Information and communication policy aims to build effective, harmonious communication between all actors of the democratic process with extensive use of ICTs and direct communication. The war creates an aggressive environment, which also affects the communication processes in the information sphere of the state, in particular, there is more emphasis on information, less – on deliberation. The article examines the tools used by Ukraine’s state and non-state structures to: 1) objectively inform the citizens and avoid panic, 2) inform the world community about the war and intensify international support for Ukraine, 3) fight Kremlin fakes and convey reality to the RF citizens. The specifics of TV broadcasting in Ukraine during the war, media activity of officials, social pages and Telegram channels of ministries, the Armed Forces, the Office of the President, the Verkhovna Rada of Ukraine, public organizations fighting against disinformation and fakes are analyzed. It is found out that the chosen information and communication policy is efficient at the national level (mobilized citizens to fight for victory, reduced panic, increased awareness and criticism of fakes) and at the “western” level (international moral, financial and military support to Ukraine, sanctions against Russia). However, the work in the information space of the Russian Federation is problematic because it is exposed to fierce opposition by the objects of Russian propaganda.

Opis:
The article presents a study of the main determinants shaping the banking system of Ukraine in the 2018-2021 period, before the Russian invasion. In particular, the level of capitalization of the banking system, the number of banks in liquidation, the dynamics of assets growth and other indicators of the banking system were analyzed. Then the paper analyses the main measures introduced by the National Bank of Ukraine after February 24, when the Russian Federation started the war with Ukraine. These operational measures included: regulation of the foreign exchange market, ensuring the liquidity of the banking system, the operation of the electronic payment system and support for social benefits, the liquidation or preparation for the nationalization of Russian-controlled banks in Ukraine. The article also presents the assessment of the financial situation in Ukraine, after the first month of the war.

Mythology plays an important part of the role of the American automobile, less so in terms of its primary function that is transportation, more so in terms of an ancillary purpose: its metaphorical significance to both owner or operator and the onlooking public. Across much of the 20th century and continuing now into the third decade of the 21st century, the American automobile has undergone many design changes that have buttressed its metaphorical significance: become streamlined, gained then lost then partially regained size together with a colorful exterior, and in the 21st century become focused on an array of interior gadgets, some cast into hibernation because of an electronic chip scarcity resulting from trade wars and the Covid-19 pandemic. Many Americans seem to have almost become besotted by automobiles, including their own and those driven by others, because in some respects the American automobile has come to define its driver. Automobiles in the United States that are visually appealing symbolize affluence, material success, preoccupation with speed, including the rapid pace of social change, as well as, at least arguably, a lesser regard for protecting the environment. On balance, in the mindset of many Americans, the automobile is larger than life, “a mode of signification, a form” in contrast to a mere machine. Change in automotive design has been heralded as the talisman of a new generation of drivers. However, what is cause and what is effect? American automobiles conflate myth and reality; that which is together with that which might be sometime temporal frustrations with the American Dream.

This article reveals the geographical distribution, structures, and problematic aspects of business migration to the oblasts of the Carpathian region of Ukraine and abroad. In the context of the Russian–Ukrainian war, the article assesses the risks and threats that internal and international business migration pose to the Ukrainian economic system, economies of the Carpathian region, the internal consumer market, and business entities. Measures to mitigate the threats of business migration to the Carpathian region are offered. The implementation of certain measures will eliminate the identified threats to relocated businesses and minimise the risks to the social and economic development of the Carpathian region and Ukraine as a whole.

The subject of this article is the fate of the Greek political refugees – specifically personsforcibly resettled in Poland and other countries of the Soviet Bloc, evacuated from territoriesengrossed in the Civil War of 1946-1949. After a long period in exile, some returned to theirhome country and began a new life, struggling with economic, familial, social, linguistic and cultural problems. The history of the Greek refugees and their re-immigration illustrates the irreversibility and irreparability of the social and psychological damage done by forcedmigration. Returns to the homeland did not reinstate balance, and did not ease the dilemmasinitiated by the first resettlement. History is stuck in the memories as well as the everyday lives of the return migrants and their social milieus; this creates divides, mutual strangeness, and social tensions. Compulsory movement of populations – leading to the severance of connections with one’s fatherland, hometown, mother tongue, and home culture – causes subsequent conflicts and identity problems which continue to haunt those who returned to their birthplace.

