A detailed analysis of the negative trends in the development of intellectual property has been carried out, which create significant risks for Ukraine to lag behind technological leaders, reduce the independence and competitiveness of the economy, and devalue domestic investments in science and technology. The main ways of commercialization of intellectual property are determined: the use of intellectual property rights in one's own production; the introduction of rights to objects of intellectual property rights in the authorized capital of the enterprise; transfer (sale) of intellectual property rights. Emphasis is placed on the need to use as an objective criterion for determining the market value of an intellectual property object using the economic effect that the user of this property expects to receive within a certain period of time.

Opis:
Achieving high competitiveness of Ukraine and ensuring a decent living standard is only possible if a flexible intellectual-innovation strategy development and effective mechanism for its implementation are developed. Today, the definition of strategic goals and objectives of innovative development of Ukraine becomes especially relevant. The innovation model of development should focus on instrumental support for the implementation of the intellectual potential of innovative resident enterprises. The purpose of the article is to define priority directions and improve the strategy of intellectual-innovative development of the national economy, and build an innovative development model for achieving high scientific and technical competitiveness of Ukraine. The structural and logical scheme of the research is determined, the methods of economic research used allowed to sufficiently characterize the strategy of intellectual-innovative development of the national economy on the basis of economic analysis, data comparison, and modeling. The article describes the directions, tasks, and goals of intellectual-innovative development. The dynamics of 2015-2019 scientific-technological and innovative development indicators of the national economy is analyzed. Peculiarities of innovative development and the main restraining factors of regional development are singled out. The analysis of normative-legal acts of scientific-technological and innovative development allowed the authors to single out intellectu-ally innovative vectors of the national economy development. A long-term strategy of intellectual-innovative development of Ukraine is proposed. The innovative model of development of national economy, methods, means, direct and indirect organizational-administrative and financial-credit levers of influence on innovative development of Ukraine are schematically described.

Opis:
Pfeiffer Syndrome (OMIM#101600) is a genetic disorder which belongs to cranio-facial dysostosis group inherited in an autosomal dominant pattern with variation of feature expression. It affects about 1 in 100,000 live-births. Typical features include: premature fusion of certain bones of the skull (craniosynostosis), maxillary hypoplasia and digital abnormalities of the hands and feet. Basing on the phenotype three clinical subtypes of Pfeiffer Syndrome can be distinguished: types 1, 2 and 3. This condition can be caused by heterozygous mutations in either fibroblast growth factor receptor gene type 1 or 2 (FGFR1 or FGFR2). FGFR1 mutations often result in less severe craniofacial involvement, no craniosynostosis, abnormalities of the limbs and most individuals have normal intelligence. The authors describe the family of three members (a son, a father and a daughter) variably affected by phenotype and intellectual development with Pfeiffer Syndrome type 1 caused by p.P252R mutation in FGFR1 gene. We showed that in investigating mental retardation the medical examination of the whole family and genetic counseling are important.
Zespół Pfeiffera (OMIM#101600) jest rzadkim zespołem uwarunkowanym genetycznie zaliczanym do dysostoz czaszkowo- -twarzowych, który dziedziczy się w sposób autosomalnie dominujący ze zmienną ekspresją cech klinicznych. Występuje z częstością około 1:100 000 wśród żywo urodzonych dzieci. Typowe objawy zespołu obejmują: przedwczesne zarastanie szwów czaszkowych (kraniosynostoza), hipoplazja szczęki oraz wady dłoni i stop. Objawy zespołu Pfeiffera wywołują heterozygotyczne mutacje w genach czynnika wzrostu fibroblastów typu 1 lub 2 (fibroblast growth factor receptor gene type 1 or 2 – FGFR1 lub FGFR2). Mutacje występujące w genie FGFR1 skutkują mniej nasilonymi objawami fenotypowymi twarzoczaszki, wadami kończyn i najczęściej prawidłowym rozwojem intelektualnym. W niniejszej pracy autorzy przedstawiają trzy przypadki z jednej rodzinny (syn, ojciec i córka) prezentujące dużą zmienność objawów fenotypowych i intelektualnych w przebiegu zespołu Pfeiffera typu 1 wywołanego mutacją p.P252R w genie FGFR1. Autorzy zwracają uwagą na celowość wykonywania badań rodzinnych w kontekście diagnostyki niepełnosprawności intelektualnej i poradnictwa genetycznego.

