The EU is promoting cultural relations with Asian countries. While building interpersonal and institutional connections, the EU pays special attention to Japan. The image of the EU and its mutual relations with Japan are generally recognised as predominantly good and trustworthy. This paper will examine the process of building creative/progressive cultural relations between the EU and Japan based on two hypotheses; first: despite the fact that the EU tried to develop cultural relations within Japan, the embassies of the EU Member States are far more active in cultural programs than the EU Delegation; and secondly: the reception of the EU as a historic and cultural project is rather fragmented (as opposed to being holistic) in Japan. The aim of this research is to analyse, compare, and evaluate both the effort and achievements made by the EU and Japan in the process of building creative cultural relations. The research will demonstrate an analytical approach in the political sciences discipline.

Today travelling is a global phenomenon. Many journeys involve cross-cultural contacts, often between cultures which are very remote from each other. Some questions arise: does the contemporary traveller expect cross-cultural contacts and how does he/she imagine such interactions? These seemingly simple questions enable us to reflect on the intentionality and complexity of cross-cultural interactions, the main issue discussed in the article. The author draws the reader's attention to the social roles assumed by the modern traveller, as well as the theoretical scenarios of cross-cultural contact, analyzing its symmetric and asymmetric forms.

The article takes up the subject of Poland’s cultural relations with some Middle Eastern Arab countries, i.e. with Iraq, Jordan, Syria and Palestine in particular. It has been done in historical perspective, analyzing development of the connections, the determinants influencing the course of changes, and political events and processes that have been strengthening or weakening the ties. Despite the long geographical distance between Poland and the Middle East, the cultural ties have turned out to be astonishingly rich, which was so partly due to the idiosyncrasy of their history - abound with wars and full of dramatic transformations. The three-part text begins with a historic overview of the relations that have gained a momentum during the World War II and in the post-war decades. Part two concerns the relations on official diplomatic level, usually ending up in initialed agreements and exchanging official visits. And the last part scrutinizes the spontaneous grassroots links forged between groups, individuals and non-political institutions. In this case the links embrace the field of academia, education, high culture and private lives of individuals and families.

Opis:
World War II and its political consequences resulted in a demographic shift in Lower Silesia. It took place to an extent never before seen in any part of Europe. Due to international decisions concerning the changes of its borders, Lower Silesia was once again integrated with Poland. At the same time the German inhabitants living in the region were obliged to leave. Polish people replaced them coming from other parts of Poland as well as from former Polish territories which had been incorporated by the Soviet Union. The immigrants were influenced by the cultures of the places of their origin. They differed in almost every field of everyday life, so in their new towns they met people with various integrating capabilities, contrasting points of view, political preferences and attitudes.That phenomenon was understood as a coexistence of the representatives of at least two different cultures whose members perceive the differences between them. Prevalence of so many distinct cultures in one area and the influences they had on each other led to the creation of specific cultural and social relations among the groups and their members. The situation obliged the settlers to overcome their particular attitudes and competences to live and communicate with new neighbours. Significant historical processes had influenced in a noticeable way the lives of people from every single town and village in Lower Silesia. One example of the place chosen by the immigrants to Lower Silesia is Dobroszyce. The incoming people created from the very beginning a society which was supposed to live in multicultural reality.

This article presents a media-studies profile of the bilingual periodical Dialog. Magazyn Polsko-Niemiecki / Dialog. Deutsch-Polnisches Magazin, which is the biggest project of this kind in Europe. In spite of occasional problems with funding, it has been around without a break since 1987. Committed to the goal of building a better understanding between two nations torn apart by war and strife, the editors have opened their magazine to all aspects — political, cultural and economic — of Polish-German relations.
Przedmiotem artykułu jest analiza prasoznawcza „Dialogu. Magazynu Polsko-Niemieckiego”/„Dialog. Deutsch-Polnisches Magazin”, największego w Europie dwujęzycznego projektu prasowego, będącego forum debaty pomiędzy Polakami i Niemcami. Pomimo braku stabilności finansowej nieprzerwanie od 1987 roku wydawca „Dialogu” porusza na jego łamach aktualne polityczne, kulturowe i gospodarcze aspekty bilateralnych stosunków, przyczyniając się do lepszego zrozumienia narodów o trudnej historii.

