The work concerns a detailed analysis of the possibilities of increasing environmental protection by increasing the efficiency of selective collection of municipal waste in the city of Wroclaw and the economic conditions of this activity. The study includes a short introduction and an overview of waste morphology indicators. Then, a research model for the study of the morphology of municipal waste is discussed, based on the example of Wroclaw (Poland). Finally, 3 variant cost models of measures supporting the segregation of municipal waste were described and discussed. The article ends with a numerical example for Wroclaw along with a verification of the applicable rates for municipal waste collection fees, whether sorted or not.

Archives of Environmental Protection is the oldest Polish scientifi c journal regarding environmental engineering and protection. It has been published by the Institute of Environmental Engineering of PAS in Zabrze since 1975. The Committee on Environmental Engineering of PAS became its co-publisher in 2011. The quarterly publishes original articles (earlier, also announcements) concerning broadly understood areas of the environmental engineering and protection. The subjects include: air, land and water protection; technologies of fl ue gases, soil and wastewater treatment; transformations and transportation of pollutants in the environment; measurement techniques used in research and engineering as well as environmental monitoring. The published articles also focus on the reclamation and management of derelict lands, environmental management and other questions related to the environmental engineering and protection. The journal has been abstracted by Thomson Scientifi c since 2006 in the following databases: Science Citation Index Expanded, Biological Abstracts and BIOSIS Previews. Moreover, the journal was given the impact factor (IF) in 2010. The following article presents statistical data as well as a brief history and description of the journal.
Archives of Environemntal Protection to najstarsze polskie czasopismo naukowe z zakresu ochrony i inżynierii środowiska. Wydawane jest od 1975 roku przez Instytut Podstaw Inżynierii Środowiska PAN w Zabrzu. W 2011 r. współwydawcą został Komitet Inżynierii Środowiska PAN. W kwartalniku publikowane są oryginalne artykuły (wcześniej także komunikaty) z zakresu szeroko rozumianej inżynierii i ochrony środowiska, w szczególności dotyczące ochrony powietrza atmosferycznego, ochrony wód i powierzchni ziemi; technologii oczyszczania gazów odlotowych, ścieków oraz gleb; przemian i transportu zanieczyszczeń w środowisku; technik pomiarowych stosowanych w inżynierii i badaniach oraz monitoringu środowiska. Poruszane są również tematy rekultywacji i zagospodarowania terenów zdegradowanych; kształtowania środowiska oraz innych zagadnień związanych z inżynierią i ochroną środowiska. Od roku 2006 wydawnictwo rejestruje Thomson Scientifi c w bazach: Science Citation Index Expanded, Biological Abstracts i BIOSIS Previews, a od 2010 kwartalnik ma przyznany wskaźnik Impact Factor obliczany za 2009 r. W niniejszej pracy przedstawiono wybrane dane statystyczne oraz krótką historię i charakterystykę czasopisma.

Opis:
Theory and practice of environmental protection in the case of foundries in Europe and Asia. Every specialist dealing with foundry processes and their impact on environmental pollution must have encountered in their professional careers numerous situations in which the theory of environmental protection confronts the stark reality. The discrepancy between theory and practice can particularly be noticed in foundry engineering in developing countries where the contrasts between different countries and casting plants are extremely striking. The comparison of working conditions in European and Asian foundries provides a vast scope for further observations and analyses. Environmental protection seems not only a concern of manufacturers of castings, but also of their customers whose opinion exerts a significant influence on both the acceptability of working conditions and on the approach to environmental pollution adopted in metal casting industry. The article presents a number of examples of various outlooks on environmental issues in foundries manufacturing a wide range of cast steel and cast iron castings, where different technologies and production processes are applied.

The article analyses the problems (dilemmas) in approach to the environmental protection and management. EU has declared the plan for the Great Reset of global economy and environmental politics. The idea is not new, but the approach is expected to be completely different. While the EU leaders set the strategy of centralisation, there are strong claims for opposite way – decentralisation. The second dilemma we analyse in our article is the problem of European Commission massive support of green investments (including using of renewable sources of energy and focus of environmental protection), especially after lockdowns connected with covid pandemic which meets with the strong negative position of those economical circles which see such types of initiatives as green shooting to the economy. Terra Carta as an integral part of Sustainable Markets Initiative was launched in 2020. The third dilemma we pay our attention is connected with the efficiency of new environmental taxes. The article focuses also on the good practice as can be seen in environmental protection management efforts and green solutions for using and saving energy resources. As an examples we assess the projects supporting use of renewable energy in Africa (e.g. Lights for Africa), Cradle to Cradle Program (C2C) and we go back to the Come2CoM. The whole is analysed in the context of corporate social responsibility.

