XXI Century requires new approach to mutual relations of civilizations, if we wish to avoid the fate predicted by Samuel Huntington. We have to study carefully and without prejudice our respective achievements and see whether we can run better each our own civilization. One such case is Europe and India or better the whole of South Asia. An oxymoron definition of their mutual relationship is suggested. They are “twins-unlike” civilizations, being similar on many counts but dissimilar as their ‘personalities’ go. The most fascinating confrontation in their respect is provided by comparison of two social entities: the European ‘nation’ and the India ‘caste’ as well as umma and qaum. The conclusion of this comparison is strikingly political. European Union could solve its problems with supra-national integration if Europeans remodel their sense of mega-tribal identity putting more stress on competence of their respective nations as the main national identity factor while the peoples of South Asia could solve the problem of painful division of the Subcontinent by bestowing paraphernalia of sovereignty upon the constituent parts of both India and Pakistan.

Information is the basic tool of inter vivos communication. It serves as a carrier for many data. Thanks to it, many areas of human life can function. Cybernetic scientists have recognized that mankind has difficulty defining and defining „information”. Marian Mazur undertook the task of creating the definition. His research laid the groundwork for a qualitative information theory. Its task was to define the information and carry out the analysis and synthesis of this important reality. Moreover, it showed the differences between doctrine and science. Information science and its theory and quality have shown that scientists want their views to fit with reality. Doctrinaires need reality to match their views. The task of a scientist is to search for truth, therefore he is worried about the difficulties of finding it. The doctrinaire knows the truth from the beginning and enjoys its completeness. Moving on, the scientist has a lot of doubts that what the science says is true, while the representative of the doctrine has no doubt that what the doctrine says is true. After all, the scientist thinks what science says is impermanent, so the doctrine says what the doctrine says lasts forever. The above study showed what information is and what the science of information looks like, moreover, its basic dimension was presented, indicating its operational and essential character. A very valuable description is the analysis of various areas of human life, in which there are various types of information, among them false and false. Pseudoinformation and disinformation occur very often, therefore the next thought expressed in the article was the characteristics and their practical application.

In 2006, research in the western part of the administrative and cultic complex at Tell el-Farcha (Eastern Nile Delta) was begun. The eastern part of this complex was examined in 2001, when i.a. a votive deposit spilled in one of the rooms was discovered. During the 2006 excavations a room (8 × 3.30 m) was unveiled, where several cultic vessels were found as well as a small jar filled with votive artefacts. There were 62 specimens in this jar, mostly figurines from hippopotamus tusks. The entire deposit, of a unique historical and artistic value, was made before the middle of the first dynasty and is so far the only deposit of this kind firmly dated. It includes i.a. depictions of women, children, captives, one of the anonymous Egyptian rulers, fantastic creatures, and most of all dwarfs.

During the field campaigns at the Western Kom in Tell el-Farkha carried in 2007-2008, studies on remains of the admninistrative-cultic centre, discovered in 2001 and 2006 were continued. Some new rooms northward and southward to the shrine were uncovered. The first ones seem to be erected in a hurry and for temporary use. Excavations within the shrine provided the most important results. New votive objects were discovered, scattered within the whole area of shrine as well as intentionally hidden beneath their floor and walls. Especially worth mentioning are well preserved specimen of so called hes-jar, fragment of pottery figurine (sitting boy?), collection of ivory figurines and finally geywacke spoon with a crocodile-shaped handle. Another findings (seal decorated with representations of gazelle and falcon-Horus, ostrich egg, gazelle horn), as well as comparison of them with similar artifacts discovered in other parts of the tell, allow us to hypothesize that this animals might symbolize the name of cult centre and the whole town at Tell el-Farkha or be linked to the divine forces worshiped in both discovered shrines.

Tell el-Farkha was an important centre already in Predynastic times, when a great Lower Egyptian culture complex was erected on the Central Kom. Items found inside confirmed both the significant role played by the local elite and its relationship with the Levant and Upper Egypt. The first large Naqadian building was erected outside the town centre. This building and the whole settlement were destroyed (Naqada IIIA1) by the next group of Naqadians, probably connected with another political centre. They were the constructors of the oldest Egyptian mastaba. During the reign of Iry-Hor (middle of Naqada IIIB), the third group of Naqadians appeared at the site. The period between Naqada IIIA and middle of IIIB phase seems to have been a period of competition between the most influential Naqadian proto-kingdoms. In the middle of the First Dynasty, Tell el-Farkha changed its role: from the capital of a part of the Eastern Delta to a provincial town of only economic significance.

Cosmetics market is still rapidly growing with new ranges of cosmetics emerging. One of the biggest family of innovative ingredients used in cosmetics are peptides. Opis:
Political and economic factors always play the main role in the secession of territory. Various aspects of geographic location may however facilitate or hinder secession, as well as the effective functioning of the newly emerged state. For Africa, geographic location in secession may be of greater importance than in the case of other continents. This is caused for the most part by the fact that African states are some of the poorest in the world and are often unable to effectively counteract secession through military means. The lack of well-formed democratic state institutions in turn impedes the peaceful resolution of problems constituting the basis of secessionist tendencies. These are precisely the conditions under which geographic location plays a more critical role.