The paper will analyse political strategies deployed for promoting European culture in America. It will compare ‘theoretical’ goals with ‘actual’ actions, that is, cultural activities undertaken by the cultural operators in Washington DC, focusing on spreading the achievements of European art in the US. Finally, it will evaluate the activities undertaken within of cultural diplomacy conducted by the EU and its partners. The paper focuses on how policy/policies is/are performed, discursively negotiated and constructed in different political and cultural environment abroad. Effectiveness of various type of actions such as European Month of Culture, European Days, or European Houses, in propagating knowledge about European history of the nations, its culture. The paper investigates strong/weak points of the current state of affairs in implementing the external cultural relations between the EU in the USA, as well as the issue of implementation of the EU’s soft power in America. The paper aims to verify the following research hypothesis: The European Union interacts with the US audiences through culture. In line with the EU’s capacity and institutional limitations within the sphere of external relations, the EU’s cultural diplomacy in the USA is formal, hierarchical and proper, which in effect builds a stable but not deepened intercultural bond. Additionally, a research question was formulated: What kind of intercultural dialogue is being formally conducted between the European Union and the USA through the cultural actions of the EU Delegation?
Artykuł analizuje strategie polityczne stosowane w celu promowania kultury europejskiej w Ameryce. W ramach komparatystycznej metody badawczej porównane zostaną „teoretyczne” cele z „rzeczywistymi” działaniami, tj. działaniami kulturalnymi podejmowanymi przez operatorów kulturalnych w Waszyngtonie, koncentrującymi się na rozpowszechnianiu osiągnięć sztuki europejskiej w USA. Na koniec dokonana zostanie ocena działań podejmowanych w ramach dyplomacji kulturalnej (soft power), prowadzonej przez UE i jej partnerów. Artykuł koncentruje się na analizie metod kształtowania relacji zewnętrznych EU w stosunku do USA, na tym, w jaki sposób polityka/polityki są wykonywane, negocjowane i konstruowane w różnych środowiskach politycznych i kulturowych za granicą. Analizuje możliwe efekty różnego rodzaju działań promocyjnych UE w USA, takich jak: Europejski Miesiąc Kultury, Dni Europejskie czy Domy Europejskie i ich skuteczność w propagowaniu wiedzy o europejskiej historii narodów i ich kulturze. W artykule wykazano mocne i słabe strony obecnego stanu rzeczy w realizacji relacji zewnętrznych UE w Ameryce, podjęto także kwestię wdrażania miękkiej siły UE w USA.Celem artykułu jest weryfikacja następującej hipotezy badawczej: Unia Europejska wchodzi w interakcje z publicznością amerykańską poprzez kulturę. Zgodnie z możliwościami i ograniczeniami instytucjonalnymi UE w sferze stosunków zewnętrznych, dyplomacja kulturalna UE w USA ma charakter formalny, hierarchiczny i poprawny, co w efekcie buduje stabilną, ale nie pogłębioną więź międzykulturową. Artykuł koncentruje się na analizie metod kształtowania relacji zewnętrznych EU w stosunku do USA, na tym, w jaki sposób polityka/polityki są wykonywane, negocjowane i konstruowane w różnych środowiskach politycznych i kulturowych za granicą. The Thornische Nachrichten von gelehrten Sachen, published in Toruń in 1762–1766, was a learned review journal, the first periodical of this kind in Poland. As one of its editors' priorities was to keep track of current Polish writing, the magazine regularly published reviews of the most notable books of Polish Enlightenment (among its reviewers were Stanisław Konarski, Wacław Rzewuski, Franciszek Bohomolec, Józef Minasowicz).
„Thornische Nachrichten von gelehrten Sachen” wydawane w Toruniu w latach 1762–1766 stanowią pierwsze na terenie Rzeczypospolitej czasopismo stricte ‘recenzyjne’. Jednym z głównych postulatów programowych pisma był przekaz aktualnych informacji o piśmiennictwie polskim. Realizując ten postulat redakcja zrecenzowała szereg kluczowych wydawnictw polskiego oświecenia (m.in. teksty autorstwa S. Konarskiego, W. Rzewuskiego, F. Bohomolca, J.E. Minasowicza).