The paper presents a solid inorganic peroxy compounds description (calcium peroxide, magnesium peroxide and sodium percarbonate) focused on the properties and environmental application, particularly for the degradation of polycyclic aromatic hydrocarbons (PAHs) and phenols in soil environment. Modern technological processes require the use of compounds that are safe for the environment, non-toxic, easily degradable to the products, which themselves have no adverse environmental effect. Peroxides, as the chemical compounds, produce an effect on the enzymatic activity of the environment into which they are introduced. A good indicator of the activity of soil, bottom sediment or activated sludge, may be the dehydrogenase activity, which is a reflection of the general physiological state of microorganisms. Peroxides can be applied both in a pure form, as well as in mixtures with certain other groups of compounds. To enhance their efficiency they can be mixed with nitrogen, phosphorus or potassium carrying compounds.

Environmental protection represents a complex and one of the most discussed issues, currently under consideration within the legal framework. The author in this article focuses on the environmental protection via the instruments of substantive criminal law in the Slovak Republic and thus represents a detailed analysis of the current legal regulation contained in the Criminal Code, which concentrates these instruments into 13 criminal merits analysed in part II of the presented article. These instruments can be considered effective with regard to preserving as well as improving the environmental quality — through the punishment of perpetrators of the most serious acts breaching the rules of environmental protection, by which the ideal of criminal justice is achieved (or can be achieved).

The paper starts with a review of literature focusing on links between democracy and environmental protection, pointing out a fair weight of scientific evidence that democratic societies on average enjoy a higher level of environmental quality than autocracies. It subsequently provides a quick insight into the recent trends in the state of democracy and the rule of law in Poland as well as a few examples of measures taken concerning environmental policy that have been undertaken after 2015. The paper concludes by expressing concern about certain negative patterns in the Polish environmental policy in the past few years, which seem to be connected to the deficiencies in the rule of law and democracy as observed in Poland. The shrinking space for civil society to participate in democratic governance concerning environmental issues and the excessive appetite of the current government for large infrastructural investments seem to be in contradiction with the European and global strive for sustainable development and tackling climate change. It remains to be seen if the recent negative trends in the Polish environmental policy will have a structural impact on the state of environment in Poland.

Membrane processes are considered as potential methods useful in clean technologies that minimize the use of raw materials, rationalize energy consumption and reduce waste production. They are capable to solve many environmental problems, among them problems related to nuclear technology field. Membrane processes have been already applied for liquid radioactive waste processing in many nuclear centres around the world. Reverse osmosis (RO) was implemented at the Institute of Atomic Energy (IAE) at Świerk for liquid low-level radioactive waste concentration. A 3-stage RO plant supplements the existing waste processing system based on an evaporator giving the possibility of initial concentration of liquid waste or final polishing of the condensate after evaporation. Intensive studies on ultrafiltration (UF) enhanced by sorption on inorganic sorbents or complexation with chelating polymers were carried out. Ceramic membranes made of alumina, titania and zirconia were used in the experiments. Such membranes show a high chemical, temperature and radiation resistance. Thermal process, namely membrane distillation with the use of resistant porous membranes from PTFE was proposed and tested for radioactive waste concentration. The results collected in laboratory and pilot plant experiments allowed to consider the process usable for small installations operated with utilization of cheap energy sources or waste heat. Other methods like liquid membranes and electric processes with ion-exchange membranes as possible applications in nuclear industry are under development. Membrane methods were considered as alternative solutions for reclamation of different materials that can be recycled and reused. Some of them allow minimizing the total energy consumption by various energy recovery systems and utilization of cheap energy sources.

