The aim of this article is to analyze the concept of Russian foreign and security policy by Eugene Primakov, one of the most eminent Russian politicians of the twentieth century. The article applies research methods and techniques appropriate to science about politics. These include a comparative analysis and a method of historical analysis that enabled the presentation of political events and factors shaping the foreign and security policy of the Russian Federation. In 1996, President Boris Yeltsin appointed Primakov to the post of the Minister of Foreign Affairs of the Russian Federation. The goals and assumptions of foreign and security policy have undergone a thorough redefinition, related to the tendencies noticeable in Russia in 1993–1995. Before, foreign policy had been dominated by neoliberal and Euro-Atlantic options, whose representative was predominantly Primakov’s predecessor as the minister of foreign affairs, Andrei Kozyrev. After the fall of Sergei Kirijenka’s government, Primakov assumed the office of Prime Minister on September 11, 1998 and held it until May 12, 1999. It was a cabinet of political compromise, which was supposed to facilitate agreement with the opposition and the continuation of reforms, although not on the same principles as before. Primakov criticized his predecessors for the wrong political line, the lack of effectiveness of the stabilization policy, which resulted in a fall in production. He stressed that his government did not give up market reform, but called for the state’s participation to be increased. Yevgeny Primakov claimed that Russia should strive to formulate a multipolar system of international relations that truly reflects the multifaceted nature of the present world with the diversity of its interests. Primakov exerted a huge influence on the Russian foreign and security policy of Putin’s day. His political line was carried out by his successors, and above all Igor Ivanov and Sergey Lavrov. The main directions and assumptions of his concepts are still repeated in official documents articulating the Russian doctrine of security and defense, and nothing indicates that this state of affairs has changed, and this in turn carries the threat of destabilization in Central and Eastern Europe.

The Polish Episcopate critically assessed the social and economic situation in Poland in the period of the transition from communism to democracy and a freemarket economy. Privatisation led to production being stopped and to an increase in unemployment. Profit and not human dignity became the measure of labour. The economic and social reality was dominated by the treatment of economics and financial success as of the highest values and the dissemination of the opinion that in politics and economics there are no values. The political elites showed an inability to develop long-term strategies for getting out of the crisis. The disappearance of the morality of many representatives of public life, which was manifested in universal corruption and the aspiration to improve social status as soon as possible, contributed to this state of affairs. As a result, there was a crisis of the idea of the common wealth and an increase in crime. The social crisis was particularly visible in moral attitudes, social behaviour, and in the economic sphere, public finance, on the labour market, and in the quickly progressing social stratification.

Opis:
The article analyses the problem of political leadership in developing countries on the example of Yemen. The main source of data for the analysis is the personal experience of one of the authors, who worked for two years in the local higher education system. The activity of Yemen’s national leaders, who headed the authoritarian regime in both parts of the country and who coordinated the political, economic and ideological efforts of the authorities, aimed at modernization of the Arab society, has been chosen as the object of the study. The research focuses on the practice of public administration and social transformations, which was implemented in the Yemen Arab Republic and the National Democratic Republic of Yemen, when Ali Abdullah Saleh (1978-2011) and Ali Nasser Muhammad (1972-1986) - prominent representatives of the modernist authoritarianism, headed these countries. First one was an Arab Marxist, the other a moderate Islamic nationalist. The article uses the method of comparative analysis to show the role and importance of political leadership in Yemen under the conditions of the authoritarian regime. The analysis of relevant leaders’ activities provides serious basis for reflection to managers, political scientists and economists.
W niniejszym artykule poddano analizie problem przywództwa politycznego w krajach rozwijających się na przykładzie Jemenu. Wybór tematyki podyktowany jest tym, że w 2020 upłynęło trzydzieści lat od zjednoczenia tego państwa oraz doświadczeniami osobistymi jednego z autorów, który przez dwa lata pracował w tamtejszym systemie szkolnictwa wyższego. Przedmiotem badań jest działalność autorytarnych prezydentów Jemenu i Narodowo-Demokratycznej Republiki Jemenu: Alego Abdullaha Saleha (1978- 2011) i Alego Nassera Muhammada (1972-1986). Pierwszy z nich był arabskim marksistą, drugi – umiarkowanym islamskim nacjonalistą. W artykule zastosowano metodę analizy porównawczej, za pomocą której ukazano rolę i znaczenie przywództwa politycznego w Jemenie w warunkach reżimu autorytarnego.
