Various social, political and economic contexts give rise to visibly different concepts of security and these differences make one ponder on the limitations of traditional concepts of democratization and political development. Scientists, politicians and activists are now ever more boldly beginning to ask difficult but necessary questions about the appropriate dynamics of the processes of creating security and about the priorities adopted within them, searching for ways on which these processes could be co-created by traditional, local visions of needs of citizens’ safe life. The review of scholarly literature and political journalism addressing security points out new spheres of debates and subjects of controversy within this discipline. In a situation where in security-related processes governments cannot be the only ones that dominate, a question about the possibility of expanding activities with non-governmental organizations arises.

Opis:
The aim of this article is to present the activities of non-governmental organizations for the protection of natural heritage related to implementation of the projects within the Swiss-Polish Cooperation Programme in the focus area: biodiversity and ecosystem protection and the support of the cross-border environmental initiatives. Particular attention was paid to the protection of migration corridors and its legal basis in connection with implementation of the project The protection of the refugium of the Carpathian forest fauna – migration corridors. The study draws on statistical data on the activities of NGOs in the indicated topic area, as well as materials elaborated within the Swiss-Polish Cooperation Programme and the project The protection of the refugium of the Carpathian forest fauna – migration corridors. The protection of natural heritage is the area of activity of approximately 1 in every 20 non-governmental organizations in Poland. The interest in the indicated field of activity is gradually increasing, as well as the awareness of the necessity of taking measures towards protecting the areas allowing for migration of animals.
Celem artykułu jest prezentacja aktywności organizacji pozarządowych w zakresie ochrony dziedzictwa przyrodniczego w związku z realizacją przedsięwzięć w ramach Szwajcarsko- polskiego programu współpracy, w obszarze tematycznym: bioróżnorodność i ochrona ekosystemów oraz wsparcie transgranicznych inicjatyw środowiskowych. Szczególną uwagę zwrócono na ochronę korytarzy ekologicznych i jej prawne podstawy w związku z realizacją projektu Ochrona ostoi karpackiej fauny puszczańskiej - korytarze migracyjne. W opracowaniu wykorzystano dane statystyczne dotyczące aktywności organizacji pozarządowych we wskazanym obszarze tematycznym oraz materiały Szwajcarsko-polskiego programu współpracy i dokumentację projektu Ochrona ostoi karpackiej fauny puszczańskiej - korytarze migracyjne. Działania związane z ochroną dziedzictwa przyrodniczego podejmowane są średnio przezco 20 organizację pozarządową w Polsce. Stopniowo wzrasta zainteresowanie aktywnością w tym obszarze tematycznym, podobnie jak świadomość na temat konieczności działań na rzecz ochrony obszarów umożliwiających migrację zwierząt.

Purpose: The aim of the study was to understand the role of communication and building positive relations in the NGO project team and to answer the following questions: (1) what factors and behaviors influence positive relations in the NGO project team? and (2) to what extent direct and indirect communication affect the efficiency of information flow? Design/methodology/approach: The authors conducted a case study in a selected project team operating in a non-governmental organization in Poland. Findings: The results of the study allow one to better understand the specific challenges the selected NGO project team was facing. Thus, they add new knowledge to the issues on effective communication and building positive relationships in NGO project teams. Moreover, the case study outcomes set the guidelines for further in-depth studies of a quantitative nature. Research limitations/implications: Being aware of the limitations resulting from the deliberate selection of the project team for the study, an analysis of the answers obtained was undertaken, the results of which allow one to present the issues of communication and building positive relationships within project teams in non-governmental organizations. In order to make generalizations, further in-depth research in this area should be carried out. Practical implications: In non-governmental organizations, authorities and project managers should increase their competences in the field of effective communication and building positive relationships in project teams in order to successfully implement projects. Social implications: Knowledge of the methods of effective communication and building positive relationships in project teams allows to increase awareness among members of non-governmental organizations of how the ways of working and team involvement affect the success of projects. Originality/value: A case study was conducted in a selected project team operating in an NGO on the importance of communication and building positive relationships. The article is addressed to people involved in NGO project management research and to third-sector entities.

