A particular example that illustrates the application of telematics is modern transport. The transport telematics covers the systems, which allow, due to the transmission of data and their analysis, to influence the behaviour of the traffic participants or the operation of the technical elements in the vehicles, relatively during the travel. The development of the field of intelligent transport (ITS) aims at increase in safety and comfort of travel. The protection against the results of accidents can be aided by the development of technology in a discipline of automotive telematics. The purpose of this work is to introduce the technological novelties regarding the transport safety that are present on the market or about to be introduced.

That is why came an idea to make mathematical model, including operator factor. It means that in system can be two different failure types - "technical" and "man" factor. Opis:
The tsunami traveling times were examined in connection to the earthquake that took place on 26 December 2004 in the Indian Ocean, changing the sea level as far as the Atlantic. For 17 ports located on the coasts of the two oceans theoretical times of wave arrival at the ports were calculated and compared with the real data recorded by mareographs. It has been found that the theoretical and real times differed, which can be explained by the effect of shallow water. Furthermore, as regards to the earthquake itself, instead of a single point epicenter as it was reported, it should have been considered as a zone of continental plates subduction extending 1200 km. The tsunami speed averaged for 17 ports amounted to 682 km/h, which necessitates an alteration of the coefficient in the formula (2) from the existing 5.0 to 4.38.
W pracy dokonano analizy czasu przemieszczania się fal tsunami na Oceanie Indyjskim i Atlantyku w efekcie trzęsienia ziemi w dniu 26.12.2004. Dla 17 portów rozmieszczonych wzdłuż ich wybrzeży obliczono teoretyczne czasy dotarcia fal tsunami i porównano je z danymi rzeczywistymi zanotowanymi na wodowskazach (mareografach). Stwierdzono odpowiednie ich różnice, co uzasadnia się oddziaływaniem efektów płytko wodnych i uwzględnieniem faktu, że miejsce trzęsienia ziemi nie zaistniało jako punkt epicentrum podawany w komunikatach, ale jako strefa subdukcji płyt kontynentalnych na długości około 1200 km. Dla 17 portów uśredniona prędkość fali tsunami wyniosła 682 km/h, co w tym przypadku zmienia współczynnik we wzorze (2) z 5,0 na 4,38.

Opis:
Ensuring transport safety is one of the key areas of transport companies' operations. Management and organization processes not only in the intermodal transport are associated with decision-making in regard to adequate load securing, which is exposed to the inertia forces resulting from the movement of transport means. Regardless, the responsibility of individual entities in the process and the applicable insurance, the basic aspect to ensure transport safety is the correct securing of the cargo. In the article, the authors present elements of calculation models for different methods of securing cargo. Calculations were performed for the selected type of load on the specific semi-trailer meeting the requirements of the XL Code adapted for intermodal transport. The analysis of safety management in transport in the aspect of decision-making about the method of securing the cargo was also made.

The transport industry development in the Russian Federation makes urgent the problem of transportation security, rendering qualitative services in the goods (passengers) transportation field, checkup and repairing motor transport vehicle and etc. Certification is the basic mechanism the work of which should be directed not only at the conformity of service assessment at automobile transport to the specified requirements but also be a regulator of preventing negative developments due to implementing services quality and security improvement. Particularities and stages of conformity assessment are considered in the article also it is offered to differentiate transportation services in levels according to the value of their complex quality level.
Rozwój przemysłu transportowego w Federacji Rosyjskiej stanowi aktualny problem bezpieczeństwa transportowego, świadczącego usługi przewozu dóbr oraz pasażerów, kontrolę techniczną oraz naprawy pojazdów. Certyfikacja to podstawowy mechanizm, w ramach którego nie powinno dokonywać się wyłącznie oceny zgodności usług ze standardem, ale również powinien być również regulatorem, umożliwiającym poprawę bezpieczeństwa. Szczegóły oraz etapy oceny zgodności zostały omówione w niniejszym artykule. Przedstawiono również mechanizm różnicowania usług transportowych w zależności od poziomu złożonej oceny jakości.

The weather, especially its fluctuations, has a significant impact on the road driving conditions - leads to a number of collisions and as a consequence to hundreds of deaths, thousands injured and millions of economic losses. The article briefly specifies the methods of particular weather elements description which can be found in literature and their impact on the road conditions. Additionally, weather parameters analysis was performed. On its basis adaptation of a neural network to predict temperature changes and the possibility of icing was proposed. The tests and results obtained by using the designed neural network could be used in fuzzy expert systems.
W artykule poruszono zagadnienia związane z predykcją warunków meteorologicznych, w ujęciu bezpieczeństwa ruchu drogowego. W pierwszej części pracy podsumowano najważniejsze wnioski oraz rezultaty przeprowadzonych studiów literaturowych oraz, na ich podstawie, dokonano obserwacji określonych artefaktów w zdefiniowanym zbiorze danych statystycznych. Dane obejmowały parametry meteorologiczne ze stacji pogodowej, informacje o lokalnych kolizjach drogowych oraz dane modelu predykcji zjawisk atmosferycznych. W finalnej części pracy przestawiono przykładowe implementacje sieci neuronowych wykorzystane celu predykcji omawianych zagrożeń pogodowych.

