Italy is undoubtedly one of the key actors in the current international “migration crisis” in the Mediterranean region. The paper aims to provide an overview of both the opportunities and problems for the Italian integration policy as of today. The authors intend to indicate the role of civil organisations in the ‘Italian migration issue’ and to emphasize the uniqueness of their initiatives. The study will provide an insight into one of the major immigrant communities, the Africans, through the civil organisations which have been working with them. The paper, based especially on empirical field experiences, is the result of a two-and-a-half-year research in Italy with different scholarships, coupled with other field trips in several sub-Saharan African countries.

This paper constitutes an analysis of urban movements, marked in the research as alternative groups and civil organisations, in terms of the new politics characteristic of new social movements. In particular it indicates that these movements, ostensibly urban, actually express demands towards the broader social system, delegitimating it in a twofold manner.  Firstly, the acceptance of certain general principles in democratic values and rules is coupled with criticism of how the system functions in practice and of the political elites in Poland, via protest, lobbying, and watchdog activities. A separate type of delegitimation embraces organisations among which we may list cooperatives and squats, as well as organisations managing concrete spaces and withdrawing from participation in public life, shutting themselves away within autonomous spaces and realising a different cultural and democratic model. In both of these groups we are thus dealing with a strongly accentuated anti-systemic and anti-capitalist attitude towards the political reality of the period of transformation in Poland. The research delivered confirmation of the overall research hypothesis adopted in the Lifewhat project, according to which in response to economic crisis civil society responds with the emergence of alternative forms of resilience, not only alleviating the consequences of the crisis but which also, as time passes and the scale of their activities increases, may give rise to a new quality – including in a political sense. The research constitutes a part of the international Lifewhat project. It was conducted on a sample of eighteen purposefully selected civil groups and organisations operating in large cities in Poland, using the method of in-depth interviews.

This article presents some of the generalised results of this research conducted in the form of a diagnostic survey among Safety Managers and a review of safety risk management procedures, including the rules of change risk evaluation, applied in selected civil aviation organisations subject to the survey. This publication aimed to put them under the discussion of experts interested in the issues. Important problems resulting from the necessity to meet general guidelines standardising processes of risk management, formulated in international law regulations [2], as well as in advisory materials of the International Civil Aviation Organisation [6-8], and others [3, 4], including national ones [11], in confrontation with the need for their practical application, were described. Concerning the general rule of risk evaluation described there, inconsistencies in interpretation of the scale of probability and frequency indices and their influence on the evaluation context were pointed out. A model, considering the time aspect in Event Tree Analysis - ETA procedures based on [5, 9], was proposed. Perceived threats to the results of change risk evaluation caused by applying the "the worst foreseeable situation" principle were described. A different approach in the evaluation of change risk based on a comprehensive assessment of the impact of all identified risks on the defined effect was also proposed. Proposals were made to eliminate the disadvantage resulting from the definition of the probability index value – "extremely improbate".

As air traffic is continously growing and the number of potential hazards for safety is also rising, improvement of management systems is required to ensure an adequate level of safety. The management of change constitutes an important part of the safety management system (SMS) defined in Annex 19 to the Convention on International Civil Aviation. It is one of twelve elements of SMS found in the ‘Safety assurance’ component. The management of change put in place in an aviation organisation demonstrates the considerable development of an SMS. This process is essential for managing safety in an efficient way. The article reports on the state of implementation of the management of change in selected civil aviation organisations and also points out the difficulties related with carrying it out in everyday life. The paper focuses on managing changes of certified aerodromes and air navigation service providers. In the conclusions, tools are proposed that enable the reader to improve the process.

