Objectives: The purpose of the article was to present Russia's activities in terms of the production of biological and chemical weapons, and her research into the effects of its use. In the light of the goal defined in this way, the research problem was formulated, which is presented in the form of a question: is it likely that Russia will use biological or chemical weapons in its war with Ukraine? Methods: Test methods used in the research process mainly included an in-depth analysis of source materials - legal acts, compacts and scientific articles concerning the operation of plants producing weapons of mass destruction in Russia. Results: Findings confirmed the adopted hypothesis, that Russia has both biological and chemical weapons, and the capabilities to use them. From the day of the armed attack on Ukraine, Russia has been committing various provocations, aimed at justifying the possible use of this deadly weapon. To verify the hypothesis put forward earlier, an in-depth analysis of Russia's previous activities focused on the production and research of weapons of mass destruction and the observation of the course of the ongoing war was required. Conclusions: The conclusions of the conducted research indicate on the likelihood of Russia using biological or chemical weapons in the ongoing military conflict with Ukraine, resulting from the dynamics of the war, the deteriorating economic situation in Russia and the imposition of increasingly stringent sanctions against it.

The author has analyzed the European Union’s policy towards Ukraine and put forward a thesis that, in view of Russia’s opposition and the lack of progress in internal reforms, Ukraine has no immediate prospects of EU membership. Although Ukraine has been granted political and financial support in the aftermath of the Russian aggression (annexation of Crimea and war in Donbas), the extent of bilateral cooperation is limited to the signing of an Association Agreement and the abolition of the visa requirement for Ukrainian citizens. Economic sanctions against Russia symbolize the unity of EU member states, but remain the only instrument that can stop the neo-imperial intentions of the Russian Federation. This study employs the methods of systemic, institutional and legal analysis and the decision method.

The article explored the potential of radio broadcasting in a coverage of the military conflict in Ukraine. It is determined that the most specific for Ukrainian broadcast is an entertaining, social and psychological, arts and cultural, patriotic (ideological and agitational), historical, information and analytics projects, demonstrating that the potentiality of radio broadcasting make such radio programmes closer to the broadcast listener not only at home, but and in the trenches or in the adaptation after the combat area service. The author notes the lack of attention of radio companies to the topics of anti-terrorist operation (ATO), and focuses on the potential of radio broadcasting for the social adaptation of service members and people affected by military conflict in eastern Ukraine and Crimea in the postwar period.

After the re-unification of Germany, the governments of the Republic were pushing for the policy of strategic partnership with Russia, especially in the area of economy. It was only A. Merkel’s government who started paying more attention to the violation of human rights in Russia and to paralysing the opposition. The Russian aggression against Ukraine shook the foundations of the German-Russian cooperation. From the middle of 2014, Germany carried out a two-track policy of sanctions to the Russian Federation and looking for a dialogue on international issues with Moscow. Currently, Germany is trying to ‘Europeanisate’ more its policy towards Russia. Germany and the EU still need Russia as a strategic partner in settling the problems of the Middle East and fighting against international terrorism.
Po zjednoczeniu Niemiec, rządy Republiki Federalnej forsowały politykę strategicznego partnerstwa z Rosją, szczególnie w obszarze gospodarki. Dopiero rząd A. Merkel w większym stopniu zaczął zwracać uwagę na łamanie praw człowieka w Rosji i sparaliżowanie opozycji. Agresja Rosji na Ukrainę zachwiała podstawami współpracy niemiecko-rosyjskiej. Od połowy 2014 r. Niemcy prowadziły politykę dwutorowości: sankcji wobec FR i szukania dialogu z Moskwą w kwestiach międzynarodowych. Niemcy obecnie w większym stopniu próbują „europeizować” swoją politykę wobec Federacji Rosyjskiej. Niemcom i UE Rosja jest nadal potrzebna jako strategiczny partner w rozwiązywaniu problemów Bliskiego Wschodu i walki z międzynarodowym terroryzmem.