Opis:
Aims of this paper are: (1) to characterize open and networked innovation idea for an innovative company, (2) to present knowledge management (KM) and synergic effects of intellectual capital (IC) development of the innovative company in open and networked innovations. Open and networked innovation links KM activities of innovative firms that collaborate and compete among themselves during execution of innovation processes within networks. Interorganizational KM and learning by the innovative company with partners (suppliers and consumers of knowledge, innovations) in open and networked innovations influence on synergic effects of its IC development. The paper also presents the results of questionnaire research on synergic effects of IC development by innovative companies in open and networked innovation.
Celami artykułu są: (1) scharakteryzowanie dla przedsiębiorstwa innowacyjnego koncepcji otwartej oraz sieciowej innowacji, (2) przedstawienie zarządzania wiedzą (ZW) oraz efektów synergicznych rozwoju kapitału intelektualnego (KI) przedsiębiorstwa innowacyjnego w otwartych i sieciowych innowacjach. Otwarta oraz sieciowa innowacja łączy czynności ZW innowacyjnych firm, które współpracą oraz konkurują ze sobą w trakcie realizacji procesów innowacji w obszarze sieci. Międzyorganizacyjne ZW oraz uczenie się innowacyjnego przedsiębiorstwa z partnerami (dostawcami i klientami wiedzy) w otwartych i sieciowych innowacjach wpływa na efekty synergiczne rozwoju jego KI. Artykuł przedstawia również wyniki badań ankietowych na temat efektów synergicznych rozwoju KI przedsiębiorstwa innowacyjnego w otwartej i sieciowej innowacji.

Niedobór narzędzi psychometrycznych dla osób niepełnosprawnych intelektualnie utrudnia skuteczne wspieranie tej grupy w poszukiwaniu pracy. Komputerowy Test Zainteresowań Zawodowych (CTMVI – Computer Test Measuring Vocational Interests) został opracowany z uwzględnieniem potrzeb i możliwości niepełnosprawnych intelektualnie, w formie programu komputerowego. Nie wymaga on umiejętności czytania i pisania, zamysłem autorów było sformułowanie pytań w sposób prosty i umożliwiający dokonywanie wyboru osobom zdiagnozowanym jako upośledzone w stopniu lekkim i umiarkowanym. Test jest połączony z bazą danych i może służyć jako narzędzie pracy służb zatrudnienia. CTMVI ma postać wyświetlających się na monitorze komputera 112 par krótkich filmów ukazujących proste, wyselekcjonowane czynności zawodowe. Jego wyjątkowość opiera się na zastosowaniu techniki dla zwiększenia dostępności (prostota, zrozumiałość, zgodność prezentacji z rzeczywistością). Wyniki pozwalają stwierdzić preferencje w zakresie czynności i środowisk pracy. Poniższy artykuł prezentuje wyniki badania pilotażowego w zakresie właściwości psychometrycznych i dostępności narzędzia, przeprowadzonego w grupie 48 uczniów Zasadniczej Szkoły Zawodowej zdiagnozowanych jako niepełnosprawni intelektualnie. Zbadano także zależności między płcią, IQ i profilem klasy a uzyskanymi wynikami. Stwierdzono, że narzędzie ma zadowalające właściwości psychometryczne i nie sprawia trudności badanym, wymaga jednak dalszych badań na większej grupie i pracy nad zwiększaniem dostępności dla osób o sprzężonych niepełnosprawnościach.

The article offers an analysis of the current state and trends of inclusive education in Ukraine. The subject of attention of the author is not only the educational policy in the country, the evolution of education for persons with violations of physical, mental, intellectual development and sensory impairments and the existing experience of inclusive educational practice, but also problems with the organization of domestic education at the present stage of its development. The author draws attention to possible threats to the organization of inclusive education in this state.
W artykule przedstawiono analizę obecnego stanu i tendencji rozwoju edukacji włączającej na Ukrainie. Przedmiotem zainteresowania autora jest nie tylko polityka edukacyjna w kraju, ewolucja edukacji dla dzieci ze specyficznymi potrzebami w obszarze rozwoju psychofizycznego i istniejące doświadczenie integracyjnych praktyk edukacyjnych, lecz także problemy z organizacją edukacji narodowej na obecnym etapie jej rozwoju. Autor zwraca uwagę na możliwe zagrożenia w organizacji edukacji integracyjnej w tym państwie.