The paper is based on the research “The Evolution of European Identity: Using biographical methods to study the development of European identity” which dealt with various types of practitioners of Europe. Part of the research was closely focussed on civil society activists and professionals (CSO) who are especially sensitized by European frames of reference, but who also work under the humble conditions of local circumstances. They have to consider the local conditions and local affairs that support or hinder their life and their work projects. In terms of not having to do with abstract-procedural and general policy decisions, they stand in analytical contrast to the social category of Eurocrats, which is closely linked to the category of the elite European Union policy makers. The paper discusses the basic idea for policy suggestions regarding the support of CSO work e.g. intensified learning processes of intercultural communication, of transnational cooperation work and of transnational work for the protection of the natural environment.
Artykuł oparty jest na projekcie badawczym „Tożsamości Europejskie: Wykorzystanie metod badań biograficznych w rozwoju tożsamości europejskiej”, w którym m.in. analizowano różne przypadki praktyków zajmujących się Europą. Część badań była szczególnie zogniskowana na aktywności przedstawicieli organizacji pozarządowych i stowarzyszeń, dla których podstawową ramą odniesienia dla podejmowanych działań jest zarówno Europa jak i, niewiele znaczące poza ich kontekstem, lokalne kwestie i warunki wyznaczające możliwości i cele działań. W tym znaczeniu członkowie takich organizacji, choć działają na rzecz Europy, mają niewiele wspólnego ze społeczną kategorią eurokratów ściśle związaną z elitą unijnych twórców polityki działania w różnych obszarach Unii Europejskiej. W tej perspektywie artykuł przedstawia podstawowe idee związane z propozycjami polityki wspierania działań europejskich organizacji pozarządowych np. intensywnego procesu edukacji w zakresie komunikacji międzykulturowej, pracy nad współpracą międzynarodową czy międzynarodowej współpracy, której celem jest ochrona środowiska.

The changing social environment prompted the European Union (EU) to rethink its strategies towards its citizens. Phenomena such as distrust towards government institutions, nationalist movements and the alleged democratic deficit are the reasons why the EU aims at engaging with the civil society in its public policy, ranging from agenda setting to decision-making via instruments such as consultations. This paper intends to analyse the rationale behind implementing and pursuing this strategy. As the EU tries to increase its legitimacy, it needs to be evaluated if the EU meets the demands of citizens. For this analysis, a structured literature review will be conducted. This article desires to demonstrate that civil society organisations undergo processes of professionalization and transformation into providers of knowledge and expertise; therefore, ordinary citizens are not represented adequately in the EU via CSOs. Hence, the EU has desired to get closer to its citizens; however, with the current strategies the importance of membership has decreased and the opportunities for engagement have become more elitist. Further research is needed to evaluate the reasons behind this trend for the EU to draw appropriate conclusions and re-formulate its policy towards including its citizens.

The article’s aim is to analyse the role of non-governmental organisations (NGOs) and their crucial ability of activeness under critical circumstances such as the transformation of a state. Starting in the 1990s, the studies were mainly focused on NGOs’ role as development actors in social and institutional formations. New research makes particular accents on their role in political and social discourses both in Georgia and Ukraine, which enriches the science with new empirical material related to the involvement of civil society organisations (CSOs) in the state progress and legislation processes. This article is an attempt to provide an argument for moving forward research on NGOs/CSOs within political science and international relations via comparing the institutional involvement of NGOs in two development-oriented countries – Georgia and Ukraine.

The article presents the entitled fields in the framework of their mutual influence. The notion of the public sphere is valuable for understanding the role that civil society plays in transitional justice processes. However transitional justice often reduces the idea of civil society to NGOs and ignores the social movements and civic engagement in the public realm that can be perceived as integral to the creation of new cases for understanding justice in transition. This fact results in the lack of perception of the civil society place in transitional justice processes. Thus the presented paper is based on hermeneutics, critical discourse analysis and dialogue between various theoretical approaches.

Nowadays, civil society is often regarded as tantamount to participatory democracy, which rests on the idea of voluntary participation in public life. The political transformation of the early 1990s was a watershed time that gave Poles the opportunity to participate fully in building a democratic state. The starting point for the thoughts and findings shared in this text are the results of a survey conducted among non-governmental organisations that operate in the Mazowieckie Voivodeship in Poland. The authors have conducted quantitative research on the functioning of the right of access to public information in NGOs. The first part of the study presents the origins of modern civil society, followed by an analysis of the extent to which public participation and openness of social life were an important element of the Round Table Talks held in 1989. The second part of the text is devoted to the description of the research methodology applied. The third part outlines the results of the research carried out so far, pointing to the major areas of NGO activity, as well as to the way in which access to information functions in these organisations. The text highlights the impact of the political changes of 1989 in Poland on the contemporary possibilities of citizens in participation in public life, and the extent to which society is active and willing to exercise its rights. Emphasis has also been placed on the interrelationship between the two core elements of civil society: openness of public life, i.e. access to information, and the activities of NGOs.

