Opis:
Amendment to local government political acts, introduced in January 2018, expanded the catalogue of legal instruments for participation of residents of local government units in solving the actual problems of their self-governing communities. The catalogue included a citizens’ resolution-passing initiative, which may be classified as a means of integrating members of a given community and involving them in the process of law making. Until the entry into force of legal solutions, introduced by the amending act, the issues of the resolution-passing initiative were subject to statutory regulations. The scope of these regulations was diverse, which is why the legislator decided to harmonise them. The study includes an analysis of applicable legal solutions that shape the institution of the citizens’ resolution-passing initiative as well as their assessment and an attempt to formulate de lege lata conclusions.

The article presents the outcome of the research executed by the author, which formed the position of the European Financial Congress (EFC) in relation to the Financial Stability Board’s consultative document on Funding Strategy Elements of an Implementable Resolution Plan. The position, was based on the opinions of stakeholders of Polish financial market, represented by banks, regulatory bodies, law firms and the academia. The consultative document set out proposed guidance on the development of a plan for funding banks in resolution. The research revealed a wide array of challenges in the development of firm capabilities to facilitate the execution of the funding strategy in resolution. Additional issues were raised regarding relevant aspects for estimating liquidity needs in resolution process. There were indicated numerous obstacles to the mobilisation of assets that could be used as collateral for particularly private sector backstop sources of funding. All those blocking points could be removed by public sector support funding, subject to certain conditions. Moreover, there are a number of actions that could be taken by G-SIBs and authorities to support the development and implementation of resolution funding and there are also some other aspects of funding strategy which shall be also considered.

Following the default of Lehman Brothers, governments around the world had to mobilise enormous rescue packages to cope with widespread financial panic. In these efforts a fundamental flaw in the international financial architecture became apparent, namely the inability of national supervisors to orchestrate orderly bank resolutions across borders. Since then, the international regulatory community has made efforts in devising the best approach to resolving large and cross-border banking groups. This article presents reflections on the recent regulatory initiatives in the field of loss-absorbing capital buffers and temporary funding needed to support the orderly resolution of a global systemically important bank (“G-SIB”).

After the banking crisis, the European Union (EU) introduced a framework for the restructuring and orderly liquidation of credit institutions. The overarching goal of the new rules is to manage severe banking crisis more efficiently. One of the main pillars of the European bank resolution regime are the powers of the resolution authorities to use resolution tools (sale of business, bridge bank, bad bank and bail-in). However, the question arises whether the implemented toolkit will be sufficient to effectively contain systemic banking crisis. The literature regarding empirical research on the effectiveness of the BRRD tools provides ambiguous conclusions. Therefore, the newly established resolution authorities in the EU were asked to express their opinion about their readiness to combat systemic crisis and the usefulness of the accessible toolkit. The evaluation of the effectiveness of the resolution tools in a systemic crises by the resolution authorities showed that the most effective resolution tool seems to be the bad bank, while bank liquidation was rated as the least appropriate. Nevertheless, the resolution authorities also identified many barriers for all resolution tools that may limit the ability of their implementation and possibly translate into the lower effectiveness of the resolution framework.

Spectral resolution of a Cauchois-Johansson spectrometer is analyzed analytically and studied experimentally, using an X-ray tube. Widening of Mo K-alpha spectra, taken in the transmission regime are discussed. Spectral resolution is shown to be δλ/λ ≈ 1.7×10–3. This value is explained by the influence of crystal thickness and diffraction defocusing of line.

In this paper authors present application of deep neural networks for super-resolution interpolation of infrared images. A residual neural network with reduced number of layers was used. The transfer learning using RGB visual images was applied in this research. The validation of the network was performed for 32×24 and 160×120 pixels infrared images, with the up-sampling scale factors 2, 3, 4, 5 and 6. Monitoring of high temperature industrial processes like inductive heating and thermal hardening is the main application of proposed methods.

The light yield non-proportionality and energy resolution of doped CsI scintillators have been studied for gamma-ray energies ranging from 16.6-1274.5 keV. The light yield non-proportionality of about 20% and the energy resolution of 7.6 š 0.4% for 662 keV gamma-rays have been achieved for empty set 25 mm × 25 mm CsI(Na) crystal, coupled to an XP 5200 photomultiplier tube. The intrinsic resolution of the crystals vs. energy of gamma-rays has been determined after correcting the measured resolution for photomultiplier tube statistics. The different shapes of intrinsic resolution curves observed with various samples of doped CsI are discussed.

