Companies, facing globalization and technological revolution, are constantly forced to search for new ways to grow and develop. A profitable growth strategy can be built through international expansion. Recently it has become one of the few effective ways to develop and enhance the competitiveness of a company in response to the changing dynamics of the global economy. When a company is expanding its business operations to overseas markets a number of strategic decisions must be taken. The company must define the product it wants to market (what), the country market it wants to enter (where), the timing of entry (when) and the entry mode it wants to use (how). Consequently, the country market selection plays a critical role in shaping the performance of foreign activities and influences the future success of the company. This is a complex and difficult decision, requiring the company to analyse a wide spectrum of factors that affect both investment efficiency and effectiveness. The location selection in international expansion may be determined by general macroeconomic factors, demand factors, socio-political factors or cost factors. The purpose of this paper is to conduct a simulation of the market selection decision with the help of multi-criteria decision aiding methods based on the perspective of a dynamically developing company that is a leading manufacturer and distributor of hygiene, cosmetic and medical products.

Opis:
The problem of selecting 3PL (Third Party Logistics) suppliers is a major issue in the management of the supply chain and the improvement of the production management of a manufacturing company. A 3PL supplier can be defined as a company that provides contract logistics services to a manufacturer, supplier or main user of a product or service. It is called a third party because the logistics provider does not own the products but participates in the supply chain between the manufacturer and the user of a given product. In actual cases, several decision-makers intervene in the selection of 3PL suppliers and each one has his own points of view and wishes to take into account criteria which are not generally the same for all the decision-makers. Furthermore, the criteria have different weights. In this study, we propose a method to solve this problem. It consists of a combination of the fuzzy Stepwise Weight Assessment Ratio Analysis (SWARA) method with the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS). The objective is to optimize the decision-making process and have another, more dynamic model and satisfy the needs of the decision-maker. Fuzzy SWARA is one of the new methods being used for ranking evaluation criteria based on decision makers’ expected degree of importance to determine the weights of evaluation criteria (Selçuk, 2019). This method can be used to facilitate estimation of decision makers’ preferences regarding the meaning of attributes in the weight determination process. TOPSIS is a multi-criteria method for identifying solutions from a finite set of alternatives (Behzadian et al., 2012). To the best of our knowledge, this combination has not been developed in the literature, especially in the third-party logistic problems. The proposed model will be implemented to solve a 3PL problem of a company selling steel products.

Decisions regarding agricultural production involve multiple goals. A multicriteria approach allows decision makers to consider more aspects of the decision scenario, although it also leads to other problems, such as difficulties with the selection of goals or criteria, as well as assigning them appropriate weights. It is argued that not only do goals vary depending on the decision-makers’ socioeconomic features, but their relative importance changes as well. A simulation study has been conducted based on the Farm Accountancy Data Network (FADN) database. We use the distance-to-the-negative-solution maximization model. Seven sets of criteria and different sets of weights are considered. The main purpose of the study is to determine the impact of weights on the quality of the model. Quality is assessed by comparing the optimal and observed values of the decision variables. The results lead to the conclusion that the differences between the quality of various models are small.

Opis:
Growing concern about transportation emissions and energy security has persuaded urban professionals and practitioners to pursue non-motorized urban development. They need an assessment tool to measure the association between the built environment and pedestrians’ walking behaviour more accurately. This research has developed a new assessment tool called the Walkable Integrated Neighbourhood Design (WIND) support tool, which interprets the built environment’s qualitative variables and pedestrians’ perceptual qualities in relation to quantifiable variables. The WIND tool captures and forecasts pedestrians’ mind mapping, as well as sequential decision-making during walking, and then analyses the path walkability through a decision-tree-making (DTM) algorithm on both the segment scale and the neighbourhood scale. The WIND tool measures walkability by variables clustered into five features, 11 criteria and 92 subcriteria. The mind-mapping analysis is presented in the form of a ‘Walkability_DTM-Mind-mapping sheet’ for each destination and the overall neighbourhood. The WIND tool is applicable to any neighbourhood cases, although it was applied to the Taman Universiti neighbourhood in Malaysia. The tool’s outputs aid urban designers to imply adaptability between the neighbourhood environment and residents’ perceptions, preferences and needs.

