Opis:
Stable dispersion of antimony-doped tin oxide nano-powder was prepared by wet attrition process by comminuting aggregated ATO nano-powder using the titanate coupling agent as a dispersant to form the chemisorbed layer on the particle surface. The feed solution of the ATO dispersion and PVP was prepared for electro-spun fibers on the glass substrate. The surface resistance of the fibrous ATO film after electrospinning for 30 minutes was in the order of 105 Ω/□, which is sufficient for anti-static coating. The optical transmittance of ATO fibers was confirmed by measuring the visible light transmittance.

In recent years the territory of Ukraine and its regions has been under the negative influence of a number of technogenically dangerous factors. Among the latter, to determine the level of safety it is common practice to analyze the number of potentially dangerous objects, their spatial location, distribution by types of activity and hazards, etc. The article presents the latest challenges and threats in the system of anthropogenic safety of Ukraine, including: non-compliance of the regulatory system, lack of adequate risk assessment methods, sharp extension of causal relationships and strengthening of the role of synergistic risks, etc. Attention is focused on new risks and threats caused by political instability in the territory of separate regions of Ukraine, including the ATO zone, and a structure for their further analysis and assessment is suggested.

The current situation in Ukraine concerning the guarantee of social protection and providing social services for ATO participants by state and non-governmental organizations is analyzed. Legislative strengthening of social protection of ATO participants is revealed. The current state of the providing of social services for ATO participants and their family members, the effectiveness of the use of resources (financing) for 2014–2016 on the basis of a comparative analysis of the costs on social protection in the expenditures of the Consolidated Budget of Ukraine and presented as a share of GDP, in Ukraine and the European Union countries for 2011–2014, are evaluated. The problems in the field of social protection for ATO participants and and promising measures in this field such as the evaluation of the effectiveness of national and regional social programs for ATO participants and the evaluation of the public expenditures for the social protection of ATO participants and the evaluation of the quality of social services for ATO participants are grounded.

Opis:
Intensive pursuit in the introduction of automatic train driving systems, both with and without the driver in the cabin, can be observed around the world. Implementation of such a system allows for an increase in both the safety level of traffic and capacity of railway lines and consequently, an increase in the running frequency of these trains, which is extremely important in large urban agglomerations. One type of automatic train system is the CBTC class, in which a wireless network is used for data transmission. An important issue in the systems of this class is the problem of transferring information from the track to the train about the possibility and method of driving. This article describes the possible ways of sending information from the track to the train. The system of information transmission from track to trains (SPITP) was defined and discussed. The general characteristics of the CBTC class systems were presented. In Poland, a scientific project which aimed at developing the CBTC class system was recently undertaken. It is called rmCBTC and is being prepared as part of a project carried out by the Rail-Mil Computers Sp. z o. o. from Warsaw and the Faculty of Transport of the Warsaw University of Technology, co-financed by the National Center for Research and Development from the European Union Funds. This article presents the assumptions of the designed system and discusses the scope of data that is necessary in the subsystem of information transfer from the track to the train with the rmCBTC system.

The article explores the key issues and needs of families of participants in anti-terrorist operation (ATO). The article defines and characterizes several types of families of ATO participants, who took part in an interview. Based on in-depth interviews and further analysis, the authors identified four categories of problems of these families, e.g., psychological, financial, legal, and problems with raising children. It was determined that violations of the life of the families whose members were ATO participants were caused not only by family-specific problems but also by several other factors. Based on the identified specific problems, the authors identified the main needs of the families of the members of antiterrorist operations.

Opis:
Military action in eastern Ukraine [Anti-terrorist Operation (ATO)] has a significant impact on the psyche of combat participants and causes changes in the life activities and behaviour of the individuals concerned. The traumatic experience gained during hostilities has a negative impact on the health of military personnel. According to psychiatrists’ forecasts, in the best-case scenario, 20% of combatants in Ukraine will be diagnosed with chronic post-traumatic stress disorder, which has already been given the name “ATO syndrome”. Given this, there is now an urgent need for rehabilitation activities, and the new conditions of hybrid warfare require social service professionals to respond quickly to combatants’ requests to organise and deliver comprehensive rehabilitation. Therefore, the aim of this study is to analyse the provision and conduct of psychological rehabilitation of combatants in Ukraine from 2014 to 2021. Philosophical and general scientific methods were employed to achieve the aim. Among the general scientific methods, the theoretical (analysis, generalisation, classification, and synthesis) and empirical (description and comparison) levels should be highlighted. Also, a bibliosemantic method was used to summarise the analysis of the subject literature and our own experimental data. In addition, various programs were employed to rehabilitate the military. For example, the “Cyber Defenders” project, which was launched in 2021. This involved 30 veterans who will receive a certificate in cybersecurity upon graduation. The E-Veteran system, which allows veterans to seek psychological support, was also analyzed. As the main results, it is worth mentioning that psychological rehabilitation is a pool of psychophysiological, psychotherapeutic, organisational, and medical measures aimed at the resumption of lost mental functions and psychocorrection of the social status of military personnel who have suffered mental combat trauma. The study analysed the mental state and profile of servicemen and servicewomen, the psychological and psychiatric problems that affected them, and government programmes and projects to support and assist ATO/JFO(Joint Forces Operation) veterans. Regarding the process of psychological rehabilitation for military personnel in Ukraine itself, positive trends can be observed since 2014, such as the opening of the Ministry of Veterans’ Affairs, but in the light of current threats and challenges, these undertakings are still insufficient. The system of psychological assistance and rehabilitation of ATO participants should be considered a component of the national security of the state. The article is of practical value in a range of areas, including in political, social work, pedagogical, and educational fields, as well as having application in criminal justice and the law.