The article provides an overview of the supranational bank resolution regime established under the Single Resolution Mechanism framework. Both the substantive rules governing the resolution process and its procedural requirements are explained. The main focus of the article is the decision-making practice of the Single Resolution Board (SRB), an EU agency responsible forthe execution of the resolution framework, which has already intervened in a number of cases in which banks were considered “failing or likely to fail” by the European Central Bank. Thearticle analyses the existing decisions on resolution action in order to establish how the substantive rules on resolution are interpreted by the SRB in its decision-making practice.

Magnetic Resonance Imaging (MRI) reconstruction algorithm using semi-PROPELLER compressed sensing is presented in this paper. It is exhibited that introduced algorithm for estimating data shifts is feasible when super- resolution is applied. The offered approach utilizes compressively sensed MRI PROPELLER sequences and improves MR images spatial resolution in circumstances when highly undersampled k-space trajectories are applied. Compressed sensing (CS) aims at signal and images reconstructing from significantly fewer measurements than were traditionally thought necessary. It is shown that the presented approach improves MR spatial resolution in cases when Compressed Sensing (CS) sequences are used. The application of CS in medical modalities has the potential for significant scan time reductions, with visible benefits for patients and health care economics. These methods emphasize on maximizing image sparsity on known sparse transform domain and minimizing fidelity. This diagnostic modality struggles with an inherently slow data acquisition process. The use of CS to MRI leads to substantial scan time reductions [7] and visible benefits for patients and economic factors. In this report the objective is to combine Super-Resolution image enhancement algorithm with both PROPELLER sequence and CS framework. The motion estimation algorithm being a part of super resolution reconstruction (SRR) estimates shifts for all blades jointly, utilizing blade-pair correlations that are both strong and more robust to noise.

Recently, L. R. Rubin, T. Watanabe and the author have introduced approximate inverse systems and approximate resolutions, a new tool designed to study topological spaces. These systems differ from the usual inverse systems in that the bonding maps $p_{aa'}$ are not subject to the commutativity requirement $p_{aa' p_{a'a''} = p_{aa''}, a ≤ a' ≤ a''$. Instead, the mappings $p_{aa'}p_{a'a''}$ and $p_{aa''}$ are allowed to differ in a way controlled by coverings $U_a$, called meshes, which are associated with the members $X_a$ of the system. The purpose of this paper is to consider a more general and much simpler notion of approximate system and approximate resolution, which does not require meshes. The main result is a construction which associates with any approximate resolution in the new sense an approximate resolution in the previous sense in such a way that previously obtained results remain valid in the present more general setting.

The dining cryptographers protocol implements a multiple access channel in which senders and recipients are anonymous. A problem is that a malicious participant can disrupt communication by deliberately creating collisions. We propose a computationally secure dining cryptographers protocol with collision resolution that achieves a maximum stable throughput of 0.924 messages per round and which allows to easily detect disruptors.

The role of alternative dispute resolution (ADR) in the management of cases and disputes in Nigeria and across the globe cannot be overemphasized. The judicial arm of the government is the arm responsible for interpretation of laws in Nigeria and the judiciary’s role in preserving the rights of citizens across Nigeria also cannot be overemphasized. It ensures that the society is stable in the face of insta-bility and ensures that lawlessness is not maintained. The judiciary ensures that laws made by the legislature are obeyed by ensuring that those who violate the provisions of any established laws are punished. In doing all these, it has been established that the system of administering justice in our courts in Nigeria is extremely slow. Considering the foregoing, alternative dispute resolution as a means of settling disputes has been of tremendous help in easing the hardship of getting cases resolved through the court system. This paper examines ways through which alternative dispute resolution has assisted the Nigerian judicial system and the need to use alternative dispute resolution the more in order to ensure that number of cases handled by courts are drastically reduced. Recommendations are made at the end of the research.

Opis:
State aid is one of the wrong ways how to help any private entity when there is no other option, but in certain cases it is necessary from the larger point of view to do so. At least we were used to it especially in cases of big financial (or another) institutions, which are too big to fail, and it might be reasonable to “save” these entities to prevent bigger economic and social loss. For example, when bank fails, then many creditors lose their savings (although there is the deposit guarantee schemes), so they might stop using banking system, many people would lose their jobs (extra social expenses for state). This will all lead to reduce investing money for investors or consumers and that’s basically wrong for economy itself. On the other hand, state aid is highly negative for competition, because all those private entities without any need for state aid are disadvantaged. And finally, its taxpayer’s money, used for state aid and its big state expenditure for any country. The only way how to maintain good and healthy economic system without state aid is prevention. One of the preventions is Single resolution mechanism.