Opis:
Safe, efficient and user-friendly transportation of people and goods have been a premier point of concern for all the developed and the developing countries around the globe. National Highway N-5 or GT road is the most important highway link in Pakistan. It carries about 80% of the country freight traffic. When this heavy traffic passes through the twin cities of Rawalpindi and Islamabad, it causes congestion and environmental hazards particularly in business centers of Rawalpindi city. Because of this heavy traffic volume passing through the cities situated along N-5, bypasses to all of them have been provided however, Rawalpindi is the only city along N5 which is still without a bypass. A bypass to Rawalpindi city is, therefore, inevitable. Besides this, the Bypass will also provide a short access to the traffic on the Motorway (M2) destined for the western part of Rawalpindi. For this research work, Rawalpindi Bypass is taken as a hypothetical scenario and is evaluated for its benefits. Besides addition to the networks of highways across Pakistan, this bypass has many other benefits which include a decrease in congestion from Islamabad and Rawalpindi main arteries (ISB Highway and IJP Road) that results in travel time savings, vehicle operating cost savings, safety savings, and reduced air pollution. This research aims to produce an engineering and scientific comparison of various costs and benefits associated with the road agency and users about the construction of an alternative. The Project involves transportation demand estimation on different segments of the National and Arterial roads, Project Costs, travel time savings, safety saving, vehicle operating cost savings, economic efficiency analysis, Air quality impact and multi criterion transportation decision making. The transportation decision making process usually involves the evaluation of effectiveness and efficiency of an alternative decision with respect to a base case DO-NOTHING Scenario. The authors have taken the existing roadway structure with no improvements as DO-NOTHING Scenario, whereas the construction of Rawalpindi Bypass (60 km) with 2 lanes in each direction is taken as Alternative B and Rawalpindi Bypass (51 km) as Alternative C. Multi criteria decision making technique is used for decision because of multiple options with different dimensions, both monetary and non-monetary. Basing of MCDM this study recommends Alternative C (51 km) for Rawalpindi Bypass.

Crisp values are insufficient to model real-life situations and imprecise ideas are frequently represented in multicriteria decision aid analysis. In fact, it is difficult to treat the evaluation criteria precisely and to fix exact preferences rating. The triangular intuitionistic fuzzy numbers succeeded to treat this kind of ambiguity in a great deal of research than other forms of fuzzy representation functions. The field of sorting issues is an active research topic in the multiple criteria decision aid (MCDA). This study extended one of the sorting methods, FLOWSORT, for solving multiple criteria group decision-making problems. This extension described the preferences rating of alternatives as linguistic terms which can be easily expressed in triangular intuitionistic fuzzy numbers. To validate our extension, an illustrative example as well as an empirical comparison with other multi-criteria decision making methods is presented.

The aim of the paper is to present the practical use of a combination involving two multicriteria methods: AHP (analytic hierarchy process) and TOPIS (The Technique for Order of Preference by Similarity to Ideal Solution), in order to expertly assess the level of sustainable development of counties in the West Pomeranian Province in 2010 and 2017. The article was divided into two main parts. The theoretical (methodological) part contains the characteristics of AHP and TOPSIS methods; in turn, the results of the analysis were presented in the empirical part. The main source of statistical data is the annual report published by Statistical Office in West Pomeranian Province, which contains the information on most important development areas (e.g. population, ecology, pollution, health, employment, macroeconomics, transport, tourism, agriculture, etc.). In other words, the purpose of the article is to build a synthetic measure of sustainable development, which will take into account socio-economic determinants for deliberately selected entities from a regional perspective. This approach will allow a detailed analysis of sustainable development according to the adopted criteria for 2010 and 2017, and may be the basis for further investigations in order to look for more complex dependencies among the factors which determine sustainable development of the studied phenomena and objects.