The paper looks at Germany’s position towards Russia in the face of major international security problems after the end of the Cold War: the 1999 NATO enlargement, the conflict over Kosovo, the 2003 Persian Gulf War, the conflict between Russia and Georgia, and the conflict in Ukraine. All these issues had a significant impact on the international security environment, and they aroused great emotions, highlighting several differences in the positions taken by individual actors in international relations. In the paper, an attempt has also been made to pinpoint the importance of the Russian Federation in Germany’s foreign policy.
Celem artykułu jest przedstawienie stanowiska Niemiec wobec Rosji w obliczu kluczowych kwestii związanych z bezpieczeństwem międzynarodowym, które pojawiły się po zakończeniu zimnej wojny – w szczególności w obliczu poszerzenia NATO w 1999 r., konfliktu w Kosowie, wojny w Zatoce Perskiej w 2003 r., konfliktu między Rosją i Gruzją, a także konfliktu na Ukrainie. Wszystkie te kwestie miały znaczący wpływ na środowisko bezpieczeństwa międzynarodowego i wywoływały ogromne emocje, uwidaczniając przy tym liczne różnice w zakresie stanowisk poszczególnych aktorów sceny stosunków międzynarodowych. W tym kontekście autor próbuje również scharakteryzować znaczenie Federacji Rosyjskiej dla niemieckiej polityki zagranicznej.

Research background: Sustainable development is the agenda for many countries including Ukraine, which adopted it at the national level and promoted through its regions. As the country is constantly struggling with the results of the military conflict and the impact of the occupation of its part by separatists, which led to economic decrease and emergence of numerous social and environmental issues, the transition of Ukraine to sustainable development path becomes especially important. At the same time, there is no official methodology adopted by the Ukrainian government, how to assess sustainable development of its regions. Availability of objective assessments would contribute to development of the relevant policy recommendations. Purpose of the article: The purpose of the article is to assess sustainable development of the regions in Ukraine and to show the dynamics of performance of the regions before and after the beginning of the military conflict in the East of Ukraine. Methods: We suggest the methodology of calculation of the integral index of sustainable development of the regions in Ukraine. This methodology takes into account the three pillars of sustainable development concept (economic, social and environmental) and uses the data available for all Ukrainian regions from the official statistics source. In order to determine the position of individual regions in the development of the Ukrainian economy and to identify certain groups of regions according to their level of sustainable development, we apply the method of statistical grouping. Findings & Value added: The conducted analyses showed the dynamics of indicators of sustainable development of the Ukrainian regions, the performance of the regions and their affiliation to the corresponding attributive groups. The situation and interrelation of the regions in Ukraine totally changed after the beginning of the military conflict in the East of Ukraine. The Luhansk and Donetsk regions, which are directly affected by the military conflict, became the outsiders among other regions in Ukraine, though before the conflict the values of sustainable development indicators had been above the average values in Ukraine. The leaders among the regions also changed, and the difference between the leaders and the following groups became significant. The results of the analyses allowed to visualize the dynamics of sustainable development of the regions in Ukraine and define the key directions for future development.

