Transport is one of the most important sectors of the national economy, which completes the manufacturing sector, is essential to the development of trade, and also has an impact on the population social development, i.e. the development of tourism and reduction of unemployment. Additionally, it enhances regional development and provides access to various services. On the other hand, transport creates significant external costs, which are wholly or partly covered by the public[1]. The highest costs are generated by road transport, much lower by inland shipping, railway and sea transport.1 Although there is a common consensus concerning the overall objectives: dealing with “fair and efficient pricing”, a transport system contributing to “a smart, sustainable and inclusive economy”, their practical realization encounters many problems and is far from straightforward.[3] There are some publications relating to the valuation of external costs of inland shipping [4,5] but none of them analyzes specific aspects of inland waterway transport in Poland. This paper deals with the problem of assessing the benefits of the waterway infrastructure development in Poland and the proposed method of assessing the external costs of road and inland waterway transport, as an essential element in the assessment of the social benefits of each infrastructure investment.

The problem presented in this paper concerns the impact of e-commerce on transport costs, including external transport costs, compared with traditional shopping. E-commerce is a phenomenon of the modern economy that can significantly impact both the efficiency of the distribution of goods and on external transport costs. Although such a distribution system can increase the costs of freight transport to final consumers, it can also reduce traffic in cities and thus total external transport costs. In order to asses this impact, the author developed a simulation model and used it to conduct analyses. The analyses were based on available statistical data, data from the literature, and from the transportation market in Poland.

Improving of road infrastructure results in raised transport efficiency and reduced number and fatality of road accidents; it also has a favourable impact on the course of logistic operations. The current relations between the road category in the general meaning and the fatality of road transport accidents, which significantly affect the so-called external costs of transport, have been analysed in this paper. These costs predominantly depend on the risk of an accident with casualties and on the unit cost of a road accident. Indicators have been defined that may facilitate quantitative describing of the fatality of accidents and the share of accidents in the external costs of transport. Numerical values have been determined that describe the current accident hazards on Polish roads of specific categories. The trend lines of the changes in safety indicators facilitate the forecasting inference, which is indispensable for planning the development of road transport and for moulding the external costs of transport. Particular attention has been given to results of the application of the theory of risk to the defining of the relation between the road category and the fatality of accidents. The calculated risk indicator values show quite stable trend lines, which may facilitate the use of such values for the evaluation of the fatality of accidents on roads of various categories.

Transport is a considerable source of pollution in cities. The social impacts of transport activities result from emissions of pollutants, greenhouse gases, and noise, as well as traffic accidents. Not every urban investment that reduces such ‘external’ effects of transport will be found acceptable by the public. In order to assess and communicate the social impacts of investments, it is necessary to calculate external costs appropriately. This article discusses issues with estimating the social costs and benefits of transport-related investments in cities. The article also provides a classification of social benefits from urban transport investments and proposes a general methodology for estimating such benefits. Due to the versatility of urban investments, there can be no single, universal method. The article proposes methods for analysing social costs and benefits on the basis of two sample urban investments.

The article is a result of research work carried out under the project EMITRANSYS for shaping ecological transport system. The paper presents selected aspects of multi-variant distribution of traffic into transport network for defined scenarios of transport system development. Distribution of traffic on the network is made due to the global criterion function. Partial criteria for distribution of traffic are: external costs, marginal costs and average costs of the transport services expressed in monetary units and in emission units. An important aspect of the development of transport network is to include the external costs of transport activity to economical counting. The harmful components of exhaust gases, external costs for each mode of transport, list of selected external costs for each mode of transport [eurocents/vehicle-km], structure of communication between Warsaw - Gdansk, characteristics of connections in the communication network between Warsaw and Gdansk, distribution of passengers stream in relation Warsaw – Gdansk, the distribution of the passengers stream in relation Warsaw – Gdansk for the second scenario according to criterion of average and marginal costs are presented in the paper.

Aim of publication is to introduce reader with general need and current situation of development of air traffic management systems and evaluation of actual operating network of aviation electronic support systems. The theme of the contribution is actual because there is currently an increase in the volume of the air traffic, which places increased demands on the safety level of air transport. Attempting to find new answers related to insufficient navigation systems has led aviation authorities to develop progressive systems based on cooperation with satellite navigation systems. Solution for capacity limited airports is development of system GBAS – Ground Based Augmentation System. The main purpose of publication is to present drafts of possible rationalization of navigation infrastructure of M.R. Stefanik airport. The effort to use the maximum potential of airspace consisted in the search for new concepts and trends in air traffic management based on the development of the technical pillar and new ways of managing the entire ATM system.