A multi-criteria model for determining the order size for materials used in production has been presented. It was assumed that the consumption rate of each material is a random variable with a known probability distribution. Using such a model, in which the purchase cost of materials ordered is limited, three criteria were considered: order size, probability of a lack of materials in the production process, and deviations in the order size from the consumption rate in past periods. Based on an example, it has been shown how to use the model to determine the order sizes for polyurethane adhesive and wood in a hard-coal mine.

There are advantages in considering the routing problem in integrated communication networks as a multiobjective shortest path problem, having in mind to grasp eventual conflicts and trade-offs among distinct objectives and quality of services (QoS) constraints. On the other hand the utilisation of dynamic routing methods in various types of networks is well known to have significant impact on network performance and cost, namely in overload and failure conditions. This paper presents the detailed formulation of a proposal of a multiple objective dynamic routing method (MODR) of periodic state dependent routing type, enabling to represent distinct QoS related metrics and requirements in a consistent manner. The MODR method present formulation is based on a multiple objective shortest path model with constraints and is prepared to use implied costs as one of the metrics. Alternative paths tor each traffic flow are changed as a function of periodic updates of certain QoS related parameters estimated from real time measurements on the routes and trunks of the network. Such paths are computed by a specialised and efficient variant of a bi-objective shortest path constrained algorithm, developed for the MODR, enabling to incorporate flexible requirements on the QoS metrics. The architecture of the routing system is discussed together with the features of its main modules. An illustrative example of application of the MODR path calculation module to a circuit-switched type network using blocking probability and implied cost as metrics, is also presented, considering different overload conditions.

In the paper an approach to decision making in situations with non-pointlike characterisation and subjective evaluation of the actions is considered. The decision situation is represented mathematically as fuzzy multiobjective linear programming (fMOLP) model, where we apply the reduced fuzzy matrices instead of fuzzy classical numbers. The fMOLP model with reduced parameters is decomposable into the set of point-like models and the point-like models enable effective construction of an optimisation procedure - fBIP, see Wojewnik (2006ab), extending the bireference procedure by Michalowski and Szapiro (1992). The approach is applied to a fuzzy optimization problem in the area of telecommunication services.

The reference point method (RPM) is based on the so-called augmented max-min aggregation where the worst individual achievement maximization process is additionally regularized with the average achievement. In order to avoid inconsistencies caused by the regularization, we replace it with the ordered weighted average (OWA) which combines all the individual achievements allocating the largest weight to the worst achievement, the second largest weight to the second worst achievement, and so on. Further following the concept of the weighted OWA (WOWA) we incorporate the importance weighting of several achievements into the RPM. Such a WOWA RPM approach uses importance weights to affect achievement importance by rescaling accordingly its measure within the distribution of achievements rather than by straightforward rescaling of achievement values. The recent progress in optimization methods for ordered averages allows us to implement the WOWA RPM quite effectively as extension of the original constraints and criteria with simple linear inequalities.

A concern about the current state of relations between industry and the environment is often neglected. However, it is important to underline that industry and sustainability are not mutually exclusive. There are many industrial processes to blame when analyzing the negative impact on current socio-ecological environment. The emerging question is whether companies nowadays are ready to face challenges in the name of sustainability, the future of the planet and generations to come. In addition, an assessment of industrial processes may be very time-consuming and costly in financial terms. This fact allows developing sustainability assessment approach and its measures for keeping track on to evaluate scale of environmental, social and economic changes. The goal of the paper is to develop a multicriteria decision-making approach for sustainability assessment of renewable energy technology. A sustainability assessment approach combines life cycle-based methods integrated with multi-criteria decision-making method based on analytical hierarchy process. The resulting assessment method allows finding a compromise between industry and the environment and identify potential intervention points for further research. As a result of decision-making process, string ribbon technology was considered as the most sustainable. The applicability of the proposed method is assessed based on photovoltaic panels.