This paper examines the global trends that will be reflected in global politics. Systematization of a large number of sources of major research centers allowed forming a hierarchy of challenges and threats able to influence global and regional policy. Special attention is given to Ukraine, events which significantly influence the Eurasian and global political space. The article gives an insight of the political processes in Ukraine, its problems and achievements. Understanding the situation in Ukraine in the light of global trends allows us to realize the impact on geopolitical balance of power in the world. Events in Ukraine, as in Syria, became the catalyst for change that led to reformatting of political and regional map of the world. Significant pressure from new social, political, economic, military, informational and humanitarian threats and challenges was put upon security and bureaucratic structures of the European Union, NATO, UN and others. The obvious is that the global security system based on the principles of collective responsibility of the twentieth century is affected by a considerable transformation. This, in turn, has put on the agenda the issue of the capacity of modern political and business elites and the management establishment responds adequately to new manifestations of systemic crises and threats. The efficiency of the management of public authority institutions in internal and external policy is not only to improve the analytical tools to identify key social issues, but also the ability to form the institutional and civil mechanisms of preventive counteract against the disintegration of the political and economic environment of the state. But traditionally forecasts are significantly correlated with the realities of life and professional and volitional qualities of consumers of intellectual products in the field of management. Currently, a large number of analytical studies, prognostic versions of the future, futurological predictions from authoritative think-tanks perform not just their main prognostic function - an objective reflection of patterns of global and regional processes, but in most cases a multi-purpose product of political influence. Political analytics in public policy is a tool of public opinion formation (an artificial change of public attitudes, priorities, perceptions, expectations etc.) and implementation of some projections of the future or for world politics the most likely and expected models of situations development in high-risk areas. Analytical forecasts are often (have become) not only a means of pseudo scientific impact on society, with wide manipulative tools, using misinformation, “gray” technologies of the hidden influence on the individual and groups of individuals, hybrid types of information influence etc., but also behavioral models of national policy key actors. This is primarily due to political preconception and relations with different centers of force, wellknown expert-analytical agencies. Accordingly, analytical findings of many of them are entirely synthetic and designed in order to model, correlate and correct agenda and project the necessary previously ordered future efficiently. In early 2016 the global analytical and expert community, the leading "think tanks" began to provide us with own predictive versions of events development in the world both at global and regional levels. In many ways, the most influential models of the future differ from each other, and therefore need to build a more coherent and systematic view of the likely scenarios for the future. In addition, it is significant to emphasize that the complexity of forecasting and analytical activity caused by the intensity, dynamic processes and increase of the number of input data exponentially in the current development of the world. The justification of this is a methodological weakness of well-known world think-tanks in the matters of development of even shortterm forecasts on Syria, Ukraine migration processes, European Union, Mediterranean etc. This led to a serious debate in analytic community in the US and Western Europe on the revision of established strategies of information-analytical and expert activities. In particular, the results of the scenarios made by the most "think tanks" in the past year, according to our estimate, have come true with the coincidence of 40 per cent. Especially they reveal not always accurate forecasts regarding the situation deployment around the resolution of the conflict in Ukraine under the so-called "Minsk format", the resolution of the conflict in Syria under the so-called "Geneva format", critical and final phase of destabilization and destruction of the Russian Federation, significant decline in economic development and social explosions in the People's Republic of China, the stabilization of situation in the "Arab spring" zone, efficacy of international mechanisms and institutions in addressing global challenges (especially in the matters of war and peace) etc.

The article analyses contents of speeches of parliament members in Sejm of the Republic of Poland during the parliamentary discussion of February 5th, 2015 over the information for Sejm and Senat of the Republic of Poland on Poland’s participation in the works of the EU between July and December 2014. The purpose of the analysis of the parliamentary discourse was to indicate differences and similarities in opinions of the representatives of major political powers in Poland within the scope of assessment of the foreign policy of the European Union. The analysis shows mainly lack of coherence in the foreign policy of the EU and existence of clear, firm division at the level of assessment of role/ meaning of Poland in the given area of activity.
Artykuł stanowi analizę treści wystąpień posłów w Sejmie RP podczas sejmowej dyskusji z 5 lutego 2015 r. nad informacją dla Sejmu i Senatu Rzeczypospolitej Polskiej o udziale Rzeczypospolitej w pracach UE w okresie lipiec–grudzień 2014 r. Celem analizy dyskursu parlamentarnego było wskazanie na podobieństwa i różnice postaw przedstawicieli głównych sił politycznych w Polsce w zakresie ocen polityki zagranicznej Unii Europejskiej. Autor ukazuje przede wszystkim brak spójności w polityce zagranicznej UE oraz istnienie wyraźnego, trwałego podziału na poziomie ocen roli/znaczenia Polski we wskazanym obszarze aktywności.

The crisis in Ukraine is one of the greatest challenges for international community, especially for Euro-Atlantic area ((EAA) USA and the EU).The political tension, caused by the annexation of the part of Ukraine, the Crimea, has inclined the experts to talk about the beginning of the new Cold War between Russia and the West. Evidently this crisis has an international character, complexity, and different levels. At least, there are “the West vs Russia”, “Ukraine vs Russia”, and “Ukraine vs Ukraine” levels. Naturally complexity determined different propositions of the conflict solution among scientists and decision makers. The article explores the conflict using the international relation theories as hallmarks of approaches to the crisis and SWOT-analysis and comparative method as tools of analysis. The liberal, realist, and constructivist approaches to the crisis are distinguished. Every approach has special propositions for the solution of the crisis. These propositions based on the set of beliefs which are involved by the approach. The liberal way of resolving foresees economical assistant to Ukraine, cooperation with Russia and Ukrainian neutrality. The realist approach admits Russian right to renew spheres of influence and sees Ukraine as a buffer state in a future. The constructivists approach to the crisis considers EU membership of Ukraine as a recipe of the solution.

