Road transport is a key factor affecting the functioning of numerous areas. Although Opolskie Province is the smallest one among Poland’s 16 provinces, it has seen over the last 15 years a twofold increase in the number of passenger cars. Importantly, the highest numbers of cars per 1,000 inhabitants are registered in Opolskie’s two counties with the fewest inhabitants. The increased number of cars travelling on roads inevitably increases the risk of traffic incidents. Thus, to be effective, road traffic safety projects cannot be confined to the boundaries of specific local government tiers. Consequently, such tasks should be implemented based on a regional road traffic safety policy.

The participation of Poland in the Union’s military missions was dictated by a conviction about the need of a common, solidary cooperation in solving problems on a local, as well as international level, especially in the situation, when local issues could transform into a problem of a wider, so regional or global nature. Ensuring a state’s safety and strengthening of the position of Poland on the international arena, as constant purposes of our national policy, required joining in any international initiatives that were supposed to serve as a realization of strategic national aims. Due to the fact that different processes and phenomena happening in surroundings, regions and in the world influenced by the Polish safety, Poland had to actively participate in these actions. The active membership of Poland in foreign missions had been creating conditions that favor economical development and a progress of civilization. The participation in missions lead under the aegis of the European Union was also a realization of allied commitments and they were the one to constitute the credibility of Poland. The participation of Poland in the Common Security and Defence Policy can be divided into two periods. The first once embraces a time, when Poland was not a member of the European Union and, to be honest, its participation in a decisive process under the CSDP had more of a personal nature of engagement into lead missions. Therefore, Poland activated its military forces in military operations, as well as civilian ones, of which there were more. A second period is the time after 2004, when Poland had become a member of the European Union. In this case, we had a formal right to participate or make decisions ands not to participate in certain initiatives of the European Union. In operations that had national forces involved, it is possible to notice happening there processes of the Europeanization. Generally, they were based on taking over soft regulation aspects elaborated on a Union’s level and implementing them in actions of Polish organizations. Even though under the CSDP decisions were made and are made in an intergovernmental way, in situations when Poland participated in operations lead by the European Union, it has always adjusted to the dictate of Brussels. It resulted from an operational, organizational and logistic subordination of the Polish Military Contingent. To sum up, it can be assumed that even in a policy considered as a field with many flaws, there still are ongoing processes of Europeanization based on taking over elements of soft laws and in some cases – hard regulations as well. In this context, Polish armed forces received some “best practices”, learnt to act in completely different conditions and fields that made their adjustments and taking over good practices have some kind of a socialization nature.

Sea accidents are aimed to be prevented with an extensive amount of maritime safety regulation. The purpose of this paper is to present the findings of a questionnaire study that was targeted at Finnish maritime experts and addressed the question: how to prevent an oil accident in the Gulf of Finland. This study also includes a literature study about the problems of the current maritime safety regime. The findings of the questionnaire study are compared to the findings of the literature study. The questionnaire study showed that many kinds of policies have improved maritime safety, and they are needed to ensure maritime safety. For instance, ship construction, fairway maintenance, nautical charts and rules of the road at sea can be considered the cornerstones of maritime safety. However, the results ranked voluntary activities of companies as the most effective way to improve maritime safety in the future. Self-regulative approaches could solve some problems connected to more traditional policy-making.

We developed, justified and verified methodological foundations for the professional training of specialists in public management of quality and security of socio-cultural forms of education, science and innovation systems of diploma-training of future representatives of the academic sphere, successors of scientific heritage of the trans-boundary level to consolidate the efforts of quality and safety cohesion of acquired and prolonged trajectories of employment and professional development , pleasure insurance according to the needs and requirements of interested and academically worthy and capable categories of applicants for educational and scientific services and consulting and advisory services to build intellectual and emotional capacity of perspective development of transcultural interaction of communicative perception of understanding and consent of diverse categories of society without breaking the biosocial stability equilibrium. We achieved the goals of axiological analysis of conceptual and categorical apparatus with regard to the problem of professional training of future public management specialists on the basis of scientific schools of managerialism in philosophical, psychological and pedagogical and managerial literature; we established the semantics of organization of professional training of future public management specialists for teaching activity ; we justified the structure of professional competence of future public management specialists. We applied a set of methods – axiological analysis, systemic and institutional for semantics of the training management system in higher education institutions and the development of methods for organizing professional training of future public management specialists for teaching activity; method of analogy and probabilistic modeling.