Environmental protection issues emerged in NATO’s political concepts in the last decades of the 20th century. Until the end of the 1980s, the Alliance was preoccupied with Cold War confrontation. In the 1990s, the geopolitical and geostrategic situation shifted. New countries joined the Alliance, and interest in environmental protection increased globally. The Pact member states began to realise the importance of environmental security. New concepts and trends emerged. Appreciating the importance of environmental protection, NATO quickly joined the mainstream of scientific research and practical projects. Their goal was, and is, to understand the causes of environmental degradation and its implications, especially in the context of safety, and to take appropriate remedial measures. NATO has been facing environmental security challenges for many years. This includes climate change, extreme weather conditions, sea level rise, risk of flooding, depletion of natural resources, land degradation, desertification and pollution. These are factors that can ultimately lead to humanitarian disasters, regional tension and violence. NATO’s latest 2030 Strategic Concept highlights the security impact of climate change resulting from a lack of proper environmental protection as the Alliance’s primary focus. At a time of progressive environmental threat, accompanied by rapid climate change, the activities of the Alliance in the field of ensuring environmental security cannot be overestimated.
Kwestie ochrony środowiska pojawiły się w koncepcjach politycznych NATO w ostatnich dekadach ubiegłego wieku. Do końca lat 80. XX w. Sojusz zaabsorbowany był konfrontacją wynikającą ze scenariusza zimnej wojny. Lata dziewięćdziesiąte przyniosły zmienione sytuacje geopolityczną i geostrategiczną. Nowe państwa przystąpiły do Sojuszu, a w skali globalnej nastąpił znaczący wzrost zainteresowania problematyką ochrony środowiska. W krajach członkowskich Paktu zaczęto sobie uświadamiać znaczenie bezpieczeństwa środowiskowego. Pojawiły się nowe koncepcje i trendy. Doceniając znaczenie ochrony środowiska NATO szybko włączyło się w nurt badań naukowych i praktycznych przedsięwzięć. Ich celem było i jest poznanie przyczyn degradacji środowiska naturalnego, implikacji towarzyszących temu zjawisku, zwłaszcza w kontekście bezpieczeństwa oraz podejmowanie odpowiednich środków zaradczych. NATO od wielu lat zajmuje się wyzwaniami bezpieczeństwa związanymi ze środowiskiem. Obejmuje to zmiany klimatu, ekstremalne warunki pogodowe, podnoszenie się poziomu morza, ryzyko powodzi, wyczerpywanie się zasobów naturalnych, degradację gruntów, pustynnienie i zanieczyszczenia. Są to czynniki, które mogą ostatecznie prowadzić do katastrof humanitarnych, napięć regionalnych i przemocy. Najnowsza koncepcja strategiczna NATO 2030 podkreśla wpływ zmian klimatycznych na bezpieczeństwo, wynikających z braku należytej ochrony środowiska, jako główny punkt zainteresowania Sojuszu.

This paper presents the most vital parts of technical tests of military vehicles in relation to environmental protection. The presented method is based on the most popular military off-road truck of the Star 1466 type. It includes a diagram showing the parts of the test of this vehicle from the perspective of environmental protection whose sequence is not imposed. What is solely required is that all these parts are executed - in accordance with the applicable provisions. For this purpose, the paper presents the methodology (whose major parts are described) of testing the vehicle complying with the requirements of environmental protection. Furthermore, it outlines the process of checking leakages of exploitation fluids, smoke opacity, measurement of external noise of this vehicle and the measurement of the level of an acoustic signal. The description of particular checks is based on the applicable provisions and regulations, as well as on typical and commonly available measuring instruments. It is stressed how important it is to maintain and follow the technical parameters - concerning the systems (units) responsible for polluting the environment - which are required by particular provisions and regulations. In the conclusions, the most crucial documents governing the organization of stations used for testing military vehicles, as well as methods and necessary equipment, have been presented.

In this report we point out the requirement of local communities for environmental education of society that results from accession of Poland to the project titled „Decade for Sustainable Development 2005-2014”. The paper includes results of the surveys carried out among students, teachers and officers of communes that reveal the role of environmental education in schools, communes and universities. The results demonstrate that environmental education should become connected with actions in aid of both natural and social local environments.
W pracy wskazano na zapotrzebowanie środowiska lokalnego na edukację środowiskową społeczeństwa, wynikające z przystąpienia Polski do udziału w projekcie Dekada Edukacji dla Zrównoważonego Rozwoju 2005-2014. Praca zawiera wyniki badań ankietowych studentów, nauczycieli i pracowników gmin wskazujące miejsce i rolę edukacji środowiskowej w szkole, gminie oraz na studiach przyrodniczych i pedagogicznych. Wyniki świadczą o konieczności zbliżenia trendów kształcenia przyrodniczego do praktycznych działań na rzecz lokalnego środowiska przyrodniczego i społecznego.
