Artykuł jest próbą zarysu prawa chińskiego za czasów Qing, ostatniej dynastii rządzącej Chinami. Przedstawia on moralne i filozoficzne podstawy, na których został zbudowany tradycyjny chiński system prawny długo przed dojściem do władzy cesarzy Machu. Autor artykułu stwierdza również, że to kultura, a nie natura określa prawo i moralność, a idea etyki uniwersalnej jest utopią. Istnieją pewne różnice między prawem zachodnim a jego chińskim odpowiednikiem. Niektóre przepisy Kodeksu Qing mogą być dla nas dzisiaj zaskakujące, chociaż łatwo je zrozumieć, jeśli bliżej im się przyjrzeć. Z chińskiego punktu widzenia prawo zachodnioeuropejskie można nazwać „nowoczesnym”, bo zostało przyjęte we współczesnych Chinach od początku XX wieku. W artykule pada propozycja odpowiedzi na pytanie, dlaczego Chiny zostały zmuszone do porzucenia swojej tradycji prawnej i przyjęcia w jego miejsce zachodniego prawa kontynentalnego.
This paper attempts to sketch an outline of the Chinese law during the Qing, the last dynasty to rule over China. It also depicts the moral and philosophical basis on which the traditional Chinese legal system had been built long time before the Machu Emperors came to power. The paper also postulates that that it is culture rather than nature that determines law and morality, and the idea of universal ethics is but a utopia. There are some stark differences between western law and its Chinese counterpart. Some provisions of the Qing Code can be surprising for us today, although they become easy to comprehend, when looked at more closely. From the Chinese perspective, the western law can be called “modern” for it has been adopted by modern China since the early 20th century. The paper proposes an answer as to why China had to forsake its legal tradition and adopt the western continental law in its stead.

The paper summarizes previous studies associated with carrying out of the air pollutant emission inventories. There are presented three approaches for obtaining monthly distribution of PM10 air emission: using expert’s judgement, modelling of the heating demand, and temporal disaggregation using the heating degree days (HDD). However some differences due to not considering hot water demand, it can be effectively used for obtaining temporal, and spatiotemporal distributions of air pollutants’ air emissions necessary for air quality modelling.

Soil contamination with rare earth metals (REE) can have both direct and indirect connection with industrial activity and ore-exploration. In the studies conducted so far, the presence of rare earth elements in coal seams, coal combustion waste as well as fly ash was found. It is important that detailed studies of the REE content in soil were not carried out in Poland. Until now, in a few studies, a high content of cerium and lanthanum was found in relation to the average content of the torn ones in the world. This work focuses on the areas under the influence of the industry associated with the extraction and combustion of hard coal, but also with other types of industry. Analyzes of REE content in soil were conducted in selected areas of the Upper Silesian Industrial Region and Norway, located near the Bjornevatn mine. In study areas, soil samples were collected and used for chemical and magnetometric measurements. Firstly, concentrations of REE were determined, and after that soil samples were used to measure soil magnetic susceptibility. Finally, statistical analyses were performed in order to check the correlation between REE concentrations in soil and soil magnetic susceptibility.

The paper presents the quick look on the possible consequences associated with the spatial data manipulations in air emission inventories. The study area is the Upper Silesian Metropolitan Area, located in the southern part of Poland, where the substantial part of dwellers is supplied with the heat from the district heating system. Is shown that skipping some spatial information, or use of incomplete/obsolete data sets can make the uncertainties of the CO2 emission inventory from the residential sector almost ten times bigger in particular areas. Uncertainties tend to increase along with the number of spatial transformations.
Przedmiotem artykułu jest krótkie przeanalizowanie konsekwencji błędów wynikających z przekształceń niekompletnych (nieaktualnych) danych przestrzennych. Obszarem badawczym jest część Konurbacji Górnośląskiej, której znaczny odsetek mieszkańców jest zaopatrywany w ciepło sieciowe. Wykazano, że pominięcie części informacji przestrzennej albo wykorzystanie niekompletnych danych przestrzennych może prawie dziesięciokrotnie zwiększyć niepewność oszacowania emisji CO2 w wybranych częściach obszaru badawczego.

