This paper presents an analysis of the social science development concept of Immanuel Wallerstein. In general terms we can say that the development of social sciences was based on a process of emancipation of individual subjects of research and validation of research methods.I. Wallerstein drew attention to the process of emancipation of individual disciplines, therefore we can talk about the separation of philosophy, followed by social sciences and, negatively evaluated by I. Wallerstein, applied social sciences. With the constitution of individual disciplines we dealt with the process of polarising methodological positions, which can be roughly described as the concept of two cultures. The text describes the following issues: (1) the directions of emancipation of scientific disciplines, (2) the processes of emancipation of scientific disciplines, (3) the dynamics of changes in social sciences, (4) the effects of changes occurring in sciences. In addition to the main assumptions of I. Wallerstein on science, the text attempts to confront these assumptions with the achievements of T. S. Kuhn, R. K. Merton and C. W. Mills.The aim of the article is to point out the implications for the “theory of international relations” deriving from the general trends in the development of social sciences. This issue has come down to only selected issues of: microscopisation, idealisation, metaphorical use, deformation, transcendentalisation, fictionalisation and fetishisation of notions in the “theory of international relations”.

The post-communist transformation of Central Europe, in particular the Visegrad countries (Poland, Czechoslovakia - later the Czech Republic and Slovakia, and Hungary), as well as its consequences have been largely analysed through the liberal IR theory: democratization, liberalization of trade, and the accession to the EU and NATO have been considered as conforming to the interests of post-communist countries. However, some authors have proposed alternative interpretations that are rooted in the globalist theory of international relations, i.e. empire studies, dependency theory, 'world-system' perspectives, and post-colonialism. According to these interpretations, the transformation of the Visegrad states essentially constituted a change of the dominant power in the region: the declining Soviet Union/Russia was replaced by the Western powers - the United States and the European Union. The neoliberal economic reforms followed the principles of the “Washington consensus” and corresponded neither to economic rationality nor to the will of the people of the Visegrad countries. The enlargement of the EU forced post-communist countries to adapt their political, economic, and legal systems to the Western norms. This process brought some benefits, but was realized at the expense of democratic standards. In consequence, the Visegrad countries remain a semi-periphery of the West - convenient export markets and a source of cheap labour - which situates them far behind the highly developed Western Europe.

The category of a national interest is one of the most popular notions used in international relations. It has a polysemic character and is differently interpreted by various scientific perspectives. The purpose of this article is to provide a brief analysis of selected approaches of the theory of international relations to defining interests and correlating the interpretations of national interests of the Russian Federation performed on their bases. The choice of case study concerning the foreign policy of the Russian Federation is not accidental because in countries aspiring to gain world power the concept of national interest is raised while explaining the motives of decisions taken by their leaders exceptionally often. In this article, Russia’s interests will be discussed in reference to the annexation of the Crimea and Russia’s actions towards Ukraine. Those events vividly show the specificity of defining the national interests, based on one hand on the pursue to being a powerhouse and understanding the interests in the category of power and, on the other hand, resulting from the political identity of Russian elites. As a result, an assessment of the scientific utility of selected theoretical paradigms and their use in the analyses of Russia’s foreign policy will be outlined.

This paper addresses the possibility of using the realist paradigm of international relations to look at climate security. The challenges related to global climate change have become an inspiration to indicate the features of ecological security, and to distinguish climate security within it. The explanatory relevance of the realist paradigm in the research conducted on climate security has been presented in issues such as the state-centred picture of international relations, the primacy of individual interests over collective, or the importance of power and domination. These categories are scrutinised not only in light of the achievements of traditional realism, but also of neo-realism, or structural realism. The possibility of applying the game theory to look at international climate negotiations has also been raised as a potential research tool.
Niniejszy artykuł podejmuje kwestie możliwości zastosowania paradygmatu realistycznego stosunków międzynarodowych do analizy bezpieczeństwa klimatycznego. Specyfika wyzwań związanych z globalnymi zmianami klimatu staje się inspiracją do wskazania specyfiki bezpieczeństwa ekologicznego i wyróżnienia w jego ramach bezpieczeństwa klimatycznego. Następnie ukazana zostaje relewancja eksplanacyjna paradygmatu realistycznego w badaniach nad bezpieczeństwem klimatycznym w takich kwestiach, jak państwocentryczny obraz relacji międzynarodowych, prymat interesów indywidualnych ponad kolektywnymi czy znaczenie władzy i dominacji. Kategorie te analizowane są nie tylko w świetle dokonań realizmu tradycyjnego, ale również neorealizmu czy realizmu strukturalnego. Podjęta zostaje również kwestia możliwości zastosowania teorii gier do analizy międzynarodowych negocjacji klimatycznych.

