The paper discusses the problems of criminological forecasting of crime. The analyses have been based on issues concerning theoretical foundations and assumptions of this process in Russia. Since it is a country with considerable socio-demographic, religious and cultural diversity, it must analyse, assess and monitor these territorial differences in crime and skilfully anticipate the changes taking place there. Russia is the country that already has experience in predicting the development of crime. Current Russian criminological literature has been used in the deliberations. The publication presents various definitions of criminological crime forecasting. Attention was drawn not only to the need to anticipate changes in criminal trends but also to the evolution of crime causes. The sources of information necessary to forecast this phenomenon have also been indicated. It has been emphasized that this is, in particular, knowledge about socio-economic and political transformations taking place in the country. The several stages and complexity of the forecasting process, as well as its result in the form of a crime forecast, have also been underlined. By presenting a number of forecasting objectives, its usefulness for the protection of the security of the state and its citizens have been emphasized. The basics of conducting research analyses in the form of three scientific methods (extrapolation, modelling, and application of criminological expertise) have been discussed, as well. The classifications of forecasting and the periods applied in practice have been presented. The above issues have been discussed on the basis of theoretical assumptions adopted by Russian criminologists. Attention has been focused on the most important issues for preventing and combatting crime. The considerations have confirmed the need to anticipate the development of crime.

Justice authorities are one of the main pillars on which rests the basis of the functioning of most other institutions within a state. As is known the justice authorities, but that within their authority to have the preservation of public peace and order, have and fighting and preventing crime in general. Institutions that have special role in the fight against crime are numerous, but we have dealt only some of the key institutions involved in combating and preventing criminal phenomena in general and in particular in Kosovo. Ranging from the role of police in preventing and fighting crime as a phenomenon of harmful and dangerous to society then continued with the role and importance of the state attorney in fighting and preventing crime in Kosovo, to continue in the role and importance of courts in the prevention of crime. Also, is treated the protection of human rights in general within the legal system in Kosovo, addressing the issue of respect for human rights and the possible limits of institutions that have officials in respect to human rights in general.

Universities are often considered to be safe sanctuaries. However, many higher education institutions have increasingly been confronted with crime and unrest. Violence and other crimes on campuses are currently an international concern. This paper reports on a study that investigated student’s perceptions of safety on two campuses namely Lahti University of Applied Sciences in Finland and the North-West University in Potchefstroom, South Africa. Theories from Environmental Psychology and Urban Planning are combined in this study in order to incorporate aspects of the individual, social setting and spatial environment. Increasing people’s safety help to optimise their experience of their environment and can in turn create an enabling context for people to flourish and improve their quality of life. The research followed a qualitative research approach. In this study, 21 participants from a Finnish university and 16 participants from a South African university were selected through purposive sampling. Data were generated through semi-structured interviews supported by visual data of the spatial environment. All data were transcribed verbatim and analysed through qualitative content analysis. The literature and findings of the research both support that the spatial and social environment influences safety. It is therefore recommended that safe campus environments require a multi-disciplinary and integrated approach to proactively develop a Comprehensive Safe Environment Plan (CSEP). From a planning perspective, students’ perceptions of campus environments’ safety may include the creation of compact dedicated campus areas, land uses, building placing and orientation, territoriality, landscaping, visibility, control over fear-inducing activities, maintenance, security measures and pedestrian orientated areas.

One of the most discussed types of crime in Western countries is the use and sale of illegal drugs, especially hard drugs. The debate has become more heated over the few last years in the context of controversies over migration from the south to the north and an intensification of drug dealing. On the one hand, we find an increasing acceptance of soft drugs, while on the other hand, conservative groups argue for harsher punishment to reduce the problem. This chapter discusses the developments in the USA, Germany, and Portugal and raises doubts about the effectiveness of more and harsher punishment on crime prevention.   Używanie oraz sprzedaż narkotyków, szczególnie narkotyków twardych, jest jednym z najszerzej omawianych rodzajów przestępczości w krajach zachodnich, który jednocześnie budzi najwięcej kontrowersji. Debata wokół tej kwestii zyskała na znaczeniu w ostatnich latach w związku z nasileniem krytyki migracji z krajów globalnego Południa do krajów globalnej Północy i wzrostem zjawiska handlu narkotykami. Z jednej strony widać rosnącą akceptację używania narkotyków miękkich, z drugiej jednak grupy konserwatystów rozwiązanie problemu używania i sprzedaży narkotyków widzą w zaostrzeniu sankcji karnych. Niniejszy tekst omawia te zjawiska na przykładzie Stanów Zjednoczonych, Niemiec oraz Portugalii, podając w wątpliwość prewencyjne skutki zaostrzenia kar.

