Municipalities in Poland are important makers of local cultural life. Municipalities organise and fund public cultural entities: libraries, houses of culture and so on. They decide on 70% of public spending on culture. The local spending on culture was grown in the past years. But the level of this spending varies between municipalities. The aim of this study is to find determinants of these differences. Public spending on culture is important in less-developed or peripheral regions where citizens do not have access to private cultural institutions. That is why this study focuses on rural municipalities. In econometric panel model, 1,565 units and their operational spending on culture in the years 2002–2014 is analysed. Four groups of potential determinants of spending are analysed: characteristics of local society, the financial condition of local government, characteristics of local politicians and the factors that influence the costs of cultural services. Such an approach has roots in the median voter model and is widely used in the analysis of decentralised spending, but the studies related to cultural spending are rare. To my knowledge, there is no such analysis for Poland or other East European countries. This study proved that an expenditure demand model is good for the analysis of local spending. This kind of analysis can help to understand local spending’s variation. It also helps to design the proper revenues equalisation system.

Thesis. The quality of emerging public spaces and buildings is related to the public procurement culture of a given country. One can not count on achieving high quality public space, architecture without a democratic debate on the subject. The space, which is decided only by a small group of technocrats, the project, which is subject to only the price criterion, results in accidental solutions. Methods. The article shows the basic methods provided for by law to select public projects. Indicates the advantages and disadvantages of individual processes. It analyzes examples of appreciated realizations that arose as a result of architectural competitions. Results. Tools provided in the public procurement law, such as social debate in the form of architectural competitions build a better quality of the created space. The existence of such a link is proven by the awards granted to spaces completed under such processes. Conclusions. Projects created using these tools account for less than 1% of all public procurement in Poland. One should strive for a change that would promote these processes, especially outside large cities, thus increasing the quality of spaces created from public money.

Nowadays, many developing countries such as China, India and Vietnam, etc. have been trying to improve public service culture in public service organizations through eliminating corruption, more integrity, and training and improving good corporate governance. Based on theories background on public service culture, or public administration culture and conflicts of interest, this paper aims to evaluate real situation of interest conflicts in public enforcement in Vietnam nowadays; then, it will use a combination of logic and synthesis, qualitative and quantitative methods, and inter-social scientific industries analytical method to propose some recommendations to reduce conflicts of interest in public enforcement in the country on the basis of further clarifying the concept of “public service culture” and “conflict of interest” in public service. For instance, the paper suggests that we need to amend regulations on giving and receiving gifts, and increase the control over assets and income. Last but not least, we suggest future desired research direction: we can expand researches to other emerging markets in Asia, China, India, Malaysia, Myanmar, etc.

The period stretching from 1974 till now has been characterized as the most stable period of the political and administrative history of Greece. However, the appropriate organizational culture which can contribute to the creation of a strategic vision for Greek public administration has not yet been shaped. Therefore, the public sector is not efficient and productive. On the contrary, bureaucratic pathogenies are particularly prevalent. These pathogenies have been rendered even more intense during the economic crisis and the recent pandemic. It is necessary that the modern culture of public administration be focused on effective cooperation, the satisfaction of both citizens and administrative executives’ expectations, respect for the individuality and development of public sector executives, the enhancement of public services’ good reputation, assessment, communication and finally the implementation of the principles of ethics, integrity and legitimacy. The culture of a modern public administration should be based on the principles of new public management and electronic government. This article is based on the study of secondary sources, more specifically institutional texts, international and national organizations’ reports, studies, historical texts, as well as civil servants’ views. The conclusions are particularly significant and can spark off the change of the organizational culture in public administration.

Opis:
Public aid can be involved even in such peculiar public activity sector as culture and heritage conservation. Hence, the EU projects implemented in this area may be subject to legal restrictions on state aid. In this respect, particular legal doubts concerning state aid arise in the context of “impact on trade” premise. This situation is a consequence of both lack of clear definition thereof and the peculiar nature of culture projects. The present paper is aimed at identifying particular issues that ought to be taken into account when determining the possible impact on trade (recommendations for judicature). These issues aren’t actually defined in law, but only in few judgments and literature. Hence, there is a necessity to make further researches.

