Opis:
Road safety is an important social issue. Hence, changes in road traffic rules have a large influence on travel safety improvement. One of the major issues to be addressed is the speed limit of motor vehicles and radar speed measurements. Moreover, road traffic rules impose the obligation to wear safety belts during driving, carrying children in car safety seats and they put a ban on drink driving as well as driving under the influence of other intoxicating substances that have a negative influence on the driver’s physical condition and driving skills. This study analyses changes in traffic rules and provides assessment of the way they affect road traffic safety in Poland. The study presents an analysis of the issues connected with road vehicle operation and safety of the passengers including: wearing safety seat belts, use of children car safety seats, vehicle lighting, speed limit. Such issues as the proposed changes in breathalyzer use and implementation of safety systems to provide road users with safety have been addressed.

The article presents how modelling the impact of changes in traffic rules on the roundabouts on the capacity of such intersection. For the purposes of the research subject it was used the theory of cellular automata. A model was developed and it was implemented the traffic simulation system that simulates the phenomenon investigated. A lot of research were done, the results of which realize the importance and topicality of the problem.

Bikes are becoming an increasingly popular and reliable mode of transportation in developing countries because of their efficiency and ability to navigate through rough terrain and narrow roadways. Bikes are more vulnerable to road accidents and their riders’ safety is the main concern at present days. Hence, it is essential to reduce the possibility of accidents caused by bike riders. The main reason for bike accidents is bike rider behaviours in the form of traffic rules violations. The paper’s main aim is to categorize the importance of seven attributes on traffic rules violations, including bike rider behaviours, road features, ambient conditions, driving skills, type of license, bike age/tenure and riding without a safety device (helmet). Bike riders’ violations that can lead to an accident and the impact of attributes have been analyzed using the structural equation modelling (SEM) technique. To analyze these attributes, 450 bike riders have been interviewed in Bhubaneswar, India. It has been concluded that bike rider behaviours are the most significant attribute of violations. Since most bike riders are young, with low income and education, paying more attention to their training and education before issuing a driving license is necessary. In addition, those who do not use safety devices (helmets) are more susceptible to committing violations. This relates to the lack of enough control and enforcement in developing cities. Also, it shows that the current traffic fines for not using safety devices (helmets) are not enforced enough. Finally, considering this research’s outcomes can help minimize traffic rules violations among bike riders, which is a step towards safer roads.

This paper describes presently applied sailing rules and environmental conditions on Danish waters such as Kattegat and the Sund. Those rules were established in late 70’s of the twentieth century by Danish authorities as Denmark is a coastal country and has the legal right to do so. Presently International Maritime Organization – IMO is in the process of approving a new set of routeing measures and traffic separation schemes which should comply with resolution A.257(14) – General provisions on ships’ routeing, and will be introduced by Organization.
W artykule przedstawiono obecnie obowiązujące zasady żeglugi na wodach duńskich wraz z opisem warunków środowiskowych panujących w rejonie cieśnin Kattegat i Sund. Trasy żeglugowe w tym rejonie zostały ustanowione przez rząd duński jako państwo nadbrzeżne w latach 70. XX w. W chwili obecnej w IMO (International Maritime Organization) trwa proces uznania rozwiązań żeglugowych w Cieśninach Duńskich, jako zalecanych przez tę organizację oraz zgodnych z rezolucją A.572(14) („Zalecenia odnośnie tras żeglugowych”).

In this manuscript, development and preliminary results of a simulation based risk modeling study for the Strait of Istanbul is presented. The goal of this research is to analyze the risks involved in the transit vessel traffic in the Strait of Istanbul. In the first step of the study, the transit vessel traffic system in the Strait of Istanbul has been investigated and a simulation model has been developed. The model gives due consideration to current traffic rules and regulations, transit vessel profiles and schedules, pilotage and tugboat services, local traffic, meteorological and geographical conditions. Regarding risk assessment, two sets of factors are used to evaluate the risk of accident in the Strait: the proba-bility of an accident and its potential consequences, as estimated and evaluated at various points along the Strait. Experience has shown that maritime accident occurrences can be very dissimilar from one another and therefore, probabilistic analysis of accidents should not be done independent of the factors affecting them. Thus, in this study, we have focused on the conditional probability of an accident, under a given setting of various accident causing factors. Unfortunately, historical accident data is by far insufficient for a proper sta-tistical consideration of all possible settings of these factors. Therefore, subject-expert opinion is relied upon in estimating these conditional accident probabilities. Assessment of the consequences of a given accident (in terms of its effects on human life, traffic efficiency, property and environment) was also accomplished using a similar approach. Finally, by integrating these assessments into the developed simulation model, the risks observed by each vessel at each risk slice are calculated in regard to the natural and man-made conditions surrounding. A sce-nario analysis is performed to evaluate the characteristics of the accident risk as the vessel moves along the Strait. This analysis allows us to investigate how various factors impact risk. These factors include vessel ar-rival rates, scheduling policies, pilotage service, overtaking and pursuit rules, and local traffic density. Policy indications are made based on the results of these scenarios.