This article focuses on relations between Poland and the Democratic People’s Republic of Korea after 1989. Before 1989, bilateral relations between these countries were very close. As of now, the behavior of North Korea toward Poland is based on a rational behavior. The Polish foreign policy toward North Korea is within the EU framework, which supports an evolutionary change in character of the North Korean regime. Poland is involved in North Korea through different fields, especially such as the humanitarian one.
Artykuł skupia się na relacjach między Polską a Koreańską Republiką Ludowo-Demokratyczną po roku 1989. Do roku 1989 stosunki między tymi krajami były bardzo bliskie. Dzisiaj zachowanie Korei Północnej wobec Polski jest racjonalne. Polska polityka zagraniczna wobec Korei Północnej jest dopasowana do polityki Unii Europejskiej w tej kwestii. Władze europejskie wspierają zmiany polityczne północnokoreańskiego reżimu. Polska uczestniczy w sprawach wewnętrznych Korei Północnej na wielu płaszczyznach (na przykład w kwestiach humanitarnych).

In this article the author is going to answer the question, that intrigues many researchers of international relations and political science – is it possible to build a grand theory explaining actions and behaviours of political, and international, entities? International relations are distinguished from other disciplines of science by its special character: they are polyarchic, plural, complex and impulsive. This is why we find here, exceptional in contrary to other, more mature disciplines, diversity of opinions and answers to the question – in what way international relations shall be build? Searching for the right answer the researchers of international relations have to cross borders of many disciplines, also using research methods of sociologists, historians, economists, lawyers, psychologists and anthropologists. There is a similar problem with political science, as the political matter is widely interpreted and, depending on the researcher and the analysed political system, its scope is wide as when using so called largo sense in the totalitarian states, where even the choice of school for a child has a political character or as when using so called strict sense in the democratic systems.

W artykule ukazano obecne w nauce o stosunkach międzynarodowych sposoby rozumienia miejsca indukcyjnego i dedukcyjnego wnioskowania w procesie budowania teorii i wiedzy o stosunkach międzynarodowych oraz wynikające z nich spory. Autor argumentuje, że w badaniu stosunków międzynarodowych, podobnie jak w naukach przyrodniczych, niezbędne jest łączenie empirycznej obserwacji z kreatywnym budowaniem teorii. Autor dokonuje krytycznej analizy stanowisk wybranych teoretyków stosunków międzynarodowych w kwestiach związanych z problemami indukcji i dedukcji oraz teoretyzowania stosunków międzynarodowych.
The article presents the ways of understanding the place of induction and deductive reasoning in the process of building the theory and knowledge of international relations and the resulting disputes present in the International Relations. The author argues that in the study of international relations, as in the natural sciences, it is necessary to combine empirical observation with creative building of theory. The author performs a critical analysis of the positions of selected theoreticians of international relations on issues related to the problems of induction and deduction and theorizing of international relations.

RESEARCH OBJECTIVE: The aim of the paper is twofold: (1) polemics with Alexander Wendt’s thesis that state is a person and (2) innovative approach to the problem of anthropomorphism of state in general theories of International Relations. THE RESEARCH PROBLEM AND METHODS: How is anthropomor‑ phism of the state present in the language of grand theories of IR? How the language as a system shapes the phenomenon of anthropomorphism of the state in those?”. Research methods: qualitative content analysis and close reading research technique. THE PROCESS OF ARGUMENTATION: Using these research method and techniques, the author analyses theories of Hans Morgenthau, Raymond Aron, Headley Bull, Morton Kaplan, and Kenneth Waltz seeking the presence of anthropomorphism as a feature of their language. He summarises his find‑ ings that enable him to critically engage with Alexander Wendt’s thesis, hence fulfilling the scientific objective of the paper. RESEARCH RESULTS: On the basis of the conducted research, the anthro‑ pomorphism of state is a fact of language of the analysed theories. CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: The author problematizes Alexander Wendt’s thesis that state is a person by pointing out that anthropomorphism of state is not predicated upon the ontological reality of state as person, but on the linguistic rule that language seeks the economy of utterances. Pointing out to this fact is novel, since the literature referred in the article largely omits it. It is an important contribution for all the scholars for whom the problem of the state is a major research interest.
CEL NAUKOWY: Artukół ma dwa zasadnicze cele: 1) Polemikę z tezą Aleksanda Wendta, że państwo jest osobą; 2) Innowacyjne podejście do problemu antropomorfizowania państwa w ogólnych teoriach nauki o stosunkach międzynarodowych. PROBLEM I METODY BADAWCZE: W jaki sposób antropomorfizacjia obecna jest w języku ogólnych teorii nauki o stosunkach międzynarodowych? W jaki sposób język jako system kształtuje i warunkuje fenomen antropomorfizacji w ogólnych teoriach nauki o stosunkach międzynarodowych  Metody badawcze: jakościowa analiza treści i technika bliskiego czytania ARGUMENT: Używając powyższych metod autor analizuje teorie Hansa Morgenthaua, Raymonda Arona, Hedleya Bulla, Mortona Kaplana i Kennetha Waltza poszukując obecności antropomorfizacji jako fenomenu językowego obecnego w treści tych teorii. Podsumowuje swe wnoski, że antropomorfiazacja jest obecna w języku tych teorii i wynika z zasady dążenia języka do ekonomii wypowiedzi. To z kolei pozwala, krytycznie odnieść się do tezy Aleksandra Wendta, że państwo to osoba.  WYNIK ANALIZY NAUKOWEJ: Na podstawie przeprowadzonych badań autor stwierdz, że natropomorfizacjia jest fenomenem językowym występującym w treści wybranych ogólnych teorii nauki o stosunkach międzynarodowych, który wywodłany jest dążeniem języka jako systemu do ekonomii wypowiedzi. WNIOSKI, INNOWACJE, REKOMENDACJE: Autor problematyzuje tezę Aleksandra Wendta, że państwo jest osobą, poprzez wskazanie, że antropomorfizowanie państwa nie wynika z ontologicznej realności państwa jako osoby, ale z zasady lingwistycznej, że system językowy dąży do ekonomii wypowiedzi. Podkreslenie tego faktu ma charakter innowacyjny, ponieważ cytowana w artukule literatura w zasadzie kwestię tę pomija. Wynik maukowy przeprowadzonych badań jest istotnym wkładem w reflekcję metateoretyczną w nauce o stosunkach międzynarodowych ważną dla wszystkich tych badaczy, dla których państwo jest znaczącym problemem badawczym.

