Opis:: The present paper evaluates Hungarian strategic urban planning from the perspective of well-being. It conceptualises well-being in line with Amartya Sen’s capability approach (CA). We argue that the CA provides a meaningful concept of common good or public interest for evaluation. The open-ended nature of CA allows one to embrace the complexity of strategic planning, but it is definite enough to provide a clear normative framework for evaluation. We base our conclusions on 49 interviews with various local actors in three second-tier cities. We conclude that the CA-based evaluation can supplement the dominantly used conformance or performance-based evaluation approaches. We also found that instead of depicting an unachievable ideal state, the CA is able to provide guidance for feasible steps to further well-being.

Opis:: Progressive climate change brings many challenges to cities, which, in an effort to meet them, are looking for ways to create a built environment that is resilient and adapted to change. The subject of the paper is the urban nature, which, skillfully used and introduced into public space, becomes an active tool for adapting cities to future climate conditions. The aim of the paper is to identify key solutions to introduce urban nature into public spaces in the context of model strategic planning and urban design undertaken in cities. To this aim, development strategies, with a particular focus on urban nature, developed in Copenhagen over the past few years, were researched. Of those identified, the directions and actions that address public spaces and holistically link the needs of the built and natural environment with the needs of humans were selected. Research leads to a comparison of the model strategies and selected implementations used in Copenhagen, prioritizing the urban nature, with examples of strategic development policies and adaptation projects implemented in the public spaces of selected Polish cities. The result of the research is an assessment of the completeness of climate change adaptation measures undertaken in Poland, using the potential of urban nature in public spaces and recommendations for updating planning and strategic documents based on Copenhagen's model solutions.

Opis:: Regional development and spatial planning in Croatia are organised as parallel planning systems regulated by different legislations and coordinated by two ministries, the development of which has been strongly influenced by the European Union (EU). In the last two decades, the intensive development of strategic documentation on a local, regional, and national level regarding diverse territorial governance aspects has had extensive analytical scope but little potential for implementation due to the overlapping of responsibilities and disconnected budget and implementation instruments. The Integrated Territorial Investments (ITI) mechanism of implementation contributed to the understanding of multifaceted territorial governance beyond strategic document drafting. This paper analyses the first phase of ITI implementation in Croatia, i.e. the processes which unified functional urban areas, creating the possibility to develop joint management structures and strategies, integrated projects, and common participative planning models.

Opis:: The article discusses the spatial development of non-urban areas based on the use of local peat resources. Creating a methodology for the advanced spatial development of non-urban areas has peat resources based on multi-criteria optimisation of production and social infrastructures. The industrial and social infrastructure of the non-urban areas having reserves of peat, associated mineral, and industrial raw materials. Regularities, trends, and features of formation and functioning of the productive and social infrastructure of the natural and man-made complex in the development of peat reserves, associated mineral, and industrial raw materials. To achieve this goal, it is necessary to conduct interdisciplinary research and solve the following specific objectives: (1) the scientific justification of new technological processes and equipment for peat and mineral raw materials processing for obtaining new composite materials for multiple purposes; (2) the feature analysis of the use of local peat resources to provide the development of non-urban areas based on a set of scientific approaches; (3) the development of the methodology for project management of the natural and man-made complex to ensure multi-criteria optimisation of productive and social infrastructure. The example of the Khanty-Mansiysk Autonomous Okrug – Yugra development selected results of confronting the existing “big grand” and national challenges through the mechanisms of rational use of local peat resources non-urban areas are illustrated. The results indicated that by 2030 there would be a 3.8-fold increase in mineral extraction and a 5.9-fold increase in processing industries.
