In this paper, I examine the patterns of economic voting in 2002 and 2006 city president elections in largest Polish cities. I draw on the conceptual distinction between “conventional” and “transitional” economic voting. While the former concept stresses a general positive link between economic welfare and the results gained by incumbents, the latter, developed in course of studies on the post-communist countries, emphasises a negative relationship between welfare and the electoral fortunes of post-communist parties and candidates. Relying on aggregate-level data relating to 2002 and 2006 city president elections, I conduct analyses suggesting that both types of economic voting can be observed at the local level in Poland. On one hand, the electoral achievements of incumbents in the cities with high average wages tend to be greater than in the case of the cities with low average wages. On the other, low average level of wages favours presidential candidates affiliated with the post-communist party. Moreover, there is suggestive evidence that incumbency status interacts with affiliation with the post-communist party. The results tend to be robust with respect to different model specifications, including those accounting for unobserved heterogeneity.

One of the classic explanations of variation in voter turnout states that, all else being equal, the closer (the more competitive) the election in question the higher the respective turnout rate should be. In this paper, I examine whether this proposition holds in the context of the city president elections in Poland. I employ two different measures of election closeness to account for the substantive difference between the first and the second rounds of these elections. The results I present indicate that, while the effect of closeness on turnout in the first rounds of the 2002 and 2006 elections was moderately strong or even weak (and insignificant), the regularities observed in the second rounds lend arguably strong support to the closeness hypothesis.

A room temperature home built 10 GHz ECR ion source delivers beams of B, C, N, O, F, Ne, S, Ar to the Cyclotron U200-P. The same ion source has also been used for surface irradiation of the solids. To upgrade the ion source and increase the ion current in the cyclotron an oven for evaporation of solid materials has been constructed and a two gap buncher has been installed in the injection line. Some new observations on the influence of the extraction system on the ion beam current will be presented.

Introduction. Renal cell carcinoma (RCC) is the most common malignant epithelial tumour of the kidney, accounting for 85–90% of all solid renal tumours in adults and comprising 1–3% of all malignant visceral neoplasms. Recently, computed tomography (CT) has been considered the ‘gold standard’ in the diagnostic imaging of RCC; however, the use of CT is always associated with radiation exposure and consequently carries a significant increase in the risk of malignancy for patients with neoplastic processes. In recent years, magnetic resonance imaging (MRI) is increasingly attracting the attention of clinicians as the method of choice for the diagnosis and staging of RCC, due to several advantages over CT. Materials and method. The study involved 62 adult patients with a pathologically verified clear cell subtype of the renal cell carcinoma (ccRCC) and 15 healthy volunteers. All patients underwent renal MRI which included diffusion-weighted imaging (DWI) with subsequent apparent diffusion coefficient (ADC) measurement. Results. A significant difference was observed in the mean ADC value of the normal renal parenchyma and ccRCC – 1.82 ± 0.16 × 10– 3 mm2/s vs 2.15 ± 0.12 × 10– 3 mm2/s, respectively (р < 0,05). Additionally, statistically reliable differences in ADC values in patients with high and low ccRCC grades were obtained: in patients with the I grade, the mean ADC value was 1.92 ± 0.12 × 10– 3 mm2/s, in patients with the II grade, this value was 1.84 ± 0.14 × 10– 3 mm2/s, in patients with the III grade, the mean ADC value was 1.79 ± 0.12 × 10– 3 mm2/s, and in patients with the IV grade of nuclear polymorphism the mean ADC value was 1.72 ± 0.11 × 10– 3 mm2/s (p <0.05). Conclusions. The data obtained in the survey show a significant restriction in the diffusion of hydrogen molecules in tissues of ccRCC, compared to the healthy renal parenchyma due to the tumour’s greater density. A statistically significant difference was observed in the mean ADC values of ccRCC tumours with different Fuhrman nuclear grades: tumours with a low grade of differentiation demonstrated higher mean ADC values compared to highly differentiated tumours. Application of DWI modality of MR imaging with ADC calculation allows to obtain valuable information that is vital for the diagnosis of ccRCC and differentiation of its degree of malignancy.

Opis:
The combined production of electrical and heat energy is one of the preferred, by national policy, activities associated with energy production from renewable sources. The simultaneous generation of heat and electrical or mechanical energy during the same technological process is called cogeneration or combined heat and power, CHP. The presented methodological approach includes an analysis of the data recorded in the research stations and agricultural production stations owned and managed by the University of Warmia and Mazury (UWM) in Olsztyn, performed in order to determine the energy potential of biomass and other renewable energy sources (RES). Depending on the substrates available for UWM in Olsztyn, it is proposed to take a varied approach towards the use of RES by means of biotechnological and thermal biomass conversion. The first method is based on the production of biogas from biomass with the subsequent use of the generated biogas in the process of cogeneration. In the second method, heat energy generated by gasification in a syngas generator will be used for transformation with a Stirling’s engine into mechanical energy and finally into electrical (30%) and heat (60%) energy. The concept of a “Green University” is the result of the performed analyses.