The paper is a result of a research work concerning the development of an environmentally friendly transport system - Project EMITRANSYS. The publication contains the issues of shaping the transport system, where important factor due to the aspect of sustainable development is including the external costs in transport activity. The passage through the Panama Canal has become the usual waterway for all the ships that can navigate through the Canal. The traffic through the canal is limited by the size of a ship. The need for the expansion of the Canal has emerged due to the development of the global trade and the shipping industry. The new dimensions of the lock-chambers determine the size of the ships as well. The new generation of ships built to the largest specifications possible to transit the current locks of the canal are called the Post-Panamax vessels. The maximum dimensions of these ships are 366 meters in length, 49 meters in beam and 15.2 metres in draught. The paper analyses savings in the operational costs on three types of the Post-Panamax vessels after the Canal expansion.

The sector of transport, on the one hand, contributes to the socio-economic development; on the other hand, it is the source of multiple external effects with a significant and adverse impact on the society and economy. In spite of many years' experiences in the study of external costs of transport, there are still large discrepancies in research approaches and methods. This article reviewed available studies in the scope of the estimation of external costs in transport and presented own estimations of the level of costs of climate change and air pollution generated by road freight transport in Poland. The estimation of external costs was conducted based on a method developed by Martinio et al. The obtained results of the study confirm the significant adverse effect of road freight transport on the environment. The results may be useful in the selection of appropriate transport policy instruments.

The aim of this study is to present the organization of the wholesale fruit and vegetable market while taking into consideration the agrifood market in Cracow-Rybitwy. Selected aspects which are presented are necessary for trading and analysing the process of delivery as well as sales of fruits and vegetables by the manufacturers: 30 suppliers of fruits and 30 suppliers of vegetables were selected for detailed analysis. The following aspects were presented: costs resulting from the possibility of using the market, a distance needed to transport products, an amount of harvest sold on the market covered by research studies, the cost of sales and their structure. A general analysis of transport used for the transportation of fruits and vegetables was conducted. The frequency of arrivals and time spent at the market during individual months was also calculated. The analysis was made separately for the sale of fruits and vegetables. It was found that the organization of the garden crops market leaves much to be desired. The proof of this is the frequency of arrivals, the length of time spent at the market by manufacturers, the efficiency and cost of sale.

The use of modern vehicles may contribute to limiting the adverse impact of urban transport on the environment. Evaluation of the options for choosing new means of transport in terms of economic and ecological benefits allows for the identification of the most advantageous variants. The solution is to consider replacing a bus compliant with a Euro III norm (base variant) with a one compliant with Euro VI (option 1) or with an electric counterpart (option 2). The evaluation of the solutions was based on the calculated parameters: a monetary value reflecting the energy cost of the analyzed buses and the ecological effect of the reduced emissions from the Euro VI bus or the electric bus compared with the Euro III vehicle. The ecological effect resulting from the use of the electric bus was determined taking into account the emissions from fossil fuels (coal, natural gas) and biomass. The method of cost analysis was used to evaluate the solution of replacing older buses with new ones (with different types of propulsion). It is based on calculating the unit cost of achieving the ecological effect of the solution.