Over the past few years, interest in the use of unmanned aerial vehicles (commonly referred to as drones) has increased. Uncontrolled drone flights poses a threat to air navigation, including air transport. The aim of this article is to identify potential sources of this threat, together with the identification of Polish legal regulations that respond to them. Conclusions will be based on proposals de lege ferenda, i.e., related to the postulated change of legal regulations, in order to limit the risk of incidents. The object of the article is subordinate to its structure, consisting of five parts. In the first part, the concept of unmanned aerial vehicles used by the Polish legislature will be defined, which is necessary because of the inaccuracies surrounding it. The second part will present ways to use drones for civilian purposes. The next part of the article will describe the cases of accident and aerial incidents involving drones. The fourth part focuses on the indication of Polish legal regulations related to the exploitation of drones. The article closes with concise conclusions.

Purpose: The aim of the study is to find out whether and to extent the change of selected parameters of the system, such as the type of tires, tire pressure and axle load, changes the result of the technical test of the analysed vehicle in the field of measuring braking forces. Design/methodology/approach: Diagnostic tests, tire pressure measurements, axle load measurements, braking force measurements on a roller device were carried out. Findings: The relationships between the pressure in the tires and the braking force measured on the wheel as well as between the braking force and the load acting on the vehicle axle have been demonstrated. Research limitations/implications: Mathematical relationships between tire pressure and vehicle braking force can be derived in the future. Practical implications: In the course of the tests, it was found that the technical tests made it possible to determine the braking forces only while maintaining the nominal ±1×105 Pa tire pressure. Changes to this parameter may influence the measurement results. Moreover, the influence of tire pressure on the change of the measured braking force values was found, which translates into the safety of the vehicle in road traffic. Originality/value: approach to brake system.

The research problem of the article is formulated as follows: How do unmanned aerial vehicles (UAV) influence on aviation safety? New trends in the use of unmanned aerial vehicle technology have been correlated. The attention was paid to the most modern solutions of the battlefield. In each case of the implementation of drones in selected areas, an analysis of the risk for aviation was made. Bearing in mind the priority of using drones in a responsible and legal manner, taking into account the absolute safety of airspace zones, the hypothetical risk of the development of a given UAV branch should be assessed each time. In the paper the theoretical methods were used: analogy, system analysis, statistical, analytical and comparative method. Moreover, diagnostic survey carried out by aviation institutions was used. Analysis of the potential of unmanned aerial vehicles with an indication of development directions that are safe for aviation, bringing clear benefits from implementation in relation to standard, commonly used solutions. The results of the analysis performed, combined with the synthesis of selected facts and data from statistics, are to prove the necessity to apply remedial measures in the process of dynamic development of UAVs. The multidirectional opportunities created by the dynamics of UAV development is undeniably a challenge for companies producing specific unmanned utility devices. Risk assessment at every stage of the development of a new technology - in this case unmanned aerial vehicles is a key issue of implementation success.
W niniejszym artykule skorelowano nowe trendy wykorzystania technologii bezzałogowych statków powietrznych. Główny problem badawczy (pytanie badawcze) brzmi następująco: W jaki sposób bezzałogowe statki powietrzne wpływają na bezpieczeństwo lotnicze?Przedstawiono możliwości BSP, skupiając głównie uwagę na najnowocześniejszych rozwiązaniach taktycznego pola walki oraz wykorzystaniu dronów w technologii kosmicznej. W każdym przypadku wdrożenia omawianych urządzeń dokonano analizy ryzyka dla lotnictwa. Mając bowiem na uwadze priorytet wykorzystania dronów w sposób odpowiedzialny i zgodny z prawem, z uwzględnieniem bezwzględnego bezpieczeństwa stref przestrzeni powietrznej, należy każdorazowo ocenić hipotetyczne ryzyko rozwoju danej gałęzi BSP.W artykule zastosowano metody teoretyczne: analogię, analizę systemową, metodę statystyczną, analityczną i porównawczą. Ponadto wykorzystano sondaż diagnostyczny realizowany przez kluczowe instytucje lotnicze.Dokonano analizy potencjału bezzałogowych statków powietrznych ze wskazaniem bezpiecznych dla lotnictwa kierunków rozwoju, przynoszących wyraźne korzyści z wdrożenia w stosunku do standardowych, powszechnie stosowanych rozwiązań. Wyniki przeprowadzonej analizy, połączone z syntezą wybranych faktów i danych ze statystyk, mają na celu wskazanie konieczności zastosowania środków zaradczych w procesie dynamicznego rozwoju UAV.Wielokierunkowość możliwości stwarzanych przez dynamikę rozwoju UAV to niezaprzeczalnie wyzwanie dla firm produkujących specjalistyczne urządzenia bezzałogowe. Ocena ryzyka na każdym etapie rozwoju nowej technologii – w tym przypadku bezzałogowe statki powietrzne, jest niezaprzeczalnie kluczową kwestią sukcesu wdrożeniowego.