The ecophysiological regulation of seed dormancy in perennial species and those with a varied life cycle has not been studied in detail yet. That is why an attempt has been made to determine the Cirsium arvense seed water relations during stratification and afterripening at different temperatures and germination at constant or fluctuating temperatures on the basis of the hydrotime model. The obtained results showed that breaking of the primary dormancy of achenes took place only during the first stratification month at moderate temperatures, mainly due to an increase in the average water-stress tolerance in a seed population. The induction of secondary seed dormancy during after-ripening at all temperatures resulted mostly from a substantial loss of the seeds' ability to tolerate water stress. Fluctuating temperatures affected neither seed germination nor the hydrotime model parameters. The analysis of the variations of hydrotime model parameters allows a better understanding of the physiological basis of seed dormancy relief and induction.

Nowadays, different types of mineral and thermal waters are exploited in a number of Spas for therapeutic purposes, whereas in some other areas thermal waters are exploited for recreation and heating purposes. Their occurrences, origin, chemical types, legal aspects of exploitation, potential vulnerability and bottling are presented.

Eight to nineteen ethanol-soluble carbohydrate components were identified in vegetative tissues of Colobanthus quitensis and Deschampsia antarctica. The analysed carbohydrates included: monosaccharides, cyclitols, galactosyl cyclitols, raffinose family oligosaccharides, lichnose family oligosaccharides, kestose family oligosaccharides. The analysed vegetative tissues accumulated from 447 to 139 mg/g d.m. soluble carbohydrates in Colobanthus quitensis, Deschampsia antarctica respectively. The raffinose family oligosaccharides constituted 53.3% in Colobanthus quitensis of the identified soluble carbohydrate component pool. Vegetative tissues accumulated starch in Colobanthus quitensis 20.6 mg/g d.m. and 261.6 mg/g d.m. in Deschampsia antarctica. Anatomical and ultrastructural observations of vegetative part of Colobanthus quitensis and Deschmpsia antarctica revealed the presence of various ergastic materials in intercellular spaces, cell walls and protoplasts. Various parts of these plants contain insoluble, PAS positive polysaccharides in intercellular spaces and in cell walls. Chloroplasts of analysed tissues contained starch. Less starch was visible in young, growing parts of shoots of Colobanthus quitensis and Deschmpsia antarctica, more starch appears in mature, differentiated parts.

The qualities of Poland’s fauna and flora as well as Poland’s accession to the EU and the resulting ease of movement have contributed to the development of hunt tourism. As a consequence, there has been a rise in the demand for services offered by rural areas inhabitants, which in turn should make local communities recognize the need to preserve the natural environment.

This paper presents the key principles of the new Polish methodology for hydromorphological river surveys which is consistent with the provisions of the Water Framework Directive. This method proposes to investigate only the main watercourse of the water body. The assessment is based on cartographic maps, satellite images and the existing databases. Field surveys are limited to selected stretches of the water body. The classification of the river's ecological status and ecological potential is based on a hierarchical system comprising four elements: hydrological regime, river continuity, channel morphology and floodplain. They are evaluated in view of features characterized by selected attributes. The method is the same for natural and heavily modified water bodies, while a simplified methodology is used to investigate artificial water bodies. It does not account for differences in abiotic type, landscape or size of the catchment area. The results are presented in abridged and field protocols. The attributes are evaluated on a five-point grading scale or through a descriptive approach which supports the calculation of ecological quality ratios for quality elements, hierarchical system elements and the water body. The usefulness of the proposed method has been tested on 11 pilot water bodies. The presented approach enables to perform hydromorphological surveys of Polish rivers by 2015, as required under the Water Framework Directive.
W pracy przedstawiono podstawowe założenia nowej, polskiej metodyki monitoringu hydromorfologicznego rzek (MHR), dostosowanej do wymogów Ramowej Dyrektywy Wodnej. Zgodnie z nią przewiduje się badanie jedynie całego głównego cieku jednolitej części wód. Ocena opiera się na materiałach kartograficznych i teledetekcyjnych oraz istniejących bazach danych. Prace terenowe wykonuje się w ograniczonym zakresie. Do oceny stanu i potencjału ekologicznego stosowany jest system hierarchiczny. Zakłada on dokonanie oceny czterech elementów: reżimu hydrologicznego, ciągłości rzeki, morfologii koryta i doliny zalewowej. Są one oceniane na podstawie licznych wskaźników charakteryzowanych przez wybrane atrybuty. W analogiczny sposób bada się cieki naturalne i silnie zmienione, w uproszczony cieki sztuczne. Sposób ten nie różni się dla wydzielonych typów biotycznych, krajobrazów i wielkości zlewni cieku. Wyniki oceny są prezentowane w protokołach kameralnych i terenowych. Atrybuty podlegają ocenie punktowej lub opisowej, która umożliwia obliczenie współczynników jakości ekologicznej wskaźników, elementów oraz jednolitej części wód. Przydatność metody MHR została sprawdzona w 11 pilotowych jednolitych częściach wód. Stwarza ona możliwość przeprowadzenia wymaganej oceny hydromorfologii cieków w Polsce do końca 2015 r., czego wymaga Ramowa Dyrektywa Wodna.

