Traditional marine navigation methods are replaced by new solutions that use computers. Electronic Chart Display and Information Systems (ECDIS) are mandatory almost on every vessel [24],[25]. ECDIS not complying with regulations is an existing problem and a hazard for seafarers and the marine environment. But unfortunately, there is a deficit or even lack of procedures for checking whether ECDIS meets related performance standards. Regulatory bodies of the maritime industry are now contemplating how to tackle this blunder [1]. SOLAS regulations V/18 and V/19 [24], requires that in order to achieve chart carriage requirements (in terms of SOLAS Convention), the ECDIS equipment must conform to the relevant IMO performance standards. ECDIS units on board of the ships are required to comply with one of three performance standards (either IMO resolution A.817(19) [18], as amended [19],[20], or resolution MSC.232(82)) [21], or resolution MSC.530(106) [23], depending on the date of their installation. In this article, the author tries to explain the differences in these three documents. Along with technological progress, the equipment becomes more and more advanced and technologically sophisticated. This applies to both hardware, software and databases. ECDIS software developers should use the right tools, including incorporate automated self-tests into their products and shipping companies should employ maintenance strategies to improve ECDIS compliance [1], taking into account that time is running quickly.

In 2014 at the Silesian University of Technology (SUT) two calculable thermal AC voltage standards were developed. AC-DC differences of those standards were calculated from an appropriate mathematical model in 1 kHz – 1 MHz frequency range and determined experimentally in 10 Hz – 1 kHz frequency range. The correctness of determination of the AC-DC differences of the standards were verified by comparing them with a thermal converter calibrated in an external laboratory. That calibration confirmed the correctness of the determined AC-DC transfer differences. Lately, a comparison with a third laboratory has been performed. The paper presents results of these comparisons and a discovered inconsistency between the calculated AC-DC transfer differences of the SUT calculable thermal AC voltage standards and the AC-DC transfer difference of the AC voltage standard from the third laboratory.

Opis:
Ultrasound has become the primary diagnostic tool in traumatic, inflammatory and degenerative soft tissue conditions. It is also used to monitor the condition of joints, ligaments, cartilage and muscles. Its widespread availability as well as cases of unsatisfactory quality of equipment and the lack of appropriate training of ultrasound examiners are reasons why standards need to be set for equipment requirements, the scope of ultrasound assessment and examiner’s experience. The paper discusses ultrasound criteria that are common for many specialties as well as detailed criteria for the examined regions and structures along with their description. The aim of the paper is to harmonize the protocol for ultrasound examination in all ultrasound laboratories.
Badania ultrasonograficzne stały się podstawową metodą diagnostyczną w chorobach tkanek miękkich, zarówno pourazowych, jak i zapalnych czy zwyrodnieniowych. Służą do monitorowania stanu stawów, więzadeł, chrząstek czy mięśni. Ich powszechna dostępność oraz przypadki niezadowalającej jakości sprzętu i braku odpowiedniego wyszkolenia osób przeprowadzających badanie to powody, dla których istnieje konieczność określenia standardów dotyczących wymagań aparaturowych, zakresu badania oraz doświadczenia lekarzy wykonujących badanie. W opracowaniu omówiono ogólne kryteria badania ultrasonograficznego, wspólne dla wielu specjalności, a także kryteria szczegółowe, dotyczące badanych okolic i struktur, wraz z ich opisem. Celem pracy jest ujednolicenie protokołu badania we wszystkich pracowniach ultrasonograficznych. The article presents conclusions drawn from the analysis of regulations concerning the issue of the content of business valuation engagement letter. The analysis covered regulations appearing in eight business valuation standards used in Australia, New Zealand, Hong Kong, Canada and the USA. Author also took into consideration two international standards. The first part of the article reviews business valuation standards valid in selected countries. The second part presents regulations valid while signing a contract for business valuation, included in analyzed standards. The final part of the article compares identified regulations, focusing on information that should be included in business valuation engagement letter.

The rules of news presentation are independent of time and space. It is about using professional news journalism methods in order to reflect reality, despite the shortage of time and finances. Messages are formulated according to professional standards of unbiased event coverage. This means that journalists must present the events as impartially as possible. Own assessments are inadmissible; the presentation must be based on facts. The Russian Information Agency (RIA Novosti), which is part of the International Information Agency (MIA Rossiya Segodnya) violates news standards as well as principles of news agencies and cannot be a true and reliable information source.

Tuberculosis (TB) is a social disease with medical aspects accounting for 8.7 million new cases and 1.4 million deaths in the year 2011 worldwide. International standards for TB care (ISTC) were formulated to develop uniform guidelines for ensuring the delivery of a widely accepted level of care by all health care practitioners in managing TB patients, or those suspected to have tuberculosis. India alone has contributed 25% of the globally reported new cases of TB in 2011 and is also the leading nation in accounting for drug resistant TB (DR-TB). Thus to develop uniform standards of TB care and to engage private sector which caters to more than 70% of TB patients, the “central TB division” has developed standards of TB care in India (STCI). These local standards have been designed after taking into account the guidelines of the World Health Organization and ISTC disease control STCI has proposed 26 standards (viz. diagnosis – 1 to 6; treatment – 7 to 11; public health – 12 to 21; social inclusion – 22 to 26) for effective prevention and control of TB. To conclude, the Indian standards of TB care have been proposed to emphasize on individual patient care and public health principles of disease control for ultimately reducing not only the suffering but also the economic losses from tuberculosis.