Cyber security is a growing problem associated with everything a citizen or organisation does in cyberspace. The problem thus outlined fits into a multifaceted programme that can be addressed through cyber security management. The analysis in the article compares the level of cyber security awareness among the staff of public institutions and the private sector in four Central European countries, namely Poland, the Czech Republic, Slovakia and Hungary. Public institutions are by nature open, decentralised and rich in a wide range of data about the state, society, economy, economics and research and innovation. For this reason, they are often exposed to serious cyber threats. This study examines the relationship between cyber security culture and the urgent need for preventive action against possible cyber threats. The main thesis of the study is that an adequate understanding of cyber security culture and improved awareness among employees about digital threats is key to achieving cyber security growth. The research illustrates breaches in so-called digital hygiene, which are caused by a lack of knowledge, skills and errors in employee behaviour. Following a survey of staff employed in both public and private organisations, an identification of key cyber security risk factors is made. Increasing staff competencies can help improve cyber resilience.
Кибербезопасность – это растущая проблема, связанная со всем, что гражданин или организация делают в киберпространстве. В таком виде эта проблема вписывается в многогранную повестку дня, которую можно решить с помощью управления кибербезопасностью. Анализ, проведенный в статье, сравнивает уровень осведомленности о кибербезопасности среди сотрудников государственных учреждений и частного сектора в четырех странах Центральной Европы - Польше, Чешской Республике, Словакии и Венгрии. Государственные учреждения по своей природе открыты, децентрализованы и богаты широким спектром данных о государстве, обществе, экономике, научных исследованиях и инновациях. По этой причине они часто подвергаются серьезным киберугрозам. В данном исследовании рассматривается взаимосвязь между культурой кибербезопасности и острой необходимостью превентивных действий против возможных киберугроз. Основной тезис исследования заключается в том, что адекватное понимание культуры кибербезопасности и повышение осведомленности сотрудников о цифровых угрозах является ключом к достижению роста кибербезопасности. Исследование иллюстрирует нарушения так называемой цифровой гигиены, которые вызваны недостатком знаний, навыков и ошибками в поведении сотрудников. После опроса сотрудников, работающих в государственных и частных организациях, были определены основные факторы риска кибербезопасности. Повышение компетентности персонала может способствовать повышению киберустойчивости.

Lawn has been used for landscaping, gardening, and beautification of homes and cities for a long time. The evolution of the lawn reflects important cultural and biophysical interactions between humans and nature. The American lawn, which was from Europe and has been a part of the American dream for home ownership and culture, has become an area going against nature for its extensively using chemicals and generated pollutions. Tracing how the lawn is becoming an important part of culture, this article focuses on more recent pollution and other environmental problems resulted from the lawn culture. It is argued, that awareness, education and changing culture of taste and preference can serve additional measures together with law and technological advancement toward sustainable lawn in the United States and the world.
Trawnik już o dawna był używany w kształtowaniu krajobrazu, ogrodnictwie i upiększaniu domów. Ewolucja trawników odzwierciedla istotne kulturowe i biofizyczne interakcje pomiędzy ludźmi i przyrodą. Trawnik trafił do Ameryki z Europy i stał się częścią amerykańskiego snu o własności i kulturze domu. Później stał się on jednak obszarem przeciwstawiającym się naturze z uwagi na intensywnie stosowanie substancji chemicznych i generowanie zanieczyszczeń. Wykazując, w jaki sposób trawnik staje się ważną częścią kultury, ten artykuł skupia się na bardziej aktualnych kwestiach zanieczyszczeń i innych problemów środowiskowych. Wykształcenie świadomości, zmieniającą się kultura smaku i preferencje, łącznie z prawem i technologią, mogą stanowić dodatkowe środki prowadzące w kierunku zrównoważonego kształtowania trawników w Stanach Zjednoczonych i na świecie.

Higher education institutions (HEIs) play a significant role in modern economies, and it is worthwhile to analyze the factors that affect their effectiveness. To our knowledge, few studies have focused on the attitudes of students in Poland to their work environment. The purpose of this paper is to present differences in the perception of current and desired organizational culture in public and non-public HEIs in Poland from the perspective of students. A synthetic review of the literature on organizational culture at HEIs was conducted and presented. Research in the form of a survey based on Cameron and Quinn’s model was conducted in two public and two non-public HEIs in Poland. A sample of opinions of 402 students was gathered and analyzed. According to students from public and non-public schools alike the present culture was clan culture. Both groups also pointed at clan culture as the desired one, with adhocracy culture following closely. The findings may be useful for higher education decision makers in their attempts to create an effective working environment at HEIs. A further, more comprehensive research into the subject will be worth conducting.

The present paper deals with the problem of the digital-culture-public-philosophy as a possible response of those philosophers who see the need to face the challenges of the Internet and the visual culture that constitutes an important part of the Internet cultural space. It claims that this type of philosophy would have to, among many other things, modify and broaden philosophers’ traditional mode of communication. It would have to expand its textual, or mainly text-related, communication mode into the aesthetic and visual communication mode. More precisely, philosophers would have to learn how to aestheticize and visualize their ethical (epistemic, ontological, social) narratives by using some digital tools – YouTube clips for example.

A strong ethical culture is the key to any organization’s long-term success. The purpose of this research was to investigate the link between an organization’s ethical culture and its effect on workers’ well-being, as well as to test the construct validity of the Corporate Virtue Scale (CEV). In South Africa’s Buffalo Municipality, 277 managers from different government agencies made up the sample. The eight-factor CEV scale was validated through a confirmatory factor analysis. Employees’ stress and emotional exhaustion were linked to their views on the prevalence of an ethical culture in public agencies. The results of this study show that an organization’s ethical culture significantly affects its employees’ quality of life on the job. The CEV scale was found to have construct validity, proving its reliability and validity in practice. The government is urged to prioritize the streamlining of regulations and processes that foster an ethical culture in public institutions.