The archaeological site of Tell el-Farkha is composed of three mounds excavated continuously by the Polish team since 1998. In the 2014 and 2015 seasons, covered in this report, investigations were carried out in already opened trenches in three sectors. On the Western Kom, another brewery was explored to add to the already existing set of investigated installations of this kind. It demonstrated three phases of use, the topmost separated from the middle one by a thick layer of burnt soil and ashes. The deposit attests to a conflagration that consumed the entire settlement. The study of a huge Naqadian building was continued on the Central Kom. Two occupation phases were distinguished: an older one at the beginning of the Naqada IIIA1 period and a younger one attributed to Naqada IIIA1–IIIA2. Remains of Lower Egyptian structures were unearthed below the foundations of this building. A big clay stamp-seal with hieroglyphs from the mid First Dynasty period was found associated with this feature. On the Eastern Kom, a big mud-brick edifice of unknown function was investigated. A further 17 graves, mostly from the second half of the First and the beginning of the Second Dynasty, were discovered as well.

Opis:
European climate and energy policy will have a great impact on the European and Polish energy markets. Moreover, it will have an influence on broad realms of social and economic activity. This raises the necessity of taking concrete strategic measures, especially on the governmental level. EU climate and energy policy also entails sizeable investment requirements and places important demands on the modernization programme for the energy sector. This spells the need to develop broad dialogue between the government and society. The above gives the background behind the appointment of the biggest Polish think tank in 2009 – namely, the Public Board of the National Programme for the Reduction of Emissions. In the Polish context the authors herein analyze the European climate and energy package, European Union policy regarding the reduction of emissions, and the Polish efforts taken in this field. The authors also describe the role of the Public Board of the National Programme for the Reduction of Emissions and its tasks. In conclusion they present policy recommendations and results in the area of fulfilling European obligations and conducting an infrastructural modernization programme in Poland.
Les politiques énergie-climat européennes auront un grand impact sur le marché de l’énergie européen et polonais. En plus, elles auront une influence sur les différentes sphères de l’activité sociale et économique. D’ici, la nécessité de réaliser des actions stratégiques spécifiques, surtout au niveau gouvernemental. Les politiques énergieclimat influencent aussi les besoins d’investissement et le périmètre du programme de modernisation dans le secteur de l’énergie. Il est alors nécessaire de promouvoir un vaste dialogue entre le gouvernement et la société. Les résultats indiqués constituent un arrière-plan pour l’établissement du plus grand “think tank” polonais en 2009 – le Conseil Publique du Programme National de Réduction des Émissions. Dans le contexte polonais, les auteurs analyseront le packet énergie-climat, les politiques de réduction des émissions de l’UE et les actions polonaises réalisées dans ce domaine. Les auteurs décriront aussi le rôle et les tâches du Conseil Publique du Programme National de Réduction des Émissions. Dans la conclusion, ils présenteront les recommandations et les résultats dans le domaine de l’accomplissement des obligations européennes et de l’implantation du programme de modernisation d’infrastructure en Pologne.

In this article, we examine the notion of well-being in light of the relationship between positive and normative economics. Having identified four interrelationships between possible theoretical developments within the two fields, we propose a framework for the analysis of normative economic theories. The starting point for these considerations were competing stances on well-being proposed by neoclassical welfare economics, Robert Sugden, Amartya Sen, and Daniel Hausman.

The Tell el-Farkha site, which has been excavated since 1998, is formed of three tells. All three were excavated in the course of the two seasons, reopening already established trenches. Breweries discovered earlier on the Western Kom were explored, two completely, two in the early stages of exploration. Thick poorly preserved mud-brick walls were unearthed northeast of one of the breweries. Remains of a multi-roomed structure continued to be cleared in the northern trench on the Central Kom. D-shaped red bricks in this area suggest the presence of a brewery in the vicinity. A Naqada IIB and IIC settlement was recognized in the southern trench: storage pits, postholes, and furrows from a big house built of wood. A part of a settlement dated to the Tell el-Farkha Phases 3 and 4 (Naqada IID2–mid IIIB) was explored on the Eastern Kom. Of greatest interest is a structure composed of rectangular rooms around an open space, probably a courtyard. Three graves were discovered including one dated to the Naqada IIIB with the first pottery coffin discovered at Tell el-Farkha.

The paper discusses archaeological investigations carried out on all three tells making up the site of Tell el-Farkha, expanding on the findings from earlier seasons. Phasing of the brewery discovered four years ago on the Western Kom gave a time range for the use of the installation from the first Southern Egyptian occupation (Naqada IID) to the Naqada IIIA1/2–IIIB phase, when a catastrophic fire destroyed the entire settlement. The big Naqada warehouse on the Central Kom was also phased (beginning in Naqada IIIA1) and further parts of an underlying building attributed to the Lower Egyptian culture were explored, including a wooden fence around the structure. The 11 graves explored on the Eastern Kom were dated to the Tell el-Farkha Phase 6 (Naqada IIIC2–IIID). They cut into a building (temple?) from an earlier phase.