The First World War imposed a severe stigma on the Lemko people, the Ruthenian mountaineers residing on the northern mountainside of the Carpathians. Military operations, political repressions, malnutrition, and epidemics of contagious diseases caused severe damages and losses in the population and materials. In the late 1914 and early 1915, the front-line was set through the Lemko Land. The area’s eastern part was occupied for several months by the Russians. The occupational authorities planned to annex the area after the war, as they recognised the Lemkos as part of the Russian nation. On the other hand, the Lemko people were generally treated by the Austro-Hungarian authorities with suspicion, as allegedly favouring Russia. They were accused of sabotage and collaboration with the occupiers. Many a Lemko was executed, often without any proof of guilt whatsoever. Some 2,000 were sent to an internment camp in Thalerhof, not far from Graz. The war facilitated the split among the Lemkos into those who considered themselves members of a Ukrainian nation and those who recognised themselves as a separate ethnic group.

In 2021 global arms spending reached a record-breaking level of $ 2,11 trillion. This trend can be expected to develop due to the ongoing war between Russia and Ukraine. The Russian invasion has undoubtedly contributed to increased demand in the arms industry. The capabilities of domestic arms markets of conflicting parties is not a determining factor of the result of the war. Opponents’ activities in the information environment are also greatly important, as they often determine the response of the international community, and influence the support awarded by individual states. The financing of arms supplies to Ukraine may serve as a good example of such correlation. The arms that Ukraine is acquiring surely improve the country’s defence capabilities, with the support gained by Ukraine being the result of Kyiv’s well thought-out and consistent actions in the information sphere. This paper aims to explain the effects of wartime information strategy on Ukrainian defence capabilities.

This paper investigates the situation of Galician refugees in the Habsburg Empire during the last year of the First World War. The majority of the refugees returned home following the eastward movement of the frontline in 1915 (i.e. after the Gorlice‑Tarnów campaign). However, many others stayed deep within the Austro‑Hungarian Empire till the end of the war. According to the official reports of the Ministry of the Interior, there were still 90 thousand refugees (25% Poles, 28% Jews, and 46% Ukrainians, then known as Ruthenians) receiving social benefits from the state in the Austrian part of the Empire on 1st September 1918. Moreover, one can add countless refugees who stayed in the interior of the Empire at their own expense. The situation became even more complicated when the feelings of enmity on the part of the local inhabitants escalated. Pressed by society, the local authorities started expelling the refugees. As a consequence, some of them returned home, while others still stayed in exile in search of a better life. What is even more interesting is that some of them (mostly Jews) emphasised the lack of a bond with the new Polish state born in November 1918.

In descriptions of wartime childhood, the predominant features of a heroic narrative took shape already during the war itself, and were consolidated in so-called “pioneer heroics”, in tales of the exploits of bold young scouts popular in the immediate postwar period. These narratives are commonly viewed as comprising the state-approved and ideologically charged canon adopted in literature for Soviet children. I would like to propose a somewhat different interpretation of how the “wartime childhood” canon came to be, an explanation that foregrounds the influence not so much of war prose or children’s exploits, but rather of wartime poetry for “grownups”, which in this period was conceptualizing a narrative model of wartime childhood that would be successfully adapted to children’s literature. My primary investigation deals with the “wartime childhood” discourse that developed synchronically with the conflict itself. As a working hypothesis, I would propose that three major pieces of wartime literature, aimed primarily at an adult audience, put forth three models of wartime childhood, or descriptions of three types of children: the young victim of the horrors of war; the full-fledged combat assistant or even participant; and, lastly, the child restored to his/her happy Soviet childhood, ipso facto perceived as a triumph of the political order. My considerations here are based on three particular literary works: Konstantin Simonov’s poem “Maior privez mal’chishku na lafete” (The Major Brought the Little Boy on a Gun-Carriage, 1941); Aleksandr Tvardovskii’s poem “Rasskaz tankista” (The Story of a Tank Crewman, 1942); and Valentin Kataev’s novella Syn polka (The Son of the Regiment, 1944). The theoretical model for my argument will be the concept, developed by Il’ia Kukulin, of the hidden (or “tectal”, from the Latin tectus, concealed) amalgam.

