In the modern world, the term ‘security’ is so widely used that adjectives must be used to describe the type of scientific considerations, e.g. ‘public security’. Safety is an indispensable element affecting the functioning of every human being. The number of threats in the modern world is so large that it is necessary to introduce new educational solutions for a wide range of entities in order to effectively oppose any behaviour that causes discomfort to citizens. The activity of police education for most readers is associated with the preparation of an officer for service on our streets. Nevertheless, the scope of activity of this type of facilities is much wider. The following article attempts to present several levels of activity that indirectly translate into public security. The training offer of police schools is addressed not only to police officers, but also to external entities that carry out tasks related to ensuring security and public order.

Opis:
Police tasks have not changed for years and mainly consist in ensuring order and security for citizens. However, the police function as an organization in a certain legal order, it is subject to certain rules that determine its effective operation. Since 1989, that is from the political and social transformation in the functioning of the Polish Police has started in our country, two periods could be distinguished in which it was forced to make organizational changes. The first such moment came with the political transformation when Poland was entering the path of the democratic system. It was not an easy period because the mere change in legislation was not enough. It is worth mentioning that young Polish democracy was struggling with many negative factors, mainly inherited from the previous political system, e.g. the state of the economy, and inflation. From the perspective of the police 30 years of operation, based on statistical data, it can be concluded that the period directly related to political transformation was conducive to negative social phenomena such as crime, social pathologies or the lack of appropriate legal regulations in the new economic conditions. In 1990, the Polish Police leadership faced a lot of work to be done to ensure that the newly formed formation was not identified with the previous system as well as the role it played in the communist system. The second such event forcing a change in the organization of the police activities was January 1, 1999, when the administrative reform of the country entered into force. A difficult task was set up before the formation. After less than 9 years of functioning in the new reality, the then management was faced with adapting the organization to the situation related to, among other things, the new administrative division, transfer of many tasks and competences previously reserved for the central level to the level of local governments, or intensification of efforts to build civic self-governance at all levels of government. The following article presents issues related to police tasks, powers of the Police Commander-in-Chief, and police structures operating in the period in question

Opis:
The concept of economic crime has been used in the legislation of many countries for over 90 years. In Poland, as a result of systemic changes at the turn of the 1980s and 1990s, this type of crime evolved. Criminals from this period, taking advantage of such factors as the lack of appropriate legislation, services unprepared for a new type of threats, the possibility of free movement between former socialist countries, and countries in Western Europe, created many groups dealing with illegal activities aimed at the economic sphere, be it private or state entities. Taking into account the specificity of acts falling within the scope of economic crime as well as the scale of the damage caused, the prosecution of perpetrators is not as effective as in criminal offenses. One of the most effective tools used in the fight against “white-collar” criminals is freezing of assets. Such actions are very important, because only in 2020 in Poland, as a result of economic investigations by special services, losses of the State Treasury estimated at over PLN 20 billion were revealed.

Opis:
The crisis management and critical infrastructure protection system is one of the most important elements of state security. Since ensuring safety requires constant supervision, it is necessary to carry out such activities by public administration bodies and institutions properly prepared for actions in crisis situations. The effi cient operation of state authorities depends to a large extent on an experienced administrative apparatus, developed procedures, and involvement of relevant services, inspections and guards. In the Polish crisis management system, an important role is played by the voivode, who is responsible not only for the state of government administration, but also for actually ensuring safety in the voivodeship. One of the main entities supporting the voivode in these activities is the Police, which in addition to their basic tasks in the fi eld of ensuring public safety and order, have the strength and means to act in crisis situations caused, i.a., by a natural disaster or a technical failure.

Opis:
Russia’s aggression against Ukraine also meant the outbreak of a cyber war, which is being waged via the Internet practically all over the world. It covered many aspects of modern life - from trolling to the use of cybernetic technology directly on the battlefield. Without the use of advanced digital technology modern conventional weapons become quite useless, deprived of information about the battlefield, and also massively inaccurate. This may be clearly seen in the example of Russian aggression. The basic conclusion from the issues presented indicates that there is now no longer a division between front and rear in cyber warfare. Any information read on the web can, on the one hand, be a hacker’s tool, and on the other hand, it provides specific data about us, even if we are not aware of that ourselves. So it can be said that cyber warfare has reached homes, offices and telephones. This is a completely new quality of threats. Both the range and the variety of topics covered mean that it is impossible to fully master all aspects of the subject. This is due to the high dynamics of operations, both in the classical war and in the information war.
Agresja Rosji przeciw Ukrainie również oznacza wybuch wojny cybernetycznej, która toczy się za pośrednictwem Internetu praktycznie na całym świecie. Objęła ona wiele aspektów współczesnego życia – od trollingu po wykorzystanie technologii cybernetycznej bezpośrednio na polu walki. Współczesna broń konwencjonalna bez wykorzystania zaawansowanej technologii cyfrowej staje się wysoce bezużyteczna, pozbawiona informacji o polu walki jest dramatycznie niedokładna. Jest to szczególnie widocznie na przykładzie rosyjskiej agresji. Podstawowy wniosek płynący z przedstawionych zagadnień wskazuje, że obecnie w cyberwojnie nie ma już podziału na front i tyły. Każda informacja przeczytana w sieci może być z jednej strony narzędziem hakera, a z drugiej strony dostarcza konkretnych danych o nas, nawet jeśli sami nie jesteśmy tego świadomi. Można więc powiedzieć, że cyberwojna dotarła do domów, biur i telefonów. Jest to zupełnie nowa jakość zagrożeń. Zarówno zakres, jak i różnorodność poruszanych tematów powodują, że nie jest możliwe pełne opanowanie wszystkich aspektów przedmiotu. Wynika to z dużej dynamiki działań, zarówno w wojnie klasycznej, jak i w wojnie informacyjnej.

Opis:
Road transport is a key factor affecting the functioning of numerous areas. Although Opolskie Province is the smallest one among Poland’s 16 provinces, it has seen over the last 15 years a twofold increase in the number of passenger cars. Importantly, the highest numbers of cars per 1,000 inhabitants are registered in Opolskie’s two counties with the fewest inhabitants. The increased number of cars travelling on roads inevitably increases the risk of traffic incidents. Thus, to be effective, road traffic safety projects cannot be confined to the boundaries of specific local government tiers. Consequently, such tasks should be implemented based on a regional road traffic safety policy.