The aim of the article is to present the characteristics of airstrips used by Polish and allied aircraft during military operations in Chad and Afghanistan. The main goal is to examine their organisation and the management of air traffic by Polish ATC staff as well as to answer the question: How did Polish controllers plan the air operation? Answers to this question were sought through empirical and theoretical research. The theoretical methods were a study of literature (analysis, synthesis, abstraction, generalisation, interpretation, analogy and comparison). The empirical method – “opinion poll” took the leading role, which used different techniques conducted in a tested environment to gather the data (interviews with experts and an ex post facto experiment). Consequently, the article looks at the method of planning and preparing air operations and the rules of air traffic organisation in the area of responsibility of Polish controllers. The selected issues discussed herein include the rules of airspace segmentation, the adopted air traffic control solutions and the landing zone infrastructure used. All in all, the experience discussed herein constitutes valuable information regarding air traffic security and may prove helpful in organising landing zones and preparing air personnel for future operations conducted by Polish and allied Military Contingents at home and abroad.

In analysing the causes of the dangers posed in road traffic, which often end up in accidents or other road incidents, we focus on evidence of violated road safety rules. This is an oversimplification of the problem, since it does not allow for getting to know the determinants of indicated violations which often come down to the broadly assessed state of health of road users, their psychophysical characteristics and personality, as well as their fatigue and mental state. The author of this paper not only analyses the aforesaid problems from the legal point of view, but also tries to look at them in an interdisciplinary way. The author further demonstrates how little we know about it; hence without in-depth exploration of the subject, preceded by credible scientific research, it will be extremely difficult to take reasonable preventive measures, whilst deterring with severe sanctions simply does not work.

A new approach to the modelling of various nature phenomena such as predator and prey ecological system, heat transport, spreading of oil slick and traffic flow is introduced. Cellular automata (CA) are discrete dynamical systems whose behaviour is completely specified in terms of simple local relations. They are mathematical models of spatialy distributed processes; however they can lead to an appropriate simulation of comlex dynamic processes. Applications to heat transfer and problems of environmental simulations are done. A discrete automaton model with fuzzy rules to simulate one-way traffic flow is also described. Results of simulations are consistent with phenomena observed in reality. It gives a base to propose the cellular automata tool as an option in modelling and solving problems of complex (and some times, not completely known) nature.
W pracy zaprezentowano metodę modelowania układów i zjawisk obserwowanych w przyrodzie, takich jak dynamika systemu ekologicznego drapieżnik-ofiara, przewodzenie ciepła, rozprzestrzenianie się plamy ropy naftowej po wycieku na wodzie czy ruch strumienia pojazdów na drodze miejskiej. Metodę oparto na tzw. automatach komórkowych, które są układami dyskretnymi o zachowaniach ściśle zdeterminowanych prostymi relacjami o charakterze lokalnym. Automaty komórkowe to matematyczne modele procesów przestrzennych, mogące z powodzeniem opisywać złożone zjawiska dynamiczne. W pracy przedstawiono aplikację do zagadnienia przewodzenia ciepła oraz kilku symulacji środowiskowych. Przedstawiono także model automatowy z regułami rozmytymi opisujący jednokierunkowy ruch pojazdów na drodze. Wyniki symulacji okazały się zgodne z obserwacjami rzeczywistych układów. Zachęcające rezultaty badań skłaniają do postrzegania automatów komórkowych jako efektywnej opcji w modelowaniu i rozwiązywaniu problemów o złożonej (czasem nie całkiem rozpoznanej) naturze.

Traffic safety is closely interrelated to the technical condition of vehicles participating in road transport. The said condition should be understood comprehensively, not only in terms of technical fitness, equipment, loading methods, and safe passenger transport, but also from the perspective of passive safety aimed at minimising the impact of accidents. Unfortunately, the issues of providing passive safety, and its deficiencies, are often neglected, yet it is also crucial to penal liability. It is certain that the deficiencies identified are part of cause-and-effect relationships which are very often difficult to define in a straightforward way.