In Nigeria, Community Based Organisations (CBOs) have been involved in diverse development and poverty reduction programmes in many states. In Oyo State, their involvements have been evident for more than five decades now, a long time enough for their impacts to be readily felt, thus due for empirical evaluation. This study therefore evaluated activities of CBOs, as institutions of civil society, in poverty reduction in Oyo State, Nigeria. Data were collected through questionnaire administration on 1,104 households across three (3) Senatorial Districts in the State. Focus Group Discussions (FGDs) were also conducted for registered CBOs in the districts. Descriptive statistics were used in analysing the data collected. Findings revealed that many CBOs existed in the areas, out of which the Landlord Associations and Town Unions accounted for 60 per cent. The projects that have abated poverty which were undertaken by these CBOs were in the areas of economy and empowerment (63.7%), security facilities and services (23.0%), and infrastructure provision (13.3%). Any attempt towards sustainable development should therefore take into cognisance the impact that these two organisations, among others, are capable of exerting in locations that exemplifies similar cultural, social, economic and political characteristics.
W Nigerii Organizacje Społecznościowe (ang.: Community Based Organisations (CBOs)) zostały zaangażowane w różne programy mające na celu rozwój oraz ograniczanie ubóstwa w wielu stanach. W stanie Oyo, ich zaangażowanie jest widoczne już od ponad pięćdziesięciu lat, wystarczająco długo, aby rzeczywiście odczuć i empirycznie ocenić efekty ich działań. Niniejszy artykuł ma na celu ewaluację wpływu działalności CBOs jako organizacji społeczności obywatelskich na ograniczanie ubóstwa w Stanie Oyo w Nigerii. Dane zgromadzono dzięki badaniom opartym na kwestionariuszach wypełnionych w 1 104 gospodarstwach domowych. Przeprowadzono też dyskusje w grupach fokusowych z zarejestrowanymi Organizacjami Społecznościowymi. Do analizy danych wykorzystano statystykę opisową. Wyniki badań ukazały, że na analizowanym obszarze działa wiele CBOs, z czego 60% aktywności przypada na Stowarzyszenia Gospodarzy (ang.: Landlord Associations) oraz Unie Miejskie (ang.: Town Unions). Projekty, które przyczyniły się do zmniejszenia ubóstwa, przeprowadzono w obszarach: gospodarki i praworządności (63,7%), usług i urządzeń bezpieczeństwa (23%), a także infrastruktury (13,3%). Z tego względu pod uwagę powinny być wzięte próby dążenia do zrównoważonego rozwoju, ponieważ owe dwie organizacje są w stanie wpłynąć na obszary stanowiące przykłady aspektów kulturalnych, społecznych, gospodarczych oraz politycznych.

It is possible to state that the organisation and way of functioning of the state administration has gone and will be going through an incessant development process, which has responded and will be responding to the changes and needs of the society. The analysis, which can be considered as an audit made for certain clients groups, is, besides others, also a starting point for the elaboration of an overall municipality strategy. The analysis can be realised by means of primary or secondary research. The present state of our society and the developmental tendencies taken in consideration, it is clear that the existence of leisure activities system will be a significant element in the decision-making processes of state employees on all levels of state (public) administration. The relationship between those who can influence the outer forces and those who occupy positions in the leisure-time organizations defines the dynamics of the future development. The role of municipalities in the domain of public services cannot be replaced. That is why it is necessary to study the opinions and attitudes of employees responsible on the local scale. It is also important for the information transfer and communication to be realized rapidly.
Organizacja i sposób funkcjonowania administracji państwowej jest procesem zależnym od potrzeb i zmian społeczeństwa. Aktywność fizyczna podejmowana przez pracowników z tego sektora będzie wpływać na proces podejmowanych przez nich decyzji zawodowych.

The aim of the article is to present the results of the research conducted by author in Poland and Russia last years, as well as to analyse the ways for improvement the situation in civil society in these countries. The author postulates the need of new understanding of the role of non–governmental organizations in times of crises, which happened in Europe and in the world in recent years (the world financial crisis, migration crisis, political crises in Poland and Russia, the crisis of European integration, etc.). Presented in this article research demonstrates, that mass–media, governments and ordinary people in Poland and Russia see the role of non–governmental organisations primarily in the social problems solving. Moreover, different other studies analysed in the article demonstrate the weakness of non–governmental sector and civil society in these countries. Author concludes that non–governmental organizations have to work in coalitions, because this way they can receive support from other institutions in the network and promote their activities on a larger scale. Networking, federations and coalitions of non–governmental organizations are the significant force in society. It is very important especially in a context of social development of Poland and Russia and overcoming the consequences of crises.
