Opis:
The realization of citizens (participatory) budgets became one of the fixed duties incumbent upon the authorities of Polish cities. Local governments still more willingly engage their respective citizens and enable them to make decisions related not only to local finances. Social consultations are an exceptionally important process allowing the administration to get acquainted with the public opinion or proposals put forward by the citizens who are – directly or indirectly – affected by the problems in question. Until 2019, Polish participatory budgets were realized based on the provisions of The Gmina Self-Government Act of 8 March 1990; or, to put it more precisely, based on Article 5a, which provided that when it comes to the issues which are important for a gmina, social consultations with citizens may be conducted. However, social consultations are not binding. On the other hand, as for participatory budgets, a different solution was adopted. The authorities of gminas declared that the decisions made by citizens will be recognized as binding by the former (Kraszewski, Mojkowski, 2014). The amendment of the wording of the relevant acts hitherto operative urges the author of the present paper to pose at this point the question about the necessity of legal regulations pertinent to the mechanism of a participatory budget. Did Polish budgets actually call for such wordings? And, will particular solutions included in the Act lead in the near future to diminishing the budget’s role in shaping broadly understood participation among citizens? Taking heed of the imperfections of the said wordings, the present paper constitutes an attempt at pointing to the problems posed by the Act itself that local governments are facing.The main research method applied by the author to the subject matter contained herein is an analysis of sources; and in particular, an analysis of the wordings of the Act of 11 January 2018 on amending certain acts to increase the participation of citizens in the process of electing, operating and controlling certain public bodies (Journal of Laws 2018.130).

Opis:
Sherry Arnstein (1969), the author of the participation ladder, emphasizes that "social participation” resembles spinach eating – basically no one is against because in the end it is healthy. The article presents different views of participation (civic, social and individual participation). Additionally the key assumptions for one of the techniques of engaging residents in social life, which is the participatory budget, are presented herein. The author, apart from the criteria and values of the civic budget and on the basis of observation and content analysis, pointed out the problems which Polish cities face during the implementation of the participatory budgeting process. The article may provide a starting point for further reflections on not only the general state of participation in Poland, but also on the analysis of Polish participatory budgets.

From the point of view of social policy, the need of security is considered as the indispensable part of functioning and development of every society. Citizens’ participation avers that the inhabitants will have the possibility of taking part in making decisions about their own surrounding, which results in development of the sense of security. The actions taken in the social space initiate the existence of the selfaware civil society. This article’s main aim is to discuss the possibilities of assuring the social security through civil commitment and their active participation in the public life. The formal instruments that occur in the system of Polish law (i.e. a participation in the open debate, a participation in the elections, a legislative initiative) have been analyzed. Those instruments enable to the residents the participation and codecision making and, what follows, they contribute towards forming broadly defined security.

The primary aim of the research was to find out statistically significant differences in the assessment of selected NLP techniques (representational systems, rapport, pacing, leading) by female and male managers who attended and did not attend an NLP course. The research used an NLPT questionnaire (neuro-linguistic programming techniques). The data were collected from 124 managers - 58 female and 66 male managers at all levels of management. The results show that the respondents who attended an NLP course evaluated the examined NLP techniques more positively. Gender differences and the interaction between gender and completion of the NLP course by assessing the NLP techniques were not confirmed. A statistically significant relation was identified only at a level of selected items of NLPT methodology. The study brought new findings in the research of measuring the NLP techniques’ effects in relation to gender and contributed to the knowledge and theory of NLP techniques in the context of gender differences in the managerial environment.
Podstawowym celem badań było znalezienie statystycznie istotnych różnic w ocenie wybranych technik NLP (systemów reprezentacji, relacji, tempa, przywództwa) przez menedżerów i menedżerów, którzy uczestniczyli i nie uczestniczyli w kursie NLP. W badaniach wykorzystano kwestionariusz NLPT (neurolingwistyczne techniki programowania). Dane zebrano od 124 menedżerów - 58 kobiet i 66 mężczyzn menedżerów wszystkich szczebli zarządzania. Wyniki pokazują, że respondenci, którzy uczestniczyli w kursie NLP, lepiej oceniali badane techniki NLP. Różnice płciowe i interakcja między płcią a ukończeniem kursu NLP poprzez ocenę technik NLP nie zostały potwierdzone. Istotna statystycznie zależność została zidentyfikowana jedynie na poziomie wybranych pozycji metodologii NLPT. Badanie przyniosło nowe wyniki w badaniach pomiaru efektów technik NLP w odniesieniu do płci oraz przyczyniło się do poznania i teorii technik NLP w kontekście różnic płciowych w środowisku menedżerskim.