Emissions from road vehicles are playing an important role in air quality which has a significant impact on human health. Pollutant emissions have to be precisely determined to ensure that air quality plans are designed and realized properly. Vehicle emissions standards, and associated improvements in fuel quality, have been shown internationally to be the most cost-effective measures to reduce urban air pollution from the road transport sector. So far, nonvolatile particle mass (PM) has been used as a measure to measure and limit vehicle emission. Further significant reductions in emission limits couldn’t be achieved, therefore new measurement methods had to be introduced. The European Commission introduced a limit for nonvolatile particle number (PN) emission. 23 nm for new light-duty (LD) vehicles in 2011 and similar legislation for new heavy-duty (HD) vehicles in 2012. Measuring particle number is not possible with the equipment used to measure particle mass, therefore new investments are needed for the EURO VI measurements. The authors of this article have analysed the development tendencies.

The concept of corporate social responsibility (CSR) since several dozen years has been recognized as one of the most important solutions used by companies that want to build competitive advantage through concern for economic effects, people and the environment. Important role in the management of CSR by these companies is the implementation of its standards and norm and their reporting. However, the question arises whether such activities are sufficient to actually talk about the company as a socially responsible organization. In the presented article, a broader analysis of this problem was undertaken, trying to answer what determines the company's recognition as socially responsible.

The second is currently defined by the microwave transition in cesium atoms. Optical clocks offer the prospects of stabilities and reproducibilities that exceed those of cesium. This paper reviews the progress in frequency standards based on optical transitions, recommended by International Committee for Weights and Measures, as a secondary representation of the second. The operation of these standards is briefly described and factors affecting stability and accuracy of these and some new optical clocks are discussed.

This article proposes to consider the education system as a factor in the formation of people's personal values. We examine students' perceptions of the degree to which existing educational standards are oriented towards the formation and development of personal values, as well as formulate proposals for the implementation of a systems approach to the development of educational standards as a factor in improving the existing complex of personal values. The methodology applied included: desk analysis by comparison, deduction, and induction; a questionnaire study; variance, discriminant, factor and morphological analysis. Respondents were segmented according to the criteria "presence of groups of values" — "conjugation of groups of values with variables." University students, i.e., the part of society that is considered the most active and progressive, were found to have a low level of moral and ethical values. After considering the place of education in the macro-environment of the country was substantiated, we propose a number of measures to address the problem of raising the level of values among all participants in the educational process, in order to reduce the gap between the pace of technical advancement and humanitarian development of society.

The paper concentrates on knowledge from the perspective of constructivism. We review several concepts (Dewey, Gordon, Bruner and others), with an emphasis on those for whom understanding knowledge is crucial and who focus their attention not so much on the external manifestations of student activity but on their mental significance and the processes involved. The discussion presented in the paper is of a theoretical nature, while the analysis of knowledge is not conducted from the psychological (individualized) perspective, but exposes the social consequences of education. Thus, the analysis does not deal with the mind as such, but what the school system does with students’ minds and what consequences this may have. As a result of the analysis undertaken the paper is in two parts. The first part reflects the approach of teachers to knowledge when pragmatic constructivism is the point of reference. The second presents knowledge from the learner’s perspective, as a participant in the educational process. Finally, the conclusions list the social consequences of education derived from specific (positivist/anti-positivist) concepts of knowledge.

The article is devoted to minimum standards in the new procedural instrument - the European Account Preservation Order. The main purpose of the preservation proceeding is to grant an interim order of creditor’s claim on debtor assets, without overburdening his property. Due to the complicated procedure established by Regulation (EU) No 655/2014, the European Account Preservation Order should serve as an additional and optional measure for the creditor, the examination of the minimum standards is essential. The Author indicates the relation between above-mentioned regulation and other regulations and gives explanation why this instrument is another symptom of the new EU legislator's approach to cross-border civil matters. Since the debtor is a person whose interests are most affected by the preservation on the bank account, it is necessary to specify his rights and obligations in this proceedings.

The NATO Munitions Safety Information Analysis Center (MSIAC) is a multinational collaboration that collects, stores, and analyses technical information related to Munitions Safety (MS) and Insensitive Munitions (IM). MSIAC supports its member nations through a variety of products and services. Poland is becoming a MSIAC member nation during 2018. MSIAC has a diverse programme of work aimed at developing and sharing the related underpinning scientific knowledge. This is then applied to support policy implementation and development related to munition safety. This paper provides an overview of: NATO policies for MS related to the storage and transport of munitions; NATO IM requirements and testing; and how they relate to Poland. In particular, a comparison of NATO munitions storage policy with Poland munitions storage regulations has identified some differences. These differences are discussed.