The situation of conflict between Israelis and Palestinians has lasted for over a century with half of the century of increasing violence, especially after the Six Days War. The long-standing occupation has been leading to mental take over by this issue and dehumanization of opponents in both parties’ minds. Although in last decade one could see some symptoms of peace process, especially after Oslo agreement, violence always erupted despite the official papers. In this paper I will examine the conditions of societies in the Palestinian Autonomy and Israel with special emphasis on NGOs. Although it is obvious that civil society cannot be narrowed to the non-governmental organizations, one can say that the NGOs are the most visible and measurable among the signs of existence of civil society.

Non-governmental organizations encounter some barriers when trying to implement social innovations, such as having limited ability to collaborate with other entities designed to solve social problems or limiting that collaboration to entities which are not interested in implementing such innovations. The aim of this article is to characterize the collaboration between non-governmental organizations from Lubelskie Province and local entities, as well as to evaluate the collaboration in terms of the possibility of implementing social innovations. The study was carried out between October and December 2016 and was based on the following research questions: 1. What kind of social problems do the investigated non-governmental organizations from the rural communes of Lubelskie Province try to solve? 2. What entities are involved in solving those problems? 3. Do the investigated organizations often collaborate with them? 4. Should the collaboration be modified or changed? 5. What entities should increase their participation in the cooperation network? The study involved 108 chairpersons of non-governmental organizations from the rural communes of Lubelskie Province, with whom in-depth interviews with a standardized list of targeted information were carried out. The article presents part of the collected empirical material. Although non-governmental organizations are willing to engage in non-standard, unconventional or atypical projects, they limit their activity to problems regarded as “easier to solve” or to activities that are not likely to solve those problems. In this context, extending nongovernmental organizations' cooperation networks by new local non-governmental organizations (out of the social welfare field) does not seem as desirable as their further collaboration with public sector organizations based on the principle of partnership and oriented at implementing social innovations.

Purpose: The article discusses the basic differences and common features of foundations and registered associations of the NGO sector. The article analyses 8 categories concerning the characteristics of projects in foundations and registered associations in order to detect whether they differ significantly. Design/methodology/approach: A target group was surveyed. Findings: Based on the research, a description was compiled on the common features that were detected and differences between projects implemented in foundations and registered associations in NGO sector. Research limitations/implications: In the article, the author collates the results of her own research on the development of projects in the NGO sector of foundations and registered associations, having full awareness that research carried out on a targeted sample does not allow generalizing conclusions for entire populations, although it allows identifying regularities present in a given community in order to outline further research directions. The research was conducted as part of the pilot project of NGOs’ project management issues and is the starting point for conducting in-depth research in this area. Practical implications: In NGOs, authorities and managers should increase their competences in project management in NGOs and promote good practices and professionalization of project management in third-sector organizations. Social implications: The implementation of projects in foundations and registered associations is the basis of their functioning. Widespread research in this field allows increasing project awareness among NGO members. Originality/value: A comparative project analysis was carried out for two types of NGOs: foundations and registered associations. The article is addressed to people involved in NGO project management research and to third-sector entities.

Introduction. A vital role in health maintenance and the prevention of non-communicable chronic diseases is played by an adequate level of physical activity. In recent decades, numerous guidelines have been developed to determine the criteria of physical activity levels that are essential to obtain overall health benefits. Objective. The aim of the presented study was evaluation of the physical activity of adult members of non-governmental organizations promoting active lifestyle, in compliance with recommendations of the World Health Organization and the American College of Sport Medicine. Materials and method. The study examined 95 adult members of non-governmental organizations (NGOs) promoting an active lifestyle in the Silesian Province of Western Poland. In order to make a comprehensive physical activity evaluation (including all criteria of most complex health-recommendations), both an objective tool (ActiGraph GT3X) and a subjective tool (Daily Physical Activity Log) were used. Results. Compliance with a weekly total time of moderate to vigorous aerobic efforts were observed in 47% of women and 44% of men with regard to WHO guidelines, and in 29% of women and 23% of men, respectively, regarding ACSM guidelines. The criterion for the frequency of strength exercises was met by 24% of women and 15% of men. Flexibility exercises level was adequate in 35% of women and 28% of men. Conclusions. The most frequent cause of non-meeting the criteria of the above- mentioned organisations were insufficient frequency of the weekly resistance (strength) exercises and flexibility exercises. There is a need to create public health programmes based on the complex physical activity recommendations, including all types of physical efforts (aerobic, strength, flexibility), and to emphasise the fact that meeting all of them is essential to obtain overall health benefits.

