and professional strata, depending on the country of origin or host country.
Celem niniejszego artykułu jest określenie specyficznych cech mobilności społecznej Ormian w diasporach poprzez analizę porównawczą społeczności ormiańskich w Los Angeles, Teheranie i Bejrucie. Aby osiągnąć ten cel, wyznaczono następujące cele szczegółowe: identyfikacja i porównanie składu społeczno-zawodowego Ormian z trzech wspólnot; przedstawienie dynamiki międzypokoleniowej i wewnątrzpokoleniowej mobilności społecznej Ormian w trzech różnych środowiskach etnospołecznych. W badaniu wykorzystano trzy metody: wywiady ustrukturyzowane z przedstawicielami trzech społeczności ormiańskich, obserwację nieuczestniczącą oraz pogłębione wywiady z przedstawicielami organizacji społecznych. Specyfika kraju przyjmującego wpływa na dynamikę mobilności społecznej. Różne grupy o tym samym pochodzeniu etnicznym w diasporze ormiańskiej, w zależności od kraju wyjazdu lub kraju zamieszkania, mają różny status społeczny i znajdują się w różnych warstwach zawodowych.

The article focuses, first and foremost, on attitude of the Polish Diaspora in the RSA towards socio-political situation in country of settlement. In solving problem particular attention is drawn to the attitude of the Polish Diaspora to political transition in South Africa. Relation to this process is portrayed by engagement of the Polish Diaspora in building new political order after apartheid – multiethnic democracy called New South Africa, among others through its participation in parliamentary elections, referendums and membership in political parties. Conclusions concentrate on conditions and effects of the Polish Diaspora participation in political life in country of settlement.

This article examines the current state of Ukraine’s policy towards emigration. The authors seek to transcend the state-oriented approach, highlighting the role that diaspora and non-governmental organisations played in accelerating the process of policy formulation in this area. Explanations are provided for the Ukrainian state’s failure to actively implement a consistent policy on emigration. A historical overview of the legal and institutional developments shows that the issue did not have much priority during the first two decades of the country’s independence. It emerges that external pressure from the EU and non-state actors was needed to elaborate a set of guarantees for Ukrainian emigrants. Since 2011 a series of legislative initiatives have been launched, whose effectiveness is in doubt as long as the country does not overcome the larger challenges of territorial integrity and financial stability. The authors argue that for the Ukrainian policy towards emigration to be effective, opportunities need to be created for the permanent consultation and involvement of diaspora and non-governmental organisations.

Diaspora commonly refers to different kinds of migrant groups who have left their homeland but who continue to share a religious, ethno-national, or national identity. Since the mid-1980s, and through the 1990s, diaspora has expanded in meaning, to include more groups of people and placing more importance to the non-center and hybridity as central to diasporic identities. Asylum-seekers, refugees, exiles, forced migrants, immigrants, expatriates, guest workers, trading communities, and ethnic communities of various kinds, have come to be described as in diaspora or as tokens of a single diaspora. Some scholars have tried to retain a sense of consistency to a word, described as stretched to the point of potential irrelevance. The inequities of a liberal multiculturalism arise not from its weak commitment to difference but from its even stronger vision of national cohesion. Multicultural ideologies thus serve to reinforce liberal regimes through which nostalgia for an authentic past becomes an important driving force behind the construction of citizenship and political subjectivity.

The religious diversity of Latin America is a phenomenon that has gathered the attention of researchers from different fields. Along with the expressions of belief and feeling related to Catholics and Protestants, who are still the majority, there are diverse religious practices, in this article we will focus on the analysis of practices and beliefs arising from the Afro-descendant presence in the continent in general as well as in the region known as the Triple Frontier, in a particular way. The strong socio-cultural interrelationships feedback on the intense flow of people and material/symbolic goods, complexing religious matrices, reframing beliefs and resisting colonial violence. Our reflection is based on long fieldwork at the border towns Ciudad del Este (Paraguay), Puerto Iguaçu (Argentina) and Foz do Iguaçu (Brazil), with an ethnographic approach, documents, and bibliographic review. In this direction, this article seeks to discuss the way in which Afro-descendants have been organized and maintained in this dynamic and multiform religious scenario. Throughout this path, our intention is to characterize the specificities of the different manifestations of belief/devotion/practices of/in the region originating or re-signified by the African diaspora on the continent, at the same time that we will seek to configure the socio-historical context of the emergence of the referred religious groups. And we expect to have, in the end, an ethnographic and analytical picture of the religious effects of the African presence on the south of the Latin American continent.
La diversidad religiosa de América Latina es un fenómeno que viene ganando atención de investigadores de diferentes áreas. Al lado de las expresiones del creer y del sentir relacionadas a católicos y evangélicos, aún mayoritarios, figuran diversificadas prácticas religiosas, en este artículo privilegiamos el análisis de las prácticas y creencias oriundas de la presencia afrodescendiente en el continente de manera general y en la región conocida como Triple Frontera, de manera particular. Las fuertes interrelaciones socioculturales se retroalimentan del flujo intenso de personas y bienes materiales/simbólicos, volviendo aún más complejos los matices religiosos, resignificando creencias y resistiendo a la violencia colonial. Nuestra reflexión está sostenida en un largo trabajo de campo, de naturaleza etnográfica, documentos y revisión bibliográfica. En esta dirección, este artículo busca discutir el modo como los afrodescendientes vienen organizándose y manteniéndose en ese escenario religioso dinámico y multiforme. A lo largo de esa trayectoria pretendemos caracterizar las especificidades de las distintas manifestaciones de creencia/devoción/prácticas de la/en la región oriundas o resignificadas por la diáspora africana en el continente, simultáneamente, se buscará configurar el contexto sociohistórico de surgimiento de los referidos grupos religiosos. Al fin, se espera que esté disponible un cuadro tanto etnográfico como analítico de los efectos religiosos de la presencia africana en el continente.
