This study aims to utilise Climate Hazards Group Infrared Precipitation with Stations (CHIRPS) data and Standardised Precipitation Index (SPI) method to assess agricultural drought in West Papua, Indonesia. The data used in this study is monthly CHIRPS data acquired from 1996 to 2019, daily precipitation data recorded from 1996 to 2019 from the five climatological stations in West Papua, Indonesia located at Sorong, Fakfak, Kaimana, Manokwari, and South Manokwari. 3-month SPI or quarterly SPI are used to assess agricultural drought, i.e., SPI January-March, SPI February-April, SPI March-May, SPI April-June, SPI May-July, SPI June-August, SPI July-September, SPI August-October, SPI September-November, and SPI October-December. The results showed that in 2019 agricultural drought in West Papua was moderately wet to severely dry. The most severely dry occurred in September-December periods. Generally, CHIRPS data and SPI methods have an acceptable accuracy in generating drought information in West Papua with an accuracy of 53% compared with climate data analysis. Besides, the SPI from CHIRPS data processing has a moderate correlation with climate data analysis with an average R2= 0.51.

The purpose of this study was to assess miners’ perceptions about the safety climate of their workplace. To achieve the research aim, the relationship between demographic characteristics and occupational hazards was first determined, and finally, the relationship of safety climate with occupational hazards and health-seeking behavior was discovered. The data was collected through a self-reporting questionnaire. The results revealed that the subjects have to deal with severe occupational hazards, and they possess poor health-seeking behavior. A safety climate assessment showed that only one of the seven dimensions (i.e. safety communication, learning, and trust in co-worker safety competence) was at a satisfactory level. With respect to the first objective, we found that age, education, and experience were statistically significant with occupational hazards, while marital status had no significant impact on occupational hazards. Regarding the second objective, three dimensions (management safety justice, safety communication, learning, and trust in co-worker safety competence, and workers’ trust in the efficacy of safety systems) were significant predictors of occupational hazards. The study reflects that workers’ participation is the main factor in setting up an adequate safety climate within the organization. Suggestions provided in this study could provide useful information to managers and safety practitioners to improve safety performance and promote the safety climate in the organization.

The climate-weather change process for the critical infrastructure operating area is considered and its states are introduced. The semi-Markov process is used to construct a general probabilistic model of the climate-weather change process for the critical infrastructure operating area. To build this model the vector of probabilities of the climate-weather change process staying at the initials climate-weather states, the matrix of probabilities of the climate-weather change process transitions between the climate-weather states, the matrix of conditional distribution functions and the matrix of conditional density functions of the climate-weather change process conditional sojourn times at the climate-weather states are defined. To describe the climate-weather change process conditional sojourn times at the particular climate-weather states the uniform distribution, the triangular distribution, the double trapezium distribution, the quasi-trapezium distribution, the exponential distribution, the Weibull distribution, the chimney distribution and the Gamma distribution are suggested and introduced.

In the paper a general safety analytical model of complex technical system related to the climateweather change process in its operating area is defined. First, the system operation at climate-weather variable conditions is given. Additionally, the semi-Markov approach is used. Further, the safety model of the multistate system at climate-weather variable conditions is introduced. The notions of the conditional safety functions at the climate-weather particular states, the unconditional safety function and the risk function of the complex system at changing in time climate-weather conditions are presented. The other safety indices like mean lifetime up to the exceeding a critical safety state, the moment when the risk function value exceeds the acceptable safety level, the intensities of ageing of the critical infrastructure and its components and the coefficients of the climate-weather impact on the critical infrastructure and its components intensities of ageing are defined.

Opis:
Weather-related hazards are already among the factors most frequently causing disturbances for railways. Flooding and storm are considered major threats to the system. Climate change might in the long run produce new kinds of hazards and threats to the railway system, but the climate change will principally involve a strengthening of the already known threats, in terms of increased frequency as well as increased intensity. Based on examples of natural hazards’ impact on railways, possible approaches of vulnerability assessment are described which could also address potential consequences of climate change. In order to reduce the effects of weather hazards technical countermeasures are necessary, but also an appropriate risk management as, e.g., required for flooding in the European Union.
