    Opis:
    The 21st century rivalry of the maritime powers took the form of substitute activities. These are military incidents, control, or seizure of a shipping entity, and activities that threaten shipping itself. This determines the state of maritime security of Poland, because the Baltic has become one of the areas of its conduct. The adopted form of importing energy carriers along with the forming an alliance with the US construction of the alliance with the USA creates the possibility of taking hostile actions against it. It is necessary to adapt the form of operation of the Polish Navy to these threats. Based on the analysis of international, and national legal regulations, strategic documents of maritime powers, and applied forms of maritime activity, the scope of changes in Polish maritime policy was determined. Modifications of the definition of terms maritime piracy and unlawful assault at sea in Polish legal regulations were considered necessary, they should also include activities of maritime terrorism, subversion and sabotage of offshore facilities and installations, as well as ships operating. The principle of linking defense tasks against the sea attack, and maintaining navigation continuity was proposed as an element determining the construction method of the Polish Navy and the scope of combat training. On this basis, its combat potential and scope of training were determined. It should cover four areas (preparation for defense operations, combating nontraditional risks, how to respond to provocative, and criminal activities).

    Opis:
    The article assesses the possible forms of influence of Russian special services on the states of NATO's eastern flank. The task of Russian special operations is to expand the so-called outer ring of defense, they are also supposed to complement A2 / AD (Anti-Access / Area Denial) undertakings. On the other hand, in a situation of growing crisis or real armed conflict (of low intensity), they are to constitute one of the operational activities of the armed forces. The adopted formula of activities assumes the conduct of mutually coordinated undertakings aimed at influencing the political establishment and public opinion of NATO and EU member states, as well as obtaining influence on economic processes. On the other hand, in the military dimension, they are part of operational activities selectively directed against the most important targets and objects of the enemy. Recognized goals and effects of Russian special operations allow us to conclude that they use both military influence and actions of government agencies and private entities. The dominant formula remains the so-called unconventional operations and indirect actions, adapted to the internal situation in the countries of NATO's eastern flank, aimed at gaining influence over the way their policies are conducted. The adopted formula of influence means that the defense system of NATO member states should take into account not only preparation for a defense operation, an integral part of which is protection against subversion and sabotage, but also the conduct of a full range of counterintelligence activities and the elimination of social disinformation and infiltration of state structures.
    W artykule dokonano oceny możliwych form oddziaływania rosyjskich służb specjalnych na państwa wschodniej flanki NATO. Zadaniem rosyjskich operacji specjalnych jest rozbudowa tzw. zewnętrznego pierścienia obrony, mają one także uzupełniać przedsięwzięcia A2/AD (Anti-Access/Area Denial). Natomiast w sytuacji narastającego kryzysu lub realnego konfliktu zbrojnego (o niskiej intensywności) mają one stanowić jedną z form działalności operacyjnej sił zbrojnych. Przyjęta formuła działań zakłada prowadzenie wzajemnie skoordynowanych przedsięwzięć mających na celu oddziaływanie na establishment polityczny państw członkowskich NATO i UE oraz na opinie społeczne w tych krajach, a także uzyskanie wpływu na procesy gospodarcze. Natomiast w wymiarze militarnym stanowią element działań operacyjnych skierowanych selektywnie przeciwko najważniejszym celom i obiektom przeciwnika. Rozpoznane cele i efekty rosyjskich operacji specjalnych pozwalają stwierdzić, że wykorzystują one zarówno wpływy militarne, jak i działania agencji rządowych oraz podmiotów prywatnych. Dominującą formułą pozostają tzw. operacje niekonwencjonalne i działania pośrednie, dostosowane do sytuacji wewnętrznej w państwach wschodniej flanki NATO, nacelowane na zdobycie wpływu na sposób prowadzenia ich polityki. Przyjęta formuła wpływu oznacza, że system obronny państw członkowskich NATO powinien uwzględniać nie tylko przygotowanie do operacji obronnej, której integralną częścią jest ochrona przed działalnością wywrotową i sabotażową, ale także prowadzenie pełnego zakresu działań kontrwywiadowczych oraz eliminowanie dezinformacji społecznej i infiltracji struktur państwowych.

    Since 2015, there has been a change in the security doctrine regarding the forms of use of the military potential of the Russian Federation’s Armed Forces, while the use of political-military influence has been transformed. The main thesis of the article is based on the assumption that Russian foreign policy is directed by strategic objectives and achieved through a wide range of projects, including limiting all forms and methods of possible retaliatory action from the international community. One of the most important tasks in the defense effort is to expand the so-called external defense ring, the essential elements of which are coordinated political and economic undertakings (strategic safeguarding of Russian interests) and the development of the armed forces’ combat potential (military deterrence). It should be noted that the priority forms of influence are political-diplomatic and economic instruments, only supported and supplemented by military potential. Within the framework of this military potential, the important elements of the projects are in a wide sense the practical implementation of the idea of non-contact war, the activities of special forces and information warfare.

    Maritime operations during Russia’s ‘special operation’ against Ukraine were complementary to land operations. However, they played an important role in the process of isolating the country and limiting its export capabilities. Pointing to selected naval episodes and showing their political, operational, and tactical context, we indicated several features demonstrating the new dimension of naval force operations and the possibility of using missile armament and air weapons to effectively counter surface ship combat teams. The purpose of the study is to show the essential elements of the naval operations conducted as part of the ‘special operation’ against Ukraine, to identify its essential features and transformations in the use of combat potential.