The study presents the possibility of using geostatistical methods for monitoring groundwater quality. Poland is one of the largest copper producers in the world. However, the extraction and production of copper requires constant care for the natural environment. Reservoir Żelazny Most which is situated in South – Western Poland was designed to store flotation tailings out of nearby copper mines. It is one of the biggest industrial dumps in the world. The reservoir stores huge amounts of tailings and industrial water. Water migrating from dump to groundwater could be a potential source of contamination with chlorides, sulphates, heavy metals, and other hazardous substances used in ore separation process in the copper mining industry, like detergent and phenols. Monitoring system around Żelazny Most dump, which was designed to track harmful substances concentrations in groundwater, contains measuring wells and piezometers. They are used to collect groundwater samples for chemical analyses. The idea of the study was to integrate information provided by chemical analyses and geoelectrical measurements by cokriging method, utilizing correlation between electrical resistance of the soil solution and total dissolved solids concentration in groundwater. This enabled to obtain spatial distribution of total dissolved solids concentrations in groundwater at the part of eastern foreground of Żelazny Most dump.

Post-industrial and post-mining areas have often been under strong anthropogenic pressure for a long time. As a result, such areas, after the ending of industrial activity require taking steps to revitalize them. It may cover many elements of the natural or urban environment, such as water, soil, vegetated areas, urban development etc. To carry out revitalization, it is necessary to determine the initial state of such areas, often using selected chemical, geophysical or ecological. After that it is also important to properly monitor the state of such areas to assess the progress of the revitalization process. For this purpose a variety of change detection technics were developed. Post-industrial areas are very often characterized by a large extent, are difficult to access, have complicated land cover. For this reason, it is particularly important to choose appropriate methods to assess the degree of pollution of such areas. Such methods should be as economical as possible and time-effective. A very desirable feature of such methods is that they should allow a quick assessment of the entire area. Geostatistics supplemented by modern remote sensing can be effective for this purpose. Nowadays, using remote sensing, it is possible to gather information simultaneously from the entire, even vast area, with high spatial, spectral and temporal resolution. Geostatistics in turn provides many tools that are able to enable rapid analysis and inference based on even very complicated often scarce spatial data sets obtained from ground measurement and satellite observations. The goal of the article was to present selected results obtained using geostatistical methods also related to remote sensing, which may be helpful for decision makers in revitalizing post-industrial and post-mining areas. The results described in this paper were based mostly on the previous studies, carried out by authors.

In the last several weeks we have been witnessing the exponentially progressing pandemic SARS-CoV-2 coronavirus. As the number of people infected with SARS-CoV2 escalates, the problem of surgical management of patients requiring urgent surgery is increasing. Patients infected with SARS-CoV2 virus but with negative test results will appear in general hospitals and may pose a risk to other patients and hospital staff. Health care workers constitutes nearly 17% of infected population in Poland, therefore early identification of infected people becomes a priority to protect human resources and to ensure continuity of the access to a surgical care. Both surgical operations, and endoscopic procedures are considered as interventions with an increased risk of infection. Therefore, determining the algorithm becomes crucial for qualifying patients for surgical treatment, but also to stratify the risk of personnel being infected during surgery and to adequately protect staff. Each hospital should be logistically prepared for the need to perform urgent surgery on a patient with suspected or confirmed infection, including personal protective equipment. Limited availability of the equipment, working under pressure and staff shortages in addition to a highly contagious pathogen necessitate a pragmatic management of human resources in health care. Instant synchronized action is needed, and clear uniform guidelines are essential for the healthcare system to provide citizens with the necessary surgical care while protecting both patients, and staff. This document presents current recommendations regarding surgery during the COVID-19 pandemic in Poland.
