Opis:
The adoption of the UE Directive on Open Data and Re-use of Public Sector Information gives rise to necessity of its implementation by the Member States of the European Union. The process of implementing the Directive in Poland has also a significant constitutional value, because - according to the authors of this article - its content is realization of the principle of the common good (Article 1 of the Constitution of the Republic of Poland: “The Republic of Poland shall be the common good of all its citizens”). This is because data sharing has not only economic value, allowing the entity using access to public information to achieve a financial benefit, but also in other areas, where, in principle, both parties (a person and public authority) benefit from such action. Therefore, the role of public authorities should be to ensure the widest possible access to public sector information in order to implement the constitutional principle of the common good.
Przyjęcie Dyrektywy w sprawie otwartych danych i ponownego wykorzystywania informacji sektora publicznego rodzi konieczność jej implementacji przez państwa członkowskie Unii Europejskiej. Proces implementacji Dyrektywy ma w Polsce również doniosły walor ustrojowy, ponieważ - zdaniem autorów niniejszego artykułu - jej treść stanowi realizację zasady dobra wspólnego (art. 1 Konstytucji Rzeczypospolitej Polskiej: Rzeczpospolita Polska jest dobrem wspólnym wszystkich obywateli). Współdzielenie danych ma bowiem nie tylko walor ekonomiczny, pozwalający podmiotowi korzystającemu z dostępu do informacji publicznej na osiągnięcie korzyści finansowej, ale również w innych obszarach, gdzie co do zasady obydwie strony (jednostka i władza publiczna) czerpią korzyść z tego procesu. Dlatego zadaniem rządzących powinno być zapewnianie jak najszerszego szerszego dostępu do informacji sektora publicznego w imię realizacji konstytucyjnej zasady dobra wspólnego.

Opis:
Developing novel methods, approaches and computational techniques is essential for solving efficiently more and more demanding up-to-date engineering problems. Designing durable, light and eco-friendly structures starts at the conceptual stage, where new efficient design and optimization tools need to be implemented. Nowadays, apart from the traditional gradient-based methods applied to optimal structural and material design, innovative techniques based on versatile heuristic concepts, like for example Cellular Automata, are implemented. Cellular Automata are built to represent mechanical systems where the special local update rules are implemented to mimic the performance of complex systems. This paper presents a novel concept of flexible Cellular Automata rules and their implementation into topology optimization process. Despite a few decades of development, topology optimization still remains one of the most important research fields within the area of structural and material design. One can notice novel ideas and formulations as well as new fields of their implementation. What stimulates that progress is that the researcher community continuously works on innovative and efficient topology optimization methods and algorithms. The proposed algorithm combined with an efficient analysis system ANSYS offers a fast convergence of the topology generation process and allows obtaining well-defined final topologies.

BackgroundThe aim of the study was to assess the state of knowledge of Medical University of Warsaw (MUW) students on COVID-19, modes of transmission and preventive measures.Material and MethodsThe study was conducted in October 2020. The participants were all the students attending classes at MUW – 8922 persons. All had completed the online training “Work safety and hygiene during COVID-19.” To assess their state of knowledge an online questionnaire was made available on the MUW e-learning platform. The questionnaire comprised 4 parts: (1) awareness of rules of hand hygiene, (2) medical aspects of COVID-19, (3) preventing SARS-CoV-2 infection transmission in health care facilities, and (4) preventing infection transmissions in the society.ResultsThe majority of students (93.9%) demonstrated a sufficient level of knowledge. The highest passing threshold was found on the medical programme (96.7% of students with satisfactory level of knowledge), dentistry (96.2%) and pharmacy (95.5%). The statistically significant factors that differentiated student results proved to be faculty (p < 0.001), study programme (p < 0.001), year of studies (p = 0.001), form of studies (p < 0.001). The participants most often showed full knowledge (100% correct answers in sub-area) of preventing infection transmissions in the society (93.3%) and medical aspects of COVID-19 (91.8%), less complete in terms of ways of preventing infection transmission in health care facilities (85.4%), and in particular hand hygiene rules (78.3%). All the variables characterizing academic status (study programme, faculty, year and form of studies) were statistically significant differentiating factors for students’ full knowledge in all of the 4 analyzed sub-areas, while students’ sex only in the sub-area of COVID-19 medical aspects.ConclusionsThere is a clear need for conducting systematic educational activities among students of all medical study programmes and assessing their level of knowledge in those areas that were identified as least frequently controlled, namely, hand hygiene and infection transmission in health care facilities.

We define the need for sense-making as the desire to find reliable connections between the objects, situations, and relationships that people encounter. We have proposed and tested that there are possible individual differences in the need for sense-making and that these individual differences are insightful in characterizing individuals and their behaviors. A correlational study (N = 229) showed that need for sense-making was positively related to self-esteem, extroversion, conscientiousness, openness, and sense of control. Additionally, a higher need for sense-making was associated with greater perception of it as an important part of people’s identity. Thus, need for sense-making is relevant to understanding individual differences and can furthermore comprise a significant element of people’s identity. These results break new ground in the study of individual differences in the need for sense-making and can be of great importance in work and organizational psychology.

Background: Knowledge about diabetes mellitus (DM)-related complications, the direct and indirect costs incur red by patients with DM is still insufficient in Poland. Economedica DM-PL (Economedica) survey was a cross-sectional observational study that aimed to assess these issues. Material and methods: The survey was carried out in 2016 on a representative sample of 2032 diabetic patients recruited by 195 general practioners (GP) and 48 diabetologists (D) randomly selected from the national registry of physicians. Each GP and D recruited 8 to 10 patients with DM according to the specified protocol. The study included 1938 medical questionnaires (comple ted by the GPs and Ds), 1938 questionnaires about costs (completed by the patients) and 1532 treatment adherence questionnaires. Results: The Economedica survey provided new insights into DM epidemiological and cost data. 70% of patients with type-1 DM were diagnosed with the disease before the age of 40. For 76% patients with type-2 DM, it was diagnosed aeftr the age of 50. The average monthly out-of-pocket medical costs for DM patients in 2016 reached 66.2 EUR, while their non-medical costs were 36.8 EUR. Conclusions: The methodology applied in our study proved useful for providing new dimensions of DM epidemiological and cost data in Poland.
