The course of present armed conflicts indicates the use of different instruments of power, whose major purpose is to gain control over the society and then exploit its resources. The nomenclature mentions hybrid warfare more and more frequently while seeking effective countermeasures against it. This topic is related to the creation of a new structure in the Polish Army – the Territorial Defence Force. The article presents the determinants conditioning the creation of the discussed formation and its assigned tasks. It analyses the expected objectives of the Territorial Defence Force as regards the adopted organisational structure, capability to perform its tasks and the established recruitment and training system. The article focuses in particular on countering tools of attack used in hybrid actions. The author refers to the course of events during modern asymmetric armed conflicts, for example in eastern Ukraine. Methods used by a potential enemy and the possible countermeasures exercised by the Territorial Defence Force are taken into consideration. The conclusions include an assessment of the importance of the new formation for Polish national security and defence.

This article presents aspects of developing the competences of the soldiers of Territorial Defence Forces (TDF) – albeit, due to the vastness of the subject matter, it only partially explores this topic. Particular attention has been paid to the wide spectrum of the competences of a Territorial Defence officer who performs the roles of a commander-educator and instructor, but the competences of the subordinate – a private soldier of this service of the Armed Forces have also been discussed. Additionally, this article indicates rather important aspects of forming soldiers’ personalities and, in consequence, also their attitudes (civic, patriotic, national defence-oriented etc.) which combine to form their professional-personal characteristics.

The purpose of this article is to present the basic determinants as regards the use of the Territorial Defence Force (TDF) in the national defence system. The article focuses on issues related to security and defence as well as their impact on national security, and indicates the need to establish territorial forces in order to increase military potential in any country. What is more, it describes basic tasks which TDF can perform during individual stages of armed operations. Particular attention is paid to the fulfilment of the tasks by TDF as regards purely army-related activities, both military and non-military. It is indicated that TDF is a military formation that fills the gap as regards the security of a given area or territory, and that it can supplement the operational forces, thus constituting a vital element of the national defence system.

For nations facing expansionist and revisionist neighbours such as Russia or China, a total defence approach provides a mechanism to protect both territorial integrity and political sovereignty. A key component for any effective total defence concept is volunteer, citizen- soldier territorial defence forces (TDF). This paper emphasises the role these territorial formations play as the critical snap link between the military and civilian population in such a national defence strategy. The territorial defence forces, like the snap link in mountaineering, connect the military to the civilian population in a way to ensure popular support for national resistance efforts. The article offers the historical example of Switzerland as an exemplar of total defence from 1939 to 1991 and demonstrates the role its citizen-soldier forces played in linking the population to overall resistance efforts. This Swiss historical experience provides three main concepts for consideration today: (1) the creation of a government directed and functional levée en masse that mobilizes the entire population to support total defence; (2) the establishment of a national redoubt or refuge, either in-country or abroad, to provide sanctuary for the resistance movement; (3) and the organisation of specialised, multi-crisis capable territorial units for the full range of total defence missions.

The detachments of Territorial Defence Force (TDF, Polish: Wojska Obrony Terytorialnej) are an important element in the new structure of the Polish Army. The article presents the challenges the Territorial Defence Force, a new branch of the Armed Forces of the Republic of Poland, are currently facing. The author discusses the origin of TDF as well as the basic normative and legal documents that specify the role and tasks of TDF in the national security system. The principles of recruitment to TDF, the basic criteria laid down for candidates for service and a timeline of TDF development in 2016–2019 are described. Particular attention is paid to the cooperation between TDF and operational forces in case of an armed conflict, which poses a serious challenge to the new type of armed forces. Additionally, research suggests that the range of tasks assigned to TDF indicates their significant role within the crisis management system. This requires the TDF command to work closely with public administration and to gain trust and esteem in local communities in the regions of their operation.

Purpose: The main problem matter subject to intellectualization is the quest for an answer to the following question: How to organize the communication and information system of the territorial defence forces, taking into consideration the operational and environmental factors, so that it provides for cooperation of the forces in the framework of combined operations on the present and the future battlefield, as well as for the support of the non-military system (in emergency situations) to meet the requirements of the command bodies in accordance with the realized military and non-military mission? Design/methodology/approach: The paper presents the results of research conducted in the framework of a statutory research task assigned by the Management and Command Faculty No. II.3.21 of year 2017 concerning the determination of the role, tasks and rules pertaining to the organization of communication in the territorial defence forces, these being an important element of the defence system of Poland. Findings: The analysis of the available subject literature reveals that the structure of the TDF communication and information system does not differ from the solutions applied in the PAF as a whole. The authors believe that making use of the technique of augmented reality will support the building of situational awareness among soldiers. Originality/value: The search for the directions of change in the equipment of territorial defence forces and organizing communication and IT has shown that some ICT companies have announced that they are going to equip the territorial defence subunits with mobile applications through private donation. When this comes about, the result will allow for better training and enable a more detailed picture of the assigned task, hence, the effectiveness of the new military formation will increase.