Aviation is the youngest of the transport industries, yet despite its short history, it is considered one of the most important spheres of transport, both in terms of passenger and cargo transportation. Civil aviation is used by an increasing number of people, and the number of aircraft used by airlines around the world continues to grow. An inherent element that is a particularly important aspect of this mode of transportation is security. In civil aviation, there are numerous dangers associated with events occurring before the flight, during the flight, as well as those associated with the landing process. The events need to be controlled and their causes actively sought and ultimately prevented. The Polish Civil Aviation Authority, as part of the creation of the National Civil Aviation Safety Program, developed the National Safety Plan 2020-2023. The document covers threats identified in the Systemic, European, and National Areas. They are characterized and classified based on the materiality (significance) of the event. The aim of this article is to characterize and analyze selected factors (e.g. collisions with birds, helicopter events) that affect the number of safety incidents in civil aviation. The background of the study was the analysis and synthesis of the literature on the subject, while the main research method was the statistical analysis of historical data on aviation incidents. The data provided in Poland's National Security Plan 2020-2023 were used to distinguish the factors associated with the threats present and synthetically evaluate their impact. The analyses made it possible to identify areas of particular safety risks and form the basis for further detailed research.

Opis:
The article concerns issues connected with the safety of the carriage of dangerous goods. Raising a subject was justified with the rising number of cartages of these goods and the same height of the probability of the appearance of the environmental risk and remaining road users. A specificity of the arrangement was analyzed driver-vehicleenvironment, paying special attention to ergonomic determinants of working conditions of the driver. In the article data of the National Police Headquarters concerning causes of accident involving dangerous goods in the road transport was also described. Exceeding the permissible speed, the non-observance of traffic regulations, as well as the tiredness which resulted in reducing the psychophysical efficiency for the driver were regarded as the root cause of accidents. Conducted analyses allowed to effect the preliminary selection of factors, which accepting the wrong level can constitute the cause of accidents.
Artykuł dotyczy zagadnień związanych z bezpieczeństwem przewozu towarów niebezpiecznych. Podjęcie tematu uzasadniono wzrastającą liczbą przewozów drogowych tych towarów i tym samym wzrostem prawdopodobieństwa wystąpienia zagrożenia dla środowiska i pozostałych użytkowników dróg. Przeanalizowano specyfikę układu kierowca- samochód- otoczenie, zwracając szczególną uwagę na czynniki warunkujące ergonomiczne warunki pracy kierowcy. W artykule przedstawiono również dane Komendy Głównej Policji dotyczące przyczyn wypadków z udziałem towarów niebezpiecznych w transporcie drogowym. Za podstawową przyczynę wypadków uznano przekroczenie dopuszczalnej prędkości, nieprzestrzeganie przepisów drogowych, a także zmęczenie, które skutkowało zmniejszeniem sprawności psychofizycznej kierowcy. Przeprowadzone analizy pozwoliły dokonać wstępnego doboru czynników, które przyjmując nieprawidłowy poziom mogą stanowić przyczynę wypadków.

Opis:
Currently being developed system based on objective, scientific knowledge about the risks in transport. The author presents the foundation of an integrated assessment of the optimization algorithm as a tool to improve safety and reduce operating costs in maritime transport. The algorithm proposed can be applied to all types of vessels operating around the world but the amount of saving can be estimated only by carrying out a comprehensive study and simulation in a virtual world where digital mock-ups can be used to explore various relationships and configurations. Therefore, the author proposes the creation of a navigation optimization assessment centre as a place of research and broader education related to use of the developed algorithm.
Obecnie opracowywane są systemy bazujące na obiektywnej, naukowej wiedzy o ryzyku w transporcie. Autor prezentuje założenia zintegrowanego algorytmu oceny optymalizacji, jako narzędzia służącego poprawie bezpieczeństwa i obniżenia kosztów eksploatacyjnych w transporcie morskim. Proponowany algorytm można zastosować dla wszystkich typów statków operujących na całym świecie, ale wielkość oszczędności można oszacować jedynie prowadząc kompleksowe badania symulacyjne, a w przyszłości przejść do świata wirtualnego, gdzie poprzez zastosowanie makiet cyfrowych badać różne zależności i konfiguracje. Dlatego autor proponuje utworzenie centrum oceny optymalizacji nawigacji, jako miejsca prowadzenia badań i szeroko pojętej edukacji związanej z użytkowaniem opracowanego algorytmu.