This article discusses the issue of state cooperation with non-governmental organizations in public diplomacy. This has been explored in relation to the liberal perspective in international relations, which very clearly highlights the importance of NGOs as an influential participant in world politics. The article contains an analysis of the international system, categorizes the roles and functions of NGOs in international relations. It shows concepts on contemporary understanding of power and a clear focus on reinforcing and using components of soft power, including public diplomacy, in moden international relations. Methodological aspects are deepened by an analytical layer exploring Civil Society 2.0 Program, what is an example of an effective combination of diplomatic efforts between the state and NGOs to achieve common goals.

This publication contains the information concerning illegal operations of the German intelligence in the years 1918-1927, ascertained by the Polish special services – the Second Department of the Polish General Staff (the Second Department). The paper is based on source documents currently stored by the Institute of National Remembrance and the Central Military Archive. Therefore, the information contained herein represents the data available to the Second Department in the relevant period. The Treaty of Versailles imposed military restrictions on Germany, limiting significantly their offensive capabilities. Driven by desires of further expansion and as a result of not coming to terms with the outcome of the Great War, the Abwehr had the government organizations operating in Poland infiltrated by undercover officers of the former Imperial German intelligence service. The most important ones included Consul, Zentrale Wannsee and Burgwall. In addition, the Second Department identified 16 detective bureaux receiving commissions from the Abwehr and eleven commercial establishments cooperating with the intelligence service. Furthermore, numerous officers of the pre-war German intelligence service did not find employment with the state, which gave rise to the rank-and-file initiative to create private intelligence bureaux. The pre-war connections were still maintained. The substantive value of the text consists in identifying the said organizations and presenting the then available information about them. Such data can be useful for researchers of the period of revival of the Polish State, methods employed for “bypassing” the Treaty of Versailles by the German Reich and the activity of German organizations in Poland in the relevant period. Furthermore, the paper may serve as a case study for the infiltration of organizations seemingly unrelated to the armed forces by intelligence agents.

The purpose of this article is to present the results of the research on the issues discussed in the educational initiatives undertaken by Polish non-governmental organizations. The results of the scientific explorations presented in the paper are the outcome of the PhD research project Intercultural Non-formal Education in Poland on the Example of Non-governmental organizations activity. The project included surveying 65 leaders of different non-governmental organizations from three cities with different cultural make-ups, i.e. Bialystok, Poznan and Warsaw. The study was conducted in 2010 – 2012 according to the eclectic research approach, which allowed gathering quantitative and qualitative data. Based on the analysis of the empirical material, the author of the article presents: the issues tackled in the initiatives carried out by Polish non-governmental organizations, the structure of their implementation and the types of activities undertaken (in view of the issues analysed). An outline of the research problems precedes the discussion on the research results.