This descriptive article focuses on the cultural relations between Poland and North Korea in 1948–2020. In 1948–1980, bilateral relations were very close due to belonging to the same ideological movement, but economic matters dominated. Subsequent cultural relations became the main area of cooperation. The article focuses on two issues: The spread of North Korean culture in Poland and the place of Polish culture in North Korea. The article presents historical and cultural facts concerning cultural cooperation between the two countries.
Эта статья посвящена культурным отношениям между Польшей и Северной Кореей в 1948–2020 годах. В период с 1948 по 1980 двусторонние отношения были очень близкими из-за принадлежности к одному идеологическому движению, но преобладали экономические вопросы. Cледующие культурные связи стали основным направлением сотрудничества стран. В статье рассматриваются два вопроса: распространение северокорейской культуры в Польше и место польской культуры в Северной Корее. Цель статьи – представить исторические и культурные факты, касающиеся культурного сотрудничества между этими двумя странами.

Currently, when the world is no longer divided into two political-military blocks, local conflicts have ceased to be a surrogate training ground of rivalry between two superpowers. In most cases, they do not therefore constitute a direct threat to the world peace. Although, after the collapse of the Eastern bloc, local conflicts have lost their strategic dimension, we still have to deal with increasing number of new trends among the conflicts in the world. They cause political instability in various regions and bring substantial suffering to the people, and death, famine and epidemics. Their development brings new challenges, and thus the new visions of the future of the world around us.

After moving to Italy in 1856, Teofi l Lenartowicz, inspired by the great Italian art and supported by the best Florentine artists of the time Giovanni Dupré and Enrico Pazzi, began studying sculpture. Lenartowicz’s sculptures were always connected with literature: his work shows how one infl uenced the other. It is no accident that his style as a sculptor has been called ‘poetic’ by the critics. The Polish immigrant was fascinated by the Italian Renaissance, and especially by the art of Lorenzo Ghiberti. At the same time, he never forgot about Polish folklore, which played a signifi cant role in his artistic vision. One of the most impressive examples of this intersection of infl uences is the bas-relief The Holy Workers, complemented by a poem bearing the same name.

Within the context of the Belt and Road Initiative (BRI), which aims to connect China and Europe, the role and exercise of public diplomacy in China-Europe relations is becoming increasingly significant, in particular China's public diplomacy in Europe. China has had some success in exercising its public diplomacy in Europe, but the means of improving its relationship with Europe through public diplomacy strategy within the context of BRI have been discussed less. China has been investing heavily in its charm offensive, and it does have an increasingly positive influence on developing countries, especially in Africa and Latin America. However, its image in Europe is still predominantly negative. Due to the differences in cultural norms and values between China and Europe, it is not enough for China to use its traditional culture and history to create soft power; instead, it needs to unleash the talents of its civil society and make its attractiveness conform to domestic realities. This article aims to tackle problems with the exercise of China's public diplomacy in Europe and provide practical suggestions on how to enhance it in the future, particularly through the use of non-governmental organisations (NGOs). To this end, working within the theory of constructivism, it proposes that China and Europe must go beyond the emotional entanglements of history and culture, cultivate innovative thinking and initiate a new paradigm in China-Europe relations.(original abstract)

The process that started with a demonstration against the regime on 15 March 2011 spurred by desire to reform Dera/Syria quickly turned into a civil war. The resulting forced immigration presented Turkey with the challenge of one of history’s largest immigration movements. Turkey adopted open door policy towards Syrians and gave them temporary protection status. Thus the Syrians were considered to be guests of Turkey until they could return to their homeland. However, internal disturbances in Syria became increasingly complex and the Syrians’ stay turned into a long-term one. As the case of Şanlıurfa city demonstrates, there are significant cultural differences between the Syrian immigrants and the indigenous people, which include clothing, traditions, customs, attitudes and behaviours. They make integration of both peoples difficult and cause a serious cultural clash between the local people and the Syrians in the city. These emerging problems inspired this research, which aims to showcase the problems of socio-cultural integration of the Syrians through a case study of Şanlıurfa city and to examine the factors underlying these problems.