Polish-German relations in the first half of 2014 were dominated by the Ukraine crisis. This study is an attempt to answer the question of how Polish and German press assessed the cooperation of both countries in resolving the conflict in Ukraine; to what extent the most widely read magazines associated themselves with the decisions of their politicians and the feelings of their own societies and how much understanding they showed for the arguments of their EU partner. The analysis focuses on the unprecedented mission of the Weimar Triangle foreign ministers to Ukraine in February 2014, which led to an agreement between the Ukrainian opposition and President Viktor Yanukovych. A turning point was the visit paid by Radoslaw Sikorski and Frank-Walter Steinmeier to St. Petersburg in June 2014. The next meetings agreed on by EU partners were held without inviting the Polish partner. In view of the speed of events in the selected time interval, the articles subjected to analysis were taken from the most widely read online editions of national daily newspapers in Poland and Germany.

Opis:
The article is devoted to the impact of security issues related to the global conflict, located in Ukraine, on the world trade transformations. The objective of the paper is twofold: first, to analyze the impact of the conflict on energy and food security in the context of changes in the world commodity prices and global modifications in the energy supply chains; second, to reveal the trade flows transformation in the world economy system and to substantiate the need to modernize the international institutions. The methodological basis of the research is the system approach: the methods of economic and statistical analysis combined with graphical method are used to determine the world commodity prices dynamics, as well as world commodity prices indices; the historical-logical method along with the analysis of economic phenomena and processes are used to assess the prerequisites for changes in world trade development and to reveal the need to revise the Washington Consensus, to transform the WTO. The conflict in Ukraine put pressure on security issues on a global scale, starting with food and energy security which resulted in trade flows transformations contributing to dividing the world into blocs. The confrontation forced the WTO to worsen forecasts regarding the development of the global trade; however, the trade trends demonstrated the adaptability of the world to the new transition realities. In October 2022 the WTO improved its forecast for 2022, but the risks of the war continuation resulted in significant deterioration of the forecast for 2023. The state of affairs leads to growing expectations regarding the reformatting of world trade in the short term while the ongoing war conditions the revision of current approaches to the formation of the world order and further emphasizes the need to transform the world’s leading economic institutions, primarily the World Trade Organization.
Artykuł poświęcony jest wpływowi kwestii bezpieczeństwa związanych z globalnym konfliktem na Ukrainie na przemiany w handlu światowym. Cel pracy jest dwukierunkowy: po pierwsze, zanalizowanie wpływu konfliktu na bezpieczeństwo energetyczne i żywnościowe w kontekście zmian w światowych cenach surowców i globalnych modyfikacji łańcuchów dostaw energii; po drugie, ujawnienie przekształceń przepływów handlowych w systemie gospodarki światowej i uzasadnienie konieczności modernizacji międzynarodowych instytucji. Podstawą metodologiczną badania jest podejście systemowe: metody analizy ekonomicznej i statystycznej w połączeniu z metodą graficzną są używane do określenia dynamiki światowych cen surowców, a także indeksów cen surowców na świecie; metoda historyczno-logiczna wraz z analizą zjawisk i procesów gospodarczych są używane do oceny przesłanek zmian w rozwoju handlu światowego i ujawnienia konieczności rewizji Konsensusu Waszyngtońskiego oraz transformacji WTO. Konflikt na Ukrainie wywołał presję na kwestie bezpieczeństwa na skalę globalną, rozpoczynając od bezpieczeństwa żywnościowego i energetycznego, co skutkowało przekształceniem przepływów handlowych, przyczyniając się do podziału świata na bloki. Konfrontacja zmusiła WTO do pogorszenia prognoz dotyczących rozwoju handlu globalnego; jednakże tendencje handlowe wykazały elastyczność świata wobec nowych rzeczywistości przejściowych. W październiku 2022 r. WTO poprawiło swoją prognozę na rok 2022, ale ryzyko kontynuacji wojny doprowadziło do znacznego pogorszenia prognozy na rok 2023. Obecna sytuacja prowadzi do rosnących oczekiwań co do restrukturyzacji handlu światowego w krótkim okresie, podczas gdy trwająca wojna warunkuje rewizję obecnych podejść do kształtowania porządku światowego i dodatkowo podkreśla konieczność transformacji światowych głównych instytucji gospodarczych, przede wszystkim Światowej Organizacji Handlu.