The fundamental problem concerning the analysis of intellectual capital influence on developmental processes is connected with its multidimensional and multilevel aspect – its resources are grounded in various functions, structures, technologies located at various levels of the system (citizens, organisations, regions, nation). The current developed models and assessment methods, based on regression and correlation analyses reduce the intricate and dynamic system to linear dependencies. Consequently, the study carried out on the basis of those models features a limited opportunity to demonstrate a real influence of intellectual capital on economic development. A strong interdependence between the level of GDP per capita and and intellectual capital endowment of Polish region exposes an important perspective of analyses and developmental processes programming. Pro-developmental influence of intellectual capital indicates that the development of these capital resources should gain more extensive recognition in planned territorial development strategies. It becomes necessary to adopt a subject orientation in this capital development scenarios.
Zasadniczy problem dotyczący analizy oddziaływania kapitału intelektualnego na procesy rozwojowe związany jest z jego wielowymiarowością i wielopoziomowością – jego zasoby tkwią w różnych funkcjach, strukturach, technologiach, ulokowanych na różnych poziomach systemu (mieszkańcy, organizacje, regiony, kraj). Wypracowane dotychczas modele i metody pomiaru tych zależności, oparte o analizy regresyjne i korelacyjne, redukują ten złożony i dynamiczny system do funkcji liniowych. W konsekwencji przeprowadzone w oparciu o te modele badania cechuje ograniczona zdolność do ukazania realnego wpływu kapitału intelektualnego i jego składowych na rozwój gospodarczy. Stwierdzona jednak na ich podstawie silna współzależność między poziomem PKB per capita a wyposażeniem polskich województw w kapitał intelektualny odsłania istotną perspektywę analiz i programowania procesów rozwojowych. Prorozwojowe oddziaływanie kapitału intelektualnego wskazuje, że rozwój zasobów tego kapitału powinien znaleźć szersze uwzględnienie w projektowanych strategiach rozwoju terytorialnego. Szczególne zainteresowanie powinny stanowić te wymiary, które wykazują stymulujące oddziaływanie na zmiany PKB per capita (gotowość do ustawicznego kształcenia się, przedsiębiorczość, wynalazczość, implementacja nowoczesnych rozwiązań do praktyki gospodarczej, kompleksowa atrakcyjność terytorium dla wewnętrznych i zewnętrznych interesariuszy). Oddziaływanie kapitału intelektualnego na przebieg i dynamikę procesów rozwojowych dokonuje się przede wszystkim przez kształtowanie postaw i zachowań mieszkańców. Aspekt ten (notabene pomijany w analizach ilościowych) podkreśla konieczność przyjęcia podmiotowej orientacji w scenariuszach rozwoju tego kapitału. Jednocześnie należy pamiętać, że niezbywalnym czynnikiem uzyskania korzyści wynikających z efektów synergii kapitału intelektualnego jest jego kompatybilność z tradycyjnymi, podstawowymi czynnikami i warunkami rozwoju. Jakościowe czynniki, stymulujące aktywność oraz efektywność uaktywniają się, gdy zabezpieczone są podstawowe parametry gospodarowania.

The article discusses the concept of mathematical education of pupils of a school and the results of pedagogical research. Being trained to solve the simplest tasks without a deep (thorough) understanding of the meaning of mathematical relationships is not conducive to the development of intellectual abilities and is quickly lost after completing the topic. It is experimentally confirmed that a student aspiring to attain a higher technical education, in addition to computational skills, needs to have an idea about mathematics and its methods, possess logical development, a graphic culture, develop a spatial imagination, independent work skills, the ability, if necessary, to use the appropriate directory to restore specific facts and obtain the necessary information. The research also looks into ways of solving problems with designing the learning environment and elaborating variable models of studying the natural and mathematical sciences with application of certain components of a computer-oriented learning system with the aim of upgrading pupils’ performance (a mass model, the main model and the creative model – an advanced level). The structuring of knowledge and the correct correlation of the selected types of knowledge develop the content of profile education, taking into account significant differentiation and the possibility of building an individual educational curriculum for schoolchildren, and also contributes to the filling of the three most important components of the content of profile training: basic invariant, profile variational and additional ones.
Omówiono koncepcję edukacji matematycznej uczniów szkoły oraz wyniki pedagogicznych badań naukowych. Wyćwiczenie w rozwiązywaniu najprostszych zadań bez głębszego (świadomego) rozumienia sensu zasad matematycznych nie sprzyja rozwojowi zdolności intelektualnych i jest szybko zapominane po zakończeniu przerobionego tematu. Uczeń zamierzający uzyskać wyższe wykształcenie techniczne oprócz nawyków obliczeniowych powinien zdobyć wiedzę o matematyce i jej metodach, osiągnąć rozwój logiczny, kulturę graficzną, rozwiniętą wyobraźnię przestrzenną, nawyki samodzielnej pracy, umiejętność pozwalającą, w koniecznym przypadku, skorzystać z odpowiedniego źródła w celu ustalenia konkretnych faktów i otrzymać niezbędne informacje. Strategia realizacji nauczania profilowanego przewiduje oddzielenie poziomu ogólnokształcącego od poziomu profilowanego. W badaniu zostały również omówione sposoby rozwiązania zadań projektowania środowiska uczenia się i tworzenia modeli z zastosowaniem poszczególnych składników komputerowo-zorientowanego systemu kształcenia w celu poprawy wyników uczniów. Przeprowadzona strukturyzacja wiedzy i prawidłowe zestawienie wydzielonych typów wiadomości pozwalają na opracowanie treści nauczania profilowego, zakładającego znaczne zróżnicowanie i możliwość ułożenia dla uczniów indywidualnego programu nauczania (model masowy, model podstawowy i model twórczy – wyższy). W badaniu biorą udział metodycy w celu przeprowadzenia eksperymentów w szkolnej praktyce dla określenia zdolności intelektualnych, rezultaty są również analizowane na podstawie badań eksperymentalnych.