Each year 1.2 million people die and 20–50 million people become disabled as a result of road traffic accidents (RTA) [5]. Every day hundreds of people around us, wherever we are – in Poland, China, Venezuela or United States, are dying preliminarily and suddenly – just going to work or vacations, crossing the road or on their way to an amorous appointment. They are drivers and pedestrians, mothers and children, old and young. The threat of road accidents is on everybody’s mind, but it seems that we still do not realize the real magnitude of the problem. These are lives not lived, families not created, children not born. These are also disability pensions, pain, families broken, sufferings. And the situation is getting worse even though we know that these tragic situations and their consequences are predictable and preventable. Some countries – among them are Denmark and Sweden – have shown spectacular results in reducing the road accident rates.

Artykuł ma na celu analizę polityki konsumenckiej w zakresie bezpieczeństwa produktów w Unii Europejskiej po 2002 roku. Rozważania koncentrują się w szczególności na działaniach prawodawczych oraz normalizacyjnych Unii na płaszczyźnie bezpieczeństwa produktów. W artykule dokonano syntezy wybranych aktów prawa pierwotnego i wtórnego Unii Europejskiej w zakresie bezpieczeństwa produktów. W szczególności przedstawiono podstawowe cele polityki konsumenckiej po 2002 roku w kontekście bezpieczeństwa produktów. Wskazano również na role procesu normalizacyjnego na standardy bezpieczeństwa o produktów w Unii Europejskiej. Wskazano na zasadność funkcjonowania systemów RAPEX (Rapid Exchange Information System for Non-food Consumer Products) i RASFF (Rapid Alert System for Food and Feed) przyczyniających się do bezpieczeństwa nabywców. Ostatnia część artykułu pełni rolę konkluzji, zawiera rozważania na temat zasadności oraz rzeczywistego wpływu normalizacji na ich bezpieczeństwo.
The article aims to analyse consumer policy in the field of product safety in the European Union after 2002. In particular the considerations focus on the legislative and standardization activities of the Union in the area of product safety. The article synthesised selected acts of European Union law in the field of product safety. In particular, the basic objectives of consumer policy after 2002 were presented in the context of product safety. It also pointed to the essence of the standardization process of the product safety standards in the European Union. It was pointed out that the RAPEX and RASFF systems contribute to consumer safety. The final part of the article contains considerations on the legitimacy and real impact of the standardization process in the field of product safety.

This article presents the environmental component as one of the extremely important components of national security, which is a state of natural objects protection, as well as the protection of human life and health from environmental threats, where all components of the natural environment are optimal for the normal functioning and development of human civilization. One of the important tasks of ensuring environmental safety is to guarantee a population's livelihood in a technogenically safe and ecologically clean world. This is why concern about the state of the environment grows every year, and the need to integrate environmental policy with security measures remains a priority for world leaders. In the leading states of the world, such as the USA, Germany, Great Britain and France, environmental safety is considered as one of the main areas of environmental policy implementation. In particular,a "Green Deal" is currently being implemented in the European Union which will help the EU become the world's first climate-neutral continent by 2050. It is important that the Ukrainian state faces not the simple, but the obvious and important task of ensuring and restoring its environmental security. In order to transform environmental safety to high standards and become an example of a country that can rebuild its environmental sector in a post-war period, Ukraine needs to develop the following priority directions in the environmental sector: reforming state management in the field of environmental protection, compliance with climate policy, effective waste management, reasonable use of natural resources, and conservation of natural ecosystems and biodiversity. With the introduction of such reforms as part of a comprehensive climate policy, including ecological safety, reform of the regulation of industrial pollution, effective waste management, the rational use of natural resources, ecological management so as to preserve the landscape and biological diversity, effective state management in the field of environmental protection, environmental control and establishing legal responsibility thereof, and comprehensive environmental monitoring, Ukraine will be able to transform its environmental safety to high standards and become an example of a country that was able to rebuild its environmental sector in a post-war period.