The aim of this article is to introduce the theoretical basis of regional security and the functioning of regional security institutions in the light of international relations. The article includes: consideration of definitional aspects of international security of a state and regional security, criteria of regional security, approaches to the issue of security in selected theories in international relations as well as threads dedicated to their origin, evolution and current forms of activity of regional security institutions. The conclusion of the article indicates that the sources of cooperation in the area of regional security can be perceived in two ways: firstly, as a result of the natural desire of states to cooperate with each other, striving for regional integration, and the expression of the identity and regional culture. Secondly, primarily in the effect of states' endeavors to obtain hegemony in the region, the desire to protect sources of security diversification, and finally the result of the belief that collective action can be more effective in countering threats and mitigating effects of the weakness of nation states in the anarchic international environment.

The article aims to present the current situation in Ukraine through international relations theory that is able to provide the necessary theoretical background to analyse the complex problems that unfold in the contemporary international environment. These problems are analysed through several perspectives including realist, postmodern and socialconstructivist dimensions, as well as from the point of view of classical institutionalism. What is more, on the basis of their deliberations, the authors describe several possible scenarios of the future events, including the strategy of Russia to continue destabilization in Ukraine in order to seize control over its entire territory and the long-term effects of international sanctions on the Russian economy with the possibility of the collapse of the aggressor state. Nonetheless, the Crimean crisis reveals an important fact that, according to the authors, has deep ramifications for the entire international security system – at present, the international community is not able to exert influence on any of the nuclear powers through military means. While other, non-military means of influence can be used, such as broad economic sanctions or political isolation of an aggressor-state, they are not effective immediately thus allowing the aggressor states to violate international law with a feeling of impunity and invincibility.

Asymmetry in inter-state relations occurs when one of the partners enjoys more freedom of action, resulting from a unique confluence of power factors, thus obtaining a dominant position. Still, in the process, the superior power incurs costs and risks ineffectiveness, thus having to precisely calculate its modus operandi, while the weaker state has at its disposal means to mitigate the consequences of existing power discrepancies. Asymmetry defines Polish-US relations, manifesting itself with full strength in the field of security and defense, given the discrepancies in the two countries’ potentials, different roles played in international relations and the position of the USA as the guarantor of Poland’s security. This article touches upon the effects and the dynamics of this situation, perceived as a process that is the result of certain adjustments rather than coercion. Included in it is the ability of influencing the politics of the stronger partner as well as the overvaluation of its results by the weaker side, along with the neglect of the weaker player’s interests by the dominating side. Managing this kind of relations demands maturity and loyalty on both sides. Also, necessary is the institutionalization of deconflicting the priorities of cooperation, using international law tools and consultation mechanisms offered by multilateral forums as well as negotiating mutual relations protecting from their dissolution. Not without importance are also societal sentiments, as well as respect towards all symbolism that underlines mutual relations. Key for Polish-American cooperation, in the field of security, is an understanding of the USA’s global perspective, in which Europe is only one of its dimensions.

