Opis:
The article discusses selected provisions of EU aviation law concerning economic issues of air traffic management. This process in European airspace is carried out by air navigation service providers, which, unlike airport operators and air carriers, have a monopolistic position and do not operate under market conditions. Consequently, the lack of competition between air navigation service providers replaces the common charging system for airspace users established by European Union law. In order to increase the cost-effectiveness of the services provided while maintaining a high level of safety of air operations, the navigation charges system was linked to the parallel implementation of the Single European Sky performance scheme for air navigation services in 2010. In 2019, the rules governing both systems were consolidated into a single legal act. The study also looks at the basic indicators of economic efficiency of air traffic management based on the example of the Polish Air Navigation Agency.

Opis:
The continued air traffic growth in Polish airspace requires continuous improvement of the efficiency of the air traffic management (ATM) system in order to meet the needs of all its users and to guarantee the highest level of safety of air operations. Activities in this respect undertaken by the Polish Air Navigation Services Agency (PANSA) in cooperation with military aviation authorities are in line with the objectives of the EU Single European Sky (SES) initiative. In addition to the provision of air navigation services (ANS) for civil aviation (commercial air transport and general aviation), PANSA also provides navigation services for the crews of military aircraft and other state aircraft flying in operational air traffic (OAT). The article describes in general terms flights in operational air traffic, presents the evolution of European regulations concerning this category of air traffic and discusses in detail selected procedures for planning and protecting military aviation flights in Polish airspace.

This paper has been issued in the framework of the SHERPA project under the Grant Agreement No 287246 with the GSA (European GNSS Agency). This document contains the main technical activities conducted by PANSA in the frame of project’s WP2000. The objectives of WP2000 are: To work towards the implementation of a LPV procedure at each of the scenarios; To develop EGNOS National Implementation Plans, To develop and EGNOS Regional Implementation Plan, To summarise EGNOS expected benefits in a single airport. Specifically, the objectives of this document are technical activities conducted towards the implementation of a LPV procedure in scenario: procedure design, safety assessment, business case, EGNOS service provision requirements. The first step shall be to describe the operational environment at the scenario including the level of ATS provided, CNS equipment, the airport ground equipment, airspace and any procedures in place. The purpose of the operational description is to define the CONOPS specific to the airport. The Final FHA of LPV approaches is based on the Operational Model of LPV approaches in the ECAC Area, which clearly defined nominal operations prior to analyse degraded cases. For each operational action (performed by either system, human operator or jointly in the successive phases of flight), relevant failure modes were identified. Each failure mode was then analysed in turn in terms of examples of causes (to check its validity), operational consequences and mitigations, hazards, rough risk comparison against ILS operations, and when pertinent, recommendations in terms of risk reducing measures to be considered. Safety Case Activities drawn up as part of the SHERPA project was accepted by GSA, EUROCONTROL. At present an algorithm of acting while designing and executing procedures constitutes final approaches according to GNSS.

On the 25th of January 2018, the Civil and Military Aeronautical Rescue Coordination Centre (ARCC) commenced operations in the Polish Air Navigation Services Agency (PANSA). PANSA significantly increased its contribution in the domain of coordination of search and rescue activities in ASAR service in the Polish area of responsibility. Before this date, all tasks of ARCC Centre were conducted mainly by the Armed Forces of the Republic of Poland, which performed the coordination function in ASAR (Aeronautical Search and Rescue) service. The bodies responsible were the Aeronautical Search and Rescue Centre located in the Air Operations Centre – Air Component Headquarter in Warsaw and the sub-centre in Gdynia, part of the Naval Operations Centre of Naval Component Headquarter. According to international commitments resulting mainly from the Convention on International Civil Aviation signed on 7th of December 1944 in Chicago and ratified by Poland together with Annex 12 “Search And Rescue”, Poland committed to establishing aeronautical search and rescue service called ASAR within the Polish region to assure its operation. ASAR service is the only service in Poland for rescue purposes and is designated for the search and rescue of aircraft in distress, provision of help for aircraft crews and passengers and other victims of aeronautical accidents (regardless of the nationality of the aircraft and persons). ASAR service tasks include search of the designated area to locate aircraft and victims of aeronautical accidents, determine their status and commence rescue actions at the location using dedicated forces and measures as well as forces and measures of other systems, mainly from the State Medical Rescue and the National Firefighting and Rescue System and the Maritime Search and Rescue Service. ASAR services consists of: commanding element – Civil- Military Aeronautical Rescue and Coordination Centre, executive elements – Aeronautical Search and Rescue Teams (LZPR), and supporting elements – alerting points (air traffic services units operating in the framework of alerting service).

The objective of this article is to provide some guidance to perform the activities regarding to “The EGNOS country market analysis”. Such analyses are necessary during the implementation of EGONS for operational activity. The presented algorithm of proceedings was validated during conducted examinations, of aviation tests in the framework of the SHERPA project (Support ad-Hoc to Eastern Region with Pre-operational Actions on GNSS) under the Agreement Grant No. 287246 with the GSA (European GNSS Agency). Next it was admitted as the European model of conducting analyses of this type in aviation.