The issue of the return of the public to museums after the experience connected with the COVID-19 pandemic is discussed. Furthermore, the results of research related to participation in culture and public’s motivations focused on museum visitors is analysed. The activities undertaken by the institutions desiring to maintain communication with the public and wishing to enable them contact with museum exhibits despite the sanitary restrictions are presented. The authors have initially diagnosed the impact of the pandemic on the institutions’ relations with their public, pointing to both negative impacts and benefits, e.g., speeding of the digitizing process and extension of educational functions.
Artykuł przybliża kwestie związane z powrotem publiczności do muzeów po doświadczeniach związanych z pandemią COVID-19. Omawia wyniki badań dotyczących uczestnictwa w kulturze i motywacji odbiorców, koncentrując się na perspektywie zwiedzających muzea. Przedstawia działania, które instytucje podejmowały w trakcie pandemii, chcąc podtrzymać relacje z widzami i umożliwić im kontakt z muzealiami pomimo obowiązujących obostrzeń. Autorzy dokonali wstępnej diagnozy wpływu pandemii na relacje instytucji z odbiorcami, wskazując zarówno negatywne skutki, jak i korzyści, m.in. przyśpieszenie procesu cyfryzacji oraz rozbudowanie funkcji edukacyjnych.

The aim of the paper is to demonstrate how the culture of justification and the public reason can serve as legitimacy device in legal justifications. The idea of the culture of justification, proposed by David Dyzenhaus, makes an interesting contribution to the discussion on how to make headway with the problem of determining the limits of public authority. Applying Ron den Otter’ test of a reasonable sceptic, the author argues that the culture of justification becomes a good political and moral tool for limiting the exercise of public authority, if such a culture is understood and explained in light of the idea of public reason.
Celem artykułu jest wykazanie, że koncepcja kultury uzasadniania oraz idea rozumu publicznego znajdują swoje efektywne zastosowanie w argumentacji prawniczej. Zarazem, koncepcja kultury uzasadniania, sformułowana przez Davida Dyzenhausa, stanowi interesujący głos w dyskusji nad tym, w jaki sposób określać granice wykonywania władzy publicznej. W artykule argumentuje się że, w oparciu o test rozumnego sceptyka Rona den Ottera, kultura uzasadniania staje się skutecznym politycznym i moralnym narzędziem ograniczającym wykonywanie władzy publicznej wtedy, gdy rozumiana jest oraz wyjaśniana w kategoriach publicznego rozumu.

Opis:
Current trends in global development (migration processes, hybrid wars, global pandemics, multiculturalism) bring new challenges for nation states. The level of international competitiveness and subjectivity of a modern state depends on the successful positioning of its political brand, secured by the choice of adequate tools for achieving the goals and objectives. This research aims at studying the peculiarities of the public diplomacy resource potential and its use in the process of political branding in Germany. The research methodology combines system and axiological approaches, as well as discourse analysis; this helps to reveal the structural relationships within the brand, and their correlation with the peculiarities of national political and economic development and global trends. The content of the political brand is studied through the prism of the interaction of the public (politics, economics, public administration) and national (mentality, culture, traditions) components that correlate with the level of political and economic development. National political leaders, public and political institutions play a leading role in generating the key message of a state. It is proved that public diplomacy expands the possibilities of successful implementation of economic, political, socio-cultural initiatives of the state, based on partnership and cooperation with representatives of the international community. The main tools of public diplomacy include setting the agenda, synchronization of information messages by government agencies, the use of a wide range of communication channels and special events aimed at building trust and lasting relationships between international actors. The article pays special attention to the study of the content of the branding campaign «Land of Ideas». It presents Germany as an active actor in the international political space, focused on the use of brand-new technologies in all spheres of society to ensure sustainable development. The authors prove that the current branding campaign focuses on economic (sustainable development and citizens’ welfare), technological (technological innovation, energy efficiency, environmental safety), and cultural (dialogue, intercultural communication) aspects. The key ideas of the branding strategy are sustainable economic development, manufacturability and digitalization, environmental friendliness and energy efficiency, partnership dialogue and cooperation. German public authorities are actively involved in the process of political branding, which is carried out at the internal and external levels through public diplomacy. The key ideas of the political brand are presented to the domestic public through constant two-way communication on specialized online platforms, meetings of high-ranking officials with representatives of municipalities, and citizens’ potential is actively involved in various innovative projects. The process of state branding in Germany is synchronized with key global trends – environmental security, climate change issues, energy efficiency. In this context, Chancellor A. Merkel and government agencies are actively cooperating with the EU and other international organizations, participating in forums, summits and online discussions. The experience of German political branding is relevant for other countries in the context of its content, synchronization of government and society, and the use of public diplomacy.