The police is an institution serving the society, its task being to enforce the law and take all actions aimed at eliminating its violations. As a uniformed and armed force, it plays an important role in the state security system, including prosecution of individuals who do not comply with applicable legal norms. The police offi cer’s profession enjoys particular respect, but to ensure the correctness of the service performed, only those who meet the requirements specifi ed for this profession can join the ranks of the police. The article presents topics related to the recruitment process, and the role of internal control as elements of crime prevention in the Polish police. A special role has been assigned to recruitment, which is responsible for verifying the admitted people – their character traits, moral attitudes, emotional stability, as well as health and physical fi tness. In turn, the task of control is, on the one hand, to ensure the correctness of service, and on the other hand, to reveal any irregularities and to strive to remove them. The internal control in the police is the responsibility of the Control Bureau at the National Police HQ under the direct supervision of the National Police Chief, Provincial HQ Control Departments under the supervision of the Provincial Police Chiefs, and inspections by designated persons under the supervision of the City Police Chiefs. In addition, new technologies have been introduced in the police for more effective control, including determining the location of offi cers (using the GPS system) and recording interventions (by body-worn cameras). The said technology also has a preventive function against breaking the law. The measure of control affects the number of all crimes revealed in the police environment. The analysis of revealed irregularities has shown that more than 50% of them are corruption-related offences, and therefore this aspect has been widely discussed in the article.

The aim of this paper is to introduce the issue and illustrate it in relation to selected cases. It offers both an evaluative and descriptive stance.

Obviously harassment problems are circulated throughout the world. According to Sustainable development goals, ending all discrimination against women and girls is not only a basic human right, it’s crucial for sustainable future. Organizations should talk about past experiences of harassment. The best way to deal with sexual crime is reduce fear of talking about it. Management should demonstrate the importance of this issue, and the victim should not fear being fired or demoted. This issue concerns violence by men against women, women against men, as well as violence against women by women, and men against men. Violence is often driven by a desire for power. This is not only about sexual abuse, but also psychological abuse. All this undoubtedly affects the quality of a person’s work and life. Also government should focus their attention on implement international standards in this sphere. In particular some aspect of these standards had already been adopted in legislation by the government of Ukraine. For sure this is a crucial instrument to prevent sexual crime. However, as reality shows, this does deter neither people nor corporations from infringements. The issue of harassment was especially acute in connection with the aggression of the Russian Federation against Ukraine (from 24 February, 2022). The Rome Statute of the International Criminal Court, in force since July 2002, includes rape, sexual slavery, enforced prostitution, forced pregnancy, enforced sterilization, or “any other form of sexual violence of comparable gravity” as a crime against humanity when it is committed in a widespread or systematic way. Women have become particularly vulnerable as men are taken to the front and left alone with the children. They are often subjected to violence by the occupiers. They are vulnerable during traveling abroad as well. Criminals take advantage of this situation and use women for trafficking and sexual exploitation.

The article presents a retrospective study of organised crime in the context of preventing and combatting the crime. The fi rst part of this article indicates the genesis of the research conducted by various academic centres, with particular emphasis on the initiatives undertaken in the 1980s by the Department of Criminal Law and Criminology at the Nicolaus Copernicus University in Toruń. In the years to follow, a leading role in this fi eld was played by the structures representing criminological sciences at the Faculty of Law in Białystok, within the Białystok School of Criminology. In the second part of the article, the author discusses the research initiatives undertaken by the Police Academy in Szczytno as regards an institutional approach to combatting organised crime. Indicated have been the most important research projects implemented by the academics of the Police Academy in Szczytno in cooperation with partners representing other academic centres and the Foundation for Organised Crime Prevention. The third part of the article deals with trends and opportunities to increase the effectiveness of preventing and fi ghting organised crime on the basis of the research conducted by the Białystok School of Criminology. In particular, the conclusions resulting from a pioneering research project carried out by Dr. Zbigniew Rau have been highlighted, which initiated coordinated research on security in Poland. To conclude, the author emphasises that the creation of a coherent and comprehensive system for preventing and combatting organised crime, based on a scientifi c analysis of this phenomenon, should be the main objective of the state authorities. Comprehensive solutions should include both material, legal, procedural and executive regulations. The role of scientifi c and academic centres is to search for and analyse the problems that accompany organised crime and the system of its prevention and control. Those may be legal, criminological, forensic, but also ethical in nature, e.g. protection of privacy, confl icts of legal goods - freedom and security, the constitutional principle of proportionality or opportunism in criminal procedings. Available technologies should therefore be analysed and assessed for their implementation, but it is the role of the authorities to introduce them and assess their suitability for the current needs of the services concerned. This should be done both in theoretical (including dogmatic) and practical terms.