Artykuł bada rolę organizacji pozarządowych jako podmiotów (aktorów) ukraińskiej polityki pamięci, a także stosowane przez nich mechanizmy wpływające na kształtowanie pamięci historycznej społeczeństwa ukraińskiego. Autorzy stosują porównawcze badania jakościowe, wykorzystując empiryczno-interpretacyjną wersję metody badania konkretnych przypadków (studium przypadku). Przedmiotami analizy są: Centrum Badań Ruchu Wyzwolenia, Ukraiński Instytut Badań nad Holokaustem „Tkuma” oraz Centrum Pamięci o Holokauście Babyn Yar. Wyniki badań wskazują, że organizacje pozarządowe aktywnie wpływają na proces kształtowania pamięci historycznej społeczeństwa ukraińskiego. Wpływ ten może być wywierany zarówno metodami bezpośrednimi (poprzez różnorodne działania edukacyjne), jak i pośrednimi (poprzez interakcje z instytucjami państwowymi odpowiedzialnymi za wdrażanie krajowej polityki pamięci). Skuteczność tego wpływu zależy od tak ważnych czynników, jak dostępność sponsorów dysponujących znacznymi środkami finansowymi i/lub lobbystów w agencjach rządowych i instytucjach będących częścią infrastruktury polityki pamięci państwa.
The article investigates the role of non-governmental organizations as subjects (actors) of Ukrainian politics of memory, as well as the mechanisms used by them to influence the formation of the historical memory of Ukrainian society. The authors resort to comparative qualitative research, using an empirical-interpretative version of the method of studying specific cases (case study). The objects of analysis are: the Center for the Study of the Liberation Movement, “Tkuma” Ukrainian Institute for Holocaust Studies, and the Babyn Yar Holocaust Memorial Center. The results of the study indicate that NGOs are actively influencing the process of forming the historical memory of Ukrainian society. Methods of such influence can be both direct (through various educational activities) and indirect (through interaction with state institutions responsible for the implementation of national memory policy). The effectiveness of this influence is determined by such important factors as the availability of sponsors with significant financial means and/or lobbyists in government agencies and institutions that are part of the state memory policy infrastructure.

The quality of local authorities performance is determined, among others, by the involvement of social actors in the policy-making process. Among them, it is the non-governmental organisations (NGOs) that play a significant role in local polities, politics and policies. This paper tests if and how the participation of NGOs makes a difference in the quality of local self-governance, based on the evidence from Silesia (2010–2014)-the most densely populated region in Poland. The results show that the NGOs’ involvement diversifies the outcomes in the quality of governance only in a modest way and extend. Consequently, the authors conclude that the politically engaged NGOs do not qualitatively bring much of an added value and rather play a role of proto-parties. Formally not being recognised as political parties, they perform many (if not most) roles that classical political parties deliver, including the recruitment of political elites, offering the political alternative, channelling the citizens’ preferences and participation in power-sharing.

Subject and purpose of work: The aim of the paper is to identify non-economic factors influencing employment in non-governmental organizations in the Subcarpathian Province. Materials and methods: Surveys were conducted in a group of 30 people managing non-governmental organizations. Results: In the Subcarpathian Province, the factors not connected to economy that encourage involvement in the work of non-governmental organisations include education, marital status, labour market activity, gender, religiousness, and moral authority associated with charitable activities. The factors such as age, personal experience of difficult life situations, or observing charity activities done by family members and friends have an insignificant effect on the involvement in the work of nongovernmental entities. Conclusions: The activities of state institutions of social policy whose goal is to increase the participation of citizens in the third sector entities should aim to give them an opportunity of obtaining the highest level of education possible, stable employment in the labour market, as well as creating conditions for families to function properly. Przedmiot i cel pracy: Celem pracy jest wskazanie czynników pozaekonomicznych wpływających na podejmowanie pracy w organizacjach pozarządowych w województwie podkarpackim. Materiały i metody: Badania ankietowe przeprowadzono w grupie 30 osób kierujących organizacjami pozarządowymi. Wyniki: W województwie podkarpackim do pozaekonomicznych czynników skłaniających do angażowania się w pracę organizacji pozarządowych można zaliczyć wykształcenie, stan cywilny, aktywność na rynku pracy, płeć, religijność i posiadanie autorytetów moralnych związanych z działalnością dobroczynną. Mało istotne okazały się natomiast takie czynniki jak wiek, osobiste doświadczanie trudnych sytuacji życiowych czy też obserwowanie działań dobroczynnych wśród rodziny i przyjaciół. Wnioski: Działania państwowych instytucji polityki społecznej ukierunkowana na zwiększanie zaangażowania obywateli w działalność podmiotów z trzeciego sektora powinny zmierzać do stworzenia możliwości uzyskania jak najwyższego poziomu wykształcenia, stabilnego zatrudnienia na rynku pracy, a także stworzenia możliwości prawidłowego funkcjonowania rodziny. Ponadto instytucje publiczne powinny prowadzić kampanie społeczne, aby wskazywać, że praca na rzecz trzeciego sektora wzbogaca życie społeczne i osobiste.