Retail visual merchandising techniques can maximize product attractiveness, create good store performance, attract more customers to the store, and as a result, they help to increase the retailer's profit. These strategies make it easier for category managers to differentiate their products from other competitors. This study aimed to investigate the practical visual merchandising methods that influence customer preference of visiting a store and making purchases there. It provides interesting insights into the techniques of how retailers could deploy visual merchandising into the daily tasks to increase profit. The author proposed the framework and the shelf space allocation model, which includes visual merchandising constraints including store layout and traffic, aisles with regard to traffic direction; different shelf levels (special attention is given to the most profitable eye-level shelf); and shelf segments where convenience and local products should be placed. The results of the study could be a part of strategic category management in the retail business.
Techniki wizualnej prezentacji produktu na sklepowej półce mogą zmaksymalizować atrakcyjność produktu, zapewnić dobrą sprawność działania sklepu, przyciągnąć nowych klientów, a w konsekwencji zwiększyć dochody sprzedawcy. Różne techniki pozwalają łatwiej wyróżnić własny produkt na tle konkurencji. Opisane badania miały na celu sprawdzenie praktycznych metod wizualnej prezentacji produktu wpływających na preferencje klientów dotyczące odwiedzania sklepu i dokonywania w nim zakupów. Praca przedstawia wgląd w możliwości wdrożenia przez sprzedawców technik wizualnej prezentacji produktu w celu zwiększenia zysków. Autorka zaproponowała strukturę i model alokacji miejsca na sklepowych półkach, które obejmują ograniczenia wizualnej prezentacji produktu, w tym układ sklepu i ruch klientów w poszczególnych alejkach, różne poziomy półek (ze szczególnym uwzględnianiem półki na poziomie wzroku klienta) oraz segmenty półkowe, na których należy umieszczać produkty szybko zbywalne i regionalne. Wyniki badań mogą stanowić element strategicznego zarządzania kategorią produktów w handlu detalicznym.

In Autonomous Transit Networks some basic elements influence the throughput: network structure, maximum velocity, number of vehicles etc. Other parameters like station structure, dynamic routing or vehicle behavior on intersections play minor role. Yet in highly congested nets, when vehicles interfere in the traffic, some subtle decisions may influence overall system ridership. We tested the impact of intersection priority rules on passenger waiting time, which measures the through-put. The dependence occurred its relevance in a crowded network.
W sieciach transportowych ATN (Autonomous Transit Network) na przepustowość mają wpływ jej główne elementy jak struktura sieci, maksymalna prędkość, liczba pojazdów itd. Inne parametry jak struktura przystanków, dynamiczny wybór drogi czy zachowania pojazdów na skrzyżowaniach grają niewielką rolę. Jednak przy dużym zagęszczeniu pojazdy przeszkadzają sobie wzajemnie i pewne subtelne decyzje mogą wpłynąć na zdolność przewozową sieci. Zbadaliśmy wpływ zasad pierwszeństwa na skrzyżowaniach na czas oczekiwania na pojazdy, który jest miarą przepustowości. Zależność okazała się istotna w zatłoczonej sieci.

Approaches to the port are usually considered high traffic areas. Not only deep draft vessels pass through this limited manoeuvring space, but also intensive pleasure craft traffic, especially during the summer season. Crossing of both commercial ships and pleasure craft traffic may generate dangerous situations for navigation. The aim of the following article is to present solutions to the aforementioned safety problem. The article focuses on the navigation safety aspects at the Świnoujście seaport entrance. Currently, Świnoujście-Szczecin Port Regulations take only large ships into consideration while specifying the safety passing at this area, at the same time, belittling the presence of small crafts up to 20 m in length. In order to prove the need for change, one should first present the necessary research concerning the evaluation of the safety level of maximum sized ships navigating at the Świnoujście entrance area in the presence or absence of small pleasure crafts. The surveys were conducted on a group of pilots and captains possessing pilot exemption certificates. The research findings clearly show that the traffic of small crafts and large ships should be separated due to safety concerns. Thus, marine traffic engineering solution is suggested in order to eliminate the most plausible dangers.

From a very generalised perspective, it can be said that humans are the weakest link regarding road traffic safety. Researchers have focused on their health status, physical, mental and psychological characteristics, gender and age, etc. They have been exploring the question of whether there are persons who are particularly predisposed to becoming the perpetrators or victims of accidents or catastrophes, posing a direct risk of accidents and catastrophes, or causing road traffic hazards. This paper is focused on the issues related to aggression and anger that drivers experience and so-called road rage. The author identifies and analyses the factors determining such conduct, discussing its causes and behaviour prior to such incidents and considering external conditions. Emphasis is placed on the fact that anger, aggression and rage are often followed by a hazard, resulting in an accident or other road incidents mentioned above. Attempts are made to point to yet unexplored spheres of possibly identifying symptoms that indicate aggression or rage, which have been a neglected issue so far and which could be significant for taking anticipative and preventive measures without risk of penalty. The author asserts that the analysis of criminal cases and the evidence collected in the course of such procedures, including tachograph records, event data recorders, video recordings and surveillance cameras, may constitute materials used by an interdisciplinary team of experts to create an algorithm that allows preventive measures to be undertaken before outbursts of aggression, rage and violence take place. Undoubtedly, it is a cybersecurity-related task, which, by no means, may be associated with an excessive surveillance of behaviour on the roads