The purpose of the article is to analyse the elements of the anti-aircraft defence within Territorial Defence Forces. Opis:
The Territorial Defence Forces (TDF, Polish abbrev. WOT) are to participate in combat counter-subversive operations, alone or in cooperation with other security actors. Using both offensive and protective-defensive forms and methods, they will create freedom of action for operational troops. Precise reconnaissance of the area, infrastructure knowledge in permanent areas of responsibility (Polish abbrev. SRO), cooperation with the non-military system (Polish abbrev. UPM), and cooperation with the local population in combination with the training of the TDF commanders and soldiers equipped with modern weaponry, reconnaissance and object monitoring systems will ensure good quality of protection while reducing the number of human resources involved. All forms and methods of conducting combat counter-subversive activities presented in the article are a compilation of the content contained in the literature on the subject and the practical conduct of training classes with cadets and officers at the Military University of Land Forces.
Wojska Obrony Terytorialnej (WOT) będą uczestniczyć w bojowych działaniach przeciwdywersyjnych, samodzielnie lub we współdziałaniu z innymi podmiotami odpowiedzialnymi za bezpieczeństwo. Stosując formy i sposoby, zarówno zaczepne i ochronno-obronne, stworzą swobodę działania wojskom operacyjnym. Dokładne rozpoznanie terenu, znajomość infrastruktury SRO, współdziałanie z układem pozamilitarnym (UPM), współpraca z miejscową ludnością w połączeniu z wyszkoleniem dowódców i żołnierzy WOT, wyposażonych w nowoczesne uzbrojenie, systemy rozpoznania i monitoringu obiektów, zapewni dobrą jakość ochrony, ograniczając przy tym ilość zaangażowanych zasobów ludzkich. Wszystkie formy i metody prowadzenia bojowych działań przeciwdywersyjnych, przedstawionych w artykule są kompilacją treści zawartych w literaturze przedmiotu oraz praktycznego prowadzenia zajęć z podchorążymi i oficerami w Akademii Wojsk Lądowych.

The aim of this article is to analyse the organisation and functioning of Norwegian territorial defence (nor. Heimevernet) by showing its specificity and place in the national security system. The content of this study was intended to bring the reader closer to information on the functioning of this type of formation and answer the question posed during the research, that is, how does the territorial defence system work, which is connected to the entire defence system of the state in the military layer, i.e.: the organisational structure of the formation, the role of the formation in the national defence strategy, the organisation of the recruitment system and the training of candidates for service, as well as the civil level through the close cooperation of individual elements of the territorial organisation of military administration, Heimevernet territorial units with local government bodies at all levels in the Nordic strategic culture, and whether the conclusions of the study would provide a benchmark in the implementation of some solutions to the Polish concept of building a territorial defence system. This scientific article has been prepared on the basis of the available local literature on the Norwegian defence system, and on the basis of the research material collected in preparing the thesis.

The three Baltic states: Estonia, Latvia, and Lithuania, gained independence for the second time in the late 20th century, and are now investing in the whole society’s approach to defence, recognizing the threat from Russia, especially after the wars in Georgia (2007/8) and Ukraine (2014, 2022). Voluntary territorial defence forces are an important constituent of their national defence strategies. This paper aims to analyse these forces as an integral component of national security, based on a close connection with society, armed forces, and government. The similarities and differences between the three different volunteer forces will be highlighted and ultimately proven how they are strongly embedded in national and regional security setup, while also enhancing cross-border cooperation.

According to Oleksandr Kirichuk, Ukraine’s honorary consul in Auckland, by the first week of March 2022, over 500 New Zealanders had volunteered to fight in Ukraine against Russia. The exact number of New Zealand veterans fighting in Ukraine fluctuates on a weekly or even daily basis as NZ veterans are killed, wounded or simply decide they have done enough and return home. However, from interviews with veterans, it can be estimated that there are somewhere between 15–25 New Zealanders posted to front line combat units at any particular time. The motivations of New Zealand veterans fighting in Ukraine are complex and multifaceted, reflecting a unique blend of personal, political, and cultural factors. This article explores the underlying motivations of these New Zealand veterans to engage in a conflict far from home; delving into the various personal, social, and political factors that have influenced their decision to serve in Ukraine.