Israeli policy governing written occupational safety information for carriage and supply of hazardous goods, and procedures for implementation, are described and evaluated for their potential communicative effectiveness, in view of users’ linguistic abilities and the language employed. We also consider whether the addressee should include the end-user and the reading-impaired. The evaluation is set in the context of broader Israeli language policy, and comparison is made with communication policies for hazardous goods adopted by the European Union, the UK, and the USA.

In the article considered conditions substantiation of criteria database: immutability legal procedures, the development of legislative support for the implementation of international environmental policy is towards the implementation of the Association Agreement between Ukraine and the EU, the advantage of economic instruments implementation of international environmental policy given incentive and motivating methods, criteria should be formalized and subject monitoring the effectiveness of their performance criteria justified solely for the purposes of international environmental policy, that is, taking into account the specifics of this activity, in other words, the criteria for the claims of uniqueness and commensuration. The international mechanism to implement environmental policy is one of the key elements and components of international environmental policy, in particular, it relies on the solution of international controversies and improving procedures for the implementation of environmental policies at the international level through the institutions and agreements, through monitoring and elements of economic mechanism oriented issues, such as considering multiple stakeholders interstate level or at the level of competence of state bodies or non-governmental or multinational businesses.

Numerous European countries, whether pursuing Space activity or not, share serious concerns as to armaments in Space. Space defence might become an important issue in the international arena because counteracting the emerging hazards will probably entail not only development of operational technologies and capacities but also formation of political alliances or attempts at determining certain “rules of conduct” concerning Space operations on the international level. European Space Situational Awareness constitutes operational monitoring and understanding of the orbital environment and the behaviours of entities being its part. Surveillance and tracking sensors (e.g. radar, optical, laser ones) acquire data on objects (active and defunct satellites, debris, fragments, Space weather and NEOs), which are processed and incorporated into the database (catalogue). Thus obtained data are aggregated and create a Space image, serving, among others, for warning operators against possible collisions of objects. At present, in Europe SSA constitutes a key operational domain.

This article aims to investigate recall policies for product safety in Korea and make suggestions for future improvements. Problematic issues in current recall policies are reviewed and analyzed. Based on survey results and previous studies, this article discusses the consumer perception of a recall. Consumers tend to regard a recall as a signal of poor quality. Furthermore, regulatory differences and weak penalties remain as obstacles to improving the recall system. Suggestions for the betterment of recall policies are derived from consultations with an expert panel and the application of other appropriate methods. At first, despite an increasing number of recall cases in Korea, it turns out that consumers are not highly sensitive to recalls, although their perceptions are mostly negative. Secondly, regulatory inconsistencies and difference problems are primarily attributable to the existence of many separate rules and regulations by product category. Thirdly, the information concerning recalls is limited, which creates an inefficient environment in which manufacturers are reluctant to voluntarily recall a defective product and consumer participation rates are too low. Therefore, the government should induce consumers to have more positive perceptions of recalls whilst concurrently reinforcing the related rules and regulations in accordance with international standards.

The European Union has had a long tradition in developing a common European social policy from its beginning. A milestone to European social policy in the field of occupational safety and health was the Single European Act in 1986. With this Single European Act the improvement of the work environment became an explicit objective of the community. Since that starting point several legislative and nonlegislative actions have been taken to face the huge challenges of globalisation with a targeted social policy. The aim of this policy is to reconcile the interests of the employers in productive and competitive workplaces with the interests of the employees in healthy working conditions.

The United Nations Convention on Contracts for the International Carriage of Goods Wholly or Partly by Sea (the ‘Rotterdam Rules’) was adopted by the General Assembly of the United Nations on 11 December 2008. The Rotterdam Rules contain two oft-criticised changes from the existing regime governing international carriage of goods widely adopted among maritime nations, namely the International Convention for the Unification of Certain Rules Relating to Bills of Lading, Brussels, 25 August 1924 (the ‘Hague Rules’) and its subsequent Protocol in 1968 (the ‘Visby Protocol’ or the ‘Hague-Visby Rules’). These changes are, namely, an extension of the carrier’s obligations to maintain seaworthy vessel throughout the voyage (Article 14) and a deletion of an exclusion of carrier’s liabilities due to negligent navigation (Article 17).