Background: Access to information is the key element in the successful and efficient organization of transport & logistic processes. The importance of real-time access to information is confirmed by a panel workshop carried out with support of design thinking methodology. There are two ways of gaining access to the right information - manual, where human agency is needed and fully automatic, where new M2M technology is implemented. Implementation of such technology improves seamless communication during transport execution and allows real-time access to needed information. The aim of the paper is to evaluate the influence of the effectiveness of using M2M technology and traditional way of communication as well as data gathering in order to ensure seamless communication in the supply chain. Methods: Survey, design thinking, desk research and real case study results were used in the paper. Results and conclusions: Seamless communication and implementation of M2M technology within the whole supply (including modes of transport and transport units) chain is a backbone of the lean and reliable digital supply chain.
Wstęp: Dostęp do informacji jest kluczowym elementem skutecznej i efektywnej organizacji transportu i procesów logistycznych. Znaczenie dostępu do informacji w czasie rzeczywistym potwierdzają przeprowadzone badania panelowe. Do realizacji badań wykorzystano metodę design thinking. W dalszej części pracy omówione zostały dwa sposoby pozyskiwania niezbędnych informacji w trakcie przewozu - manualny, gdy zachodzi konieczność pracy ludzkiej oraz w pełni zautomatyzowany, przy zastosowaniu technologii M2M. Wdrożenie technologii M2M poprawia bezproblemową komunikację podczas realizacji przewozu i umożliwia dostęp w czasie rzeczywistym do potrzebnych informacji. Celem pracy było ustalenie wpływu wykorzystania wybranych technologii M2M oraz tradycyjnego sposobu komunikacji na zapewnienie niezawodnej komunikacji w łańcuchu dostaw. Metody: W pracy wykorzystano badania panelowe, metodę design-thinking, przegląd literatury jak i rezultaty z praktycznego wdrożenia systemu TMS w firmie Speedberg. Wyniki i wnioski: Bezproblemowa wymiana informacji w czasie rzeczywistym w ramach globalnych łańcuchów dostaw (włączając w to komunikację ze środkami transportu oraz jednostkami ładunkowymi) jest podstawą realizacji wiarygodnych i wydajnych procesów w ramach cyfrowych łańcuchów dostaw.

Opis:
Time is a necessary factor in processes of transportation. The economic value of travel time is the opportunity cost of the time spent on journey, so the reduction of travel time becomes the main goal of transport network users. Travel time losses in passenger transport are frequently observed in crowded cities, which are facing different types of traffic congestion. The article shows the analysis of the complicated causes of travel time loss, the need of implementing some simplifications during the estimation of the travel time value. Moreover the paper presents the most important results of the newest research on the discussed problem in Polish cities.
Czynnik czasu jest zasobem niezbędnym przy realizacji procesu transportowego. Ekonomiczna wartość czasu w transporcie jest kosztem utraconych korzyści przez pasażera, stąd redukcja czasu transportu staje się jednym z głównych celów użytkowników jego. Straty czasu w transporcie pasażerskim są najbardziej odczuwalne w zatłoczonych miastach, w których występują różne rodzaje kongestii transportowej. W artykule została przedstawiona analiza skomplikowanych przyczyn strat czasu, uwypuklono również kwestię konieczności stosowania uproszczeń podczas prób szacowania wartości straconego czasu oraz syntetycznie opisano najważniejsze wyniki najnowszych badań obejmujących omawiany problem w transporcie w polskich miastach.

The article presents the considerations concerning the impact of legal regulations in the form of sectoral exemptions on the dynamics of the price differentiation of original spare parts for motor vehicles in Poland. In order to present the economic dimension of the research problem, the case study was used – a numerical experiment consisting of the change analysis of prices of the strictly selected spare parts from the rime of introducing the mentioned legal regulations, until 2017. The intention of the article is to draw attention to the essence of the research issue by demonstrating that the introduction of EU sectoral exemptions, in spite of the improved market competitiveness in the form of the increased availability to other categories of parts, in most cases did not lead to a significant price reduction of new original components on the Polish market of spare parts.
W artykule zaprezentowano rozważania dotyczące wpływu regulacji prawnych w postaci wyłączeń sektorowych na dynamikę zróżnicowania cen oryginalnych części zamiennych do pojazdów silnikowych w Polsce. W celu zaprezentowania wymiaru ekonomicznego podjętej problematyki badawczej posłużono się studium przypadku – eksperymentem numerycznym, polegającym na analizie zmian cen ściśle wyselekcjonowanych części zamiennych od momentu prowadzenia wspomnianych regulacji prawnych aż do 2017 roku. Zamierzeniem artykułu jest zwrócenie uwagi na istotę podjętej problematyki badawczej poprzez wykazanie, że wprowadzenie regulacji unijnych w postaci wyłączeń sektorowych, pomimo poprawy konkurencyjności rynkowej w postaci wzrostu dostępności do innych kategorii części zamiennych w większości przypadków, nie doprowadziło do znacznej obniżki cen nowych oryginalnych komponentów na rynku części zamiennych w Polsce.