The aim of this paper is to present the context of intellectual capital in rural area development using the example of fuzzy qualitative comparative analysis (fsQCA), which is one of the few methodological innovations of recent decades and which bridges the gap between quantitative and qualitative research. Based on surveys and interviews with local organizations, the study examined the relationships between the results of work and the composition of variables that constitute intellectual capital components. The results, related to intellectual capital, were divided into three variables representing human capital (education, experience-years of work, language skills), structural capital (presence of IT system in an organization, the number of procedures and processes) and relational capital (the number of cooperating organizations, the number of NGOs in the community, the level of trust in the manager). The research outcomes showed that different combinations of intellectual capital components led in practice to the same result; nevertheless, human capital was an indispensable element of the combination.

Opis:
The level of technology that constitutes the resources of individual countries is an important attribute of development. It is therefore necessary to create new solutions and to empower enterprises with new innovative technologies, preferably derived from endogenous sources. People who are well-educated and young are the most creative and their ideas constitute the beginning of the commercialization processes. The protection of intellectual property facilitates the implementation of these processes, whose outcomes include products that in many cases demonstrate the features of inclusiveness. This paper presents the importance of the actions of patent offices in areas related to the protection of intellectual property with regards to development that brings universal benefits.

Opis:
Purpose: The purpose of this study is to identify ways to improve or simplify the quality and accuracy of IP valuations via accounting regulation improvements. Methodology/approach: This research relies on qualitative research methods such as case law analysis and comparative research of accounting standards and approaches. Findings: Evidence from this study points towards the conclusion that financial statements currently only reflect a historic financial record of the particular business, profoundly biased by a conservative tangible assets perspective. The central thesis of this study is that it makes sense to adopt a comprehensive intellectual property valuation strategy to ascertain the specific value of the intangible assets since the comprehensive application of valuation models is likely to yield superior results to using them separately. Research limitations/implications: Although the proposed approach seeks to bring more clarity to the valuation process while simplifying the appraisal of intellectual property assets, its efficacy is subject to increased transparency, a maturing intellectual property market, and credible data availability. Originality/value: This study makes a valuable contribution to research on methods that facilitate accurate intellectual property valuation while offering an alternative valuation model which combines the strengths of individual valuation models.

Opis:
The aim of the study was to verify the problem of intellectually gifted children, terminologically referred to as pupils with general intellectual giftedness. The other partial aim was to point to the lacking musical development of one kind of talent in the pupils. Finally we focused on indication of the new possibilities of how to develop the intellectually gifted pupils in the sense of the musicality with cognitive, psychomotor, and also relaxing effect. The research sample consisted of the pupils from three kinds of schools, aged from 12 to 13 years. We observed the pupils with musical talent (schools of music), pupils who were intellectually gifted (special schools) and pupils from comprehensive classes (without classification of giftedness). In the last group there were excluded the pupils who attended comprehensive elementary school and also music of art. Methods: Based on existing tests of musicality the overview of which we constructed for this study, we elaborated the test of musicality and realised research probe. The evaluation was realised by means of qualitative analysis, observation and questionnaire. Results: The study summarises briefly the knowledge of the intellectually gifted pupils and it shows the possibilities of their education by means of music with the respect to harmonious balance between intellectual and emotional intelligence of the pupils.

Opis:
The role of intellectual organizations in the formation of professional competence, social adaptability and volitional qualities of workers of marine industry is actual in terms of growth of natural and man-made emergency situations, unstable socio-economic environment. In the marine industry, except for the education system and research, such organizations have prospects of development as the most competitive in the shipbuilding, fishing industry, port management, the logistics of fishing in the ocean and coastal fisheries, transport and storage prior to further processing. In this article is proposed a holistic resource approach to the formation of intellectual organization as a major maritime educational complex that integrates all stages of maritime specialist training, from a seaman to a master of a large ship including active research and intense maritime practice.