During the six months’ term of the second editor-in-chief of Wieści Polskie began to appear at shorter intervals, improved its layout, and streamlined its structure. It continued to inform its readers about life in occupied Poland, the Polish government and the Polish army in exile, and (at greater length) about the life of the refugee community in Hungary. The year 2022 was marked for the world as the year of the full-scale invasion of Ukraine by the Russian Federation. The war caused considerable damage, not only to the Ukrainian economy, but also disrupted global economic relations. The agricultural sector was especially affected as agricultural enterprises cannot transfer their capacity to other, safer regions, like other sector enterprises, to conduct their activities.A significant part of the grain harvest was lost due to the war, so taking into account that Ukraine is one of the main exporters of grain, many countries did not receive the ordered deliveries. Among grains, in terms of value, wheat ranks third after corn and rice. Wheat is used not only for consumption but is also exported as seeds. Obstacles to harvesting, transportation, and export of wheat have become an extremely urgent issue for countries that are very dependent on the supplies of Ukrainian wheat.The purpose of the study is to develop a model of the Ukrainian wheat supply system in war conditions for groups of importing countries in terms of the volume and stability of supplies, to ensure food security.The ABC-XYZ analysis was used while conducting the study. This method is based on the use of statistical data on the volume of Ukrainian wheat supplies to other countries. According to this method, all countries are grouped in terms of their order volume and stability. This approach indicates the countries that are strategically important for Ukraine as a wheat exporter.As the results of the analysis show, at the beginning of the war, the behaviours of the wheat importing countries changed. If they could previously diversify the wheat supply channels, choosing the most profitable channels for themselves, since 2022, many countries have cancelled supplies of wheat from the Russian Federation and have become more dependent on other producers. In addition, unfavourable weather conditions and the desire of powerful wheat producers to create additional stocks of wheat for their own needs have been added. It was found that such countries as Egypt, Indonesia, Morocco, Yemen, Tunisia, Lebanon, and Libya are most dependent on Ukrainian wheat and have positive previous experiences of cooperation with Ukraine.The presented logistics model of wheat supply can be adapted to new changes, but the ultimate goal of its implementation should be to indicate conditions to ensure global food security.
W 2022 roku świat doświadczył pełnoskalowej inwazji Federacji Rosyjskiej na Ukrainę prowadzącej do zakłócenia globalnych stosunków gospodarczych. Wojna spowodowała znaczne szkody w gospodarce Ukrainy. Z perspektywy gospodarki światowej, szczególnie ważne były straty w sektorze rolniczym. Wynikało to z faktu braku możliwości przeniesienia działalności gospodarczej i zdolności produkcyjnych do innych, bezpieczniejszych regionów, tak jak robiły to przedsiębiorstwa innych branż.Znaczna część zbiorów zboża została utracona z powodu wojny, więc biorąc pod uwagę, że Ukraina jest jednym z głównych eksporterów zboża, wiele krajów importujących nie otrzymało zamówionych dostaw w pełnym wymiarze i na czas. Szczególne miejsce w eksporcie zbóż z Ukrainy zajmuje pszenica, która pod względem wartości zajmuje trzecie miejsce, po kukurydzy i ryżu. Warto podkreślić, że eksportowana pszenica jest wykorzystywana zarówno do konsumpcji, jak również jako materiał siewny. Przeszkody w zbiorze, transporcie i eksporcie tego zboża stały się niezwykle pilnym problemem dla krajów, których gospodarki są uzależnione od dostaw ukraińskiej pszenicy.Celem artykułu jest opracowanie modelu systemu dostaw ukraińskiej pszenicy, zapewniającego bezpieczeństwo żywnościowe dla krajów importujących pogrupowanych według wielkości i stabilności dostaw w warunkach wojny.Badania przeprowadzono przy użyciu analizy ABC-XYZ. Metoda ta opiera się na wykorzystaniu danych statystycznych dotyczących wielkości dostaw pszenicy z Ukrainy do innych krajów. Zgodnie z tą metodą, kraje importujące zostały pogrupowane pod względem wielkości i stabilności zamówień. Takie podejście pozwalało wskazać grupy krajów, które są strategicznie ważne dla Ukrainy jako eksportera pszenicy.Jak pokazują wyniki analiz, na początku wojny zmieniło się zachowanie krajów importujących pszenicę. O ile przed 2022 rokiem mogły one swobodnie dywersyfikować kanały dostaw pszenicy, to od rozpoczęcia pełnoskalowej inwazji wiele krajów rezygnowało z dostawy pszenicy z Federacji Rosyjskiej. Uwarunkowania rynku pszenicy pogarszały niekorzystne warunki pogodowe i presja producentów do tworzenia dodatkowych zapasów na własne potrzeby. Stwierdzono, że takie kraje jak Egipt, Indonezja, Maroko, Jemen, Tunezja, Liban i Libia są najbardziej uzależnione od ukraińskiej pszenicy, a ich import jest długookresowy, co pozytywne świadczy o dotychczasowej współpracy z Ukrainą. Przedstawiony model logistyczny dostaw pszenicy może być dostosowywany do nowych zmian, ale ostatecznym jego celem jest wskazanie rozwiązań zapewniających bezpieczeństwo żywnościowe na świecie.