This work presents rules and results of classifications of hydromorphological status of watercourses used presently in Europe. The Water Framework Directive introduced an obligation to monitor hydromorphological elements of rivers, which include hydrological regime, river continuity and bed morphology. European standards require somewhat different quality indicators and the way of their assessment for such investigations. Classification of status and ecological potential shall include categories and types of rivers, however, the methods existing so far do not provide such a distinction. Assessment of much differentiated features and attributes, as well as the requirement of presenting the outcome in EQR form, within limits from zero to one, cause that all the studied parameters, which are very diverse, must be conveyed to numerical form. The MHR method takes into account the above conditions and proposes a classification which includes limit values for five classes of status and four classes of ecological potential. It assumes limit values of classes lowering from natural watercourses through heavily modified to artificial.
W pracy przedstawiono zasady i wyniki stosowanych dotychczas w Europie klasyfikacji stanu hydromorfologicznego cieków. Ramowa Dyrektywa Wodna wprowadziła obowiązek monitorowania elementów hydromorfologicznych rzek, do których zaliczono reżim hydrologiczny, ciągłość rzeki oraz morfologię koryta. Normy europejskie określają wymagane w takich badaniach nieco odmienne wskaźniki jakości i sposób ich oceny. Według klasyfikacji stanu i potencjału ekologicznego powinny być uwzględnione kategorie i typy rzek, natomiast według dotychczasowych metod nie ma takiego rozróżnienia. Ocena bardzo zróżnicowanych wskaźników i atrybutów oraz wymóg prezentowania wyniku w formie EQR w granicach od zera do jedności powoduje, że wszystkie badane parametry, które są bardzo zróżnicowane, muszą być doprowadzone do formy liczbowej. W metodzie MHR uwzględnia się powyższe uwarunkowania i proponuje klasyfikację, zawierającą wartości graniczne pięciu klas stanu oraz czterech klas potencjału ekologicznego. Zakłada się w niej, że wartości graniczne klas zmniejszają się od cieków naturalnych poprzez silnie zmienione do sztucznych.

The aim of this study was to compare the accumulation of soluble carbohydrates in embryos of two lupin species: cultivated Lupinus luteus (cv. Juno) and wild L. pilosus, developing on plants grown under normal soil humidity and soil drought. All analysed seeds accumulated soluble carbohydrates, including: monosaccharides, sucrose, cyclitols, galactosyl cyclitols and raffinose family oligosaccharides. Soil drought caused a nearly two-fold increase of soluble carbohydrate contents in both species. L. pilosus embryos however, responded to water deficiency by increasing the accumulation of cyclitols and galactosyl cyclitols, whereas L. luteus embryos enhanced accumulation of cyclitols and raffinose family oligosaccharides.

Iryd seeds stored for 20 years at -14oC, 0oC or at room temperature (approx. +20oC). Seed storage at room temperature reduced viability (to 2%) and increased seed leachate electroconductivity. Determinations of total proteins showed that protein content was significantly reduced in seeds stored at +20oC compared to the other storage regimens. Raffinose family oligosaccharides were the main soluble carbohydrates in seeds stored at 0oC and -14oC, whereas sucrose dominated in seeds stored at room temperature. Scanning electron microscopy (SEM) of seed surface and seed coat sections revealed appearance of an amorphic layer on the surface of seeds stored at room temperature (not observed in other seeds) and distinct shrinking of macrosclereid layer in seeds stored at -14oC. Macrosclereids layer in all seeds was 100 um thick and accounted for 60% of seed coat thickness. The obtained results suggest that for long term storage of lupin seeds at 0oC is the most advisable temperature if both costs of storage and seed storability are considered.