The cybersecurity issue discussed in the paper is seen from the perspective of political science with the indication that the subject under discussion concerns the multifaceted nature of the state’s actions, which consists of political, economic, social, and cultural factors. At the same time, the work also intends to prove that cybersecurity is not only a domain of technology because it is the mentioned aspects that shape the conditions of stable development of the state and its citizens in a space dominated by cyber technology in a much more decisive way. Given the growing role of cybertechnology in almost all areas of human life, its importance also forces and inspires political science to question the shape and model of modern policy, which is significantly evolving under the influence of new technologies. On the one hand, emerging cyber threats reveal the weakness of the state and the dependence of state institutions on cybertechnologies, but on the other hand, existing cyber incidents may also motivate many governments to take action to increase the level of cybersecurity.

This article is based on the idea that it is necessary to develop a quantitative method to calculate power of international actors, which will enable scholars to analyse international conflicts. The Global Potential Power Distribution Chart, which is calculated based on three main characteristics of international actors, namely population, territory and economic power, shows “potential power of states and international organisations”. It may be called “Durmuş Scale of Power (DSoP)”. The chart is a comprehensive indicator with considerable accuracy and 100 % objectivity. In this article, potential powers of international actors have been calculated for years 1987, 2004 and 2015, which gives a clear overview of the potential power distribution (balance of power) of the World regarding states and as well as international organisations. Potential military powers of some states and international organisation in year 2015 have also been calculated. This research proves by means of a contemporary approach applied and a quantitative method developed that, the World is multipolar since 2004, and China is, potentially, the most powerful state of the World since 2015. The method introduced in this article were sufficient enough to explain the effects of the enlargement of NATO and EU, EU after BREXIT, reform of the Security Council of the United Nations and instrumental enough to provide a peaceful understanding for the self-determination issue of Kosova. There are three conclusions to this research: 1) The method “Durmuş Scale of Power” is calculated is reliable because everybody with a scientific calculator or a computer can easily calculate potential power of a state provided that he or she has reliable data for territory, population and GDP. 2) “Global Potential Power Distribution Chart” is a comprehensive Chart which shows “balance of power” at a specific year. It enables us to compare power of states and international organisations in different years. 3) It is convenient to use “Durmuş Scale of Power” while analysing issues of international relations.

Although a current and marketable term in the literature and political discourses, the notion of ‘international role’ still lacks a clear and succinct, let alone consensually applicable, definition. This article posits that, from the actorness perspective as a point of departure, the concept of “international role” may well be assessed through the lenses of the quad-element “PIPP” analytical model, which is herewith developed. Thereby, the analysis of actor’s international role has to make a long conceptual sojourn from power, influence presence to performance (PIPP). These four embedded concepts (PIPP model) help assess the explanandum, i.e. “actor’s international role”, in a theoretically-informed, systematic and holistic way, thus avoiding the pitfalls of sporadic (mis) usage found in common parlance.
Choć jest atrakcyjnym i nader aktualnym terminem w dyskursie politycznym i literaturze przedmiotu, pojęciu „międzynarodowej roli” wciąż brakuje jasnej i zwięzłej, a przynajmniej uzgodnionej co do właściwości definicji. W artykule przyjęto założenie, że obierając za punkt wyjścia perspektywę „aktorstwa” na scenie polityki, zagadnienie „międzynarodowej roli” można z powodzeniem wartościować z wykorzystaniem czteroelementowego modelu analitycznego PIPP, rozwijanego w niniejszym tekście. Tym samym analiza międzynarodowej roli aktora musi przebyć długą konceptualną drogę od potęgi (Power), wpływu (Influence) przez obecność (Presence) po działalność (Performance). Osadzenie rozważań w obrębie tych czterech pojęć (model PIPP) jest pomocne w wyjaśnieniu explanandum, tj. „międzynarodowej roli aktora”, w sposób systematyczny i całościowy, podbudowany teorią, co pozwoli uniknąć pułapek wynikających ze sporadycznego – także błędnego – używania tego terminu w mowie potocznej.

This article aims to explore International Relations through the lenses of the English School and through the case study of the United Nations Framework Convention on Climate Change (UNFCCC) and Cop26. In particular, the article aims to analyse the most notable concept created by the English School: International Society. To do so, the article starts off with a brief overview of the English School to cover its history and its place in IR, and then presents its three main concepts: International System, International Society, and World Society. Focusing on International Society, the article proceeds to describe the two main theoretical approaches of the International Society, that is Pluralism and Solidarism. Moreover, the article presents the debate between Order and Justice within the International Society. Finally, the article presents the existing international cooperation coping with climate change through the case study of the United Nations Framework Convention on Climate Change (UNFCCC) and Cop26. The article presents it by applying the principles of the International Society and aims to demonstrate the reasons why the English School and International Society are better suited concepts than the more traditional theories of IR to understand why there exists international cooperation to deal with climate change.
